1. INTRODUCTION
Baoding City is located in the middle of Hebei Province, China, on the north China plain,
approximately 140 km south of Beijing. It is a famous city with a long history of more than 2300
years. Baoding City as presently administered includes 4 cities, 18 countries and 3 districts
covering 22,100 km2. The total population is 11 million and the urban population is about 1
million. The famous lake, Baiyangdian, “White Ocean Lake”, is located in Anxin Country about
80 kilometres east of Baoding City.
Water pollution and ecosystem degradation in the Baiyangdian Basin have accelerated in the last
two decades due to continued pressure from rapid economic growth, industrialization, and
urbanization. The degradation of the lake has diminished livelihood opportunities for communities
living in the lake’s surrounding areas and has put them at risk from various types of diseases.
Adding to the current problems is the weak capacity of county governments to implement and
enforce environmental policies and safeguards to conserve biodiversity of the Basin.
The “Integrated Ecosystem and Water Resources Management in the Baiyangdian Basin”
Project will support the Baoding Municipal Government (BMG) and participating county
governments in abating the continuing pollution and degradation in the Lake and its river network
as well as in rehabilitating its ecosystem in line with the priorities of the national, provincial, and
municipal governments. The proposed Project is part of the first phase under the Baiyangdian
Ecosystem Rehabilitation Master Plan which calls for an integrated effort to reduce pollution
loads in the Lake and rehabilitate the ecosystems in the Basin, with a planned investment of over
$1.0 billion. This Project is a pilot demonstration project for future undertakings.
In order to fund this Project, China together with the Hebei Provincial Government and Baoding
Municipal Government has applied for a loan equal to $100 million US dollars to cover part of the
total $273.4 m cost. The remaining counterpart funding will come from a variety of domestic
sources. The ADB loan has been approved.
The final list of subprojects entails 22, which are grouped into seven categories of interventions,
based on their basic characteristics. The seven categories of interventions include:
� Category 1: Wastewater treatment (13 subprojects);
� Category 2: Water supply (3 subprojects);
� Category 3: Reforestation (2 subprojects);
� Category 4: Water resource reallocation (1 subproject);
� Category 5: Watershed rehabilitation (1 subproject);
� Category 6: Clean energy (1 subproject); and,
� Category 7: Flood control (1 subproject).

According to the Environmental provisions in the Project Agreement:
BMG shall cause each IA to construct, maintain and operate the Project facilities in strict
conformity with (i) all applicable national and local environmental laws, regulations and
procedures; (ii) ADB’s Environment Policy (2002); and (iii) the environmental mitigation and
monitoring measures set out in approved EIA, the SEIA, the IEE and SIEE; and the EMP for the
Project.
BMG shall ensure that the IEE and EIA are (i) reviewed and updated following final detailed
designs, (ii) approved by ADB prior to undertaking any works, and (iii) updated with all
mitigation measures incorporated in the bidding documents and the civil works contracts.
BMG shall ensure that each IA (i) allocates sufficient resources to implement the EMP; and (ii)
provides monitoring reports to the PMO which shall coordinate the preparation of a semiannual
environmental report on implementation of the EMP in a format acceptable to ADB, for the
duration of the Project.
The EMP has been included in the SEIA, and was submitted by BPMO to ADB in May 2009.
EMP mainly includes (i) objectives, (ii) summary of potential impacts, (iii) mitigation measures,
(iv) environmental monitoring, (v) planned public consultation, (vi) responsibilities and
implementing authorities, (vii) institutional strengthening and training, (viii) reporting and
supervision, (ix) work plan, (x) procurement and cost estimation, and (xi) mechanisms for
feedback and adjustment. The EMP will be reviewed and updated at the end of the detailed design
to ensure consistency with the final detailed design.
With assistance from Environmental Monitoring Specialist from Consulting Company, the EMU
of BPMO have collected and summarized the information of EMP implementation of each
subproject by distributing questionnaires, site visit, interviews and document and report collection.
Based on the information of the EMP implementation of each subproject, evaluation is done on
the mitigation measures taken and the implementation of the environmental monitoring;
recommendation and requirements are given accordingly. Environmental mitigation measures and
monitoring plans of each subproject will be updated with assistance and supervision of BPMO if

necessary.
This is the second EMP implementation progress report prepared by BPMO with assistance from
Environmental Monitoring Specialist of consulting company. The report covers the progress for
the period from January to July of 2010.
This report is to evaluate: 1. Overall progress of EMP implementation; 2. Mitigation measures
taken; 3. Implementation of environmental monitoring activities; 4. Institutional strengthening and
training; 5. Conclusion and recommendation.

2. PROGRESS OF THE PROJECT
2.1.1. LIUSHI WWTP
This WWTP of 20,000 t/d will use “CAST” activated sludge process, filtration, chlorine
disinfection and discharge of effluent, and raw sludge dewatering and landfill.
The contract of works was awarded to Hebei Construction Group Co., Ltd. with contractual
amount of CNY18,094,928.05. BER and contract of works have been submitted to ADB and
PCSS 0003 was obtained.
The contract of goods was awarded to Hebei Xingyuan Environment Technology Company, Ltd.
with contractual amount of CNY31,818,530. BER and contract of goods have been submitted to
ADB and PCSS 0013 was obtained.
The first withdrawal application for goods has been made.
The construction has been started on March 28th 2009 and completed.
2.1.2. BAIGOU WWTP
This WWTP of 30,000 t/d will use “UNITANK” activated sludge process with coagulation and
sedimentation and chlorine disinfection, and sludge disposal by dewatering and landfilled.
Works bid was opened on April 17th 2009. The contract was awarded to Beijing No. 4
Municipal Construction Co. Ltd. with contractual amount of CNY38,494,385.53. Contract was
draft signed on May 4th 2009. BER and draft signed contract of works have been submitted to
ADB. PCSS was obtained.
Bidding documents of goods have been reviewed and approved by ADB. Bid was opened on
December 9th 2009. The BER and signed contract has been submitted to ADB and approved. The
PCSS has been obtained.
The civil works was commenced on May 4th 2009 and planned to be completed by August 2010.
2.1.3. LI COUNTY WWTP
This WWTP of 30,000 t/d will use a “CAST” activated sludge process and with possible discharge
or recycle and reuse of the treated wastewater, and raw sludge dewatering and landfill. More
details on the recycle and reuse proposal will be needed.
The contract of works was awarded to Hebei Construction Group Co., Ltd. with contractual
amount of CNY25,923,132.99. BER and contract of works have been submitted to ADB and
PCSS 0002 was obtained.
The contract of goods was awarded to Hebei Xingyuan Environment Technology Company, Ltd.
with contractual amount of CNY35,551,300. BER and contract of goods and works have been
submitted to ADB and PCSS obtained.
The first withdrawal application for goods has been made.

