QUALITY ASSURANCE OF DEFENCE STORES/EQUIPMENT

DEMARCATION OF RESPONSIBILITY OF DQA(ID AND DQAI.Wf},

This letter aims to lay down the demarcation of QA responsibilitiesbetween DQA(N) and DQA(WP) Directorates towards procurement ofNaval Equipment, Stores and Spares.

2. Scope of DQMr1) Cover. As a thumb rule, the Quality Assurance(QA) responsibility of all "Electronics/ElectricallWeapon Equipment and

..- - - their spares" rests with DQA(N). The various categories of equipment,which fall under the inspection purview of DQA(N) is placed at Encl-1 forreference. It may be noticed from Encl-1 .that there are a few exceptionsto the thumb rule, which are highlighted in the succeeding paragraphs.

3. InteqratedElectrical Machinery. Integrated Electrical equipmentsuch as DA'sJTA's/Pumps with motors and associated local controlpanels/sensors, are often procured against a single contract/purchaseorder. Such equipment need to be tested and cleared for theirperformance of integrated functioning and will be inspected under the QAauthority of DQA(WP) to render a single point responsibility and better co­ordination with the manufacturer. Further such electrical items, when

independently procured as a part of Depot spares or sub-units. the QAauthority will also remain with DQA(WP).

4. General Stores. In addition to. the above thumb rule, DQA(N) isalso responsible for QA on general and patternised Naval stores as wellas Engineering and Hull stores like SV Mountings, Anchors, Chains etc.,.

5. Scope of QA cover by DQA~. Apart from above, QA of allpropulsion, power generating and services machin~ry_ i1) assigned toDQA(WP). A consolidated list of Equipment/stores to be inspected byDOA(WP) and its field units, duly concurred by OQA(WP) -is placed atEncl-2.

6. Local coveraae bv DQA~ units for DQMr1l. The DOA(N) hasnine field units, which render a geographical coverage as given in Encl-3.However DQA(N) units do not undertake inspection in city limits ofVisakhapatnam, Bhopal and Baroda, where DQA(WP) establishmentssuch as CQAE(EFS), Visakhapatnam, QAE(WE), Bhopal and QAE(WE),Baroda are available. For all such procurement orders the localOQA(WP) field unit would carry out the inspection, while the functions ofInspecting Authority will vest with DQA(N). Further all QAPs anddeviations, if any, would be approved by the DQA(N) in such cases.

8. This Directorate letter No.66301/Policy/DQANlTech/013 dated 04Oct 2006 may be treated as cancelled.
