ENTERING CRITERIA ESL services are provided during the regular school day to assist in the learning and application of English in a regular classroom environment. Placement is determined through multiple measures including but not limited to testing results and language background. This program supports and provides services to students: 

Whose mother tongue (s) is one other than English 

Who may be studying in English for the first time (may have advanced oral skills but have never received formal instruction in English) 

Who may have attended a school (s) where English is the language of instruction for less than five consecutive years.  

 EXITING CRITERIA 

Exiting is determined through multiple measures:   

Scores on language testing (Reading, Writing, and Speaking)  

Length of time in the ESL program (Max. 3 years) 

Performance/progress and growth in mainstream classes 

Recommendation by classroom/content area teacher  

Recommendation of ESL teacher 

Quarterly grades and general assessments  

POLICIES The ESL program has a policy of two years of direct services  Novice students on their first year automatically qualify for a second year of direct services. Intermediate students on their first year can exit the program if exiting criteria is met. ESL students on their second year qualify to exit can join a foreign language class. ESL students on their second year who do not meet exiting criteria qualify for a third year in the program. ESL students on their third year will exit the program and be closely monitored.  Exiting ESL students qualify for HA testing whenever referral process is completed.   

ADDITIONAL SERVICES Learning Resource:  Students might join the program before, during and after their enrollment in ESL as long as the LR referral process has been completed.  Highly Able:  First year ESL students will not be taken in the HA program.    Second year ESL students at ISC can informally participate in the program only by agreement of the ESL, class teacher and HA teacher.   Reading Specialist: First year ESL students will not be taken in the Reading Program. Second year ESL students at ISC can participate in the program after referral by the class teacher. Exiting and Monitored students qualify for reading support after referral by the class teacher.

20 THINGS TO REMEMBER  

1. Research shows that it takes five to seven years to learn a second language fluently (Fillmore 2004; 

Cummins 1981; Collier 1987)  

2. We are all language teachers; within your subject area you will be teaching the language of… Math, the 

language of Science, the language of History, the language of Art  

3. A great percentage of non‐native English speakers make up our student body (about 90%) varying in 

proficiency levels and years receiving instruction in English  

 4. Try to relate to them and put yourself in their shoes. How would you feel if you had to learn Geometry, 

Social Studies or Science in Russian or a language you didn’t know? 

 5. Focus on the positive and what the student CAN do. Most of our students can speak more than three 

languages  

6. Foster social interaction but be aware of culture shock 

 7. Encourage students and parents to maintain and develop first language at home  

8. Encourage reading outside the classroom and be an example by reading aloud exposing students to 

good reading behavior and strategies  

9. Do not force uncommunicative students to speak, respect their “silent period”  

10. Once they start communicating, provide many opportunities for them to participate in class  

11. Create a language‐rich environment, including subject/age appropriate vocabulary  

12. Write legibly on the board and when correcting students’ work  

13. Support and teach academic language and vocabulary   

14. Announce and write each lesson’s objective as well as activities and list instructions step‐by‐step  

15. Prepare and provide focus questions before your start teaching  

16. Fluent conversational skills do not necessarily indicate academic proficiency   

17. Provide frequent summaries of the key points and vocabulary in any given lesson 

 18. When students don’t understand or respond, enunciate clearly, but do not raise your voice 

19. Reach out to your ESL/multilingual colleagues
