Extensively grow tea andperennial crops for regionaldevelopment

Prime Minister General Thein Seinfrom 2 to 4 February visited Kanpetlet,Mindat, Matupi, Haka, Falam, Reedkhoda,Tonzang and Tiddim in Chin State andinspected regional development. During hisinspection tour, the Prime Minister mettownselders, departmental officials andsocial organizations and gave guidance onimprovement of the socio-economic statusof local people.

National development projects arein full swing the length and breadth of thenation including Chin State. Tasks for bettertransport which is a driving force for nationaldevelopment are being carried outextensively both in plains and hilly regions.With better transport, one can travel fromone place to another, thereby bringing abouthigher socio-economic status of local people.

Relying on slash and burn farming,Chin State was in no position to enjoy self-sufficiency in rice. At a time when highlandfarming is being introduced in Chin Statewith the assistance of the government, localpeople are to extensively grow tea andperennial crops, while engaging in highlandfarming.

Since tea thrives well in hilly regions,it is grown on a commercial scale in ShanState and Sagaing Division in addition toChin State. At present tea is being grownextensively in Haka, Tiddim, Mindat andMatupi townships. And continued effortsare to be made to maintain such achievement.

Sharing border with India, Chin Stateplays a pivotal role in security and bordertrade. And steps are to be taken forprevalence of peace and stability andensuring security and border trade in theregion.

As the five main roads in Chin Stateare being upgraded into all weather facilities,progress has been made in transport,education and health sectors. At such a time,it is largely incumbent upon local authorities,social organizations and local people toparticipate in regional development tasks.

On behalf of Chair-man of the Myanmar Edu-cation Committee Secre-tary-1 of the State Peaceand Development Coun-cil General Thiha ThuraTin Aung Myint Oo, Min-ister for Education DrChan Nyein delivered aconcluding speech.

Present on the occa-sion were Civil ServiceSelection and TrainingBoard Chairman U KyawThu, deputy ministers, theYangon City Develop-ment Committee Vice-Chairman Vice-Mayor,the Deputy Chief Justice,CSSTB members, offi-cials of the EducationMinistry, the rector andpro-rectors of the CICSand course instructors.

In his speech, Minis-ter Dr Chan Nyein saidthat in building up a peace-ful, modern and developednation, the government isbuilding all necessaryinfrastructures. At thesame time, it is trying toproduce qualified humanresources. Since the as-sumption of State duties,the Tatmadaw govern-ment has been realizingthe political, economicand social objectives forensuring national unity

Trainee instructorsfrom different universitiesand colleges are to nur-ture themselves as well asstudents of younger gen-eration to ensure long-term interests of the na-tion.

Afghan problems not be solvedby military alone

ISTANBUL, 6 Feb —Turkish PresidentAbdullah Gul said here onFriday that problems ofAfghanistan could not besolved by military meas-ures alone.

Gul made the state-ment while addressing theinformal meeting ofNATO defence ministerswith non-allied partners ofthe International SecurityAssistance Force (ISAF)

in Istanbul.“After all, foreign

forces will leave Afghani-stan one day. They shouldnot leave behind a devas-tated country, but a coun-try intact with functioninginstitutions. We should notforget that Afghanistanbelongs to Afghan peo-ple,” Gul said.

“As the internationalcommunity, we need tocontinue our struggleagainst terrorism, extrem-ism, arms smuggling andorganized crime, in col-laboration,” he said.

Teen shot at Ala middle school dies;student held

MADISON , 6 Feb—A ninth-grader was shot to death by another stu-dent during a class change on Friday at a north Alabama middle school,authorities said.

Todd Brown, 14, was shot about 1:45 pm and taken by ambulancefrom Discovery Middle School to Huntsville Hospital, where he died,said hospital spokeswoman Kristen Bishop. She wouldn’t release anyother details.

The suspected shooter was arrested inside in the school, where po-lice are regularly stationed.

