Environmental Monitoring Results
I. Results of Environmental Monitoring covering the 3rd Quarter of 2010
The monitoring results shown in Tables 1 to 5 covers the coverage period from July to September 2010 (3rd quarter of 2010). Basically, the environmental monitoring comprises of 3 major analyses: 1) Ambient Air (premises near the site & construction site itself), 2) Marine Water, and 3) Groundwater. 1.1. Ambient Air Monitoring (premises near the site and construction site
itself) The monitoring stations for this quarter were based on the monitoring stations of the EIS which are also those used in KSPC’s MMT Baseline Monitoring Activity. Ambient Air monitoring covers 7 monitoring stations near the construction site premises, particularly within Barangay Colon and Barangay Tangke. Five (5) parameters are being monitored (refer to Table 1). Based on the results, there were no exceedences observed with reference to DAO 14. Noise levels now don’t exceed the standard given by the National Pollution Control Commission (NPCC) compared to the previous quarter. The noise levels were however high, attributable to the construction and commissioning works near these areas, increasing vehicles passing the national road and full operations of the SPC power plant. The Total Suspended Particles (TSP) at Station 4 is also evident attributable to vehicle emissions since this station is near the National Road and public pavements. Tables 2 & 3 show the monitoring results for the TSP and Noise analyses at the Construction Site. Based on the results, there has been no exceedence observed.
1.2. Marine Water Quality Monitoring Table 4 shows the monitoring results of the marine water quality. Five (5) stations were used for this monitoring with eighteen (18) parameters analyzed. Generally, the monitoring results indicate that there have been no adverse impacts to the receiving environment. Most parameters fall within acceptable standards set by DAO 34 (Water Class SC). Furthermore, most of the current data falls around the same range to those of the previous quarters’ results including that of the MMT Baseline Monitoring Activity. The previously increasing COD values of all stations dropped this quarter though there is no prescribed standard. It is important to note that all data

gathered will be used as baseline reference for the monitoring during the operations phase of the power plant.
1.3. Groundwater Analysis Table 5 shows the monitoring results for the groundwater analysis. Four (4) stations were used for this monitoring with nineteen (19) parameters analyzed. Generally, the monitoring results indicate that groundwater stations tested are still within acceptable levels. Though some of the results are not within the standards, they are all within the range and trend of the baseline data from the EIS, the MMT, and previous monitoring results. To be noted is the Dissolved Oxygen (DO) level of the North Poblacion Deep Well station. The monitoring result indicates that the DO level is below that of the given minimum value of DENR but consistent with the baseline data showing that no significant impact was made. Supplementary to this, the Coliform level is also high indicating that this station has high bacteria thus, a high aerobic activity. All Biochemical Oxygen Demand (BOD5) values of the four stations are high and off the given standard. All except Barangay Tangke and Barangay North Poblacion stations (both exhibited their highest BOD5 values) are within the background values. The results indicate that there is also high bacterial activity in the stations, thus it is recommended that these stations be not used for drinking. The Total Dissolved Solids (TDS) levels are high compared to the standard which could have an effect on the taste of the ground water but the values are well within the baseline while the previously high value in Barangay Tangke Station dropped this quarter. This is again, as mentioned in the previous reports, attributable to the natural background of the area and the increasing temperature in this season causing increases in solubility. For the chloride levels, results are within the standard limits and MMT Baseline data range or lower.

II. Construction Progress
As of September 30, 2010, the total progress of the Cebu Power Plant project is 95.80%. Below is a table showing the breakdown of the progress rate in terms of the project’s components.

III. Conclusions
Based on the environmental monitoring on the three aspects, namely, 1) Ambient Air, 2) Marine Water and 3) Groundwater, the 2x100 MW Cebu Power Plant Project has not caused any adverse or detrimental effect to the nearby surroundings. The findings in this report will be discussed in KSPC’s Multi-Partite Monitoring Team (MMT) and due recommendations will be made. It must be noted that the power plant has not yet operated so the data gathered at this part of the project, is useful as reference and baseline data for the operations period. The more results obtained, the clearer the baseline data is defined.

1. INTRODUCTION
DOOSAN REA VY INDUSTRIES CONSTRUCTION CO. LTD. COMMISIONED OSTREA MINERAL
LABORATORIES INC. to undertake sampling and analysis for marine water, soil, ground water, ambient air, dust and noise measurements on September 6 - 7, 20lO. Sampling was conducted outside and within the vicinity of the on-going construction of a 2 x 100 MW Cebu Power Plant Project owned by KEPCO SPC POWER CORPORATION.
This report presents the results of marine water, soil, ground water, ambient air monitoring, dust and noise measurement and the procedure used for each tests.
2. OBJECTIVE OF THE MONITORING
The monitoring was conducted to check compliance with the standards set in the Department of Environment and Natural Resources Administrative Order No. 2000-81 (Implementing Rules & Regulations of the Philippine Clean Air Act of 1999), DAO 34 & 35 and the PhIl. NatIOnal Standards for Dririking Water of2007.
3. METHODOLOGY
The methods of sampling and analysis for Marine Water, Soil & Ground Water are indicated in the individual certificates of analysis while methods for ambient air, noise & dust are shown below. Total Suspended Particulate (TSP) and Sulfur Dioxide (S02) were based on the United States Environment Protection Agency (USEPA) Methods while Nitrogen Dioxide (N02) was based on the Methods for Air Sampling & Analysis 3rd Ed. Carbon Monoxide (CO) and Noise were measured by direct reading apparatus.

4. RESULTS AND EVALUATION
As shown below, ambient air results meet the maximum allowable limit set by the National Ambient Air Quality Standards for Source Specific Air Pollutants from Industrial Sources / Operations of the Department of Environment and Natural Resources Administrative Order No. 2000-81 (Implementing Rules and Regulations of the Philippine Clean Air Act of 1999). Dust results are within the standards, while one station for noise is above the limit.

CRITERIA USED TO ASSESS QUALITY CONTROL RESULTS
VALIDITY AND RELIABILITY OF TEST RESULTS
The continuing validity and reliability of results is accomplished by monitoring a number of factors.
I. Recovery of known addition.
The recovery of known addition is used to verify the absence of matrix effect and absence of interferences. Recovery from the standards is used to verify method performance.
II. Analysis of reagent blank
Reagent blanks are used to monitor purity of reagents and the overall procedural blank. Reagent blanks are run with each batch of analysis. Unusual or out of the 'norm' results are investigated and corrective action taken before analysis of any batch is completed.
A. Sulfur Dioxide
• Analysis of control sample. The control sample was analyzed according to USEPA appendix A to Part 50 Section 8.2.10 and calculation of concentration was based on Section 8.2.10. Actual concentration is within the range of 320 to 400 ug S02/ ml. The difference between the true and analyzed values of the control standards must not be greater 1ug.
• Analysis of reagent blanks run with each batch of samples. The absorbance of the reagent blank must not exceed 0.170Absorbance @ 22°C.
• The calibration curve must have a slope equal to 0.03 ±-0.002 absorbance unitlug S02 and the correlation coefficient must be greater than 0.998.
B. Nitrogen Dioxide
• Analysis of control sample.
• Analysis of reagent blanks run with each batch of samples.
C. Total Suspended Particulate (TSP )
• Analysis of blank filter with each batch of samples.
• Filter conditioning environment is in controlled temperature at 15 to 30

C and controlled humidity of less than 50%.
