INFORMATION REGARDING ENVIRONMENTAL AUDIT REPORTS August 2007 VICTORIA'S AUDIT SYSTEM An environmental audit system has operated in Victoria since 1989. The Environmenf Profecfion Acf 1970 (the Act) provides for the appointment by the Environment Protection Authority (EPA Victoria) of environmental auditors and the conduct of independent, high quality and rigorous environmental audits. An environmental audit is an assessment of the condition of the environment, or the nature and extent of harm (or risk of harm) posed by an industrial process or activity, waste, substance or noise. Environmental audit reports are prepared by EPA- appointed environmental auditors who are highly qualified and skilled individuals. Under the Act, the function of an environmental auditor is to conduct environmental audits and prepare environmental audit reports. Where an environmental audit is conducted to determine the condition of a site or its suitability for certain uses, an environmental auditor may issue either a certificate or statement of environmental audit. A certificate indicates that the auditor is of the opinion that the site is suitable for any beneficial use defined in the Act, whilst a statement indicates that there is some restriction on the use of the site. Any individual or organisation may engage appointed environmental auditors, who generally operate within the environmental consulting sector, to undertake environmental audits. The EPA administers the environmental audit system and ensures its ongoing integrity by assessing auditor applications and ensuring audits are independent and conducted with regard to guidelines issued by EPA. AUDIT FILES STRUCTURE Environmental audit reports are stored digitally by EPA in three parts: the audit report (part A), report appendices (part B) and, where applicable, the certificate or statement of environmental audit and an executive summary (part C). VICTORIA'S AUDIT SYSTEM An environmental audit system has operated in Victoria since 1989. An environmental audit is an assessment of the condition of the environment, or the nature and extent of harm (or risk of harm) posed by an industrial process or activity, waste, substance or noise. Environmental audit reports are prepared by EPA- appointed environmental auditors who are highly qualified and skilled individuals.

Under the Act, the function of an environmental auditor is t o conduct environmental audits and prepare environmental audit reports. Where an environmental audit is conducted to determine the condition of a site or its suitability for certain uses, an environmental auditor may issue either a certificate or statement of environmental audit.

A certificate indicates that the auditor is of the opinion that the site is suitable for any beneficial use defined in the Act, whilst a statement indicates that there is some restriction on the use of the site.

1.0 EXECUTIVE SUMMARY .

AD1 Limited - Technology Group (Environmental) has successfully completed a validation assessment of Super Lot 3A of the former AD1 Maribyrnong Facility for AD1 Corporate Headquarters - Property. The purpose of these works was to establish that the environmental quality of this site is suitable for its proposed use as public open space and commercial land with an easement over the North Western Sewer access pit and may be issued with a Statement of Environmental Audit to that effect by an EPAV approved environmental auditor.

The history of the site indicated that Super Lot 3A was used by the Ordnance Factory for storage, bicycle and car parking until 1992. From 1992 onwards MW used the site to construct part of the North Western Sewer Line until September 1997. Super Lot 3A covers an area of 2,023m2 (appendix A).

Melbourne Water (MW) contractors, Transfield cleaned up the site before vacating which involved removing all crushed rock and gave l (to a depth of 0.2m) that they brought onto the site (over their 5 year period stint) and the site levelled. In addition, all general rubbish and debris was also removed and the cyclone fence surrounding the site dismantled. Two oil stained areas were also scraped up, stockpiled and removed as low level contamination to Brooklyn Landfill and Waste Recycling Pty Ltd. The total volume of soil removed was approximately 3m3. The depth of excavation was approximately 0.3m in both cases over a 2m by 2m area.

The site was sampled in 1991 as part of the original investigation, in 1994 as part of the further investigation and in September 1997 as part of the validation program (once Transfield had vacated the site). Overall, a total of 41 samples, including 4 duplicates were collected from 15 sampling points. All the samples were analysed for a suite of analytes chosen in accordance with the historical use of the site, the site assessment and the auditor’s requirements. Moreover, a total of 5 samples (12’36) from across the area were analysed for the full EPAV organic and inorganic chemicals screen.