The construction has been started on March 28th 2009 and completed.
2.1.4. XUSHUI WWTP
This WWTP of 30,000 t/d (60,000 t/d in long term) will use an oxidation ditch, filtration and
chlorination of liquid effluent, and raw sludge dewatering and landfill.
The served area is 11.5 km2 and the served population is 105,000 in 2010. In 2020, the number is
20.85 km2 and 200,000 respectively.
Civil works bid was opened on September 2nd 2009, the contract was awarded to Cmiic Huanjian
Engineering & Construction Co. with contract amount of CNY 47,782,396.9. Civil works contract
was signed on September 27th 2009. Goods bid was opened on January 19th 2010, and the
contract was awarded to China National Heavy Machinery Corporation with contract amount of
CNY 33,969,840.86. The contract was signed on April 2nd 2010. The BERs and contracts have
been submitted to ADB and PCSS have been obtained.
The subproject was planned to be commenced on October 7th 2009 and completed by the end of
October 2010.
2.1.5. XINXING WWTP
This WWTP of 25,000 t/d will use the “ORBAL” activated sludge process, filtration, chlorine
disinfection and discharge, with raw sludge dewatering and landfill.
In the draft MOU, ” The plant has been relocated to a new site. The new site will use non-basic
farmland as against the basic farmland at the original case. The amended resettlement plan (RP)
was prepared and sent to PRCM/ADB in August 2009. But ADB advised to prepare new RP. No
objection letter has been obtained on the new resettlement plan (RP). The subproject design
remains the same. The FSR has to be re-approved and it is currently going through the process.”
2.1.6. ANXIN WWTP
This WWTP of 20,000 t/d will use the “BIOLAK” activated sludge process, with anaerobic and
aerobic treatment, sedimentation and chlorine disinfection. Sludge will be dewatered and
landfilled.
Due to the urgent need to start and complete the construction, the construction has been finished
following national process.
In the draft MOU, ” The contracts were signed after the loan effectiveness but the requisite prior
review of ADB of contract document was not sought. The PIC will review the contract documents
to determine whether ADB guidelines were followed.”
The IA of this subproject plans to cancel the ADB loan on this subproject.
2.1.7. YI COUNTY WWTP
This WWTP of 20,000 t/d will use anaerobic treatment followed by “CASS” activated sludge
treatment, coagulation, sedimentation, filtration, and UV disinfection. Sludge will be dewatered
and landfilled.

As the only retroactive subproject, the construction has been finished.
There are 3 works contracts and 1 goods contract in this subproject.
Withdrawal applications for 1 works have been submitted to the provincial financial department
and settled from the on-lending account.
2.1.8. DINGXING WWTP
This WWTP of 30,000 t/d will use a Biolak process and chlorine disinfection for liquids, and raw
sludge dewatering and landfill disposal. PDR has been finished.
BER and contract of works have been submitted to ADB and PCSS was obtained. The contract
was awarded to Hebei Construction Group Tiancheng Construction Engineer Co., Ltd. With the
contractual amount of CNY30,558,525.09.
2 Contracts of goods have been awarded already to German Baiwoke company with contractual
amount of 615,000 Euro and Beijing Hualijia Environmental Engineering Co., Ltd. With
contractual amount of CNY 9.2 million. ADB has reviewed the goods biding information and
given objection on the goods payment.
The construction has been completed.
2.1.9. DINGZHOU WWTP
This WWTP of 40,000 t/d uses “CAST” activated sludge process with filtration and chlorination.
Sludge will be dewatered and transported to landfill.
Due to the urgent need to start and complete the construction, the construction has been finished
following national process.
In the draft MOU, “The subproject is completed and operational. Procurement was done under
domestic rules and did not follow ADB procedures. Originally, $6.5 million was allocated from
the loan but had to be constructed ahead of schedule. About $1.0 million worth of procurement
followed ADB guidelines and can be disbursed as these contracts were signed after loan
effectiveness. The IA wants the remaining subloan allocation, $5.5 million, to be allocated to its
WSS subproject”
Dingzhou City Government has submitted written application on March 30th 2010 to cancel its
ADB loan for its wastewater subproject and suggest to allocate its $6.5 million loan to its WSS
subproject.
2.1.10. MANCHENG WWTP
This WWTP will have capacity of 40,000 t/d (80,000 t/d in long term), to serve about 120,000
people, and will use a multiple batch reactor “UNITANK” activated sludge process and UV
disinfection to achieve high quality effluent. Raw sludge will be dewatered and landfilled.
The civil works contract has been awarded to Mancheng County Municipal construction Company
with contractual amount of CNY34,499,799. BER and contract of works have been submitted to
ADB and PCSS was obtained.

Bidding documents of goods have been submitted to ADB and reviewed. The bid was opened on
July 2nd 2009; the BER and the draft contract have gotten no-objection from the ADB. The
contract has been awarded to Beijing Haisidun on January 11th 2010. The contract will be
submitted to ADB for review before end of January 2010. The contractual amount is CNY23.98
million.
The subproject has been completed.
2.1.11. XIONG COUNTY WWTP
This WWTP of 20,000 t/d will use a highly complex process of anoxic treatment, oxidation ditch,
sedimentation, filtration, chlorine disinfection, coagulation, sedimentation, filtration and water
reuse. Sludge will be thickened, digested, dewatered and disposed to landfill.
Works bid was opened on May 5th 2009. Contract was draft signed on May 15th 2009. BER and
signed contract of works have been submitted to ADB. PCSS was obtained. The contract has
been awarded to Hebei Installation Engineering Company with contractual amount of
CNY19,644,666.44. As for the goods contract, no objection comments from ADB on the BER and
contract has been obtained. The contract has been awarded to Hebei Xingyuan Environment
Technology Co. Ltd. with contractual amount of CNY13,892,640. ADB issue PCSS 0016 to
Xiong County WWT goods contract on January 8th 2010.
The subproject is completed.
2.1.12. TANG COUNTY WWTP
This WWTP of 20,000 t/d will use the “CAST” activated sludge process followed by filtration and
chlorine disinfection. Sludge will be dewatered and landfilled.
The served area is 750 Ha. and the served population is 60,000 in 2010. In 2020, the number is
1286.53 Ha. and 100,000 respectively.
Works bid was opened on March 6th 2009. The contract was awarded to Forth Construction
Company of Hebei with contractual amount of CNY31,407,081. Contract was draft signed on
March 29th 2009. BER and draft signed contract of works have been submitted to ADB. PCSS
was obtained.
Bid of goods was opened on September 24th 2009. The contract was awarded to Beijing
Hi-standard water Treatment Equipment Co., Ltd. with contractual amount of CNY17,060,656.
The BER and the contract have been submitted to the ADB.
The subproject is completed.
2.1.13. WENQUANCHENG WWTP
This WWTP of 30,000 t/d will use primary sedimentation and a lagoon and wetland treatment.
Primary sludge will be tickened, dewatered and disposed of to landfill.
The subproject plans to cancel its ADB loan.

