PROJECT SUMMARY

Firefighting is a physically and mentally

demanding occupation since firefighters have to

make many time-critical decisions in possibly

life-threatening situations. Thus, they have to go

through extensive training in order to increase

their preparedness for these demanding

situations. SAFED partnership comprises of

universities and training organizations, fire

services and civil protection volunteers’

organizations as well as a non-profit research

organization with a view to support firefighters

in acquiring and developing further their skills

and competences and improve the quality and

effectiveness of their training through an

innovative training methodology supporting the

effective use of digital technologies and distance

learning pedagogies. We herewith provide our

view on how project results and activities serve

specific priorities of the program.

TARGET GROUPS

Regarding firefighters, career officers and

volunteers, who constitute the main target

groups of this project, literature review reveals

that a lack of scientific understanding of fire

behavior and its consequences such as

evacuations, protections of cultural heritage,

forests, inappropriate tactics, and insufficient

live fire training opportunities are the major

contributing factors to the injuries, deaths, and

property losses recorded. Moreover, due to stress

or pressure resulting from the crisis situation, an

individual is likely to make a mistake. However,

experimenting on a real system is costly, often

inconvenient and in some fields completely

impossible and dangerous. SAFED project using

the simulation environment, which, although it

cannot fully replace real conditions it can

approximate them, will train users to prevent

mistakes in real life incidents. To further

facilitate trainees acquire new knowledge and

experience, simulation training will be coupled

with state of the art scientific knowledge in the

e-training platform which will host the training

modules.

THE PROJECT AIMS

SAFED project aims to improve the

preparedness and work safety of firefighters for

future crises, emergencies, national catastrophes

by developing an innovative e-training program

based on a successfully tested and implemented

simulation model coupled with state of the art

scientific knowledge and based on capability

gaps as these will be identified from a

comprehensive needs analysis in 3 countries:

Spain, Greece and Cyprus.

More specifically the objectives of this project

include:

• Provide better quality training for

firefighters to increase preparedness and

ability to act in rescue missions also.

• Facilitate and support professionals in

refreshing their skills and validating

procedures acquired from practice.

• Identify knowledge and practice gaps

through comprehensive training needs

analyses.

• Develop an e-training curriculum as a

result of cooperation among 3 countries

(Spain, Greece & Cyprus) based on

evidence gathered from simulation

installations that will address existing

knowledge and practice gaps.

• Develop an e-platform, accessible from

any portable device to host the educational

modules and develop a community of

inquire

• Generation of new and better simulation

scenarios improving the knowledge

database through the cooperation of

experienced fire fighters from different

countries.

• Mitigate the resource availability problem,

sharing the use of the already existing

installations with the participants of the

project,

• Both on-site and through distance

learning.

• Exploit further and mainstreaming a

successful training model.

ACTIVITES

The activities scheduled in the project are

divided in three main groups:

1) Training Promotional Events (x3)

2) Final Conferences (x3)

3) Partnership Meetings (x4)

In addition to those main activities, a web site of

the project was created and four newsletters like

these wan will be published and distributed.

The project started with a “kick off meeting”

that took place in Spain, 28 and 29 of November

2018. The objective of this meeting was to

clarify and discuss the overall activities

concerning SAFED project. The event was

synchronized with the “II Conference on

Sustainable Simulation for Fire Safety” in La

Almunia, Zaragoza-Spain, where our partners

where engaged as organizers and speakers.

OUR PARTNERS:

CPIFP Corona de Aragón

The CPIFP Corona de Aragón is an integrated

vocational training public school, with over 60

years of experience imparting training in different

modalities.

Located in the heart of the city of Zaragoza, it has

80 teachers, 8 administrative workers and service

members, attending more than 900 students of

Higher Education.

The Centre has broad experience in European

Programs since more than 20 years, being

involved in international exchange programs such

as SUDOEFOP, Leonardo da Vinci and Erasmus

Mobility.

The "CPIFP Corona de Aragón" is certified by

AENOR in ISO 9001-2015, for formal vocational

training and employment training, with the aim of

ensuring the highest quality.

University Of Zaragoza

The University of Zaragoza (Spain) has more than

4,900 teaching and research staff, over 1,800

administration and service staff, and more than

30,000 students. It is generalist, offering courses

in all areas: Arts and Humanities, Experimental

Sciences, Health Sciences, Social Sciences and

Law and Engineering and Architecture.

Academic staff at the University of Zaragoza are

highly specialised and have a broad research and

teaching experience.

Macedonia

The Technological Research Centre of West

Macedonia is a private self-governed legal entity

closely linked to the Technological Education

Institute of West Macedonia.

