The government is dedicating itself to buildinginfrastructures in various sectors for restorationof stability and peace, economic growth andimproving the socio-economic life of the peoplewith the aim of achieving the lofty goal of all-round development of the nation.

In that case, emphasis has been given tospecial projects designed to bring the goal tofruition sooner. As part of the drive, thegovernment is taking measures for supply ofadequate irrigation water for a boom inagriculture, the vital sector for economicdevelopment of the nation. Now, farmers arereaping the economic rewards of double andtriple-cropping patterns of crops including paddythanks to the construction of 216 dams and 322river water pumping stations across the nation.

Besides, more and more state-owned andprivate-owned factories and industries are beingestablished for industrial development. Effectiveencouragement to development of industrialregions and private industrial zones has led toboosting production of import-substitute goodsdomestically.

The drive also covers hydropower projects,and generation of hydropower has surged fromover 200 to about 900 megawatts.

Now, a large number of new roads, railroadsand river-crossing bridges have emerged to forma network of transport facilities stretchingthroughout the nation, and the people can travelfrom one region to another with convenience, asa result.

Special projects need huge investments, butreinforce building infrastructures necessary fornational development. Now, the people havestarted to enjoy the benefits from them. Therefore,sustained efforts are to be made to facilitate thespecial projects to improve the living standard ofthe people.

BAGHDAD, 15 Nov — This much is agreed — a dou-ble bombing in Baghdad struck a school bus and thoseresponding to the first blast. But the difference in casu-alty figures was stark. Iraqi officials said 31 people died;the US military put the death toll at five.

The conflicting reports from Monday’s attack areemblematic of a spate of recent bombings that haveraised fears of a resurgence in violence.

There have always been disagreements because ac-curately counting the dead in the chaos of Iraq’s warhas never been easy. Yet discrepancies appear to be wid-ening as the political stakes grow.

US officials privately say that some officials in theShiite-dominated Interior and Health ministries couldpossibly have political or personal motives for inflat-ing casualty numbers for bombings in mainly Shiiteareas.

KABUL, 15 Nov — Suspected Taleban militants killed a religious leader in westernAfghanistan after he criticized the use of suicide attacks as a weapon of war in thecountry, an Afghan official said on Friday.

Militants kidnapped Shamsudin Agha in Farah Province’s Anar Dara district onTuesday, days after he led prayers condemning the practice of using suicide attacks,said provincial police Chief Abdul Ghafar Watandar.

Suicide attacks are one of the Taleban’s preferred tactics in their assaults againstAfghan and foreign troops. Most of the victims of such attacks have been civilians.

Authorities recovered Agha’s body on Wednesday night, Watandar said.Violence by the Taliban and other insurgent groups has spiked this year to record

programme. The Interfax news agencyquoted Sergei Ryabkov, a deputy for-eign minister who attended the talks,as saying Friday that envoys from thefive permanent UN Security Councilmembers and Germany reached noagreement on sanctions at Thursday’smeeting in Paris.

GAZA CITY, 15 Nov — Hamas militants bombardeda major southern Israeli city with rocket fire Friday,unleashing their most powerful weapons yet in a weekof tit-for-tat fighting that threatens to destroy a five-month-old cease-fire.

Both Israel and Gaza’s Islamic militant Hamas rul-ers held out hope the calm would be restored, and Is-raeli leaders decided against any immediate major mili-tary action in retaliation. But the sides also vowed tostrike hard at each other if violence persisted.

“If you want to leave the truce, we are ready. And ifyou want to continue it, then abide by it,” Hamasstrongman Mahmoud Zahar said in a Friday sermon.

The truce took effect last June, largely halting a cycleof Palestinian rocket attacks on southern Israel anddeadly Israel reprisals.

The cease-fire has mostly held, but began to dete-riorate last week after an Israeli military raid on whatthe army said was a tunnel that militants planned touse for a cross-border raid. Eleven militants have beenkilled, and Palestinians have fired some 140 rocketsand mortars from Gaza at Israel.

Israel also has shut Gaza’s vital border crossings,blocking the entrance of food, humanitarian goods andfuel into the impoverished area.