2.1.14. YI COUNTY WATER SUPPLY
The Yi County Water Supply subproject is included in the ADB loan project. It was described as
constructing 14 new wells, increasing the safe public tap water supply by 7.58 million cubic
meters / year ( 21,000 m3/day, 240 L/s). The population of Yi County was expected to increase
from the existing 60,000 to a future 100,000. It was reported that the existing capacity to supply
was 1500 m3/day and the existing pipes 4.5 km, and that the proposed design supply capacity
would be 30,000 m3/day and the proposed pipes 129.8 km in length. A required investment of
CNY48,280,000 was estimated. Approximately one half would be ADB loan funded, the rest
from counterpart funding.
In the draft ADB MOU, “There will be change in scope without cost implication. The original
plan was to build a new system. But due to pressing need for continuing water supply, the part of
the old system was rehabilitated. It was then decided that the optimal solution was to rehabilitate
and expand the existing system as the water quality was good enough. The PIC will review the
new project scope in detail to assess its technical, financial, and economic viability before the
design is finalized. The PMO will report the outcome of the assessment to ADB before sending
FSR to BDRC for approval.”
The evaluation report has been submitted to ADB.
2.1.15. XIONG COUNTY WATER SUPPLY
The design capacity of Xiong County Water Supply system is 26,600 t/d. The subproject includes:
Water resource works, including 20 new wells with capacity of 60 t/h each.
Transmission net works, using pressure pipes made in cast iron. The diameter varies from 200 to
400 mm. The total length is 6.7 km. Distribution net works, using pressure pipes made in cast
iron and PE. The diameter varies from 200 to 600 mm. the total length is 13.8 km.
Water treatment plant, capacity 26,600 t/d. The main building includes 2 clean water tank with
volume of 2,500 m3, pump stations, disinfection room, office building and power
distribution/transform room.
The construction is planned to be commenced in September 2010 and completed in September
2012.
2.1.16. DINGZHOU WATER SUPPLY
The designed capacity of Dingzhou Water Treatment plant is 50,000 t/d with 10 new wells and
distribution pipelines of 39.77 km.
PDR is finished. 2 works contracts and 1 goods contract have been submitted to ADB. PCSS was
obtained.
The first works contract was awarded to Dingzhou Changcheng Construction Engineering Limited
Company with contractual amount of CNY25,908,525.
The second works contract was awarded to Dingzhou Municipal Park Engineering Limited
Company with contractual amount of CNY9,613,594.

The goods contract was awarded to China Zhonghang International Technical & Economic Co.
Ltd. in association with China National precision Manchinery I/E Corp with contractual amount of
CNY41,642,552.
Withdrawal application for 1 goods and 1 works advance payment has been made and settled.
The construction was commenced on November 30th 2009 and planned to be completed
November 30th 2010.
2.1.17. ANGEZHUANG WATERSHED (RESERVOIR) REFORESTATION
The PDR is under preparation.
Experience from the “Baiyangdian Lakeside reforestation subproject” will be introduced and
training will be done before the planned commence date on September 1st 2010.
The subproject is planned to be completed by May 2013.
2.1.18. BAIYANGDIAN LAKESIDE REFORESTATION
Training on community participation was done on December 25th 2009. ADB’s requirements for
procurement, construction, disbursement and financial management were introduced.
The works has been commenced at the end of January 2010 and planned to be completed
September 30th 2011.
2.1.19. ANXIN URBAN FLOOD MANAGEMENT
The preliminary design was approved on November 17th 2009. The work scope in FSR is 6.7 km
river embankment. In the PDR, the river embankment length was increased to 7.286 km to one
more village.
The subproject plans to cancel its ADB loan.
2.1.20. IWM(WANGKUAI-XIDAYANG RESERVOIR)
The civil works are well underway for these aqueduct canals and tunnel, and the sites were visited.
This project is a key link in the transfer of additional water towards Baiyangdian, and the
reduction of water losses from existing canals and rivers. Procedures for release of the ADB loan
funds must be quickly introduced to sustain financing.
There are 4 works contracts in this subproject. BER and draft signed contracts for the first and
second have been submitted to ADB. PCSS is obtained. The BERs and draft signed contracts for
the third and forth works have been submitted to ADB for review.
The first works contract is for the Wanzi tunnel and Zhujiayugou works, which is the key project
since it involves tunnel. The first works contract has been awarded to Shandong Hengtai
Engineering Group Co. Ltd. with contractual amount of CNY36,582,510. Construction was
commenced on April 10th 2009 and planned to be completed on August 10th 2010.
The second works contract is for the civil works for Baiyangdian recharge canal, The second
works contract has been awarded to Hebei Water Conservancy Engineering Bureau with
contractual amount of CNY22,585,816. Construction was commenced on May 7th 2009 and

completed on August 7th 2009.
The third works contract is for upstream channel project, the contract has been awarded to Hebei
Water Conservancy Engineering Bureau with contract amount of CNY 35,995,000. Construction
was commenced on March 1st 2010 and planned to be completed on September 27th 2010.
The forth works contract is for the Yimuquan Recharge. The bid was won by Hebei Water
Conservancy Engineering Bureau with contract amount of CNY 29,591,800. Construction was
commenced on January 15th 2010 and planned to be completed on September 27th 2010.
Goods procurement bid was opened on March 11th 2010. The contract was awarded to Tieling
Valve Group Special ValveCo.,Ltd with contract amount of CNY 2,650,000.
Withdrawal application for the first works contract has been made and reimbursed successfully.
2.1.21. SOLID WASTE MANAGEMENT (HUANGHUAGOU WATERSHED)
The subproject is located in Baoding Hi-TECH development zone. The main content of this
subproject is:
1. Rehabilitation of coal fly ash storage from Datang thermal power plant, 2 million m3;
2. Relocation of 0.55 million m3 of dumped waste to Baoding Municipal Landfill;
3. Rehabilitation of Huanghuagou canal;
4. Municipal road and landscaping relative with the 3 rehabilitation/relocation works;
The works of rehabilitation of coal fly ash storage has been commenced using “single source”
procurement method following national procedure.
The works of municipal road construction has been commenced also without following ADB
process.
Project owner of this subproject submitted application on May 11th 2010 to cancel its ADB loan.
2.1.22. XIONG COUNTY CLEAN (GEOTHERMAL) ENERGY
PIA has changed the implementing organization. This was reported to ADB. Xiong County has
submitted application to cancel its ADB loan on this subproject on March 18th 2010.

