Why do we need an EIA in Ausgrid

Due to the Environmental Planning legislation (Environmental Planning and Assessment Act 1979)

All new work requires an assessment

To ensure that the environment is considered

As an environmental planning instrument / tool

To consider ecologically Sustainable Development

Page 3: Environmental Impact Assessment colour

Why do we need an EIA in Ausgrid network construction & maintenance

Consequences of breaching the legislation

Severe penalties For corporations , Directors, Managers and individuals

Fines up to 1.1m – EP& A NSW planning $5m – POEO – NSW Pollution $5.5m – EPBC – Federal environmental Up to 7 years Jail Remediation and other additional costs

Things to be aware of about Ausgrid EIA document

EIA is a legal Document EIA will be used in court as evidence for and

against you EIA Is a document to be taken seriously by both

parties and will form part of the contract with the Construction Company

Page 7: Environmental Impact Assessment colour

The Ausgrid EIA Worksheet is divided basically into four tables following

Table 1 – project details including a description of the environment where the works will take place

Table 2 – possible approval and licences which may be required

Table 3 - sensitive areas and issues that be affected by the project. etc. sulphate soils

Table 4 – Project specific environmental controls that are required in addition to the controls already listed in Environmental handbook

The following EIA did not address the issue of the close proximately of the harbour foreshore and the associated risk in polluting this prestige area. This issue was raised at the pre-works and the EIA was amended

New EIA addresses the issue of the waterways and has requested that an Erosion and sedimentation plan to be produced and approved by Environmental services group

Please see the following 5 slides showing the plan

Another project that the EIA Document needed to be revised due do to the changes in the scope of works

Ewos St Cronulla CCO016191

The proposed Low Voltage jointbay original position was to be excavated adjacent the pole. Unfortunately due to the location of the existing cable this would have raised the issue of maintaining pedestrian access and also the bending radius / length of the existing cable in the jointbay

With consultation with the field service representative it was proposed the jointbay be moved into the park area to follow the existing cable

Page 24: Environmental Impact Assessment colour

Ewos St Cronulla CCO016191

Unfortunately the EIA only covered the excavation works in the carriageway & footway area.

The EIA did not address the issue of the close proximately of the waterway and the associated risk in polluting this prestige area.

Page 25: Environmental Impact Assessment colour

Ewos St Cronulla CCO016191

The issue was raised with the field service representative and work in the park was put on hold until the matter was resolved.

Outcome was to minimise the impact of the works . Additional sediment measure was initiated in the park area and the jointbay was only excavated on the morning of the commissioning of the new cable . Backfilled same day

Summary EIA documents are legal

documents EIA document are to minimise

the risks to Ausgrid & the environment

If the EIA document supplied with the Ausgrid works order does not cover or seems not to cover the proposed work please refer the matter to your Ausgrid representative assigned to that project

Be aware of your Ausgrid responsibilities -see environmental code of conduct

Not banana bread was harmed in the produce of this presentation