Police did not release the name of the alleged shooter, also a ninth-grader, citing their ongoing investigation. No one else was injured andit wasn’t immediately clear what prompted the gunfire.—Internet

KANDAHAR, 6 Feb — Afghan borderpolice mistook a group of villagers gath-ering wood near the Pakistan border asmilitants and opened fire, killing seven ci-vilians, a police official said on Saturday.

All six officers involved in Friday’spre-dawn shooting have been arrested andthe incident is under investigation, saidGen Abdul Raziq, the commander of theborder police of southern Afghanistan.

The Afghan-Pakistan border area isa common transit route for both Taleban

militants and smugglers, and border po-lice regularly are attacked in the area.

The officers were driving throughKandahar Province’s Shorabak Districtbefore sunrise on Friday when they spot-ted the group of seven men and thoughtthey were about to be ambushed, Raziqsaid. Brazil starts exportingsoybeans to Russia

BRASILIA, 6 Feb—The first shipment of 24,400 tonsof Brazilian soybean has left for Russia this week, theBrazilian Agriculture Ministry said on Thursday, add-ing that another ship was being loaded for departure.

Technical barriers imposed by the Russian govern-ment on the import of Brazilian products were removedat a recent meeting attended by representatives fromboth countries in Berlin in January, according to theSecretary of Agricultural Defence Ignatius Kroetz.

“Russia has invested in chicken and pork produc-tion and needs soybean for feed. As Brazil is a majorsupplier, there is a great chance that export will growsubstantially,” said Kroetz.

The latest survey from the National Supply Com-pany (Conab) indicates Brazil is expected to produce65 million tons of soybean in 2009/2010 harvestseason, about 8 million more than in 2008/2009season.—Xinhua

Withthe concept that

improvement of moviestandard and marketextension is the life bloodof the movie world,movie professionalsshould strive with addedmomentum in all sectors.

In addition toencouraging theMyanmar movie worldfor its development, thegovernment on 12November 2009reformed for the thirdtime the new executivecommittee of MMPA, areliable body for the film

professionals. I believethat the new EC with newvigour will play a leadingrole and strive forrealizing the fiveobjectives fordevelopment of movieworld and the five sectors-- the key to successfulimplementation of thesaid objectives. At thesame time, I would like tourge the professionals ofthe movie world – artistes,technicians andentrepreneurs – to strive in

unity under the banner ofMMPA. The movieprofessionals have earnedtheir place in the historybooks for theirharmonious efforts in theinterest of movies and thenation and the people.

A review of theiraccomplishments showsthat they founded themovie industry duringpre-World War II periodamidst difficulties. Theygradually develop theirindustry from silentmovies till reaching the

present stage. We willhave to honour anddocument their power ofart to foster nationalismand independenceawareness among thepeople amidst variousmethods of colonialist andFascist oppression duringthe independencestruggle.

In addition toopposing the colonialistsand Fascists with theirprofession, they also tookpart in the anti-colonialist

struggle, anti-Fasciststruggle and indepen-dence struggle in person.At present, they in therespective sectors aretaking part in the task ofsafeguarding indepen-dence and building a newnation with might andmain.

Myanmar movie hasits glory in successive earsin its history. The artisteesnot only strive for thedevelopment of the movieworld but also dutifullyserve the national duties inthe respective roles. Ibelieve that theprofessionals will have toactively participate inbuilding a peaceful,modern and developeddemocratic nation.

