SECTION 1 : INTRODUCTION ON THE PROJECT

1 . Target of the pro~ect "Thuan An 22011 101<V substation" pro-ject is proposed to be built to supply electricity to the region, enhance the reliability and safety in power supply for power networlc of the region, satisfy the additional charge demand, decrease loss and improve quality of electrical energ),.

2. Location of the substation

Proposed location of the substation belongs to Binh Duc hamlet, Binh Hoa commune, Thuan An district, Binh Duong province.

3. Route of the transmission line

220kV direction: 02 route go Hoc M6n and Binh Hoa.

Connecting 220kV Thuan An Substation up to exist 220kV Hoc Mon - Binh Hoa translnission line. At exist 220kV Hoc Mon - Binh Hoa transmisson line site, building 02 electrical circuit line apart approximately 40 meter, overcome 1 lOkV Thu Duc - VSIP tranmission line and go straightly to 220kV Thuan An substation.

+ 220kV Section froin 101 - 1 pillar to 1001-3 pillar, 272 meter in length.

From expectation 101-1 pillar, is going to connect with 220kV Hoc Mon - Binh Hoa transinisson line, the line goes through ricefield, 1 lOkV Thu Duc - VSIP translnission line, crop land, to 101-2 pillar (in grass field)., From here the line turns to left with a angle of 38'26'05" across crop land, grass land and stops 101-3 pillar site beside irrigation canal, in front of substation.

+ 2201cV section from 102-1 pillar to 102-3 pillar, 35 1 meter in length.

From expectation 102-1 pillar, is going to connect with 220kV Hoc Mon- Binh Hoa translnission line, the line goes through ricefield, 1 lOkV Thu Duc - VSIP transmission line, crop land to 102-2 pillar, is in crop field; Froin here the line turns to left in a angel of 28'29'56" across crop land, and stops at 102-3 pillar site (between grass field and durian garden), in front of substation..

Binh Duong province is located in the South-east Vietnam with an area of 2,695.54krn2. accounting for 0.83% of national total natural area.

Binh Duong is located in the southern ltey industrially developed region, bordered:

- West by Ho Chi Minh city and Tay Ninh province.

b. Climate

Climate's Binh Duong is a tropical influenced by inonsoon and have 2 specific seasons: rainy season (from May to November) and dry season (from December to April of later year).

Annual average rainfall is froin 1,8001nn1 to 2,000mm and nu~nber of rainy day is 120. The inost rainy month is September (335min), the smallest rainy month is January (<5 Oinin).

Annual average temperature is 26S0c , the most inonth is April ( 29 '~ ) , the smallest month is January ( 2 4 ' ~ ) The total annual temperature is about 9,500 to 1 0 , 0 0 0 ~ ~ , average sunshine time is 2,400 hours even come to 2,700 hours.

Wind regulations are relatively stable, and not be affected direct by storm and tropical low pressure. In dry season, the most popular directs of wind are east and north east. In rainy season, the most popular directs of wind are west and south west. Average wind speed is about 0.71n/s, inax wind speed following monitoring station is 12111/s and directs of wind are usually west and south west.

Air moisture is relatively high. average is about 80 - 90% and change according to season. The 111oistu1-e depend primarj~ on south west inonsoon in rainy season. so there are usually minimize moisture in illid dry season and maximize moisture in mid rainy season. Siinilar to the air temperature, moisture change a little during year.

With subequatorial tropical climate and ground temperature is high over year, ~noisture is high and light source is profuse, so it's very advantage for developing agriculture, especially planting annual and perennial industrial crops.

c. Topograph-v, geology and lqydi-ograpl7y

Topography is relatively smooth, geological ground is stable and solid, the ancient alluvial hill chain is in series with 3 - 15' slope. Especially there are some short mountain hills rising in the middle of slnooth terrain such as the 82in - height Chau Thoi mountain (Di An district) and the 284.61~1- height Ong mountain. the 1981n - height La Tha mountain, the 155m - height Cau mountain (Dau Tieng d.istrict).

Fro111 south up to north, according to altitude, there are some terrain areas:

Alluvial ground valey areas distrubute along Dong Nai river, Sai Gon riiver and Be river. It's low-lying land. new alluvial, pretty fertile, smooth, 6 - 10m average height.

Sinooth topography areas are following alluvial ground valey areas. Terrain of these areas is relatively smooth, 3 - 12' slope, 10 - 301n average height.