3. IMPLEMENTATION STATUS OF EMP
3.1. INSTITUTIONAL AND RESPONSIBILITIES
BPMO has set up an EMU with 3 staffs. It will ensure the EMPs are carried out and will engage
DIs and professional consultants to help with environmental management during the preparation,
design, construction, and operation phases.
Environmental monitoring specialist from SOGREAH Consultant Company has been in place
since November 16 2009. Environmental monitoring specialist reviewed the EMPs, conducted the
site visits, environment management training and assisted BEMU with collecting the EMP
implementation information, updating the monitoring plan and preparing the semi-annual progress
report of EMP implementation.
IAs have set up their own EMUs that have 2 ~3 employees each. During the project, the EMUs
will be responsible for (i) implementing the EMPs and developing further implementation details;
(ii) supervising contractors’ implementation of mitigation measures during construction; (iii)
implementing training programs for contractors; (iv) incorporating environmental management,
monitoring, and mitigation measures into construction and operation management plans; (v)
developing and implementing internal routine environmental monitoring; and (vi) reporting
performance of the EMPs to PMO and relevant agencies.
B-EPB and C-EPBs will ensure compliance with PRC and local environmental regulations
through spot checks or regular environmental monitoring and inspection during construction and
operation. LEMSs will conduct the actual environmental monitoring on behalf of C-EPBs, and if
C-EPBs lack the capacity for environmental monitoring, BEMC may be requested to help in the
spot checks and regular environmental monitoring. B-EPB and C-EPBs will review the
effectiveness of regulations annually and modify them, if necessary, in accordance with applicable
legal procedures. Appropriate penalties for noncompliance may be levied on the IAs and
contractors.
3.2. ENVIRONMENT MANAGEMENT AND MITIGATION MEASURES TAKEN
Of 22 subprojects, 7 WWTP subprojects have completed the Environmental
Check-and-Acceptance of Project Completion (ECAPC) and are in the operation phase now. They
are Xiong County WWTP, Li County WWTP, Liushi WWTP, Mancheng WWTP, Yi County
WWTP, Dingzhou WWTP, Anxin WWTP. 4 WWTP subprojects such as Baigou WWTP, Tang
County WWTP, Xushui WWTP and Dingxing WWTP have been completed and are in the
commissioning phase and preparing for the ECAPC. 5 subprojects such as IWM (Integrated Water
Resources Management), Dingzhou WSS, Anxin Flood Control Management, Baiyangdian Lake
Reforestation and Solid Waste Management (SWM) have been on the construction phase. 6
subprojects such as Xinxing WWTP, Wenquancheng WWTP, Yi County WSS, Xiong County
WSS, Angezhuang Watershed (Reservoir) Reforestation, Xiong County Clean (Geothermal)
Energy are in the preparation phase. Mitigation measures taken of each subproject during this
period are as follows:

3.2.1. LIUSHI WWTP
The project has been completed and finished the Environmental Check-and-Acceptance of Project
Completion (ECAPC). Currently it is in the operation phase. Li County Environment Protection
Bureau (EPB) is in charge of the regular environment inspection. According to the approval reply
of the ECAPC report, Liushi WWTP has implemented pollution prevention measures; total
amount of pollution emission or discharge are in accordance with the requirement of the approval
reply in the EIA report; treated wastewater meet the 1A standard of the Discharge Standard of
Pollutants for Municipal Wastewater Treatment Plant (GB 18918-2002); Online COD and flow
monitoring facilities have been installed for both the inflow and outflow; odor emission meets the
standard; sludge, bar screen waste and sand sediment are collected and disposed by Environmental
Sanitation Department.
The ECAPC monitoring shows that, boundary noise level of 2# monitoring point exceeds the
standard in both day time and night time. The approval reply of the ECAPC report requests that Li
County EPB is in charge to urge the WWTP to take effective noise control measures to ensure the
boundary noise level meets the standard within 1 month.
Specially-assigned personnel are in place in the switchgear room, wastewater treatment process,
sludge dewatering, chemical dosing and take the records.
During the commissioning, Li County EPB conducted regular site inspections to the WWTP and
was satisfied by the WWTP. Li County Environment Monitoring Station (EMS) monitored inflow
and outflow water quality which met the requirement of discharge standard.

3.2.2. BAIGOU WWTP
Civil works and equipment installation have been completed and the project is now in the
commissioning phase. During the commissioning phase, Baigou and Wenquancheng EPB
Divisions conducted site inspections to the WWTP and gave recommendations on the online
monitoring, filtration and disinfection. Baigou WWTP is now preparing for the ECAPC.

3.2.3. LI COUNTY WWTP

in line with the EIA regulation, pollution prevention and control measures have been taken, the
total amount of pollution emission or discharge meet the requirement of the reply of approval of
EIA. The outflow of the WWTP meets the 1A standard of the Discharge Standard of Pollutants
for Municipal Wastewater Treatment Plant (GB 18918-2002). COD and flow online monitoring
system have been installed for the inflow and outflow. The odor emission level meets the standard.
The sludge and bar green waste are collected and treated by Sanitation Department.
The boundary noise level monitoring indicates that, affected by the fan house, 3# monitoring point
at the south boundary exceeds the night time noise standard, and the 4# monitoring point at the
west boundary exceeds the noise standard of both day time and night time.
The boundary has met the 200m requirement of Width of Sanitary Protection Zone.
The reply of approval of the ECAPC has also requested that:
a) Greening must be implemented properly to meet the greening percentage required by the
EIA;
b) Properly keep records of operation, sludge dewatering, and chlorine injection;
c) Improve noise reduction measures under supervision of Li County EPB, to ensure the
noise level meet the standard within one month;
d) strengthen the management to ensure the treatment facilities are operating properly, the
discharge are stable and meet the standard;
e) Li County EPB is in charge of the regular environment supervision of the project;

3.2.4. XUSHUI WWTP
Construction has been completed, the WWTP is now in the commissioning phase and preparing

monitoring and discharge point location.

