CHAPTER 14 EPILOGUE Is there anything like end of creation and life? What has been continuing from generation to generation can hardly be imagined to an end. Yet, a footstep becomes necessary at a particular stage within the framework of a book. We have presented this discourse from the stand point of a general citizen having the knowledge of a political worker. The writer is neither an academician of a college or university nor the leader of any recognized political party. e is not even a writer or thinker of the highest rank. The issues of this book of such a low pro!le writer presented to the readers may appear the display of audacity to top scholars. "eeping this limitation in mind, the writer desired to place this writing ###u to the people, political workers and fraternity initiated in $ar%ism in all humility. It is the appeal of the writer to all the torch#bearers of this line thought to come forward with fresh blood to create a new country, a new world piercing the cover of hopes & despondency, daylight & darkness of the past. The progressive ideology of 'ocialism and (ommunism are sure to ful!ll the basic needs of the people, e.g., food, clothing, shelter and stability but to hold its promises to wider needs. )o wonder, developed states or welfare states have already succeeded in resolving the problems of meeting such primary needs with the high technology and surplus money collected through imperialist e%ploitation. The people of these countries will continue to en*oy the bene!t and lead to a better standard of living in comparison to less developed states, till the continuance of imperialist e%ploitation and the une+ual technological growth. Yet, the goal of the transformation of socialism in to the communist society i more attractive to us than the development through capitalist welfare states system based on une+ual distribution of wealth. We have discussed elsewhere that new socialism or democratic socialism stands more e%tensive, deep and rooted to grass roots. We have presented this discourse from the stand point of a general citizen having the knowledge of a political worker. The writer is neither an academician of a college or university nor the leader of any recognized political party. He is not even a writer or thinker of the highest rank.The issues of this book of such a low profile writer presented to the readers may appear the display of audacity to top scholars.Keeping this limitation in mind, the writer desired to place this writing ---up to the people, political workers and fraternity initiated in Marxism in all humility. We have discussed elsewhere that new socialism or democratic socialism stands more extensive, deep and rooted to grass roots. The basic trait of democracy is the right to self determination of individuals, people and working classes. The liberation from bondage makes the passing over to freedom a great moving force on the right to self determination of nations. Likewise, to establish the right of self determination of individuals and societies is the main aspect of democracy. The producing class and the people at large will regulate and control all production units, societies, organizations, nations, states rather the entire world. By contrast, in the present capitalist and erstwhile feudal systems, the right to conduct and regulate goes to only the exploiting ruling class.Notwithstanding, the minority status they dominate over the big society and the majority people. It is they who regulate everything, and the majority people including the working class practically dance to the tune of the bourgeois in the bourgeoisie democracy. In the society based on individual property rights, the right to self determination remains with the propertied class. As such, neither the capitalist state nor the welfare bourgeoisie state is acceptable to us. We desire that society and state system which assume the shape of new socialism or democratic socialism and will establish liberty and right to self determination of the people. The desired society will go a long way to create new state, new world and new man with the liberation of mankind from the clutches of violence, terror, brute force and cruelty.The writer calls upon all political workers and leaders of all categories and people to meet at the communist platform throwing away all doubts, despondency, leaving aside violence and holding aloft the banner of democracy , peace and socialism.We have discussed in this treatise the following topics: Where from we have come? Where do we stand? Where do we want to go? How do we want to go? Why do we want to go there? We venture to formulate the issues in the following paragraphs:-1. On analyzing the ethnology and history of India, it is found that India consisting of many nations and tribal communities contain some characteristics of different races and tribals of the world. Despite the existence of separation and conflict the thread of the unity and composite culture prevails in India. This spirit of unity in diversity can lead the world to reach the destination of socialism and communism through the struggle fro peace and democracy.2. The great idea of non-violence issuing from the Indian history is considered as the main force to establish the social justice, religious movements, and freedom movement and in changing the political background.3. Various agitation programs based on the principle of non-violence, e.g., fasting, non-cooperation, Satyagraha, civil disobedience and even strikes will have to be used as instruments and strategy to the application of class struggle. In such forms of agitations, communists are to avoid use of terror, armed struggle, barricade fight and old tactics like guerilla warfare. The new technique should exhibit the evidence that the working class and communists are fighting with their blood to achieve freedom, peace, democracy and equality.4. Before the advent of socialist revolution, the dominance of the working class over the entire toiling mass should be present. A number of agitations and steps needed to be taken so that the working class may identify their friends and foes. The working class can transform non-antagonist classes in the interest of revolution.5. Before the big changes in the