To be able maintainthe fine tradition of theMyanmar movie world, itis required to establishdefinite and suitable tasksfor the present time. Ihave already stated thefive tasks to beimplemented by the

MMPA and theprofessionals. I would liketo state the five tasksagain. They are :1. To strive for

development andsolidarity of theMyanmar movie andvideo world with theaim of improving theliving standard anddevelopment of movieprofessionals

2. To strive fordevelopment oftechniques andtechnology related toproducing movies

3. To upgrade the qualityof movies and videos

4. To strive for Myanmamovies to penetrateforeign markets and

5. To join hands with thepeople for carrying outthe national dutiesI would like to state

the five tasks as follows toenable the filmprofessionals to try toimplement them incooperation:

development of the movie world. Therefore, I would liketo urge again all film professionals to strive to successfullyimplement them. The professionals may face difficulties,

disagreements and challenges in implementing them.Success will surely be achieved if the following pointsare used as the base in overcoming the difficulties,disagreements and challenges:

achieving success.Looking at today’s standard of Myanmar film

industry, there are still shortcomings and weaknesses inall parts such as plot, acting, mode of dress, studio,shooting, movie show and services, foreign marketpenetration, technology and production. But it isencouraging to see that efforts are being made forMyanmar movies to be able to penetrate the foreign marketby fulfilling the needs to a certain extent.

A producer has made a Myanmar movie abroad andit is being shown in the country today. And efforts are

being made to show it abroad soon. Likewise, anotherproducer is making a movie with digital system and willshow it at home and abroad. The Ministry of Informationis encouraging such efforts and will continue to encouragesimilar efforts.

As the production standard has improved, it is alsonecessary to raise the standard of screening.

Only then, will the film industry develop in allaspects. So, I met entrepreneurs from the film industryand adopted eight points and five policies on upgrading

the movie theatres. Encouragement was given to buildmovie theatres of international standard. In Nay Pyi Tawtwo advanced movie theatres have emerged and buildingof another one will be completed soon. In Yangon also,more advanced movie halls will emerge. The movietheatres in some big cities of states and divisions such asMandalay, Monywa, Lashio and Taunggyi are beingupgraded into modern ones. As today’s world movie

production and screening have adopted the digital system,our nation also needs to try to make and screen movieswith digital system.

It can be found global nations focus on theirnational interests to decide whatever they do. Inpractising multi-party democracy in our country,all parties, politicians and the ordinary people willhave to act by serving the national interestalthough they may have different ideologies. Thus,the interests of the State and the people can beserved effectively within democratic system. So, itis very important for all the media, including thosefrom the film world, to try to become ones whoserve best interests of the nation.

The government is implementing the seven-stepRoad Map for democracy transition. The Road Map isthe best democratization process that is in accord withthe reality. It is the safest and most appropriate way to

TransportKayin State had only

eight bridges of over 180feet long in 1988. Now,the region has 16 largebridges including the re-cently inaugurated DaliBridge.

The 330-foot PataCreek Bridge, the 340-footWinyaw River Bridge andthe 270-foot HaungtharawRiver Bridge in Kyain-seikkyi Township areready to provide the trans-port needs of the localpeople.

The length of motorroad in Kayin State in-creased up to 2930 milestill today from 554 milesin 1988. As hilly KayinState has plenty of rivers,creeks and lakes due tomany inches of rainfall,

the authorities are payingattention to upgrading andmaintaining roads yearly.The 110 miles and twofurlongs long Hpa-an-Kawkareik-MyawadyRoad, the artery of KayinState, is being upgradedunder the plan.

EducationWith the farsighted-

ness, the Head of State gaveguidance on implementingthe Border Areas andNational Races Develop-ment Plan, the 24-SpecialRegion DevelopmentProject and the five RuralDevelopment Tasks fornarrowing the developmentgap among the regions ofthe Union. Now, Hpa-anUniversity, TechnologicalUniversity and Universityof Computer Studies haveemerged in Hpa-an ofKayin State to enable thelocal youth for pursuinghigher education withintheir region.

While in Kayin State,we observed the learning ofstudents at the universities.Almost all the studentsunanimously expressedtheir feeling that they donot need to go far citiesanymore for pursuinghigher education; thatthey are pleased withhaving easy access tolearning the education inthe native regions bysaving money; and thatthey would like to applytheir experiences of pur-suing higher education forserving the interest of theregion and the State.

In addition, EducationCollege, Technical HighSchool and 1269 basic edu-cation schools are turningout human resources of thestate.