3.2.5. XINXING TOWN WWTP
The previous EIA was approved in March 2007. Due to site location change, according to the
requirement of Law of the People's Republic of China on Environmental Impact Assessment, a
new EIA was prepared and approved in October 2009. The project is now in preparation phase.

3.2.6. ANXIN WWTP
Project has been completed and passed the ECAPC. The total discharge amount of COD is 281 t/a,
less than the amount limit in the EIA reply of approval (1st phase: 432 t/a, 2nd phase: 300 t/a). The
boundary noise level meets the class 2 standard of the Emission Standard for the Industrial
Enterprises Noise at Boundary (GB12348-90). Solid waste production is 60t/a, collected and
treated by Anxin Environment Sanitation Department; the WWTP outflow and odor emission meet
the 1A standard in table 1 and class 2 standard in table 2 respectively in Discharge Standard of
Pollutants for Municipal Wastewater Treatment Plant((((GB18918-2002)))). The COD online
monitoring system has been calibrated and linked with Baoding EPB network.

3.2.7. YI COUNTY WWTP
Yi County WWTP is the only retroactive project in the loan contract. Construction has been
completed and WWTP is under operation. Treatment capacity of WWTP is 20,000m3/d. CASS
activated sludge is used as the treatment process (coagulation and flocculation, sedimentation,
filtration and UV disinfection). Sludge is landfilled after dewatering. During operation, a specific
environmental department is set up in charge of environment tasks of the WWTP. ECAPC

3.2.8. DINGXING WWTP

3.2.9. DINGZHOU WWTP

3.2.10. MANCHENG WWTP

flow online monitoring system has been installed for the inflow and outflow and linked with
baoding EPB network.
Odor monitoring result meets the class 2 standard of the Discharge Standard of Pollutants for
Municipal Wastewater Treatment Plant((((GB18918-2002)))).
Day time and night time noise level monitoring result meet the class 2 standard of the Emission
Standard for the Industrial Enterprises Noise at Boundary (GB12348).
Construction scale, process and equipment are in line with the EIA documents; operation is in
good condition, the pollution discharge and emission meet the standard; corresponding
management regulations are in place.

3.2.17. ANGEZHUANG WATERSHED (RESERVOIR) REFORESTATION

3.2.18. BAIYANGDIAN LAKE REFORESTATION
Project is implemented by 2 phases respectively in 2010 and 2011. Project content of phase 1 are
mainly reforestation around Baiyangdian and channel embankment and within the Baiyangdian
scenery area. Phase 1 was implemented form March and April of 2010 and has been completed as
planned.
Training on environment management was conducted before project commencement, environment
mitigation measures such as soil conservation, noise reduction were introduced in the training.

3.2.19. ANXIN UFM
The preliminary design was approved on November 17th 2009. The work scope in FSR is 6.7 km
river embankment. In the PDR, the river embankment length was increased to 7.286 km to one
more village.
According to Law of the People s Republic of China on Environmental Impact Assessment, for the
projects which will be changed in project content, if the project nature, scale, location, process or
mitigation measures to address pollution and ecological deterioration have undergone significant
change, New EIA report should be prepared and approved.

In the meeting with Anxin Water Resources Bureau and EPB in May 2010, environment
monitoring specialist reminded Anxin Water Resources Bureau to consult with EPB who is in
charge of EIA approval for the updating of the EIA documents.

3.3. ENVIRONMENTAL MONITORING
3.3.1. ENVIRONMENT MONITORING IN CONSTRUCTION PHASE
As of June 2010, 11 WWTPs have been completed due to the urgent completion date requirement.
7 of them have completed the Environment Check-and-Acceptance of Project Completion
(ECAPC); 4 of them are in commissioning phase and preparing for the ECAPC.
Environment monitoring specialist of consulting company has been in place since November 2009,
requested the environment monitoring be commenced immediately and submitted detailed
monitoring implementation plans by categories of subprojects to BPMO.
In the EMP implementation training on April 2010, environment monitoring specialist emphasized
again the detailed requirement of the environment monitoring. Environment Management Unit
(EMU) of BPMO has also kept urging the IAs for the implementation of environment monitoring
and provided detailed requirements of environment monitoring. Since most of the WWTPs
commenced construction earlier and were under the urgent requirement of early completion,
environment monitoring during construction phase has not been implemented as required by the
Environment Monitoring Plan, which leads to the missing of environment monitoring data.
As of the site visits in May 2010, 11 WWTPs had been completed without environment
monitoring of construction phase. In order to compensate the missing of the monitoring data

during construction phase, EMU of BPMO and the environment monitoring specialist requested
the IAs and EPBs to provide materials such as of environment supervision reports, EPB site
inspection reports and other environment related records, etc., which can record and explain the
environment impact and effectiveness of mitigation measures taken during construction to some
extent. EMU of BPMO and environment monitoring specialist also requested the IAs and the
EPBs to attached great importance to the following environment monitoring during operation and
confirmed the environment monitoring requirement during operation. The IAs promised to
implement the environment monitoring as requested by the environment monitoring plan and
submit monitoring reports to PMO on regular basis.
For the Integrated Water Resources Management (IWM) subproject, 4 parts of civil works
construction have been started, and it is estimated that the second part of the construction will be
finished by the end of August 2010 and other 3 parts will be finished by the end of September
2010. Construction has been more than half completed while the environment monitoring has not
yet implemented, far behind the environment monitoring plan. BPMO have kept pushing the
Baoding Water Resources Bureau (BWRB) for prompt implementation of environment monitoring.
Currently, BWRB has recruited a qualified monitoring institution, who will conduct environment
monitoring in early August.
Dingzhou WSS has commenced construction since November 30th 2009 and is estimated to be
completed by November 30th 2010. PMO has sent the monitoring requirement to the IA
Anxin UFM project is on construction phase now. PMO has sent the monitoring requirement to
the IA.
Baiyangdian Lakside Reforestation project has commenced construction. PMO has sent the
monitoring requirement to the IA.
As discussed with and Baoding EPB, County EPBs and IAs, and according to the review and
update of the environment monitoring plans in SEIA and EIAs of each project, it is suggested that,
IAs recruit the qualified monitoring institutions such as local Environment Monitoring Station,
Baoding Environment Monitoring Centre for monitoring in the construction phase, the major
monitoring parameters for the construction phase are mainly TSP, PM10 and noise level. The
monitoring report will be submitted to County EPBs, Baoding EPB and BPMO.
3.3.2. ENVIRONMENT MONITORING OF ENVIRONMENT
CHECK-AND-ACCEPTANCE OF PROJECT COMPLETION (ECAPC)
Xiong County WWTP, Li County WWTP, Liushi WWTP, Mancheng WWTP, Yi County WWTP,
Dingzhou WWTP and Anxin WWTP have finished the Environment Monitoring of Environment
Check-and-Acceptance of Project Completion (ECAPC). The monitoring results include the water
quality of inflow and outflow, boundary noise level and odor. General monitoring results are
summarized as follows:

