Líderes latinos coincidieron en que la inacción del Con-greso sobre inmigración opaca los avances del gobierno del presidente Barack Obama a favor de la co-

munidad latina.La presidenta de la Agenda Nacional de Liderazgo Hispano

(NHLA), Lillian Rodríguez López, sostuvo en una teleconferen-cia, al divulgar un informe sobre temas prioritarios para estesector, que le daría al mandatario una “B menos”, en una es-cala de A como nota máxima y F como desaprobación.

Señaló que la administración Obama ha tomado acción conla aprobación de la reforma de salud, entre otros asuntos depolítica pública, pero señaló que en el tema de inmigración esun área donde “se prometió bastante y no se cumplió”.

Agregó que el incremento de medidas de aplicación de laley y mayor control fronterizo ha sido “una gran decepción”para la población hispana, que asciende a 50.5 millones y representa el 16 por ciento de la población total del país.

La dirigente hispana advirtió también que los drásticosrecortes presupuestarios propuestos en el Congreso para re-ducir el déficit pueden afectar “significativamente” a los lati-nos, en particular en cuanto a los empleos y los que están en

edad de retiro.El informe de la NHLA, compuesta por una coalición de or-

ganizaciones, incluye una evaluación de los dos últimos añosen las áreas de educación, inmigración, responsabilidad guber-namental, salud, derechos civiles y desarrollo económico.

Con respecto a inmigración, indicó que el Congreso y la ad-ministración Obama aprobaron e instrumentaron medidas másduras de aplicación de la ley, como el despliegue de mil 200soldados de la Guardia Nacional a la frontera con México y 500millones de dólares en protección fronteriza y tecnología.

Reconoció “algunos cambios positivos” en el programa Co-munidades Seguras, centrado en la identificación y de-portación de indocumentados con antecedentes penales, pero

señaló que el gobierno no ha respondido satisfactoriamente alas preocupaciones sobre su impacto negativo en las comu-nidades inmigrantes.

Destacó, por otro lado, las acciones del Departamento deJusticia para bloquear la instrumentación de leyes estatales an-tiinmigrantes, como la SB1070 de Arizona, así como la investi-gación al alguacil del condado de Maricopa, Joe Arpaio, porpresunta discriminación a los latinos, entre otras medidas.

El director de la Liga de Ciudadanos LatinoamericanosUnidos (LULAC) y vicepresidente de la NHLA, Brent Wilkes,señaló que la falta de acción para legalizar a unos 11 millonesde indocumentados “opaca” otros avances de la adminis-tración Obama.

En la parte de educación, el reporte señaló que pese a lasdemoras de importantes reformas para asegurar el éxito de losestudiantes latinos, se incrementaron fondos para varios pro-gramas, en particular en el área de educación superior a insti-tuciones que prestan servicios a hispanos.

El 60 por ciento de los hispanos han terminado la escuelasecundaria, en comparación con el 89 por ciento de los blan-cos, y entre los latinos mayores de 25 años apenas el 13.4 porciento han terminado la universidad en contraste con el 30.6por ciento de los blancos, según el informe.

Con respecto a los hispanos en la fuerza laboral del gobierno federal, el reporte afirmó que ha habido un número ré-cord de contrataciones, pero indicó que persiste el desafío paraincrementar su representación que en 2009 llegó al 8.0 porciento.

Señaló, por otro lado, que la reforma de salud incluyómuchas medidas para expandir el seguro médico para los lati-nos, como la expansión del programa de Medicaid para per-sonas de bajos recursos.

Sobre los derechos civiles, el informe citó la nueva leyaprobada por el Congreso y promulgada por Obama para pre-venir los crímenes motivados por el odio racial, así como el pro-ceso de casos de latinos, como el asesinato del mexicano LuisRamírez.

Con relación al desarrollo económico, el informe sostuvoque la ley de recuperación e inversión estadunidense de 2009(ARRA), ayudó en la creación de nuevos empleos y alivios tributarios, pero que muchos hispanos se podrían ver afectadospor los recortes presupuestarios.Δ

con hasta 570 unidades residenciales, enlugar de los usos privados recreacionales queactualmente se permiten en el Plan Generalde San Jose 2020. Los inmigrantes en losEstados Unidosdeben estar con-

scientes de las trabas y conse-cuencias que pueden tener ensus vidas al cometer delitosmenores y mayores y tambiénde los crímenes de los cuales

no han sido convictos pero en donde admiten los el-ementos de un crimen.

