Veronica S. Kisailus, Esq.Luzerne Legal Register Memorial W-BLLA

With this memorial I belatedly note the passing, in 2016, of a dear member of the local bar. Veronica Steadle Kisailus, 73, passed away at her home in Laurel Run while surround-ed by her family.

The essential biographical details are that Veronica was born on March 28, 1943 in Luzerne, the daughter of An-thony and Catherine Jarensky Bolonis, both of whom prede-ceased her. She had two sisters, Louise Caglarcan (husband: Erol) of Wilmington, N.C., and Audrey Bragg of Riverdale, Md. She also had three children: Eric L. Steadle (wife: Nancy) of Pittsburgh; Robin A. Mikalic of Medford, N.J.; and Shandra S. Kisailus, Esq., of Laurel Run. Veronica also had three grandchildren (Paul M. Mikalic, Kate A. Mikalic and Stephen N. Mikalic), four nephews and a niece.

Veronica graduated from Luzerne High School and then from College Misericordia with a degree in business. She also earned a graduate degree in rehabilitation counseling from the University of Scranton. After teaching business courses to high school students, she founded Divorce and Child Custody Mediation Services, located in Forty Fort. She also graduated from the University of Bridgeport (now Quinni-piac University) School of Law. She was a founding partner, with the late Clement E. Kisailus, of the Kisailus & Kisailus law firm of Wilkes-Barre. The firm, with which their daugh-ter Shandra also practiced, specialized in personal injury law.

She was a documented lover of animals, including the spontaneous rescue of one that was abandoned at a tollbooth. Indeed, she would want any memorial donations to go to the Blue Chip Farm Animal Rescue, 974 Lockville Rd., Dallas, PA 18612.

I was lucky enough to have a long and close association with Veronica, as I was a sole practitioner beginning my career when I rented office space from her and Clem, whose own offices were next door. She made it comfortable around the office for everyone, lawyers and staff alike, such that it was less like working in an office than doing so at home. Veroni-ca always was willing to share her knowledge, insights and good heart with a fledgling attorney, often over a cup of cof-fee. Her quiet and intelligent approach to legal problems made her seem as much a den mother as a lawyer; she was most capable in both roles.

Ultimately, Veronica was as much a close friend and con-fidante as a professional colleague. She taught me that in order to be a good attorney, you must be a friend and care-giver to those who cross your path. Veronica lived that phi-losophy every day, and you could see that in the eyes of her clients.

DefenderSummary: A Part-Time Assistant Public Defender (APD)

provides every aspect of legal representation to persons charged with a state crime or delinquent act and who, because of indigence, cannot obtain counsel to represent them.

Duties of the APD include trials and court hearings, ap-peals in state court and federal/state habeas proceedings, post-conviction, witness representation and representation in other matters where representation is constitutionally required.

Minimum Qualifications: A member of the Bar, in good standing, of the Commonwealth of Pennsylvania. In addition, a minimum of two years’ experience in criminal defense work is preferred but its absence is not disqualifying. Applicants must also submit a detailed resume, writing sample, list of three professional references and certificate of good standing. At the Annual Meeting held on January 17, 2019, the Hon. Jack Panella, President Judge of the Superior Court of Pennsylvania, was elected to honorary membership in the W-BLLA in accordance with Article II, Section D of the By Laws. Also at the meeting, World Boxing Heavyweight Cham-pion Larry Holmes, who is from Easton, PA and who was attending the meeting as a guest of the Association, was voted to be made a general (non-By Laws) honorary member.

On the matter of restructuring Bar Dues, the Membership voted to approve the following restructuring of Bar Dues moving forward for the 2019 year:

Over 75—$60.00(80 Years and Over)—Free

Any member who is under 80 years old at this time and who has achieved free dues will continue to receive free dues. This only affects members moving forward.

The Association is in the process of ordering the 2019-2020 Membership Cards. This year the Association is of-fering the space on the back of the card to a legal-related company that is looking to reach out and make known their services. For only $700.00 a company can have its logo, contact information and tagline (if it has one) printed on the back of the Membership Cards. Bail bond companies are being contacted. Volunteer Attorneys are needed by the Hope Center of Northeast Pennsylvania which operates a free clinic staffed entirely by volunteers offering medical, vision, dental, legal and community support and services from its facility at 205 Main Street, Luzerne, PA. The Hope Center helps people who are financially challenged, especially the unemployed, seniors and veterans. An attorney’s time com-mitment would be fairly limited. The Hope Center is open from 6 P.M. to 8 P.M. on Monday and Thursday evenings. The Hope Center has helped thousands of people but needs some help to continue this mission. ASSISTANT FEDERAL PUBLIC DEFENDERThe Federal Public Defender for the Middle District of

Pennsylvania is accepting applications for the position of As-sistant Federal Public Defender, to be located in the Scran-ton, PA office. The federal defender organization operates under authority of the Criminal Justice Act, 18 U.S.C. §3006A, to provide defense services in federal criminal cases and re-lated matters in the federal courts.

The Scranton office is one of three Federal Public De-fender offices in the Middle District, along with the main office in Harrisburg and a branch office in Williamsport. For the foreseeable future, three AFPDs, one investigator and two paralegals will staff the Scranton office.

Requirements: The accepted applicant will be replacing our most senior AFPD, who is retiring February 28, 2019, so the accepted candidate must have sufficient experience to assume a substantial active caseload with minimal training on day one. The applicant should have a thorough knowledge of, and demonstrated excellence in, all phases of criminal trial practice, and must have a minimum of five years of first-chair criminal trial experience; and specifically, familiarity with federal criminal trial practice and procedure is highly preferred. Conversant in Spanish is a plus.

Applicants must be a member in good standing of a State Bar in which he or she is currently admitted, and be eligible for immediate admission to the Bar of the U.S. District Court for the Middle District of Pennsylvania, the U.S. Court of Appeals for the Third Circuit, and the U.S. Supreme Court.

Salary and Benefits: This is a full-time position. Federal salary and benefits apply. Salary is commensurate with expe-rience and education, and is equivalent to salaries for Assistant