1. Water Quality: Water quality of outflow of Yi County WWTP has just met the 1B
standard of the Discharge Standard of Pollutants for Municipal Wastewater Treatment
Plant((((GB18918-2002)))), and passed the ECAPC of 1B standard. Currently, technical
improvement measures have been taken by Yi County WWTP to ensure the outflow can
meet the 1A standard. For other WWTPs, the water quality of treated wastewater have all
reached the 1A standard and passed the ECAPC of 1A standard.
2. Boundary Noise Level: For Li County WWTP, 3# monitoring point in the south
boundary exceeds the noise level limit of night time; 4# monitoring point in the west
boundary exceeds the noise level limit of both day time and night time. For Liushi WWTP,
2# monitoring point exceeds the noise level limit of both day time and night time. Other
WWTPs have met the standard of boundary noise level.
3. Odor: All WWTPs passing the ECAPC have met the odor emission standard.
Detailed monitoring results of ECAPC can be seen in Appendix 2.
3.3.3. ENVIRONMENT MONITORING IN OPERATION PHASE
COD online monitoring facilities have been installed in all of the WWTPs in operation phase to
conduct online monitoring for the inflow and outflow with monitoring results every 2 hours.
Besides, the WWTP laboratories conduct monitoring and analysis of COD, BOD5, NH3-N, TP, SS,
DO and etc. on daily basis. EPBs also conduct outflow water quality inspection monitoring on
monthly basis. According to the environment monitoring plan, WWTPs will also conduct
monitoring for boundary noise level and odor emission. Monitoring results will be submitted to
PMO and EPBs. Since the WWTPs have just been put into operation, the monitoring data
obtained during this report period are mainly outflow water quality data from some of the
constructed WWTPs.
3.3.3.1. ENVIRONMENT MONITORING DURING OPERATION PHASE OF YI COUNTY WWTP
Internal Monitoring: The range of monitoring results of outflow water quality from January to
June 2010 are: COD:17.6-30.67 mg/L、BOD5:11.33-13.69 mg/L、SS:7-11 mg/L、TP:0.6-0.96
mg/L、NH3-N:1.71-4.63 mg/L, which meet the 1B standard of GB18918-2002; compared with
the 1A standard, TP and SS and BOD5 exceed the standard in some months.

Sludge output and water content monitoring from January to June 2010 show that monthly sludge
output is 291.2-316.2 t and the rate of water content is 80%.
Quality of Sludge from Municipal Wastewater Treatment Plant (GB24188-2009) requires that the
WWTP sludge should reach the rate of water content of below 80% after dewatering, if the sludge
is to be landfilled by domestic waste landfill, the rate of water content should meet the
requirement of Standard of Pollution Control on the Landfill Site of Municipal Solid Waste
(GB16889-2008), which means the rate of sludge water content should be less that 60%.
Compared with the standard, the sludge water content after dewatering in the Yi County WWTP
can meet the limit of 80%, but fail to meet the 60% limit for domestic landfill.

External Monitoring: Data collected are mainly the outflow quality monitoring conducted by Yi
County Environment Monitoring Station on monthly basis. The monitored parameters are: flow
rate, pH, SS, COD, TP、NH3-N. In addition, Hebei Environment Monitoring Center conducted

environment monitoring for the Pollution Discharge Permit Re-issue. The outflow water quality
monitoring parameters are: flow rate, COD, SS, NH3-N, pH, BOD5, TP;Noise level of boundary
was also monitored.
Water quality monitoring result from March to June 2010 from Yi County Environment
Monitoring Station shows that, the ranges of each monitored parameters of outflow water quality
are: pH: 7.2, SS: 8-9 mg/L, COD:23.5-25.6 mg/L, P: 0.45-0.72 mg/L, NH3-N: 2.42-5.63 mg/L,
which meet the 1B standard of GB18918-2002; compared with the 1A standard TP and NH3-N
exceed the standard in some months.

Outflow water quality monitoring conducted by Hebei Environment Monitoring Center in October
2008 shows that the daily average value of the parameters are: COD: 23 mg/L, BOD5:2.3 mg/L,
SS: 10 mg/L, NH3-N: 1.08 mg/L, TP: 0.679 mg/L, pH: 7.33-7.48, which meet the 1B standard of
GB18918-2002; and compared with 1A standard of GB18918-2002, TP exceeds the standard.
Outflow water quality monitoring conducted by Hebei Environment Monitoring Center in
November 2009 shows that the daily average value of the parameters are: COD: 18 mg/L, BOD5:
4.2 mg/L, SS:6 mg/L, NH3-N: 1.73 mg/L, TP: 0.452 mg/L, pH: 6.80-6.84, which meet the 1A
standard of GB18918-2002.

Mancheng WWTP in November 2009. Monitoring parameters includes pH, Hg, As, Cr, Cd, Ni, Cu,
Zn. Compared with the “Table 1: Basic control parameter and limit of sludge quality ” and “Table
2: Alternative control parameter and limit of sludge quality” in the Quality of Sludge from
Municipal Wastewater Treatment Plant GB24188-2009, the monitoring result meets the standard.

output is 119-135 t and the rate of water content is 78%-79%.
Quality of Sludge from Municipal Wastewater Treatment Plant (GB24188-2009) requires that the
WWTP sludge should reach the rate of water content of below 80% after dewatering, if the sludge
is to be landfilled by domestic waste landfill, the rate of water content should meet the
requirement of Standard of Pollution Control on the Landfill Site of Municipal Solid Waste
(GB16889-2008), which means the rate of sludge water content should be less that 60%.
Compared with the standard, the sludge water content after dewatering in the Dingzhou WWTP
can meet the limit of 80%, but fail to meet the 60% limit for domestic landfill.

3.4. INSTITUTIONAL STRENGTHENING AND TRAINING
Training conducted this time is mainly the environment management training for PMO, IAs and
EPBs.
Environment management training was conducted in Dongfang Hotel on April 16th 2010.
Environment monitoring specialist of SOGREAH Consultant and Baoding EPB made the
presentation to participants from Baoding PMO, County PMOs, IAs, Baoding EPB, County EPBs.
Presentations were made on ADB environment policy, contents and requirements of environment
management of this project. The training has clearly explained the ADB policy, requirements and
responsibilities of the environment management plan implementation.
From May 13 to 20, EMU of BPMO and environment monitoring specialist paid site visits to
some of the subprojects and met with County PMOs, IAs, EMUs and EPBs to collect information
and feedbacks of the EMP implementation and provide comments and recommendations.