Analytical results received from the laboratories have been validated and then compared to the Statement criteria acceptable for open space and commercial land use. The majority of samples collected were below the Statement acceptance criteria with the exception of PAHs in the surface sample from point 3219, which appears to be an isolated area

Statistical analyses were conducted on all analytical results from Super Lot 3A and the 95% Upper Confidence Limit (UCL) average concentrations were calculated for all analytes detected on the site. As summarised in the following table, the calculated 95% UCL average concentrations were significantly below the acceptance criteria for all analytes within Super Lot 3A.

These results confirm that the soil remaining on Super Lot 3A is suitable for open space and commercial use and the site is therefore recommended for the award of a Statement of Environmental Audit to allow its proposed development.

2.0 INTRODUCTION

2.1 General

AD1 Limited - Major Projects (Environment) has compiled this validation assessment report at the request of AD1 Corporate Headquarters - Property, in order to establish that the environmental quality of Super Lot 3A (“the site”) is suitable for its proposed use as public open space and commercial land.

This report summarises the results of a series of soil contamination and validation programs which were conducted on the site between July 1994 and October 1997.

2.2 Regulatory Requirements

Super Lot 3A forms part of the former Ordnance Factory Maribymong and is proposed to be utilised as public open space and commercial use. The assessments and validation programs carried out by AD1 Limited - Major Projects have thus been undertaken in accordance with Section 57AA of the Environment Protection Act 1970 and Ministerial Direction No. 1 1992, in order to allow the development of this former industrial estate for public open space and commercial purposes.

The general Maribymong site is currently zoned as residentialhrban under Amendment L47 of the City of Sunshine Planning Scheme. It should be noted that parts of the former City of Sunshine have recently been incorporated into the newly formed City of Marib ymong.

2.3 Objectives

The objectives of the site validation assessments was:

0 To verify that no above acceptance criteria, odorous or leachable contamination remains in Super Lot 3A.

0 To provide objective chemical data which verifies that the soil material across Super Lot 3A is suitable for supporting its proposed potential land uses;

0 To comply with the environmental auditor’s requirements so that a Statement of Environmental Audit may be issued for the site in accordance with Section 57AA of the Environment Protection Act 1970.

3.0 BACKGROUND INFORMATION

3.1 Physical Description of the Site

Super Lot 3A encompasses 2,023 square metres (refer to site map provided as appendix A) and is located on the comer of Wests Road and Williamson Road about eight kilometres north-west of the Melbourne CBD. The site forms part of the former Ordnance Factory, Maribymong, and has been utilised by MW over the past 5 years for the construction of the North Western Sewer Line.

The property formerly housed four buildings with all structures being demolished and removed prior to 1992 with the exception of building 192 which was demolished in May 1994.

As part of the development progam Super Lot 3A comprises of a newly contoured crushed rock and gravel surface overlain with a O.Im layer of topsoil. In addition, a large pile of natural soil has been stockpiled on the comer of Wests and Williamson Roads with a number of large trees planted and a sign erected for advertising. A concrete access pit for the North Western Sewer Line is located on the property (appendix a) and will remain as an easement.

Refer to appendix B for the locations of the former building sites, sewer pit and stockpiled material.

3.2 Adjacent land Use

The areas immediately surrounding Super Lot 3A include:

Super Lot 3 to the north. This area comprises vacant remediated land and a number of buildings that remain on the area. Super Lot 3 was awarded a Certificate of Environmental Audit in September 1994 and is currently being developed for residential development.

West Road and Super Lot 1 is located to the east of the site. Super Lot 1 contains vacant remediated land and has been awarded a Certificate of Environmental Audit in December 1995.

34 to 70 Williamson Road (Defence Housing Authority (DHA)) to the west. This site again comprises vacant remediated and validated land and was issued with a Certificate of Audit in February 1997 and is currently being developed for residential development.

