Now is April 2020. Things have changed since

our last meeting in Zaragoza during the C2&M3

events in February. In January, there was the

threat of the Coronavirus-Pandemic. Late

February, the pandemic arrived dramatically to

Italy and a week later to Spain. In March People

were confined at home and the “social distance”

is a must. The international mobility of people

has been forbidden or discouraged all over

Europe, also in Spain, Greece and Cyprus.

Under those circumstances, most of us are

working at home, and borders between our

countries are closed. Priorities have changed,

and firefighter services are working for safety

and security under uncertain conditions and new

circumstances and priorities. People are worried

about the health of relatives and friends first and

foremost. Public institutions are trying to deal

with all these scenarios with more or less

success.

The SAFED project, under those circumstances,

is moving step by step according to the Gantt

planning, agreed at the M3 meeting. CPIFP and

DPZ-Firefighters have produced original units.

Partners are evaluating them under the quality

control of Agni (Creathive). Panagiotis &

Christos (UWM & EUC) make a great job

deploying the materials in three languages over

the Moodle-platform located in EUC resources.

The Unit no.2 was released 24thFeb, the 3rd on

2nd March, Unit 4 on 16thMarz, and Unit no. 7

(but the 5th) on 6th April. Now we are expecting

to release three more Units by Unizar. The work

is being done for the IO2 and IO4.

Intellectual outputs are being produced

smoothly, but the real situation forces us to delay

the C3 event that was scheduled for May 2020

until September 2020 or later. Pilot training will

be delayed, depending on future availabilities.

The final meeting will not be possible to be held

in September. According to this situation, we

will be forced to ask for a delay in the final date

of the project and shift the last event until

December most likely.

There will be a time when we will be able to

undertake our duties fully again, and we are now

working for it, together, from Europe, and

hopefully we will be stronger and more united.

EVENT C2 (TRAIN THE TRAINERS

E-TRAINING WORKSHOP)

In February 2020 was held in Zaragoza C2

Event, bringing together participants of the

different partners of the SAFED project from

three countries. The schedule of the C2 Event

appears on the left side

From the 3rd to the 5th of February, several

activities were carried out. The C2 started on the

3rd of February with a brief presentation of the

scheduled events. In the afternoon, the Pilot Unit

and the Learning Platform were presented. The

Pilot Unit addresses water surface rescue.

In the following days, another two learning units

about “Self-Containing Breathing Apparatus”

and “Fundamentals of Fire were presented”

Likewise, there were other remarkable activities

such as the visit to the facilities of the oxidizers

production-company PeroxyChem in La Zaida,

Zaragoza, or the practices with drones at the

facilities of DPZ in La Almunia.

The meeting was also attended by some teachers

and students of the CPIFP Corona de Aragon.

On 6 February 2020, other remarkable event

took place in Zaragoza, the third Transnational

Meeting. In this meeting, were discussed the

following issues: The Status of the Project, the

schedule for the remaining task or the financial

report.

DRONES FOR RESCUE & SEARCH

Within the aforementioned activities of the C2

Event, there was a practice with drones. It was

presented an experimental RPAS (Remotely

Piloted Aircraft System), popularly known as

drone.

An experimental drone has been built with

environmental sensors to monitor parameters

such as temperature, carbon dioxide, carbon

monoxide or concentration of suspended

particulate matter.

The experimental drone can be equipped with an

infrared camera for situations of darkness and

provide real-time images for emergency

responders.

Drones are especially useful in search and rescue

missions. Firefighters of the DPZ have used

drones in emergency situations such as:

• Evaluation of risks thanks to the real-time

images.

• The search for a missing person in

inaccessible areas

• Asses the damages after flooding from the

overflowing Ebro river.

The Learning Unit 4, Drones for Emergencies,

of the SAFED Project, that has been recently

released, addresses the use of drones in

emergency situations. This unit has references to

laws and regulations as well as basic concepts

for preparing a flight and a basic operational

organization. The contents included in the

mentioned Learning Unit are:

1. Basic concepts and operation licenses.

2. Atmospheric conditions and pilot area.

3. Drone equipment required. Ground and

command post monitoring.

4. Drone flight. Support and coordination

with other search agents (dogs, people).

5. Confirmation and communication to the

physical rescue team.

THE LEARNING PLATFORM

One of the aims of the SAFED Project is the

development of an E-Platform, accessible from

any portable device to host the educational

modules and develop a community of inquire.

The e-learning educational platform offers high

quality training and peer learning through social

interaction. The platform is easily accessible on

the website of the SAFED Project.

The E-Learning Plattform is available in three

languages, English, Spanish and Greek and

includes:

• A Dashboard

• A Calendar

• Access to the different Learning Units

• An access to private files for the trainees.

The E-Learning Educational Platform has been

designed according to the following pedagogical

methodology:

• Make the firefighters reconsider previous

beliefs, as they study in the alcohol+water

experiment.

• Developing theoretical (process-oriented)

approaches

• The use of combined digital technologies

for training.

