    WORK PLAN OVERVIEW

    The purpose of this investigation is to do cum ent the release(s) or potential release(s) of hazardoussubstances from identifiable sources which may have migrated off-site. This work plan wasdeveloped using av ailable information obtained primarily through a review ofTNRCC Central Officefiles located in Austin, Texas, and a review of the Chemical Data for Bottom Sediment, Lake Water,Bottom-Sediment Pore Water, and Fish in Mountain Creek Lake, Dallas, TX 1994-1996 report. Theinformation collected from the review of records was evaluated fo r data gaps an d additionalinformation needs were incorporated into th e work plan. This plan will be modified as necessarybased on actual site conditions encountered.Section 1 is the introduction, Section 2 is the site background an d description an d Section 3 describesth e field work to be conducted.SITE OBJECTIVE WITH RESPECT TO THE PREREMEDIAL PROCESS

    The preremedial stage of the Superfund process involves a PA and a site inspection (SI) stageconsisting of a SS I and, if necessary, a listing site inspection (LSI). This PA/SSI is being conductedto determine if the Mou ntain C reek Reservoir Site is eligible fo r proposal to the National PrioritiesList (NPL) under the Federal Superfund Program. The PA/SSI will concentrate on assessing o n-sitesources and threats along the surface water exposure pathway.This is the initial investigation of the Superfund Process, the data from RCRA investigations atDAVN and NWIRP, and the USGS study was used to gather information on sources and targets.This PA/SSI will build upon existing data by obtaining additional background information relevantto the Mountain Creek Reservoir Site through a file review an d collecting environmental samples tofurther characterize conditions at the site. Sampling conducted during the field work will attempt todocument hazardous substance migration to and from the Mountain Creek Reservoir Site frompotential sourcesan d look fo r evidence of actual human an d environmental exposure to contaminants.

    SECTION 2

    SITE BACKGROUND AND DESCRIPTIONSITE INFORMATION

    Mo untain Creek Reservoir (MCR) is located in the cities of Dallas an d Grand Prairie in north-centralTexas (Ref. 6). The GP S coordinates for the approximated center of Mountain Creek Reservoir isLatitude 32.719235 N , Longitude 96.961876 W. Mountain Creek Reservoir is a approximately 2,710acres in size and is described as from the Mountain Creek Lake Dam to the reservoir headwaters atthe confluence of Mo untain and Fish creeks, in Dallas County. Additionally, Cotton Bay a reservoiron the northwest side of MCR is connected to MC R and is included in the MCR site (Ref. 8, p. 1).The dam on Mountain Creek Reservoir was b uilt in 1928 and serves as a source of cooling water forthe Texas Utilities power plant, which is on the northeast shore of the lake. TX U is the owner an doperator of Mountain Creek Lake (Ref. 5, p. 4). Additionally, the TXU power plant cooling waterdischarg e is the only permitted industrial waste water discharge allowed into the reservoir (Ref. 8,p. 1). The MCR site is located in urban and industrialized area between the City of Grand P rairie,Dallas and Duncanville in Dallas County, TX (Ref. 6). Surrounding land use include residential andrecreational use of the west side of the lake and industrial use of northwest an d northeast shores ofMCR. On the east side of the reservoir the City of Grand Prairie Municipal Golf Course and theLakeview and Lakeland Heights residential neighborhoods reside. On the northwest shore of MCR,there are two nava l facilities, the 314-acre Naval W eapons Industrial Reserve Plant (NWIRP)and the837-acre Dallas Naval Air Station (DAVN) (Ref. 6; Ref. 5, p. 1).The NWIRP facility began operation in 1941 and has manufactured military and commercial aircraftsince that time. NWIRP Dallas is government owned, contractor-operated (GOCO) aircraftmanufacturing facility currently operated by Vought Aircraft. Industrial processes associated withthe facility's operations have included: Painting an d stripping, aircraft renovation, metal machiningan d treating, fabrication, facility an d vehicle maintenance, sanitary sewage and industrial waste water

    GROUND WATER PATHWAY AND TARGETSThe Groundwater Pathway for the Mountain Creek Reservoir Site will not be evaluated since the"site" is defined as the accumulated contaminated sediments within Mountain Creek Reservoir thatmay have originated from multiple discharge sources.SURFACE WATER PATHWAY AND TARGETSCharacteristics

    Mountain Creek is an 2,710 acre unclassified water body, which originates from Mountain CreekLake Dam to the reservoir headwaters at the confluence of Mountain and Fish Creeks, in DallasCounty. Mountain Creek Reservoir resides within Segment 0841-A of the Trinity River Basin.Segment 0841-A is classified as Water Quality Limited, due to Water Quality Standards Violations.Additionally, segment 0841-A is designated for contact recreation and intermediate aquatic life. Thefish consumption use is not supported, due to the aquatic life closure by the Texas Department ofHealth (TDK) (Ref 8, p. 1). Aquatic life closure was issued due to the findings of the USGSinvestigation ofMCR. Joe Pool Lake, which is approximately four (4) miles south of the MCR site,empties into Mountain Creek w hich flows into M ountain Creek Lake. Additionally, several creeksfrom the northwest (Grand Prairie) and southeast sides (Duncanville) of Mountain Creek Lake feedinto the lake. Creeks on the northwest side of MCR drain the City of Grand Prairie provide avenuesfor urban runoff to enter the MCR site. Mountain Creek Lake Dam empties into Mountain Creekand travels approximately miles into the Segment 0841 of the Trinity River Basin. Segment 0841 isclassified Water Quality Limited due to water quality standards violations and the requirement ofadvanced waste treatment. Additionally Segment 0841 is designated for Intermediate Aquatic Life,Contact Recreation is not supported due to elevated fecal coliform bacteria levels. However, in 1990Texas Department of Health issued a aquatic life closure in January 1990, due to elevated levels ofchlordane in fish tissue. Streamflow within Segment 0841 is dominated by domestic waste waterdischarged inFort Worth, Arlington, and Grand Prairie. Segment 0841-A and 0841 are both on the

    Each waste management area will initially be approached to detect an d identify any physical hazardsthat may be present and to identify evidence of contaminant migration. Any visual evidence of arelease of hazardous substances will be noted to ascertain whether additional protective equipmentwill be required for the sampling events. In general, personnel safety requirements will be identifiedan d assessed during the initial site reconnaissance inspection. In addition, safe entry and exit pointswill be identified fo r each proposed sampling event.Upon completion of the site reconnaissance activities, the field team will again review the samplingplan. Sample locationswill be adjusted as necessary to ensure that the samples provide sufficient datato properly evaluate the site.
