Spring is here, the birds aresinging and our allergiesare kicking in again. For

most of you, that means that the sum-mer break is almost here and yourchildren will be out of school and offplaying with their friends. Howeverfor elected officials such as myself,the beginning of summer is the timethat we have to make the difficult de-cisions needed to balance the budget.Here at Santa Clara County, we arefacing at a minimum, $250 million incuts. But that is not all that scares me.In addition, millions of dollars in cutsthat our schools, the future of our chil-dren, are facing.

Last year when I took a group ofover 100 local residents up to Sacra-mento to lobby for school funding, theworry was that sports, art and musicprograms, and other enrichment pro-grams would be cut to save money.However this year, the situation hasbecome even more dire. As the Stateis trying to balance its budget, theschool districts are sending out layoffnotices and proposals are coming outto increase class sizes. I am alreadyhearing from our local schools thatmany are being forced to increasetheir class sizes to 30 students ormore! As a former school boardtrustee, I know first hand how impor-tant it is to maintain appropriate classsizes so that our wonderful teacherscan ensure that all students receivequality education.

With that in mind, I would like toinvite you to participate in this year's8th Annual Sacramento Bus Trip, co-sponsored by the Silicon Valley Edu-cation Foundation and join me inpersonally speaking with our state leg-islators to remind them how importantit is to maintain school funding for ourchildren's future. If your child is in apublic school, if you work in a publicschool, or even just know a parent orchild in the public school system, Iurge you to make your voice heard inSacramento. Last year we were joinedby over 100 people, including 10youth from the East Side Union HighSchool District. Their heartfelt pleasto protect our schools from the devas-tating cuts were painful to listen to butvery important because it gave thestate legislators direct and personal in-sight into our needs locally in SantaClara County.

This year's trip will take place onMonday, May 17th, and as in yearspast, there is no cost to participate. Wewill board the bus at 6:00 am from a

location in San Jose and once we ar-rive in Sacramento, we'll take over acommittee room in the State CapitolBuilding for a series of intense discus-sions with Assembly Members andSenators. Lunch will be providedFREE and attendees will be fullybriefed on the topics for the day.

As an added encouragement, wewill be offering a "participating organ-ization" status to any communitygroup that pledges to send five ormore members on the bus trip. Partic-ipating organizations will be featuredon all trip literature and in our corre-spondence to the legislators.

Furthermore, this year, we areadding a whole new dimension byhosting a pre-bus trip EducationalSummit to discuss issues related tostate budgeting for education and theimpact that funding cuts have had onour schools. This summit is for boththose of you who will be taking thebus to Sacramento and also for thosewho cannot make it on the bus, butwould still like to make your voiceheard by creating a foundation for ourdiscussions in Sacramento. This sum-mit will take place May 13th from6:00 to 8:00 pm in the Isaac NewtonSenter Auditorium at the County Gov-ernment Center and I hope you willconsider attending.

Make Your Voice Heard for Education

In the wake of no federal comprehensive immi-gration legislation, states such as Arizona areopting to pass their own laws dealing with il-

legal immigrants. The most recent example is theSB1070 legislation passed by Arizona’s State Houseof Representatives.

Fortunately, this measure must first be consideredby Arizona’s State Senate before it can go to GovernorJan Brewer for signature into law or receive her veto.There are many issues connected with this sort of statelegislation comparable to Proposition 187 promoted byCalifornia’s Governor Pete Wilson.

The first and foremost issue is that immigrationlegislation is the rightful jurisdiction of Congress ac-cording to our constitution. The Obama Administrationand Congress must take immediate steps to begin todeal with the crafting of federal legislation concerninga comprehensive approach of all immigration issues.More than 13 million ‘undocumented’ individuals nowreside in America and have done so for many years be-cause the current system of immigration laws and reg-ulations simply is not a system that is effective andreasonable. These immigrants all have social and eco-nomic impact. They pay their taxes and are productiveresidents. Congressman Mike Honda said, ”Our immi-gration system is simply broken very badly and doesnot work at all” to a group in San Jose some monthsago.