• Simulations

• Team-work, Development of Teams-

abilities

• Personal work, firefighters learns by

himself with the materials provided on the

platform.

The image below shows the Learning Unit 1

about Water Rescue. It can be observed how the

rope must be pulled in a diagonal angle from the

tide.

LEARNING UNITS FOR TRAINING

Given the strategic importance of training for

firefighters, special emphasis should be placed

on the design of the learning materials, contents

and assessment of the learning-teaching process.

To date, five learning modules have been

released:

• The Pilot unit, which focuses on Water

Surface Rescue, which introduces the student

through the knowledge, skills and abilities of

rescuing a person that takes place in water

that moves slowly, flowing at least than 1

knot.

• The second addresses

Breathing Protection.

In this module the

trainees learn the types

of Respiratory

Protection Equipment,

its assembly, handling

and maintenance, and

the Standard that

applies to these

equipment

• The third one is about Fundamentals of

Fire. This module includes the theoretical

knowledge concerning fire and several

experiments

• The fourth unit deals with Drones for

Emergencies. This unit has references to

laws and regulations as well as basic

concepts for preparing a

flight and a basic

operational organization

• The last Unit released is

“Basics of Fire Fighting in

High-rise Buildings“, wich

is going to be nr.7 in the

numbering of Units.

The e-learning modules are available in various

languages on a Platform or e-Learning

Management System (LMS). The platform has

been created and developed jointly by two

partners of the SAFED project, the

Technological Research Centre of West

Macedonia and the European University Cyprus.

For the design and development of the units

have been taken into consideration the

following issues:

• Develop well-structured training

materials, with clear explanations.

• Offering the trainees feedback in every

learning unit, with the aim of they can

learn from their mistakes.

• Providing videos and contents with step-

by-step instructions in order to facilitate

the learning of skills to practice

professionally as a firefighter.

• Using a Platform for making the learning

process more interactive, dynamic,

accessible, and interesting.

compressed air respiratory protective

equipment.

KNOWLEDGE MANAGEMENT

Concerning SAFED Project is important to

underline the approach in terms of Knowledge

Management. This approach involves processes,

strategies, and systems that provide and enhance

the storage, assessment, sharing, and creation of

knowledge. In that regard, it can be mentioned

the following factors:

• SAFED has three partners from different

countries Spain, Greece and Cyprus

specializing in firefighting, the DPZ

(Diputación Provincial de Zaragoza), the

Cyprus Fire Service, and the Society of

Volunteers of Civil Protection in Penteli.

The cooperation between them enables

partners to learn from each other’s sharing

training procedures, experience and

knowledge.

• The view and training experience provided

by the partners from the education sector.

SAFED involves renowned universities

and training organizations.

• The qualified team involved in the SAFED

Project ranging from engineers, project

managers, fire fighters, professors or

teachers.

The aim of this approach is develop best

practices for training the firefighters and

increase his preparedness and response.

There are several key factors of Knowledge

Management:

• Human resources are the main asset of an

organization. The skills, knowledge and

experience of each worker contribute

significantly to achieve the objectives of

an organization. While integrating human

resources with experience appears the

concept of “flow” which is the successful

use of the integrated knowledge.

• The technology since enables people to

access to the information.

• The processes are also important due to

structured and planned documentations

enable employees to share relevant

knowledge for implementing complex

tasks with associated risks.

• The information which should be

organized, stored safely and easily

accessible.

• The Training that is vital for the

performance of workers, above all for new

workers.

In that regard, SAFED project focus on the

integration of information, processes, training

and technology with the firefighters human

resources to help to provide a full knowledge

management system.

CYPRUS FIRE SERVICE

The Cyprus Fire Service is department of the

Cyprus Police Force and deals with the

prevention and extinguishing of fires that

threatens life and property and the localizing and

rescue of life and property. The Cyprus Fire

Service has specially trained personnel, special

vehicles and specialized equipment. It also deals

with a lot of humanitarian incidents and services

to the public. Fire Service has stations in all

provinces, always ready to help the public, 24

hours, across the territory of the Republic of

Cyprus. In addition, the Fire Service advises the

public on fire prevention issues and checks the

accuracy of the measures taken to construct

buildings in terms of fire safety, in accordance

with European and international standards.

The SAFED team for Cyprus Fire Service shown

in the photo above is formed by the following

persons:

OTHER EVENTS OF INTEREST

Within the framework of SAFED Project, in

December 2019 took place at the University of

Zaragoza a presentation of the final degree

project of Aitor Garcia Sorinas, student of the

University of Zaragoza. The project named

“Automation of an Indoor Fire Simulation

Facility for Training Firefighters” address the

monitoring and automation of the facilities of the

DPZ firefighters for indoor fire training, which

are located in La Almunia, Zaragoza.

It was supervised by César Garcia Hernandez

professor at the University of Zaragoza who

participates in the SAFED.

The student assembled a scale model of the

project using Arduino to control temperature,

pressure and 8 servo motors that open and close

the SHEVs (smoke and heat ventilation) units.