Los crímenes puede negar la posibilidad deobtener la residencia permanente o convertirse enciudadanos, y hasta podrían resultar en la de-portación.

Casi cualquier delito o crimen puede afectar suestado migratorio.

Dos de las categorias más conocidas son los lla-mados crímenes de depravacion y las feloníasagravadas.

Los crímenes de depravacion se refieren a la con-ducta contraria a las normas aceptadas. Algunosejemplos son el fraude, la violencia doméstica, elrobo, el cohecho, y el abuso de menores.

Cualquier delito de este tipo puede conducirse ala negación de la residencia permanente o a la de-portacion. Existen excepciones como por ejemplolos crímenes juveniles cometidos por menores deedad y una sola ofensa menor, que lleva una senten-cia de seis meses o menos.

Por otro lado, existe una lista muy extensa de lasllamadas felonías agravadas, o crímenes mayores.En términos generales estos son delitos con una sen-tencia de encarcelación de más de un año y tienencomo consecuencia la deportación del inmigrante, lainadmisibilidad del inmigrante, y la negación de laciudadania.

Si alguien que Ud. conoce ha cometido un delitoalguna vez, debe contactar a un abogado de inmi-gración. Cada situación es diferente. A veces existenexcepciones a los crímenes, o existe un perdón, o hayun remedio como la cancelación de deportación.También es posible entrar de nuevo a la corte crimi-nal y eliminar por completo las consecuencias de uncrimen cometido muchos años atrás.

It is time for the Latino community to use existing law and regulation to helpitself. No longer can government agencies be depended upon to provide forthe products and services which constituents need. The reason is, that with-

out competition, government agencies tend to, over time, develop a very top heavypersonnel cost, become very procedural, and heavily influenced by union memberswho have been able to apply strategic influence. Just look at those retirement fundsnegotiated some 40 years ago which are due today. Their full cost was never properlycost estimated by experts who do just that with their scientific and statisticalmethodologies.

Simply stated, local community based organizations need to all be non-profitswho are operating under the appropriate section of the Internal Revenue laws andregulations. Many of us are acquainted with 501-c-3 and 501-c-6.

Consider a local 501-C-3 non-profit organization, whose mission is some ‘probono public’ enterprise, which may receive tax-deductible contributions which arethen used to underwrite programs and projects which provide products and servicesfor its targeted community constituents. The funds contributed thereto can be madeavailable within six months or less. A benefit is that each non-profit organization willneed a governing board, CEO, and staff. All these provide jobs and experience tolocal personnel. Simply stated this is part and parcel of what is needed to initiateand orient local individuals who may become public servants. Today, too many ethnicindividuals lack the opportunity to experience and learn the skills acquired by beinga board member or a member of the executive and management levels of an organ-ization. Several local non-profits could mitigate this lack of local opportunity to learnby doing.

Compare that ‘responsiveness’ to the local government. Taxes paid to the Stateof California in Sacramento take about three years to return to a local jurisdiction as‘State funding’. These ‘former tax funds’ return to a local jurisdiction as $0.75 (sev-enty-five cent dollars). About 25 cents of every tax dollar paid in is used to pay forthe overhead of State of California (building, operations & maintenance, staffsalaries, pensions, etc.). Also, the state legislature has been undisciplined aboutspending within the limits of tax revenues received. Excessive allocations and un-reasonable tax revenue projections have resulted in ‘state deficits’ which are cor-rected by taking funds back from local jurisdictions. The recent taking of $75 millionfrom the SJ Redevelopment Agency is one such example.

The national federal government can print its own money. This may lead to in-flation. Federal tax revenues take about four years to return as funding for local pro-grams and services. This is a lag time often experienced if one takes time to analyzeand take note. These federal tax revenues return as $0.65 (sixty five cent dollars).As with the state, federal overheads are extensive and expensive.

The local community, by using non-profit enterprises to operate local schools,hospitals, central kitchen/food services, libraries, could provide a more communitysensitive and culturally appropriate response while getting a ‘bigger bang’ for itsdollars. In addition, more of its residents would have access to the learning experi-ences which, over time, amount to ‘organizational management savvy’ as well as‘organizational fiscal literacy’. Both of these are in short supply in the Latino com-munity. Since the 2010 Census reveals that Latinos are now 40% of the residents ofCalifornia who will spend $1.3 trillion dollars as consumers during 2011, it is timethat a few step forward to learn to be the responsible and accountable leaders ofthe community.