Williamson Road and the Maribyrnong Student Village is located to the south of the property.

3.3 Site Geology and Soil Type

The Geological Map of Victoria, (1:1, 000,000) characterises the surface geology of the Maribyrnong area as dominated by the Quaternary aged Newer Volcanics. This suite of rocks is dominated by basalt but includes minor scoria and tuff deposits.

The basaltic material on site has generally weathered to produce compact, moderately plastic, dark brown to mottled brown montmorillonitic and kaolinitic clays, discoloured with iron and manganese oxides. Weathering boulders are also commonly present at variable depths and bedrock is evident between 0.5 to 1.0m in depth over the site.

A O.lm layer of topsoil material is present on the surface which is underlain with a thin layer (0.1 to 0.4m) of crushed rock and gavel, ash, coke, brick and concrete fra,gments which then overlies natural basaltic clay over the entire site.

3.4 Hydrogeology

The general Maribymong area falls within the Port Phillip Bay groundwater basin for Victoria (Groundwater Resources Map of Victoria, I : I , 000,UOU). The hydrogeology of the former Ordnance Factory site was investigated by AGC Woodward-Clyde Pty Ltd in 1991-92. The results of this investigation are detailed in the report ADI-IDD Suface Water and Groundwater Investigation Report, Maribymong Faciliy, Volumes I and 2, AGC Woodward-Clyde Pty Ltd, 1992. Relevant hydrogeological data from this report is summarised below.

Local groundwater recharge at the Maribymong site occurs through the weathered clay and fractured rock material of the Newer Volcanics. Percolating water through this volcanic unit is likely to be concentrated along joints and fractures, with palaeosols and weathered ash layers acting as local barriers to vertical water movement. The horizontal hydraulic conductivity of the Newer Volcanics repeatedly vanes from around 2 d d a y to about 10 &day (Preliminary assessment of groundwater resources in the Port Phillip region, Geological Survey Report No. 66, Paper No.219 Ministry for Conservation, Environment Studies Series, Melbourne, J. G. Leonard, c. 1984).

No groundwater bore is located within Super Lot 3A, however MB23 is located within 2nd Avenue in Super Lot 3 to the north west of Super Lot 3A. The water table occurs within the Brighton Group, at approximately 30 metres below the ground surface with a relatively flat hydraulic gradient of approximately 0.006. No analyte was above the Dutch C indicative value for cleaning up other than Sn with a value of 360pg/L.

Former AD1 Maribvmone Facility

Four buildings were once located within Super Lot 3A these include 68, 122, concrete air raid shelter and part of building 129.

Building 68 was an open shed used as a bicycle shelter for the entire factory in the busiest times and later on cars were parked there. Building 122 and 129 were stores for the Administration Department (design establishment). The concrete air raid shelter was empty for most of the time however, paper records were later stored in this building. The steel bin located on the map supplied in appendix B was a bin for general waste which was carted off site. These buildings were demolished prior to MW entering the site in 1992, while building 68 was demolished by Transfield once they entered the site and building 129 was demolished in May 1994 by ADI.

In 1989 MW approached AD1 for the use of Super Lot 3A for the construction of the Brooklyn to Moonee Ponds section of the North Western Sewer Line. MW contractors Transfield used the site over a 5 year period beginning in March 1992 and ending in September 1997. During this time a layer of crushed rock and gravel was brought onto the site, along with portable offices and toilets for the construction personnel. Construction equipment was used on the site including cranes, tunnelling machines.

The sewer in reported to be at approximately 30m in depth with a 9m diameter concrete access pit being present on the site which will remain as an easement.

3.5.2 Original Site Investigation

A site contamination investigation of the Maribyrnong Facility as a whole was conducted by AD1 Limited (then known as ADI-IDD) in 1991-92. The findings of this investigation are detailed in the report Site Investigation Report of Maribyrnong Facility, Australian Defence Industries Ltd, Volume 4, 1992 and the results relevant to Super Lot 3A are discussed below.