HealthWe visited Hpa-an

General Hospital (200-bed)and Kawkareik GeneralHospital (100-bed).

Specialists of Hpa-an Gen-eral Hospital (200-bed) areat work providing healthcare services to the localpeople. Moreover,Midwifery Training Schooland the Nurses TrainingSchool are producing healthstaff continuously.

For giving health careto the local people of thestate, the specialist teamgoes right down to thegrassroots level monthly.The ophthalmologists haveprovided eye care to over6,000 local national races,performed free eye surgicaloperations on over 600patients and donated opti-cal glasses to them. Mem-bers of the medical corps ofthe Directorate of MedicalServices of the Ministry ofDefence also made fieldtrips to various regions ofKayin State includingHtoekawkoe andMyainggyingu regions.

CommunicationsThe communication

networks have been builtfor enabling towns andvillages of the state to haveaccess to Internet, auto-telephones, CDMA, GSMand PCO. The state had fivetelephone offices, 27 postoffices, seven telegraphicoffices and one microwavestations in 1988. Now, theregion has 24 telephoneoffices, 34 post offices, 15telegraphic office and 6 mi-crowave stations.

Myawady, Kyaikdon,Phayathonhsu, Paingkyon,Papun, Myainggyingu,Kyain-seikkyi andHlaingbwe townships bythe Ministry of Informationto inform, to entertain andto disseminate knowledgeto the local people. Moreover,the local people can enjoythe programmes of Nay PyiTaw Myanma Radio andShwe FM.

ForestryKayin State is blessed

with valuable forests. In theabsence of peace, thevaluable forests weredepleted in the pastsuffering great losses. TheTatmadaw Government isextracting timber from theforest reservessystematically whileestablishing forest reservesand protected public forests.The private sector is allowedto establish various kindsof forests and teakplantations. In every rainyseason, three teak saplingsand 20 Eucalyptus saplingswere distributed to everyhousehold.

In 2010, the ForestDepartment nurtures226,468 teak saplings,189,060 Eucalyptus sap-lings and 84,472 othersaplings and Kayin StatePeace and DevelopmentCouncil, 200,000 teaksaplings and 300,000 other

saplings in villagenurseries. The plan is underway to grow 1 millionsaplings.

IrrigationIn the time of

Tatmadaw Government,many clusters of dams andriver water pumpingstations have been builtacross the nation. Twodams including YebokDam, six river waterpumping stations anddrains including Shwegun,Kanni and Takuseik siltingdrains were built in KayinState to benefit 5452 acresof farmlands. As a result,u n p r e c e d e n t e ddevelopment can be seenin the cultivation of cropsin Kayin State.

AgricultureThe news crew made

a trip to Shwegun,Kawhlaik, Htonaing andMeinmahlagyun Villages.Due to fertile alluvial landgiven as a gift by ThanlwinRiver, systematic use ofinputs and quality strains,groundnut yielded over100 baskets per acre. InShwegun, the groundnutplantation of farmer U OhnTin yielded 156 basketsper acre. Farmer U OhnTin used Hsinpadetha-7groundnut strain.Therefore, arrangementsare being made to extendcultivation of suchgroundnut strain inShwegun, Thayagon,Kappali and Wetkhoktawvillages.

can fetch K 300,000 asprofit per acre. Afterharvesting early-coldgroundnut, the farmers re-grow groundnut as doublecropping. As a result ofcultivating paddy onceand groundnut twice, thelocal farmers are enjoying

higher living standard. In2009-2010, the state plansto put 30,778 acres of landunder monsoon and coldseason groundnut.

The state grew531,536 acres of monsoonpaddy against the targetof 524,482 acres in 2009-2010 cultivation seasonand set a plan to grow138,668 acres of summerpaddy. Plans are underway to grow beans andpulses this year and tocultivate Ngwechi-6 longstaple cotton on trialbasis.

