This technical note is issued by the Asset Standards Authority as a notification to removal from
use for the RailCorp Waiver Processes and associated files listed in Table 1 as of 1 March
2014. The documents listed Table 1 are legacy RailCorp documents and should be used for
reference purposes only. The TS 10765 : 2014 Concessions to ASA Requirements supersedes these documents.

1 Introduction RailCorp engineering standards include mandatory requirements. A deviation from a standard requirement is only permitted with the written waiver authorisation from the relevant standards authority.
In the first instance every effort should be made to comply with the engineering standards. A waiver is a last resort when compliance to the standards is not possible or unrealistic to achieve.
2 Scope This procedure sets out the requirements for the requisition, assessment and authorisation of engineering standards waivers to RailCorp engineering standards. It applies to all engineering disciplines.
This procedure applies to designers, constructors and maintainers of RailCorp assets, operators of rolling stock that request access to RailCorp tracks and to RailCorp staff involved in assessing waiver requests.
3 Purpose The purpose of this procedure is to specify:
minimum information to be supplied in a requisition for a waiver factors to be taken into account when assessing the waiver request the form of advice returned to the requestor the requirements for record keeping.

5 Terms and definitions ALARP as low as reasonably practical
authorising officer the RailCorp discipline head or delegate authorising or rejecting a waiver request
assessor a RailCorp person with engineering authority who is responsible for evaluating and making recommendations on the waiver request
discipline head person recognised as having responsibility for assuring technical integrity of a particular class of assets (e.g. Chief Engineer Track being responsible for assuring technical integrity of track infrastructure) (from SMS-12-PR-0371)
engineering authority the authority to make and approve engineering decisions

6 Requirements
6.1 General The process for a waiver request generally follows the path in Figure 1.

6.2 Waiver request A waiver request shall be submitted to the appropriate discipline head or delegate.