Arizona’s SB 1070 requires the local law enforce-ment officers to question anyone who looks like an‘undocumented immigrant’ to determine their currentlegal residency status. Can you imagine the potentialfor abuse? This mandate is unfunded and raises muchanxiety about diverting legitimate police law enforce-ment from public safety issues. These sort of activitieswere rampant in Nazi Germany regime which system-atically sought out Jews for assignment to labor campsor extermination centers. What is being asked of locallaw enforcement is simply wrong from every perspec-tive one may apply: Constitutional, moral, ethical, andreligious.

These sorts of laws erode the American ideal thatevery resident has a right to privacy and to the rightnot to self-incriminate. If law enforcement officers tryto use ‘racial profiling,’ then it will increase the num-ber of successful law suits by legal residents who have

been wrongfully categorized and questioned. It willdrive the targeted Latinos towards the DemocraticParty which may help the Democratic party to gain as-cendancy in Arizona which is currently a state domi-nated by conservative Republican elected officials.

There are many costs being incurred by the currentstate of immigration law and regulation. The impacton domestic economic activity is negative. Whereverimmigrants have been removed by ICE, a negativeeconomic result has occurred. The creation of an sec-ond class resident status which can be exploited by avariety of business interests; the existence of a groupthat can be blamed for the failings of our own econ-omy; and the lack of public safety and security are allfactors in the present impetus to do something.

The gravest issue is the distraction of legislatorsfrom facing and resolving the substantial body of eco-nomic (budget deficits, enhancing business and jobcreation), social, and education issues.

The current state of federal immigration law re-sults in much waste of current law enforcement re-sources. When has the use of ‘scape-goats’ been moral,ethical, and religiously acceptable? Simple acceptance,friendship and hospitality are better approaches to res-olution of the many immigration issues.

Resolution requires transparent communicationdelivered with integrity and good faith. Confronta-tional approaches only lead to driving the ‘illegal im-migrant’ deeper into the shadows of our society wherecriminal abuse and exploitation is facilitated.

President Obama and the Congress must face theirresponsibility by expediting the establishment of an eq-uitable comprehensive immigration system which fa-cilitates becoming citizens or provides for thelegalization of residency despite current ‘illegal stand-ing.’ If that were to happen soon, advocacy organiza-tions such as SIREN, Immigration Policy Center,America’s Voice, and many other advocacy groupswould be able to divert their current resources towardsefforts which maximize public safety, our economy,and human dignity. The federal level must approachimmigration issues and get it right in terms of moral,ethical, and religious ideals for the sake of taking a steptowards inclusive diversity in our nation. Fix the fed-eral immigration system now.

a.m. to 5 p.m. The program will include hands-on art projects, immersive in-gallery experiences,

"It really is an inspirationto see that so many around ushave developed unique and in-

teresting talents," says Zam-paglione, a senior at Bel-larmine College Preparatory.

The competition is open toteens 12 to 18 years old andcompeting groups may includeup to 10 performers. Routinesshould be indoor-friendly,about five minutes long andappropriate for a diverse audi-ence of all ages. Contestantsare expressly advised to avoidincluding obscene or offensivecontent. Performances will bejudged using a 10-point scaleon the following categories:stage presence, originality, au-dience response, and profes-sionalism. The decision of thejudges is final.

State Superintendent of PublicInstruction Jack O'Connelltoday announced 484 exem-

plary California public elementaryschools were selected as 2010 CaliforniaDistinguished Schools. The list ofschools may be viewed online athttp://www.cde.ca.gov/ta/sr/cs/dist-ing2010.asp.

"It is an honor to recognize theschools, and the students, parents, teach-ers, and administrators who helped earnthis most prestigious distinction," saidO'Connell. "The 2010 California Distin-guished Schools have been selected be-cause of their academic excellence andfor narrowing achievement gaps. Theseschools have persevered despite statebudget cutbacks that have cut deeplyinto the budgets of local school districts.I encourage educators throughout ourstate to review the signature practicesthat Distinguished Schools are using toimprove student achievement."

Schools earning the DistinguishedSchool title agree to share their signa-ture practices with other schools andserve as a mentor to other educators whowant to replicate the work. An updated

searchable database of these signaturepractices will be available later thisspring by the California Department ofEducation.