Lest we forget Union Day

In the course of the Myanmar history, nationalraces have remained united. National unity is, in fact,the lifeblood for the nation. If national people aredisunited, there will be disintegration of the Union. Ifso, the nation will lose independence and sovereigntythat cost lives of a very large number of nationalbrethren.

Myanmar national races have been makinghome with a spirit of perfect amity in the Unionof Myanmar for aeons. Once, the city states ofMyanmar people such as Beikthanoe, Srikestra,Hanlin, Thuwunnabumi, Mongmao, Tagaung,Pinya, Konbaung, Bagan, Innwa, Vesali, andDanyawady were held in high esteem byneighbouring countries. In spite of differentgeographical locations, the national races equipthemselves with Union Spirit, which inspire themthat they live in the same motherland. As regardsthat point, Head of State Senior General ThanShwe in his message to mark the 46th AnniversaryUnion Day said, “The Union of Myanmar ishome to various national races. As the sayingthat goes ‘A stem with one hundred fruits init’, there may be slight difference between thenational races in terms of culture, custom,tradition, dialect and lifestyle. However, theyin reality make home together and share Union

Spirit. So, like the stem with many fruits in it,Myanmar is a land with various national racesin it.”

There was a nightmare for the Union due toBritish colonialists. They annexed Myanmar afterthe three aggressive wars on the nation: the FirstAnglo-Myanmar War on 5 March 1824, the SecondAnglo-Myanmar War on 5 April 1852, and theThird Anglo-Myanmar War on 11 November 1885.In the three wars, Myanmar national brethrenarmed themselves with whatever arms they gotand repulsed the attacks by the colonialists. Yet,the weapon superiority of the colonialists overMyanmar led to the fall of the whole country on28 November 1885. Then, the colonialists tookMyanmar King Thibaw and the queen, followedby the loss of Myanmar’s sovereignty andindependence. National races therefore launchedfierce attacks on the invaders in both hilly regionsand plains, out of the strong sense of patriotismand the great hunger for liberation from the yokeof the colonialism. In 1942, the colonialists hadto withdraw from the Myanmar soil.

The British’s total retreat from the nation wasfollowed by the entry of Fascist troops’, whoseatrocities were intolerable for national races. Allnational brethren had to cohesively drive theFascists out of the nation. Eventually, nationalbrethren hand in hand with the MyanmarTatmadaw led by the Thirty Comrades managedto help the mother country regain theindependence.

In the course of the Myanmar history,national races have remained united. Nationalunity is, in fact, the lifeblood for the nation. Ifnational people are disunited, there will bedisintegration of the Union. If so, the nation willlose independence and sovereignty that cost livesof a very large number of national brethren. Inconnection with that point, Head of StateCommander-in-Chief of Defence Services SeniorGeneral Than Shwe in his address to theGraduation Parade of the 52nd Intake of theDefence Services Academy on 11 December 2009said, “National unity lies at the core of ensuringour country’s sovereignty. The Union will beperpetual with sovereignty only if nationalraces remained united.”

It was in 1988 when the nation was paralyzedby the wholesale riot that dragged the nation’sname through the quagmire. The people were

dissatisfied with the Myanmar SocialistProgramme Party, which had ruled the nation for14 years or since 1974, for the economic declineand hardships. The people’s general grievanceswere fuelled by the propagandas of leftist andrightist subversives, thus generating mass proteststhat brought democracy and formation of aninterim government to the fore. Then, the massprotests grew into anarchy and mob rules in whichthere were massacres, inhumane killings in public,robbery of warehouses, and bullying innocentcivilians. Taking full advantage of the prevailingconditions, the Burma Community Party (BCP)launched fierce attacks on the Tatmadaw outpostin Mongyan; and KNU, on the outpost inMethawaw with the intention of pushing thegovernment into a corner in the military arena.