Too few already exist today in this local Latino community. The few successfulones, such as the President and CEO of Gardner Health Network and the Presidentand CEO of 4C’s, are the competent, accountable and responsible role models whoneed to be emulated for the near term benefit of Latinos and the mainstream com-munity we reside within. Together we can effectively do more than those who cur-rently make a good living patronizing us as civil servants (federal and state). Let’shelp ourselves now. “Juntos hacemos mas’.Δ

scendió a 383.83 unidades,3.41 por ciento, durante laprimera hora de operacionesde la jornada bursátil, debidoa la incertidumbre que existesobre la recuperacióneconómica de EstadosUnidos.

La baja también fue cau-sada por el temor de que lacrisis de las deudas sober-anas en Europa pudiera afec-tar a más países, incluidoFrancia, según financieros.

El índice Dow Jones secolocó de nuevo por debajode las 11 mil unidades, y re-toma su tendencia a la baja,suspendida sólo durante lajornada del martes, cuando elíndice repuntó más de 400unidades y cerró una de susmás brillantes jornadas en losúltimos años.

Mientras, los índices Nas-daq y Standard & Poor’shabían experimentado unabaja de 3.21 y 3.46 por ciento

de manera respectiva durantela primera hora de la jornadaaccionaria.

El alza del martes fue im-pulsada por los comentariosdel director de la ReservaFederal (Fed), Ben Bernanke,respecto a que la institucióna su cargo estaba lista paraimplementar estímulos adi-cionales a la economíacuando lo considerara nece-sario.

Sus palabras impulsaronal mercado, aunque al final eldirector de la Fed no delineómedidas adicionales en elcorto plazo, con lo que laeconomía de Estados Unidosseguiría a la deriva de losvaivenes mundiales.

El mercado de EstadosUnidos además se contagióde la profunda baja experi-mentada por los mercadoseuropeos, en los que la crisispodría alcanzar no sólo a Es-paña y a Italia, sino a Francia,que ha visto aumentar en losúltimos días sus costos de fi-nanciamiento debido a la

poca demanda de sus bonos.Los inversionistas en Eu-

ropa se han mostrado pocodispuestos a adquirir bonosde deuda que no sean ale-manes, la economía mejorubicada en Europa, lo queconstituye una señal de lapoca confianza que existesobre la salud financiera deese continente.

El pasado 5 de agosto AT&T anunció el mejoramiento desus redes destinadas a proveer a sus clientes máxi masvelocidades de transmisión, una mayor fiabilidad y

mejora en su clase de servicios móviles.Las nuevas redes fueron instaladas en el Centro Comunitarios

George Shirakawa loca lizado en la 2072 de la avenida Lucretia.Con esta instalación se mejora la capacidad inalámbrica y el

rendimiento de la red móvil de banda ancha de AT&T en todo elárea de la bahía.

Los cables ubicados en un árbol artificial mezclado con otrosárboles es uno de los esfuerzos innovadores de AT&T para ase-gurar que sus tecnologías no rompan con la estética del vecin-dario.

Las mejoras de la red de AT&T incluyen tres nuevos puntosclaves en la ciudad que tiene por objetivo ofrecer rápidos servi-cios de comunicación.

“Los teléfonos inteligentes ahora se han convertido en piezasbásicas en la vida coti diana de cada persona. Uno revisa el clima,el tráfico, hace llamadas, revisa correos. Por esta razón hemosmejorado nuestras redes para que todo llegue rápido y no hayainte rrupciones”, dijo John Britton, Director de Comunicaciones.

El último poste fue instalado en el Centro Comunitario Shi-rakawa. De otro lado Britton agregó que según investigaciones he-chas por especialistas, los hispanos son quienes más uso dan alservicio inalámbrico.

Mejora de redesAT&T anteriorme ha instalado estos postes en otras partes

de la ciudad de San José. Los postes en forma de árboles fueroninstalados en la avenida Johnson y Prospect Road por BollingerRoad. El segundo punto de ampliación de cobertura es la esquinade Kirkmont Drive y la avenida Leigh y cubre la avenida Campbelly la avenida Curtner en un radio de 1,3 kilómetros.

Este nuevo sitio también ofrece cobertura en Harris Avenuey las áreas residenciales densas alrededor de la zona. San Jose Jazz continues its rich tradi-tion of presenting some of today’smost distinguished artists and

hottest jazz upstarts at the 22nd San Jose JazzSummer Fest. A premier summer destinationfor music lovers, concert-goers and familiesalike, the festival is host to 10 stages withmore than 100,000 attendees expected.

