• Two separately placed contracts• Avoid dependance on one evaluator over a long period• Ensure competition and a high quality of the reports

• Stipulate a general agreement on analysis linked to proposals for a revision of the OP (ref. Art. 33)
• Assignment of subcontractors (specific knowledge in certain fields, e.g. traffic or environmental issues)

• The first report should be scheduled 2 or 3 years after the beginning of the programme period
• Inaccurancies in the monitoring system have to be resolved in advance
• First finalised projects are required as information source

• Should be precisely formulated• Precise questions can prevent universal statements• Concrete recommendations
• Possible: Name specific subjects of research for each evaluation question
