– Protocols Section 8.1.3.1.2. (1)

• ERCOT shall evaluate the event performance of an ERS Generator by measuring net injection of energy to the ERCOT System using data from metering as described in paragraph (5)(a) of Section 3.14.3.3, Emergency Response Service Provision and Technical Requirements. ERCOT shall evaluate the availability of an ERS Generator by using 15-minute interval metering dedicated to the ERS Generator

• QSEs that should be submitting data will be contacted

• Meter data should be submitted in accordance with the Technical Requirements, Section 9.5 Meter Data from sources other than registered TSP/DSP

• Protocol Section 8.1.3.1.3.2 (1) Time Period Availability Calculations for Emergency Response Service Generators– In order to support ERCOT’s evaluation of ERS Generator availability, QSEs

representing ERS Generators shall submit to ERCOT no later than two Business Days prior to the start of an ERS Standard Contract Term their schedule of planned maintenance, and schedule for self-testing.

– QSEs are allowed to modify their schedules five business days prior to the start date.

– QSEs may only decrease the number of scheduled hours.

– Planned maintenance up to 2% of obligated hours will be excluded from availability calculation

ERS Generator Resources

– ERCOT does not exclude Scheduled Unavailability submissions from the ERS Generators availability calculations only 2% of the Planned Maintenance or successful Self Test

– ERS Generator QSEs should report any unexpected outages with the Scheduled Unavailability submission form.

ERS Resources with Back Up Generators

• NPRR 491 modifications to Protocol Section 3.1.7.2.1 (1) will require QSEs to provide the backup generator’s name plate MW for each ERS site for which the DR is provided or assisted by a back up generator.

• Language is currently gray boxed, ERCOT expects the first report will be due November 15, 2014.

• For the Oct. 2014-Jan. 2015 Contract Term, ERCOT will request the information by email– After gray-box status is removed, submission will be mandatory

• For the Feb-May 2015 ERID, during ERID submissions ERCOT will

require the name plate MW for each site with a back up generator

ERS Market Facing XML Changes Release 5 will have changes related to NPRR 571

XML message instruction will include a service type field. Weather-Sensitive, Non-Weather-Sensitive

XML message instruction will have an extraneous blank removed after Group Type

ERS Market Facing XML Changes ERCOT will be testing XML changes to our internal test environments

this week.

QSEs interested in XML testing before production migration should send a request to [email protected]. With the help of internal resources, ERCOT will test with each requesting QSE on Thursday of next week.

Once the XML changes are in production (end of September), QSE’s can contact [email protected] to schedule an XML test.
