A. EXECUTIVE SUMMARY The Sustainable Power Sector Support Project (The Project) is comprised of various components including the construction of new substations, upgrading of existing substations, construction of new transmission lines, strengthening of new circuits, installation of machinery and equipment, among other things, with the financial assistance of the Asian Development Bank (ADB). The Government of Sri Lanka’s (GoSL) Ministry of Power and Energy (MoPE) is the Executing Agency (EA), whilst the Ceylon Electricity Board (CEB) is the Implementing Agency (IA) for the transmission and distribution components. Additionally, Sri Lanka’s Sustainable Energy Authority (SLSEA) is the IA for the Energy Efficiency and Renewable Energy components. The project assists GoSL to develop economically viable and environmentally and socially sustainable project components: (i) transmission system strengthening to further improve energy efficiency and enable rural electrification in the Eastern, North Central, Southern and Uva Provinces; (ii) rural distribution system improvement in the Eastern and Uva Provinces to increase grid access and rural household connections to impoverished areas, many of which have been affected by conflict in recent years in the Eastern Province; and (iii) energy efficiency and renewable energy component. Executive Summary

Augmentation of Kiribathkumbura 132/33kV Grid Substation

The savings of Sustainable Power Sector Support Project (ADB loan No. 2733) will be utilized for the

Augmentation of Kiribathkumbura 132/33kV Grid Substation (GSS) Project. Most of the existing outdoor

equipment will be replaced and 33kV indoor switchgear, control & protection panels will be installed in

a new control building. Entire construction work will be carried out within the existing GSS land which

belongs to CEB. Civil and Electrical designs and drawings preparation have been commenced. Contractor

has mobilized to the site and land preparation works are ongoing.

This GSS is situated in a hilly area and they land available for the proposed new control building is a

slope area. Hence, necessary of soil testing, slope stability tests ect. have been conducted and experts

advises have been taken for the Civil designs. Construction of necessary soil & retaining walls and slope

protection measures will be taken to prevent soil erosion.

Project Title : Sustainable Power Sector Support Project. Augmentation of 132/33kV Kiribathkumbura Grid Substation

Project Scope : Installation of 2 nos. of 132/33kV, 31.5 MVA Transformers, 132kV & 33kV Transformer Bays, 6 nos. of 132kV Line bays, Augmentation of 132kV Bus section bay, 4 nos. of 5MVAr BSC Bank, 12 nos. of 36kV Feeders, 36kV GIS and

1.2 Project Progress Status and Implementation Schedule

Project Management Unit Staff

Engineers - One Electrical Engineer and One Civil Engineer is working in

the project now.

Other Staff - Four Electrical Superintendents, One Civil Superintendent and Five site supportive staff are operating at the site. Further, one Chief Clerk, One Office Assistant and a Typist are also working at the project office in Colombo.

Project Progress

Augmentation of 132/33kV Kiribathkumbura Grid Substation

Advance payment released to the contractor and LC opened. Preliminary site surveying and soil investigation completed. Civil and Electrical design drawings have been started. Land preparation works and excavation for retaining walls are in progress.

Overall physical progress of Kiribathkumbura GSS as at the end of the June 2015 is 2.5 %.