3.5. ENVIRONMENTAL COMPLIANCE STATUS
3.5.1. ENVIRONMENT IMPACT ASSESSMENT
All subprojects have completed the EIA reports and obtained EPB replies of approval. Xinxing
WWTP has updated the EIA report due to the site location change and got reply of approval from
EPB according to the requirement of Law of the People's Republic of China on Environmental
Impact Assessment. Anxin UFM subproject has change in the project scale after the reply of
approval of EIA report. Environment monitoring specialist reminded in the meeting with Anxin
PMO and IA of Anxin UFM that EIA report should be updated according to the requirement of
Law of the People's Republic of China on Environmental Impact Assessment.
3.5.2. MITIGATION MEASURES TAKEN
Subprojects in construction phase have taken proper environmental mitigation measures. The
construction and domestic wastewater generated from construction site is collected, treated and
discharged in accordance with discharge standard or reused as spray water on roads; Mitigation
measures such as regular water spray, material coverage, enclosed operation are taken to control
dust; Vehicles and equipments in compliance with emission standard are chosen in order to reduce
air emission; construction waste and domestic waste in construction site are collected and treated
properly; noise level is reduced by properly construction arrangement, usage of equipments of low
noise level and noise insulation; ecological restoration are taken at earth and rock excavation and
borrowed site to avoid soil erosion. In general, all subprojects in construction phase have taken
proper and effective mitigation measures according to the requirement of EMP to reduce the
adverse impact.
During construction, EPBs conducted inspection site visit to the construction site and provided
comments and recommendations on the mitigation measures taken for the wastewater pollution,
air pollutant emission, construction noise and construction solid waste. During commissioning of
WWTP and preparation of ECAPC, EPB conducted site visits and provided comments and
recommendations on the environmental issues such as facilities commissioning, chemical dosing,
online monitoring and greening, etc. Besides, EPB also took samples of wastewater during site

visit and did analysis.
Effective measures are taken according to EMP requirement to ensure WWTP outflow to meet the
water quality standard. Noise insulation and silencer are adopted to ensure the boundary noise
level to meet the noise level standard. Trees are planted within the WWTP and around the
boundary to reduce the impact of odor on surrounding areas. Baoding EPB and County EPBs are
conducting regular site inspection and monitoring to ensure the mitigation measures are
effectively taken.
3.5.3. ENVIRONMENT CHECK-AND-ACCEPTANCE OF PROJECT COMPLETION
(ECAPC)
4 WWTP subprojects have completed and been in commissioning phase and preparing for the
ECAPC.
7 WWTP subprojects have been completed and finished the ECAPC. They are Xiong County
WWTP, Macheng WWTP, Li County WWTP, Liushi WWTP, Yi County WWTP, Dingzhou
WWTP, Anxin WWTP. Water quality of treated wastewater of Yi County WWTP has just met the
1B standard of the Discharge Standard of Pollutants for Municipal Wastewater Treatment Plant
((((GB18918-2002)))), and passed the ECAPC of 1B standard. Currently, technical improvement
measures have been taken by Yi County WWTP to ensure the outflow can meet the 1A standard.
Baoding PMO and environment monitoring specialist will follow the progress of its technical
improvement, provide guidance and assistance. For other WWTPs, the water quality of outflow
have all reached the 1A standard and passed the ECAPC of 1A standard.
For Li County WWTP, 3# monitoring point in the south boundary exceeds the noise level limit of
night time; 4# monitoring point in the west boundary exceeds the noise level limit of both day
time and night time. For Liushi WWTP, 2# monitoring point exceeds the noise level limit of both
day time and night time. In view of this, EPB has given requirement and recommendations on the
noise level exceeding issue. Baoding PMO and EPBs will urge and supervise Liushi WWTP and
Li County WWTP to take effective noise reduction measures to ensure the boundary noise level is

4. CONCLUSION AND RECOMMENDATIONS
4.1. CONCLUSION
All subprojects have completed EIA reports and received reply of approval from EPB. Xinxing
has updated the EIA due to site location change and got reply of approval according to Law of the
People's Republic of China on Environmental Impact Assessment.
Of 22 subprojects, 7 WWTP subprojects have completed the Environmental
Check-and-Acceptance of Project Completion (ECAPC) and are in operation phase now. They are
Xiong County WWTP, Li County WWTP, Liushi WWTP, Mancheng WWTP, Yi County WWTP,
Dingzhou WWTP, Anxin WWTP. 4 WWTP subprojects such as Baigou WWTP, Tang County
WWTP, Xushui WWTP and Dingxing WWTP have been completed and are in the commissioning
phase and preparing for the ECAPC. 5 subprojects such as IWM (Integrated Water Resources
Management), Dingzhou WSS, Anxin Flood Control Management, Baiyangdian Lake
Reforestation and Solid Waste Management (SWM) have been on the construction phase. 6
subprojects such as Xinxing WWTP, Wenquancheng WWTP, Yi County WSS, Xiong County
WSS, Angezhuang Watershed (Reservoir) Reforestation, Xiong County Clean (Geothermal)
Energy are in the preparation phase.
Subprojects in construction phase have taken proper environmental mitigation measures. The
construction and domestic wastewater generated from construction site is collected, treated and
discharged in accordance with discharge standard or reused as spray water on roads; Mitigation
measures such as regular water spray, material coverage, enclosed operation are taken to control
dust; Vehicles and equipments in compliance with emission standard are chosen in order to reduce
air emission; construction waste and domestic waste in construction site are collected and treated
properly; noise level is reduced by proper construction arrangement, usage of equipments of low
noise level and noise insulation; ecological restoration are taken at earth and rock excavation and
borrowed site to avoid soil erosion. In general, all subprojects in construction phase have taken
proper and effective mitigation measures according to the requirement of EMP to reduce the
adverse impact.
7 WWTPs subprojects have passed ECAPC. For the boundary noise level, Li County WWTP and
Liushi WWTP have problem in the boundary noise level exceeding. In view of this, EPB has
given requirement and recommendations on the noise level exceeding. PMO and EPBs will urge
and supervise Liushi WWTP and Li County WWTP to take effective noise reduction measures to
ensure the boundary noise level is within the standard limit. Other WWTPs have met the standard
of boundary noise level.
For water quality of WWTP outflow, Yi County WWTP has just met the 1B standard of the
Discharge Standard of Pollutants for Municipal Wastewater Treatment Plant((((GB18918-2002)))),
and passed the ECAPC of 1B standard. Currently, technical improvement measures have been
taken by Yi County WWTP to ensure the treated wastewater can meet the 1A standard. Baoding
PMO and environment monitoring specialist will follow the progress of its technical improvement,
provide guidance and assistance. For other WWTPs, the water quality of treated wastewater have