The objectives of the center are: to promote

support the social and economic development of

the region of West Macedonia, to improve

meet not only the regional but the national needs,

as well, to develop applications and products, to

provide services and to support industrial and

handicraft units.

European University Cyprus

European University Cyprus (EUC) was founded

in 2007 with the mission to educate students for

successful careers and life achievement, to

understand and serve the needs of society, and to

create knowledge through research and

innovation. EUC has participated in more than

150 projects funded by organizations such as the

Horizon2020, Erasmus+, 7th Framework

Program, Lifelong Learning Programme, DGs of

the European Commission, and Cyprus Research

Promotion Foundation.

Research activity is primarily carried out by a

number of research centers and laboratories,

which includes the Center of Excellence in Risk

and Decision Sciences (CERIDES). Researchers

from CERIDES comprise the EUC team, which

participate in the implementation of the SAFED

project. CERIDES aims to become the reference

point for Risk and Decision Science related

subjects in South Eastern Europe. The areas of

focus of CERIDES revolve around two basic

pillars; risk and decision science with an

application to a number of horizontal areas such

as: Security, Safety, Telecommunications,

Critical Infrastructure Protection and Industrial

Processes.

Creative Thinking Development

CRETHIDEV is a nonprofit company, which

focuses on research, as well as development of

studies and action plans for local communities,

mainly in the fields of life-long learning,

environmental protection, innovation,

employment and local development, health,

athletics and culture.

CRETHIDEV, created by experienced

professionals, consultants & designers with high

scientific training, long-term cooperation with

companies in traditional sectors of the Greek

economy, high professional diligence and

enthusiasm. The scientific training them, cover a

wide range of functions of each organization and

business.

It seeks to create a knowledge database and

improve networking and cooperation among

local, regional, national, European authorities,

organizations, business associations to promote

innovation, entrepreneurship, sustainable

development and exchange of knowledge and

expertise, through research and European projects

and cooperation with universities, companies,

public authorities, and training centers.

CRE.THI.DEV. focuses on researching and

developing action plans for: Enterprises (leather,

footwear, textile, clothing, marble, wood and

furniture, ceramics, silver & gold, synthetic

polymers, agrofood and others) Local, regional,

national and European authorities, international

organizations, non EU countries

DPZ

Diputación Provincial de Zaragoza (DPZ) is the

Provincial Government of the province of

Zaragoza and its general purpose is to provide

legal, economical and technical help and co-

operation to the municipalities.

The province of Zaragoza is in the Spanish region

of Aragón and it has an extension of 17.275 Km2,

with 956.006 inhabitants (2015).

DPZ provide an emergency service, primarily in

all related with fire, rescues in any kind of

incidents or accidents in any environment and

situations in which dangerous goods takes part.

One of the two firefighter schools in Aragon

depends on the Provincial Service for Fire

Extinguishing of the DPZ (Servicio Provincial de

Extinción de Incendios de la Diputación

Provincial de Zaragoza) and hundreds of learners

have used its installations. The instructors in this

service have acquired their knowledge and skills

in collaboration with other Spanish and European

schools, being trainers of regional firefighters, as

well as professionals from other regions.

Cyprus Fire Service

The Fire Service is part of the Cyprus Police

Force and deals with the prevention and

extinguishing of fires that threaten life and

property and the localizing and rescue of life and

property. The Cyprus Fire Service has specially

trained personnel, special vehicles and

specialized equipment. It also deals with a lot of

humanitarian incidents and services to the public.

Fire Service maintains firefighting stations in all

provinces, airports as well as its Special Disaster

Response Unit “ΕΜΑΚ”.The Central Fire Rescue

Coordination Center has special communication -

systems, tracking, localization equipment in order

to coordinate all actions of service to the public

across the territory of the Republic of Cyprus.

The CY Fire Service has its own training school

with specially trained trainers who train all staff

on various methods of preventing and

extinguishing fires that threaten life and property

and issues related to rescuing life and property.

The Fire Service has 664 permanent members and

169 seasonal firefighting workers (paid –staff).

Society of Volunteers of Civil Protection in

Penteli

Society of volunteers of Civil protection in

Penteli is a non-profit association. With regard of

the civil protection, the voluntary service of the

members of the association have to do with the

citizens of Penteli and with the other

municipalities and communities of Attica, and

they deal with cases of natural disasters of rapid

or slow development (i.e. earthquakes, fires,

floods), technological disasters (including

biological, chemical and nuclear incidents) and

with cases of extreme weather events affecting

the wider area of the mountain of Penteli and

helping the actions related to the prevention,

treatment and rehabilitation of the above disaster.