socialist economy, state and social sphere, a bold democratic movement needs to be launched to place the working class gradually in the driving seat. In other words, before reaching the socialist stage some socialist, economic and cultural processes require to be infused in the womb of capitalist system.6. In the transition period it will be necessary to carry on non-violent class struggle to implement joint ventures towards socialist goal. The participation of the working class and the toiling mass in the management and decision making should be an important aspect of the movement. Movements should be carried on in the participation of workers and peasants in the cooperation sector and capitalist agricultural farms. Workers councils in industrial units, information technological hubs and multinational corporations. These councils-----factory councils, corporate councils, public sector councils and so on will, in course of time, assume directing agencies through movements.7. The process of democratization at all levels of the society should be continued and a large political platform or communist forum should be formed to establish the dominance of the working class. Different political parties, groups with their varied approaches should have representation in the communist forum which should aim at reinforcing the cause of democracy, socialism and communism. The forum will continue the movements relating to the popular issues pertaining to large political, economic and social aspects.8. The main basis of socialism and communism is large scale democracy. As such, in the past socialist period too, political pluralism, personal liberty, freedom of expression, freedom of press and multi party system should be introduced.9. In the socialist system also, a socialist and communist party or their alliance should be eligible to form government with the peoples mandate through the general election and to replace the social system of individual ownership by a system based on social ownership of property. The dictatorship of the working class instead of the dictatorship of the party reflected through the peoples verdict in the election process and the formation of the government. The dictatorship of the working class with its commitment to social ownership of property and the constitution needs to be established. It may require for this purpose a vigilance of all communist parties and groups and the judiciary. These devices will legitimize government steps and resist reactionary forces and activities.10. The right to self determination and large democracy of the working class and the toiling mass will be established through socialism. In this way, a new socialism or democratic socialism will down in course of time.Now we have to say something about the judicial and vigilance system, as mentioned above. Any state-system must have a judicial system. In this system, the judgment is conducted according to constitution and its clauses and sub clauses. This constitution of a given state-system is adapted by a country by the opinion of the people through their representative. In all countries that govern the state system, have to take any step and new policies should be according to the constitutional rights given to them. In a democratic set up, the judicial system has very important role. For this, in a democratic set up, the conductors of the state system have to face the trial and judgment by judiciaries. Moreover, this judicial system has also a limitation. As it is confined by constitutional frame and its clauses, it cannot go beyond the constitution and not able to adopt new policy and any law. As a result, for the upliftment of social system, judiciaries have limited roles. In this aspect, the parliament or law making body plays the major role. Because the policy and law making power have given to them as they are representing the people of a country. So, upliftment of the social system usually occurs according to newer and better state policy taken by peoples representatives. But the development and upliftment of a social and state system do not go always in a simplified and definite path. In the course of the social development, various types of inequalities, problems and contradictions will continue to evolve. We are proposing the concept of neo-socialism, even in that system solution of all types of contradictions and problems are not possible. Because in new socialist system, the inequality among the classes and the contradictions are not abolished. This class contradiction takes different shapes and class struggle will continue till communist society or classless society will be established. In a pre-revolutionary socialist society, the remnants of older society and state are continued their presence. In the super structure, mostly the cultural sector of the post-revolutionary system. The existence of older social remnants are flaws in the super structure of newer state-system, in cultural fields, in behavioral pattern of the people and their values in personality cult and inequality in religious, racial, sexual and ethnic field. So, after establishment of new social system with newer economic base (from a private ownership oriented economic state system to a social ownership oriented state system that is from capitalism to socialism) is not obvious that with this change of social base the super structural remnants will change spontaneously. Rather these are active in the newer society. The relation of base and super structures is always dialectical in a given state system and they are influencing each other. Even it can able to change the others. That means the super structural remnants may change and reverse the base also. The counter-revolution may take place if we cannot study properly the dialectical relation of base and super structure of post-revolutionary social system. So, revolutionaries must take the lesson from the experience of previous century (20th century). Taking the lesson from Russian revolution, the great leader of Chinese revolution, Mao-Tse-Tung, had adapted the policy and program of Cultural Revolution for abating the super structural inequalities and contradictions. These thoughts are influencing us for need of new long term