all reached the 1A standard and passed the ECAPC of 1A standard.
7 WWTPs which have passed the ECAPC have met the odor emission standard.
Effective measures are taken according to EMP requirement to ensure treated wastewater to meet
the water quality standard. Noise insulation and silencer are adopted to ensure the boundary noise
level to meet the noise level standard. Trees are planted within the WWTPs and around the
boundary to reduce the impact of odor on surrounding areas.
In terms of institution and staff arrangement, BPMO has set up an EMU with 3 staffs in charge of
supervision of EMP implementation. Environmental monitoring specialist from SOGREAH
Consultant Company has been in place, reviewed the EMPs and assisted BEMU to prepare the
first progress report of EMP implementation. IAs have set up their own EMUs that have 2 ~3
employees each in charge of EMP implementation. Baoding EPB, County EPBs conduct site
inspection to ensure the environment mitigation measures are properly and effectively
implemented, provide comments and recommendations and organize the ECAPC.
For institution strengthening and training, environment management training and meeting has
been taken to provide an interactive way to introduce and explain the ADB environment policy,
contents and requirements of environment management of this project. The training has clearly
explained the ADB environment policy, requirements and responsibilities of the environment
management plan implementation.
Environment monitoring in construction phase are lagging behind schedule. Since most of the
WWTPs commenced construction earlier and were under the urgent requirement of early
completion, environment monitoring during construction phase has not been implemented as
required by the Environment Monitoring Plan, which leads to the missing of environment
monitoring data. PMO are urging the subproject in construction phase to commence monitoring as
soon as possible.
Monitoring data of outflow, boundary noise level and heavy metal in sludge obtained indicates
that the monitoring result meet relevant standards. Nevertheless, since the monitoring data
collected is not complete, data collected does not fully reflect the actual operation situation of the
WWTPs. Furthermore, the Baiyangdian Sewage Projects Assessment Report drafted by
Wastewater Treatment Process Specialist indicates that water quality monitoring data seems
suspicious; in some cases where a county-level WWTP is operated, usually fluctuate with
arbitrariness unskilled laboratory-clerks present. As we all know, a successful performance in
WWTP can never be expected without reliable measurements and availability of credible data; it
is recommended that a comprehensive review of the regular measurements is therefore imperative.
Sludge water content monitoring data from January to June 2010 of Yi County WWTP, Dingzhou
WWTP, Xiong County WWTP, Liushi WWTP and Li County WWTP show that their rate of water
content are: 80%、78%-79%、76.4%-78%、80%-80.5%、79%-80% respectively. Quality of Sludge
from Municipal Wastewater Treatment Plant (GB24188-2009) requires that the WWTP sludge
should reach the rate of water content of below 80% after dewatering, if the sludge is to be
landfilled by domestic waste landfill, the rate of water content should meet the requirement of
Standard of Pollution Control on the Landfill Site of Municipal Solid Waste (GB16889-2008),
which means the rate of sludge water content should be less that 60%. Compared with the
standard, the sludge water content after dewatering in Yi County WWTP, Dingzhou WWTP,

Xiong County WWTP, Li County WWTP can meet the limit of 80%, but sludge water content of
Liushi WWTP slightly exceeds the limit of 80%. However, they fail to meet the 60% limit for
domestic landfill.
4.2. RECOMMENDATIONS
Subprojects in construction phase should commence environment monitoring as soon as possible,
recruit qualified monitoring institutions to conduct environment monitoring according to the
Environment Monitoring Plan. B-PMO, B-EPB and C-EPB will supervise the monitoring
activities of IAs; for the subprojects which have commenced monitoring, monitoring results
should be submitted to BEMU on regular basis.
Strengthen the environment management during construction phase. Effective mitigation measures
should be taken to properly treat the wastewater, reduce dust and air pollutant emission, reduce
noise level of equipment and transportation, properly dispose the construction waste and domestic
waste.
Constructed WWTPs should draft corresponding operation management manuals and environment
management implementation procedure, establish well-formed contingency plans, clearly define
environment management responsibilities of each department. Environment management training
should be conducted on regular basis for the WWTP staff to improve awareness of environment
protection.
Comments and requirement for improvements in the EPB’s reply of approval in the ECAPC
should be followed. PMO and EPB should urge and supervise the implementation of improvement
measures. For the noise level exceeding issue of Liushi WWTP and Li County WWTP, PMO and
EPB should follow the implementation of improvement, provide assistance to find the cause of
noise level exceeding and take corresponding noise reduction measures such as planting trees,
noise insulation, and installation of silencer to ensure the boundary noise to meet the standard.
Roads and vegetation and trees should be recovered or planted timely when major civil works and
equipments installation are completed to reduce the impact of dust, noise and odor.
Yi County WWTP should speed up the improvement of wastewater treatment to ensure the treated
wastewater meet the 1A standard. Wastewater quality monitoring results should be submitted to
PMO on regular basis. PMO will provide supervision and assistance in the improvement.
Ensure reliable measurements and availability of credible data. It is recommended that a
comprehensive review of the regular measurements is therefore imperative.
More detailed information on the sludge dewatering process, dryness and disposal in the WWTPs
are needed to be collected from WWTPs to evaluate the current sludge treatment and provide
comments and recommendations for rectification and improvement.
For the subprojects which will be changed in project content, if the project nature, scale, location,
process or mitigation measures to address pollution and ecological deterioration have undergone
significant change, New EIA report should be prepared and approved according to requirements of
Law of the People s Republic of China on Environmental Impact Assessment. The updated EIA
report, design report should be submitted to BPMO.

Regular communication and cooperation between BEMU, B-EPB, C-EPB, EMU of IAs,
contractors, Environmental Supervision Company (ECS), EIA institutes, Design institutes and
EMCs should be established and strengthened. IAs should regularly report to BEMU, B-EPB and
C-EPB the implementation status of mitigation measures and environmental monitoring results.
According to the implementation status of mitigation measures and monitoring report, BEMU will
give feedbacks and recommendations, in order to improve the effectiveness of environmental
management.
