l u r n o D U c r r o NWhat is Tally?

Tally is a software applicaiion that reads, stores, and tabulates the Cast Vote Recordsru(CVRS) from Hart lnteroivic s Ballot Origination Soft are System's Mobile Ballot Boxes(MBBS) w. The MBBs contain Cast Vote Records captured by the eslate PrecinclVoting Systemm (PVS) and/or scanned Ballot Nown paper ballots and audit trail datathat authenficates the CVRs. Tally is initial2ed with the locked Ballot OriginationSoftrare Sy$em (BOSS) database that was used to create the election. Thisinitialization "programs" Tally for tabulation. The only required task prior to beginning thetabuldion process is to input any approved write-in endidate names. Tally counts votetotals for Test Tabulations, Absentee Voting, Early Voting, and Election Day. Tallyproduces official results reports and data.

This Document:This Document is a training manual designed to guide operator training, and it is meantfor use in conjunction with the Tally System Operalions Manual. This training manual ismeant for both initial faining with Hart InterCivic training specialists, and as a referenceto supplement the operations manual once training is complete.

CODE tells the eslate system which ballot style (precinct) to disphyto the voter.

ACCESS CODESummary

A JBC report that is printed when polls are closed on Eleciion Day. ltlists the number of ACCESS CODES issued, voted, expired, andcanceled.

Alphanumerlc A field type. Means that the field can contain both letters (alpha) andnumbers (numeric).

Amerlcans'wlthDlsablllds Act(ADA)

A 1990 federal act, Public Law 101-336, that establishedcomprehensive standards for the treaiment of persons withdisabilities in employment, public acmmmodations, and otherprogEms, includinq those operated bv state and local qovemments.

ASCII nle American Standard Code for lnformation lnterchange. Files that, bytheh formatting, are easier to transf€r between different types andversions of computers. Also called text files".

Instructional text that app€ars at the top of the ballot. There are twos€paEte typs of Ballot Instructions: (1) PVS (for the eSlate PVSsystem) and (2) Ballot Now.

Ballot Now ru The esl€rte EVS softrvare application that prints paper ballots ondemand and then digitally images the voted ballots to save fordelivery to Tally.

Ballot Text Instructional text emb€dded in the ballot. Ballot Text is usually usedto identiry a section of the ballot.

Dally (ACCESScoDE)Summarv

Dalsy Chaln Items connected in a series. The eslats are daisy chained, one toanother, with one plugging into the JBC.

DAU card The PC card that enables the DAU eslate b carry audio andrespond to the specialty input devices. Also called an 'Audio Card'

DbabledAccess UnliB(DAU)

An eSlate that includes a FC card module. A PC card is insertedinto this module so that voters with disabilities can voteindependenuy and privately, listening to the ballot with headphonesand/or interacting with the ballot using tactile input svritche or a sipand puff devlce. Also called the "DAU eSlate".

Dlrect RecordElecbonlc(DREI

The election industry term for an electronic machine at which a votercan view and vote a ballot.

Eles{onldentlflcadonReport

A report that the JBC prints when the polling place lD is selected.The report contains the cunent date and time, jurisdiction name,election name, eledion date, polling place, and number of precinctsenabled.

eSlateUnlt

A Hart InterOivic electronic voting input device without audiocapability. An electronic ballot is presented on this unit.

eSlateElectronlcVotlng System{EVSI

The entire system ftom BOSS to Tally. Includes: BOSS, the precinctVoting System (@see eslate Preclnct Vodng Syetem), Ballot Now,and Tally. Also called EVS or eSlate EVS.

eslab PreclnctVodng System(Pvs)

Those components ofthe eslate EVS that are required for electionactivities at individual polling places. The PVS includes: JBCS,eSlates, DAU eSlates, MBBs, and all accessories for polling placevoting.

Fasi Trak Tally A sofiwar€ utility that allows a summary of results to be sent to acentral location from the Judge's Booth Confoller, via modem, toprovide advanced unoffcial results.

Fleld An area available for data entry in a soft,€re application, like BOSSor Tally.

Flrmrvare Computer programs installed permanently in a hardware device thatallot,r, data to be read and a program to be executed, but for whichalterations of the data or the program are not permitted.

Flash Memory Flash memory is reprogrammable, read only memory and is used inPC cards or MBBS. Flash Memory does not require continuouselecfuic power to opeEte. lt is a system that can store more ddaand work faster than a lraditional floppv disk.

A PC €rd that holds all of the ballot infonnation forthe sslate EVS.An MBB is placed in the JBC unit, and an MBB is used in the BaltotNow computer. Cast Vote Records are stored on MBBS.

Because the voter is "provisional', his/her ballotmust be retrievable by election ofrcials under ceriain conditions thatvary ftom state to state. Also called a voter with a'challenged ballof.