Moreover, neo-colonialists and oldcolonialists tried to break up the nation, by airingmade-up and distorted news stories through massmedia. Internal opportunists came to publish avariety of journals and publications to underminenational cohesion and the Tatmadaw. A five-warship fleet including aircraft carrier Coral Seafrom a power intruded into the Myanmar waters,about 190 knots off Yangon, posing grave dangersto the sovereignty of the nation. So, the nationwas on the verge of losing independence. TheTatmadaw could no longer look on withindifference. The Tatmadaw, which gets readyto make sacrifices to defend the motherland,

Since its unavoidable assumption of Stateresponsibilities according to the rampant deteriorationof the nation, the Tatmadaw has given major priorityto Our Three Main National Causes and stepped updevelopment undertaking across the nation. As a result,there have emerged a large quantity of new roads andbridges in highlands and plains throughout the Union.With better communications, the nation has enjoyedremarkable development in social, economic,education and health care sectors. Hilly regions, whichused to run poppy farms, have seen signs of progresswith farmlands of poppy-substitute crops.

In addition, the Tatmadaw government managedto build consolidated national unity, for whichsuccessive previous governments tried in vain. In thelight of the loving-kindness and benevolent attitudethe Tatmadaw government shows towards nationalraces, so far 17 major national race armed groups and

many other small armed groups have returned to thelegal fold. Now, some of the national race peace groupshave transformed themselves into border guard forcesfor national defence duties and begun to serve asTatmadaw members.

Since its taking up State duties, the Tatmadawgovernment has been working hard to chart a prosperousfuture for the nation. Now, its earnest efforts havestarted to yield fruitful results that have brightened thenation’s future. Making the Union of Myanmar theirhome, all national races share the common sense ofworking for peace, stability and development of theircountry. Needless to say, none of the national raceswants to make their country a minion of alien countries.The motherland is the real heritage handed down byour forefathers. Therefore, every national is duty-bound to preserve and protect the heritage of ourancestors.

SYDNEY, 6 Feb — Rising levels of obesity and de-layed effects of smoking were behind a major increasein cancer rates, Chief executive of Cancer Council Aus-tralia, Professor Ian Olver said on Thursday. Austral-ia’s rate of oesophageal cancer had more than doubledin 25 years and the cause was mostly lifestyle-relatedand therefore preventable.

“This is a big concern, not just in Australia but inmany other countries where increasing affluence isbeing accompanied by expanding waistlines,” Olversaid in a statement to mark World Cancer Day 2010 (4Feb). “Oesophageal cancer is a good example of howAustralia is falling short of our potential to preventcancer through lifestyle change, with 37 percent ofcases attributed to obesity and more than 45 percentcaused by smoking.”

Olver said although community-wide smoking rateswere declining slowly, rates of related illness were ris-ing as the ramifications of tobacco use were only justemerging for many long-time smokers.The number ofAustralians who were overweight or obese was also ina “disturbing” upward trend, he said, in a call for alltiers of government to do more in the area of preven-tion initiatives.

LOS ANGELES, 6 Feb—A magnitude-6.0 earth-quake hit the coast of Northern California on Thurs-day, but there were no immediate reports of injuriesor damage.

The quake was centred along the Northern Cali-fornia coastline about 35 miles (56 kilometres) north-west of the town of Petrolia and nearly 50 miles (80kilometres) west of Eureka, according to the US Geo-logical Survey.

“A substantial body ofscientific evidence indi-cates that inflammatory

Dinosaur footprints found ineast China city

JINAN, 5 Feb— Chinese archeologists said Fridaythey have discovered an exceptional large track ofdinosaur footprints in a city in the eastern provinceof Shandong.

After a three-month excavation, more than3,000 dinosaur footprints have been uncovered ona 2,600-square-meter slope in a gully of Huanghuatown in Zhucheng City. Wang Haijun, a seniorengineer at the Institute of Vertebrate Paleontologyand Paleoanthropology under the Chinese Academyof Sciences and Xing Lida, a dinosaur footprintsresearcher, said the prints dated back to more than100 million years ago in the mid Cretaceous period.

The footprints in at least three layers are rare inthe world in terms of both their number and totalsize, they said.—Xinhua