“The San Jose jazz festival has been votedas the most important cultural event that oc-curs in San Jose,” said festival board memberArturo Riera. “We take over downtown SanJose streets and create stages on street cor-ners around Cesar Chavez park.”

The festival is from August 12 through Au-gust 14, 2011 at Plaza de Cesar Chavez Park indowntown San Jose. It is one of the biggestLatin music festivals on the West Coast. Thefestival also ignites the downtown San Josescene with its most exciting line-up of artiststo date. More than 50 food and craft vendorswill participate at this year’s festival, and the5th annual Club Crawl will take place on Fri-day and Saturday nights. Extended by popu-lar demand, the Salsa Stage will kick-off onFriday night for the first time.

San Jose Jazz has officially changed thefestival name to San Jose Jazz Summer Festas they expand into the winter season withSan Jose Jazz Winter Fest, which the secondedition will take place in March 2012. After 20years of presenting a winter concert series,San Jose Jazz is thrilled to expand into thewinter to offer an additional festival to thecommunity.

“We’re presenting a lot of cultural music,

from Brazil, Puerto Rico, Cuba, to showcasewhat other bands are doing,” said Riera.

The artists represent an eclectic array ofgenres such as jazz, pop, soul, salsa, swing,R&B, funk and the music of Africa and India.Featured performers at the 22nd annual fes-tival include Arturo Sandoval, Alfredo Ro-driguez Trio, Wayne Wallace Latin JazzQuintet, John Santos Sextet, Juan Prada Trio,Latin Jazz Youth Ensemble of SanFrancisco†and many others.

Over 2,000 artists submit their music inhopes of performing at the festival. It makesthe process of creating a line-up hard so a fewguidelines were created. The band must havea CD and be recognized as pretty good in theirclass. Festival board member picks the bandsthe folks are dancing to in the Bay Area, thepopular and active bands.

“You get to see eight stages from noon toalmost 10 o’clock at night, every day, filledwith a lot of great different acts,”said Riera.

On August 12, 2011, Mr. Roy M. Perez will be elected unanimously as Chairmanof the Board of the California Hispanic Chambers of Commerce (CHCC).  Mr.Perez shared his vision for the State Chamber with this reporter.

Mr. Perez was fast to remind me that he alone is not the new leadership.  He is teamedwith twenty-one uniquely informed and motivated board members elected by the CHCC mem-bership to tackle the challenges and deliver on the opportunities open to  California.

According to Perez, today’s poor economy, and the uncertainty that haunts us becauseof it, mandates that the focus of the new leadership be on small businesses to create jobsand thereby enhance California’s economy.  Mr. Perez’s strategy is supported by economicexperts who identify small business as the fuel of job creation and growth.

Perez continued, that from the onset, the CHCC’s critical mass includes 65+ chambersand chamber affiliates representing the interests of 38% of California’s population and600,000 Hispanic-owned small businesses.

Perez’s 20+ years of state policy experience, his many tours of California meeting thepeople, his familiarity with their business stories and his understanding of the nature of theireconomics, has shaped the priorities of his new administration.  

For small business CHCC will strive to deliver:

•  Enhanced knowledge of procurement•  Heightened Legislative Advocacy•  Access to capital•  Opposition to taxes•  Regulatory reduction and reform.

All these will be accomplished through education, mentoring and training, and ensuringthat Hispanic small business be accepted as a player on California’s grand stage.

Perez’s style in working with his board will allow them to advise and consult to the bestof their potential.  He has committed the CHCC to deliver a better California where our chil-dren can live, work and prosper.

On August 10, the California Hispanic Chambers of Commerce kickedoff their 32nd Annual State Convention with a golf tournament at SummitPointe Golf Club in Milpitas. Over 100 members from all over the state at-tended the event that raises funds for the local chambers.

Ernie Gutierrez, CEO Allied Industries Inc. said the economy has had a nega-tive affect on his business because people are afraid to invest or to do anythingwith their money. He said only the strong will survive and that includes the peoplethat are holding on tight to their money, but in the long run that hurts other busi-nesses.

“Very exciting to be in front of job creators. It’s a way out of economiccrisis and Hispanic businesses are growing and are a critical part of that,”said councilmember Rose Herrera.

The current economy doesn’t affect Manny Diaz (left) of Diaz Associates.He refuses to let the economy affect him. He understands that city officialsdon’t want to increase fees but at the same time they have to get rid of thegarbage. It’s a dilemma but overall, he had a very good year last year and iscurrently doing fairly well.