PVTCount A six-digit numb€r, shown on the Network Configuration Report fromthe JBC that indicates how many votes have been counted on thatmachine in ib lifetime.

Retrleyal Code A unique number assigned to a provisional ballot to enable slviffretrieval of that ballot ftom the eSlate svstem bv electon offcials.

Select Wheel The rotary wheel on the eSlate and DAU eslate that allows a voter tonavigate the ballot and highlight choices by tuming the wheel. lt isalso called Rotary &lectm Navigation Svstem.

Slp & Pufi An input device that connels lo the DAU eslate in the handicapaccess jack. This enables voters with disabilities with extremelylimited mobility to vote with a mouth-controlled device.

Spllt Preclnct The smallest dMsion of a precinct for election purpos€s.Spolled Ballot A ballot that has been ruined somehow. The voter is still prosent.

A JBC report that automatically prints when polls are suspended inEarly Voting. The report lists the PUB count and PVT count of theJBC and eSlate unhs, a Daily (ACCESS CODE) Summary, and aCumulative GCCESS CODE) Summary.

Also called "jelly srAritches" or "jelly butons".Red and green 'paddles'that enable voters with disabilities to votewithout using the SELECT wheel and ENTER button on the eslate-Voters without fine motor control use these. The RED tactile inoutsrrvitch is similar to the eslate s SELECT wheel. The GREEN dctileinput switch is similar 10 the eslate's ENTER button.

Once you are assigned your password, immediately log in to BOSS, Ballot Now,and Tally and change your passalrord. Have operators with 'Usef level privilegesdo the same.

Do not use:. Any pas$\rord you have used before.. Any sfuing of 3 characters repeated or reversed.' Any character repeated more than twice.' Your name or your initials.. Your computer user lD in any form.. The names of relatives, birhdays, phone numbers or the company name.' The number for this year, last year or next year, or the threecharacter

abbreviations for the months.' Telephone number or car license plate numbers.. Common rnathematical values (like pi, sigma and natural log).

' Vvhichever button is shadowed/dotted inside a window is what the computeris going to a$ume you m€n to do when you press Enter.For example:

. ln a menu, an anow iacing to the right ) opens up an item called a "pop-upmenu', offering more choices.

' ln a dialogue box, the anow facing down V opens a "list box', offering morechoices.

' On the menu bar and on buttons inside a window. there is one letterunderlined. For example, File orAdd. These are called hot keys and can beused to acces menus, m€nu options and buttons instead of using themouse. To access hot keys:

1. Press Alt on the keyboard (to either side of the space bar).2. Press the underlined lefter in the word (for example: F in Ele or A

in ddd).O The menu drops down or the button performs its action.O Once inside a menu, you simply press the underlined letter in

the menu option you are looking for (for example: press O inQpen). You do not need to press Alt again.

O You can also use the anow keys on your keyboard (e)4V)to move around inside a menu. Once you have highlighted themenu option you wish to use, press Enter and the optionIaunches.

1 . Select the it€m(s) you wish to copy from the source document.(To select, dick and dng ouer the item to highlight it.)

2. Press Ctrl and then C (the shortcut key for copy).3. Retum to BOSS (by clbkrng on its program button on the taskbar.

6. You can copy and paste from one BOSS field to another, in mostwindows, by using Shift + Ctrl + a shortcut key (C"X,V).

BOSS: Once the ballot is generated the cunent database is, forall practicalpurposes, locked for editing or changing. Audio is still available affergenerating a ballot and before writing MBBs. Once the MBBs are written,audio is no longer available and the only aclion available is writing MBBs.Once the BOSS database is locked for Tally no ac{ions are available in thatdatabase.Tally: Test and Eledjon mode MBBS are read into separate database. Thisis in order to protect the database integrity. Only one election datiabase mayexisd for a unique BOSS database.Tally: You can r€d unvoted MBBs that were wrmen as spars into Tally.This allows you to account for all MBBs written for the election. Reports andthe audit trail will reflect that all MBBs are accounled for.

Appendix D: Backing Up Election Databases to a GDThse stsps assume that you are using the Adaptec Easy CD Creator program, thoughyour version may have slighfly different screens, the steps will be similar. Theso ctepsshow one way to backup fil€s using the Adaptec program.

We also suggest using a CDR instead of a CDRW. A CDR is a on+time use-youcan only write to it once, and ihen you can only Read ofi of it. A CDRW isreadable/writeable, and can be ussd multiple times like a floppy disk-you can Read andWrite to it as off€n as you want. CIR s are fairly inexpensive, and the data on the CDitself cannot be chang€d. This makes the CIR option a good media for backing upd&.