Friday’s rocket barrage was one of the heaviest yet.Nearly 20 rockets were fired into southern Israel, in-cluding four Grad-type Katyushas that landed inAshkelon, some 17 miles north of Gaza. One womanin the southern Israeli town of Sderot was lightly in-jured by shrapnel, the army said.—Internet

Galapagos bachelortortoise struggles to

mating for the first time in decades, agiant tortoise from the Galapagosislands called Lonesome George, whois the last of his kind, still may notbecome a dad.

George, a 90-year-old conservationmarvel and one of the world's rarestcreatures, mated this year with twofemales, but 80 percent of the eggs theylaid appear infertile.

The females belong to a differentsubspecies of giant tortoise.

California starring in massive earthquake drill

California will star Thursday in amock earthquake disaster drill —considered the largest in US history —with some 5 million people pledging to

do everything from ducking for cover torescuing faux victims.

The exercise centers on a hypotheticalmagnitude-7.8 earthquake that unzips thesouthern San Andreas Fault — an eventthat scientists call the feared “Big One.”Such a quake would cause 1,800 deathsand $200 billion in damage, researchersestimate.

The state’s previous simulated quakecatastrophes were smaller in scale withthe leading actors mainly firstresponders and cities testing theiremergency preparedness. Thursday’sdrill is more of an ensemble cast withgovernments, schools, hospitals,churches, businesses and residentspromising to do their part.

Can ancient Babylon be rescued? It was one of the world's first, greatest

The 4.75-mileP y a w b w e - Y a y n g a nrailroad section wascompleted on 9 April1999 and trains startedrunning. Yayngan-Y a n a u n g - N a t m a u k -Magway railroad section(90.25 miles) will be built.Altogether 382 major andsmall bridges will be builtalong the railroad.

As the already-built Pyawbwe-Phayangasu railroad willbe opened, trains can runfrom Nay Pyi Taw to

Taunggyi and one cantravel from Taunggyi toHsaikoung, Namsang andMoene. Namsang-Kengtung railroad projectwill also be implementedin order to easily travel tothe regions of Shan State(South) and Shan State(East). Namsang-Kengtung railroad will beabout 190 miles long anda Thanlwin river-crossingbridge and tunnels willbe built along the route.

On completion ofDawei-Myeik railroadproject, trains will runfrom Myitkyina, northernpart of Myanmar, toMyeik, southern part ofthe country. Dawei-

YANGON, 15 Nov— Test-broadcast of Man-dalay FM Radio has been conducted since 3 April2008. During the test-broadcast, its programmeruns daily from 5.30 a.m. to 8.30 p.m, accountingfor 15 hours per day.

There were no commercials exerted for pri-ority being given to better programme during thatperiod.

S Korea launches second “Aegis”destroyer

SEOUL, 15 Nov—South Korea launched itssecond Aegis destroyer onFriday, the South KoreanNavy said.

The destroyer, namedas Yulgok Yi I, is expectedto be commissioned in2011 after test operations,the Navy said.

The 7,600-ton classdestroyer can carry up totwo helicopters as well asvarious ship-to-ship andship-to-air guided mis-siles that can be firedsimultaneously at up to20 targets, South Korea’sYonhap news agency

Yulgok Yi I has the world’stop class anti-ship, anti-aircraft and anti-sub-marine capabilities, whichwill significantly boost thecountry's naval defencecapabilities,” the Navysaid in a statement.

South Korea laun-ched its first-ever Aegisdestroyer, King Sejong,last year. The Navy hassigned a contract this yearwith Hyundai HeavyIndustries to build the thirdKDX-III by 2012, SouthKorea’s Navy said.

BUENOS AIRES, 15Nov—Argentine policehave seized 750 kilos ofhigh purity cocaine,which Colombian andMexican traffickersintended to send to Spain,local daily Critica de laArgentina reportedFriday.

The cocaine, found in700 packs, was one of themost important seizuresso far this year, the reportquoted police as saying.

Two Mexicans andthree Bolivians weredetained in Thursday’soperation, code-named“Rainbow”, in the townof San Miguel, northwestof Buenos AiresProvince. ThreeColombians managed toescape, the report said.