Low hill topography areas having weak wave lie on ancient alluvial ground and prilnarily contain low hill with sinooth peak, in series, 5 - 12' slope; 30 - 60m popular height.

With 6 - 6O1n average height terrain, except soine valey areas of Sai Gon river and Dong Nai river. land of Binh Duong is rarely flooded. Smooth topography advantage for growing traffic system, building infrastructure, industrial zone and rnanufaturing agriculture.

d. Land

Total land area of Dong Nai is 269,554 ha. In which:

- Agricultural land: 14,107 ha.

- Forestry land: 179,807 ha.

- Specialized land: 3 1,854 ha.

- Residential land: 6,578 ha.

- Unused land and river, stream, mountain: 11,574 ha

e. Naturnl resources

Rinh Duong has many resources sources which are ~nultiform and rich, including mineral such as gold, tin, zinc; ~nany quarries, peat, clay. sand, forest resource, water resources. etc. In addition, Bin11 Duong develops sea products mainly basing on a big system of lakes. rivers and canals including Tri An lake (323 kin2) and

inore than 60 riiVers and canals which are very favourable for growing sea food such as shrii~~ps. lish. etc.

g. Cultural and social status

Data on cultural and social status in 2006 as follows:

- Rate of coin~nune meet the national standard on health in 2006 is 5;7.3%.

- 100% communes have the doctor.

- Number of grade teacher: 17,030 persons.

- Rate of household use electricity: 96% total households.

- Rate of household use clean water: 91%.

- Rate of poor household: 0.876% (2,000 households).

There is not any natural conservation area, cultural property, historical monument in the pro-ject area. So the pro-ject don't affect to any natural conservation area, cultural property. historical monument.

According to information book of Existing and proposed protected areas of Viet N a ~ n - International Birdlife Program and Forest investigating and! planning institute. position of Thuan An 22011 101<V substation work isn't in these zones.

In design stage, the location of the project was considered and chose. These is no any cultural property, historical monument. pagoda and sensitive area in the project area.

The earthworks include digging and backfilling 55,399m3 soil at substation site and along the transmission line with about 1.3km of the length. Excavation period is short.

The terrain of the project area is relative flat. The substation area is not flooded.

During construction, the air quality can be effected by transport, operation. digging and backfilling soil, transporting raw materials. Digging foundation. driving in a stake, putting a pillar up, pulling at every tower positions exceed 6 months divided some stages. Because operation time is no much and operational activiaties fetch away 1.3km connecting route, in general, air environmental impacts are small.

The air quality is good in project area. Project influences the air quality pretty small (primarily is dust). Dust arisen from constructing activities such as drilling, digging, clearing the ground, transporting soil. Dust concentrations depend on activity levels, microclimate conditions, weather and land property. Backfilling is the pimary source polluted air during construction. According to statistics, digging and backfilling land quantity is about 55,399m3 during construction, namely:

The most impacted area by project's noise is substation constructing area at Bin11 Duc hamlet. Binh Hoa commune. Thuan An district. Binh Duong province. However, because digging, backfilling and clearing activities are operated during 6 - 7 months and substation is in thinly populated area, noise impacts assessed is small and short-term.

At tower digging and backfilling positions, noise pollutant will be not worth considering, for operation (digging tower, concrete made) primarily is operated by hand and fetch away 1.3km connecting route. The noise pollutant time is small (only pumping water) and several hole towers will be operated far residential area.

Construction camp and materials storehouses can affect the health and safety of local inhabitants and workers by the unsafe keeping of construction materials and equipments and the conflict between workers and local inhabitants.

Workers will be from the locality; the construction camp will include rest room; all of construction equipments and materials will be placed in appropriate places which are fenced around. Therefore, the conflict between workers and local inhabitants and impacts on public health and safety are at low level.

Short-term The large number of constructioil workers (135 persons in maximum) in the construction sites will cause a risk in conflict with the local people due to different life style and cultural or disturbing or dissatisfied compensation. But, construction contractors will mainly use local workers for appropriate jobs. so this impact is at low level and possible to mitigate.

The project site is near from the National road No. 13, it is very advantageous in construction materials transportation. These roads are well-processed foundation and are covered by thick layer of bitumen. In addition, level of transportation activities is not high, transporting oversize and overload equipments should be followed existing regulation and responsible authorities to ensure safety for people and existing infrastructure system.