The 2010 California DistinguishedSchools are geographically diverse withlocations in small rural communities,suburban neighborhoods, and largeurban cities. Most have significant pop-ulations of students living in poverty orlearning English. Regardless of the set-ting, all these schools have teachers andprincipals committed to ensuring stu-dent success.

"I had the privilege to call all thewinning schools and personally sharedthe good news with each principal," O'-Connell said. "These dedicated educa-tors I spoke to clearly share aschool-wide vision of excellence whereevery student can succeed and achieveat the very highest levels of perform-ance."

The California School RecognitionProgram is now in its 24th year and hon-ors the state's most exemplary and in-spiring public schools with theCalifornia Distinguished School Award.Although participation is voluntary, theaward is highly sought after by schoolsin all areas of the state. Elementary and

secondary schools are recognized duringalternate years.

Schools were identified for eligibil-ity on the basis of their Academic Per-formance Index and Adequate YearlyProgress results, which are the state andfederal accountability models, respec-tively. The applicants were also identi-fied by their success in narrowing theachievement gap that exists betweenhigher-performing and lower-perform-ing students. All applicants underwent astringent selection process conducted bythe California Department of Educationwith the help of many educators fromacross the state. Each applicant was re-quired to describe two signature prac-tices that have led to an increase instudent achievement and a narrowing ofthe achievement gap. Applicants werethen selected to receive a thorough sitevisit to validate the signature practices.

Laureate Education anunció que Na-tional Hispanic University en SanJose, California se ha unido a Laure-

ate International Universities. Con su enfoque eneducar a la comunidad hispana, una comunidadcreciente pero en seria desventaja en cuanto ac-ceso educativo en Estados Unidos, NHU com-parte la misión de Laureate InternationalUniversities de ayudar a los hispanos a obteneruna educación superior.

Ricardo DeLa Torre Jr. was at a Hal-loween party a couple of years agodressed as a wolf, when a beautiful

girl went up to him and asked, "Do you want tobe my Dulce Lobo?"

At that moment, he knew that he had foundwhat he was looking for- a name for his Spanishrock band. He had been writing songs for sometime and with the help of his friends, DannyMaldonado, Eric Loera and Francisco Gra-ciano, his vision of a rhythmic driven Spanishrock band became a reality. The band sat downwith El Observador for an interview to discusstheir music and their plans for the future.

EO: Where did you guys meet and howdid you guys come together to form El DulceLobo?

EDL: "We all used to play in a band calledFirme before El Dulce Lobo. I had been writingmy own songs on the side and one day I wasasked by a friend at KSJS to perform them onthe radio. From there I decided to start my ownband. I felt my songs were good, but they be-came much better when Eric, Danny and Fran-cisco added bass and percussion to the music,"Torre said.

EO: Who are some of your influences?EDL: "We like all kinds of music ranging

from jazz to reggae to Spanish Rock. Some ofthe bands we enjoy are Mana, Ozomatli, BobMarley, Santana, and Fabulosos Cadillacs,"Torre said.

EO: Describe your music.EDL: "Our music is intended to make the

ladies dance," Graciano joked."Yes, that's true. There is a certain key that

makes girls dance once they hear it," addedMaldonado.

"All kidding aside, our music is very rhyth-mic, very bass and percussion driven. Overall,we just want people to enjoy themselves anddance at our shows," Torre said.

EO: Talk about the recording of youralbum.

EDL: "A friend of ours said he wanted torecord our album in Tijuana, so we went thereto record. The album has ten tracks. Later onthis year I will go back for four to six weeks tofinish the album. It will be released by SonyBMI in Mexico," Torre said.

"I couldn't make it, so I recorded the drumparts here in San Jose," Loera said.

EO: What next for El Dulce Lobo?EDL: "Just finish the record and see how

well it does in Mexico. The record will alsoeventually be released in the states. We're alsoplanning on playing shows anywhere from SanJose to Baja California and get our music outto as many people as possible.

Whether it is immigration reform, financial sit-uations or a troubling illness, everyone hasto face some sort of difficult situation at

some point in their lives. For Gilroy's own Robert "The Ghost" Guerrero, that

battle was with Leukemia. His wife, Casey, was diagnosedwith the disease in late 2007. Her disease went into remis-sion, but returned this year, forcing Guerrero to withdrawfrom his March 27 fight against interim lightweight titlistMichael Katsidis.