revolutionary movement in a post-revolutionary society. Though the programs of Cultural Revolution were not successful at its end. After the death of great leader of China Mao-Ze-Dong and rise of Deng-Xiao-Ping established himself and his followers in the leadership of Communist party of China and captured the state-power of this vast country. The Communist party led by Deng-Xiao-Ping slowly adopted the policy of capitalist path by reforming socialist and commune based economy towards neo-liberal path by defining a new terminology in the field of economy as market socialism. By giving this nomenclature the resurrection of capitalism in China became apparent under the leadership of revisionist leader of Communist Party. An undeclared counter-revolution follows in China till date. The result of this counter-revolution program of massive privatization of state sector and abolish of commune based agricultural economy have taken place. At the same time the corporate capital of multi-national imperialist economy gets free access in Chinese production units and in market. As a result of all this China is now a country of maximum class inequality next to Nepal in Asia with growing labor dispute causing loss of social equilibrium in this country. The human development parameters like health, education, etc have fallen rapidly. This undeclared counter-revolution in China with the concept of market socialism by adopting the neo-liberal economy of imperialist camp has a tremendous influence in other socialist countries of Asia like Vietnam, Kampuchea, etc. Even in our country the legal leftist parties led by CPI (M) adopted this policy in provincial governmental activity which resulted the blood-shed of Nandigram for implementation and agricultural based area to SEZ (Special Economic Zone). This policy of formation of SEZ by communist led provincial government shows us the naked character of revisionist Leftist policies being has a roader of neo-liberal capitalist economy. People of West Bengal rejected the self-contradictory role of communist parties and leftists. That reflected in subsequent electoral process and being the negligible force at 16th parliamentary election occurred in May 2014. So, we may conclude here that the struggle of proletarian class for establishing socialism may be depicted as the revolution and counter-revolution of 20th century. But within these major depressions in the progressive politics the struggle of Latin American countries including Cuba have been showing new hope and some light to march forward to build new socialist society in the aim of communism. Though they have many limitations and debate. We can make a new type of revolutionary struggle by rethinking of the historical and political lesson from the revolution and counter-revolution of 20th century. This newer revolutionary struggle should be long term and may be a continuous revolutionary process or may renamed as continuous revolutionary theory for achieving the goal of classless communist society. In a post-revolutionary socialist society and state-system will not able to abolish all type of class inequality and class-contradiction with numerous problems. These various problems and inequalities cannot be explained by the theory of class contradiction only. Moreover many new problems will arise in the course of development of society and state-system. As we have already discussed about the character of the contradictions elsewhere in this book and, i.e. according to Mao-Ze-Dong there are two types of contradictions ---- one is antagonistic and others are non-antagonistic in a given state and society. With the change of the social, economic, and state-system this character of contradiction may also change. With the abolishment of antagonistic contradiction in a post-revolutionary society, the other non-antagonistic contradiction may be changed into antagonistic character. So, society will march forward by solving these antagonistic and non-antagonistic contradictions towards classless communist society. This may be over simplified if we think that this goal of communist society will be achieved by the amendment of constitution of a state-system by the policy adopted by law makers. So, there must be involvement of active conscious peoples participation for changing the social order to higher form. Even, in the communist society there must be various diversity in human beings. So, many new problems and contradictions shall grow from the various diversity. These diversities, problems and contradictions will not be closed by the abolishment of economic class-contradiction. In that society there will be need of conscious and active effort of majority of the people to solve these problems. This solution of numerous problems arising in the course of development of the society should be a revolutionary process which is a conscious effort in spite of evolutionary or passive process. This revolutionary process is not only limited for changing economic and state-system, but also to solve all types of contradictions and problems arising in course of development by continuous revolutionary process. So, the continuous revolutionary process will march along with the development of the human civilization. We are stating above the vigilance and judiciary system of any state-system that should be a constitutional body which must exist till the state exist. Apart from these constitutional bodies there should be a revolutionary vigilance committee or platform should exist who shall not take part in the state-power. These revolutionaries shall continue their activities within the people. Various problems, contradictions which will evolve with the development of the society that may be ethnic, racial, religious, cultural, sexual, and other super structural problems should be a sharp attention of the revolutionaries. A continuous struggle in a revolutionary outlook will be continuing to solve all these evolving problems by the revolutionaries by uniting them with the people and not taking part in the power. These revolutionary organizations will act as a complementary to the constitutional bodies and may cross the limit of these bodies for the development of the society in higher form, continuously.