“This economy isaffecting everyone. ButI maintain a positiveapproach,” said Abel I.Sierra (left), from theLA County. “It t takes alittle bit more work toget the same result asbefore and once youunderstand that it’sfine. On August 8, AssemblymemberPaul Fong hosted a communitybriefing on social inequities and

health disparities, presented as part of Na-tional Health Center Week at the Issac New-ton Senter Auditorium in Santa Clara Countyísgovernment Center.

Health disparities are differences in theincidence, prevalence, mortality, and burdenof diseases and other adverse health condi-tions that exist among specific populationgroups. Social inequities are systematic, so-cially produced, unfair, and modifiable.

In an effort to start a public dialogue onthe issue, state and local public health offi-cials, health care professionals, and localcommunity leaders discussed the root causesof health disparities and how they can be ad-dressed.

A vast number of variables can influencea personís ability to be healthy and happy.Health disparities have been found in manypopulations and communities, and may bebased on gender, age, race, education, in-come, social class, disability, geographic lo-cation, sexual orientation, and many more.

The Bay Area regional Health InequitiesInitiative (BARHII) is a collaboration of localhealth departments in the San Francisco BayArea dedicated to confronting health in-equities. BARHII has used Hurricane Katrinaand the City of New Orleans to illustrate theconcept of health inequities.

The rich are healthier than the middleclass, and the middle class is healthier than

the poor. Disease and death rates are higherin areas that have the greatest gap in incomebetween the rich and poor. BARHII concludesthat the greatest threat to health in the US isthe large income gap.

Also important to well-being is access tohealthy food choices. There are many areas inSanta Clara County where there are no easily-accessible grocery stores, yet residents haveaccess to an endless list of cheap fast foodrestaurants, convenience stores or liquorstores.

Other factors are access to affordablehousing and transportation. Access to healthscreening, prevention services and treatmentfor disease are other factors. Additionally,having a happy and healthy workplace is im-portant as well.

The county is a large and diverse region,yet the diversity of the healthcare providersdoes not currently reflect the diversity of thepopulation. There is a shortage of providerswho can offer linguistically and culturally ap-propriate care to the population.

The idea that social inequity is directlylinked to health disparities is becoming afocus of the broader healthcare community.Addressing social determinants is key to im-proving health.

In order to address disparities, the Countyhas developed a partnership with The HealthTrust, along with the California Department ofPublic Health, Kaiser Permanente, Commu-nity Health Partnership, and local health cen-ters.

nearly 26 million Americans with diabetesand the 79 million American adults with pre-diabetes. That’s because improperly man-aged diabetes can bring seriouscomplications, including heart disease orstroke, kidney disease, nerve damage, visionloss or amputation.

However, behavior change is not an easyprocess. Diabetes affects every area of a per-son’s life, and it takes a considerable amountof time and effort to manage the disease.Some of the most difficult aspects of the dis-ease are learning to change life-long patternsof eating and activity, and adhering to a newmonitoring and medication-taking routine.

Adjustments - small and large - need to bemade to an individual’s lifestyle, but wheredoes a person start?

The American Association of Diabetes Ed-ucators outlines seven areas of self-care thatare essential for living a healthy life with dia-betes. Known as the AADE7, they are:

* Healthy eating - learning to makehealthy food choices by paying attention tonutritional content and portion sizes.

* Being active - recognizing the impor-tance of physical activity and making a planto start moving today.

* Monitoring - learning to check andrecord your blood glucose levels and othernumbers important to your diabetes self-care.

* Taking medication - remembering totake your medications as prescribed and un-derstanding how they affect your body and di-

abetes management. * Problem solving - gaining skills to iden-

tify problems or obstacles to your self-carebehaviors and learning how to solve them.

* Reducing risks - understanding the po-tential complications you are at risk for withdiabetes and taking steps to prevent them.

* Healthy coping - developing healthyways of dealing with difficult times in your di-abetes management.

Health care professionals, known as dia-betes educators, can help people with dia-betes learn self-care strategies for each of theAADE7, and work with individuals to set andachieve behavior change goals in order to re-duce the risk of developing complications.

“It’s just not one of those diseases thatyou take a pill for in the morning and wait forit to take effect,” says certified diabetes edu-cator, Donna Tomky, president of the Ameri-can Association of Diabetes Educators.

“Diabetes is unique in that it requiresconstant supervision of diet and other fac-tors. And while this can be burdensome, thegood news is that diabetes education works,”Tomky says. “Once patients understand thecomplexities involved, they get much betterat managing - and improving - their out-comes.”