"I fight because this is what I love to do," Guerrero said."But there are some people that fight because they have toin order to survive. My wife Casey is one of these people.People think boxing is hard, but its like going to Disneylandcompared to fighting Leukemia."

Guerrero said he was not aware of the treatment processinvolved in extracting bone marrow from donors.

"I thought the doctors would insert a big needle in yourspine to extract the bone morrow. Then you would be outfor a week or something," Guerrero said. "But the processis actually easy. You just go into see the doctor and they ex-tract blood from you. The process is really not painful atall."

Stone added that Guerrero is a candidate for TheLeukemia and Lymphoma Society's Man of the Year com-petition, which is 10 weeks of fundraising.

"People can go to our Website, find Robert's picture, andclick on the donate button," Stone said.

Guerrero said he will do his best to get as many peoplesigned up for the bone marrow register because it can some-times be very difficult to find a right matching donor.

"My wife's donor was all the way in Europe," Guerrerosaid. "That is why we need to get as many people signed upto the bone marrow register."

Guerrero's next fight will be against Roberto Arrieta andit will be broadcasted on Telefutrua's "Solo Boxeo Tecate."

Las pesadillas forman parte de lossueños de todos los seres humanos.La angustia, el sufrimiento y la de-

sesperación que sufrimos al experimentar unapesadilla suele ser tenebrosa, a tal grado que enmuchas ocasiones despertamos exaltados, gri-tando o sollozando, y un gran sentimiento dezozobra nos embarga en ese momento.

La pregunta que solemos hacernos es porqué ocurre, ¿cuál es la causa fundamental quehace que el subconsciente ventile en nuestrossueños esa descarga de imágenes tenebrosas?

Existen diversos factores que suelen ser re-sponsables de la aparición de la pesadilla du-rante el sueño como por ejemplo: lossentimientos de culpa, los remordimientos, eltemor a lo desconocido, los problemas senti-mentales, la ausencia de la buena salud, los al-tibajos económicos o la pérdida de un serquerido. Todas estas circunstancias que ocurrendurante la vigilia se transforman durante el re-poso en imágenes diversas cargadas de un altocontenido de miedo que el subconsciente pre-senta al soñador como la causa y efecto de supropio pavor.

El comer a altas horas de la noche e irse adormir casi de inmediato, también se asocia ala producción de pesadillas, debido a que elcerebro hace un mayor esfuerzo para conducirla digestión y al mismo tiempo procurar el des-canso nocturno.

Para aquellas personas que padecen detrastornos como la bulimia y la anorexia, elproblema suele profundizarse ya que el sen-timiento de culpa suele causar un incrementode imágenes grotescas durante el sueño. Sinembargo, no siempre que se come en forma de-sproporcionada en horario inconveniente sueleser causante de pesadillas, tiene que existir unprofundo sentimiento de preocupación para quese fusione con la doble actividad del cerebropara que ello suceda.

Quienes usan sustancias prohibidas o som-níferos suelen alterar la actividad normal en elsueño profundo. Si se utilizan píldoras paradormir a largo plazo casi siempre necesitaránuna dosis mayor para dormir. Cuando el cerebroreciente la falta de dichas sustancias a la que ha

sido sometido, suele presentarse la ausencia delsueño y cuando éste se consigue lo más proba-ble es que se experimenten pesadillas terribles.

Cuando la pesadilla se torna persistente ycomienza a afectar emocionalmente al indi-viduo, es indicio que existe en su interior unpavor profundo que puede ser provocado por elmiedo a perder algo que considera sumamentevalioso en su vida. Por otra parte se necesitaráuna evaluación psiquiátrica para determinar silas constantes pesadillas forman parte de untrastorno nervioso.

Tipos de PesadillasLas pesadillas causales son parte de la ex-

periencia onírica de todo individuo y aunque nosean provocadas por una causa física, un serioproblema o un temor anunciado u oculto, sípueden ser fiel reflejo de la percepción al ob-servar imágenes grotescas durante la vigilia.Una película de terror puede ser la causa pri-mordial de una pesadilla causal, especialmenteen los infantes.

Las pesadillas persistentes suelen tener suorigen en un miedo

profundo, en una afección nerviosa o en unsíndrome post traumático. La mayoría de sol-dados que se enfrentan en una guerra experi-mentarán pesadillas sobre ésta a lo largo de suvida. Cuando la pérdida de un ser queridoocurre de forma trágica o violenta, la pesadillapodría llegar a convertirse de persistente acrónica.

Las pesadillas premonitorias son la respuestas del inconsciente ante una situación queno se ha develado en la vigilia y por ello el cere-bro envía el mensaje al individuo para alertarleante un suceso dramático que está porvenir.

Muchos le temen a la pesadilla y cuandoésta les infunde pavor creen que el auguriohabrá de cumplirse. Realmente esto sucede enalgunas ocasiones aunque no en su gran mayoría. Cuando una pesadilla le aflija al punto deafectarle física o anímicamente, lo que debehacer es comentarla muchas veces, de ese modologrará el alivio necesario y anulará mística-mente cualquier presagio de infortunio.

So this almost thirty year-old guywalks into the Caravan in San Joseand orders a drink. To some, the Car-

avan may seem like a dirty, questionable place.But to him, it's perfect. There's music, cheapdrinks, and a glimpse 20, 30 years into the fu-ture of what this guy will become, sitting aloneat the end of the bar.

No, this is not a fact. It is jokes told by Car-avan bartender Butch Escobar, an untamed,unashamed, take no prisoners humorist fromSan Jose.

Roberto "Butch" Escobar says he has anendless source for jokes due to the terrible luckhe says he's had throughout his life, and throughhis experiences working what he feels werepointless jobs.

"I've been in jail, drugs where a part of mylife, all these ridiculous jobs, its just endless."Escobar says. "I would always tell people whathad happened to me and they would alwayslaugh."

He's always been a fan of stand up comedy,especially Paul Rodriguez and Cheech andChong.

"What I really liked about them was howoutrageous their jokes were, especially for theirtime," Escobar says. "The funny thing was thatI could relate to some if not all they were say-ing."

Though several of his friends insisted hegive stand-up comedy a try, it was through fel-low Caravan bartender Rachael Warner's en-couragement that Escobar finally found himselfon stage.

Warner had a monthly show at the Improvcalled Unfiltered Underground, and Escobar

told everyone he knew to come out and supporthis debut as a comic. However, the experiencedid not go smoothly for Escobar.

"I was so scared and nervous because theplace was packed with friends and family," Es-cobar says. "I was forgetting jokes and stutter-ing. It was just awful."

The experience did not hold Escobar down.It encouraged him to do better and to writemore jokes. As time passed, Escobar began tofeel more comfortable on stage.

"I started to feel alive and free when I wason stage," Escobar says. "Instead of feelingnervous, I began feeling anxious. I wanted torush on stage and give the audience all I had."

Warner eventually ended up leaving theshow, making Escobar Unfiltered Under-ground's main comic. At first, audience atten-dance was low, but Escobar and his fatherworked hard to promote the show, thus makingit a staple in the San Jose Comedy scene. Today,the event is known for its edgy, in your facecomedy that is, well, not suitable for all audi-ences.

"I know that my comedy offends people,including my own family," Escobar says. "Butto me that's the whole point of comedy. Youhave to be honest with yourself when you aretelling jokes, even if some of the things you saymakes some people feel uncomfortable."

Escobar has a busy schedule in front ofhim. He will be doing a solo tour that will takehim from Arizona to Alabama.

When he is not writing jokes, or servingdrinks at the Caravan, Escobar likes to spendtime with his son, Bobby, and his dog Trigger.

mundo, la golfista Lorena Ochoa anunció su re-tiro.

Ochoa, considerada la mejor golfista mex-icana de todos los tiempos, se hizo profesionalen 2002 y fue hasta 2004 cuando logró suprimer título, al triunfar en el Franklin AmericaMortgage Champiosnhip, con lo que se convir-tió en la primera del país en ganar un torneo de

la Asociación Femenil de Golfistas Profesionales (LPGA).