All surveyed locations of the original sampling points are depicted in the sampling point map provided in appendix B. Summaries of all analytical results relevant to this original site investigation are provided in appendix D.

A total of 9 samples were collected from 2 sampling points (213, 345) located within Super Lot 3A. Point 213 was located to the north of the concrete air raid shelter while point 345 was to the north of building 122. Table 1 below provides a summary of the analysis undertaken and the contamination identified in these samples. For all QC data refer to section 6 of this report.

As shown in this table, only the surface sample fiom point 213 contained Cd at 7msJkg which is slightly above the site specific Certificate criteria, most likely due to the fill located within the area. No sample fiom either point contained any of the analytes above the site specific Statement criteria.

3.5.3 Further Investigation

Based on the findings of original site investigation of 1991, AD1 Limited conducted a further sampling program during 1994 aiming at identifying any contaminated areas including these which have not previously been investigated.

All samples were collected from a backhoe dug test pit.

All surveyed sampling point locations are provided in the map attached as appendix B. Tables summarising the further investigation analytical data are provided in appendix D.

Copies of the further investigation analytical reports received from the AD1 laboratory and ANALABS are attached as appendix C. All originals are held by AD1 Limited for file records.

A total of 19 samples were collected from 6 sampling points (3082 to 3087) located within Super Lot 3A. Point 3082 was located beneath former building 122, 3083 outside the actual Super Lot 3A boundary near Wests Road, 3085 beneath former building 68, 3087 south of the concrete air raid shelter while points 3084 and 3086 were located in the open areas. Table 2 below provides a summary of the analysis undertaken and the contamination identified in these samples. For all Q N Q C data refer to section 6 of this report.

The field investigation identified a layer of fill material (0.2 to 0.4m) within most sampling points which included gravelly clay, ash, coke, slag, brick, concrete and glass fragments with the odd piece of AC sheeting fragment also. This was then underlain with a natural brown to dark brown homogeneous clay.

As shown in this table, only the surface 0.2m in sampling point 3083 contained Cu at 570mg/kg which is slightly above the Statement criteria, most likely due to the f i l l located within the sampling point. No sample from any other point contained any of the analytes above the Statement criteria.

Cu and Zn were shown to be above the Certificate criteria in the surface 0.4m samples in sampling point 3083 with maximum values being 570 and 960mg/kg respectively.

3.5.4 Site Clean Up Works

Site clean up works were undertaken across Super Lot 3A in September 1997 after M W contractors (Transfield) had finished using the site for the construction of part of the North Western Sewer Line. All crushed rock and gravel (to a depth of 0.2m) that Transfield brought onto the site (over their 5 year works on the site) was removed and the site levelled. In addition, all general rubbish and debris was also removed and the cyclone fence surrounding the site dismantled.

Two oil stained areas were also scraped up, stockpiled and removed as low level contamination to Brooklyn Landfill and Waste Recycling Pty Ltd (refer to appendix D tables for the analytical results for this excavated material). The total volume of soil removed was approximately 3m3. The depth of excavation was approximately 0.3m in both cases over a 2m by 2m area.

No other material was removed from the site, hence the fill layer of 0.1 to 0.4m remains consisting of ash, coke, brick and concrete fragments.

The entire area has now been covered with O.Im of topsoil by the landscaping contractors. In addition, a 0.5m high stockpile of soil derived from Certificate areas of the AD1 Maribyrnong Facility measuring approximately 50m by 15m has been placed on the site to support 10 large trees planted for development purposes.

4.0 . VALIDATION SCOPE OF WORKS

4.1 Occupational Health and Safety Plan

All validation works camed out were undertaken in accordance with the AD1 Occupational Health and Safety Plan.

4.2 Sampling Program

A total of 13 samples, including 1 field duplicate, were collected from a total of 7 sampling points located across Super Lot 3A as part of the validation program. In accordance with the Auditor’s requirements, a minimum sampling density of two points per 2,500m2 was attained across the site, with additional sampling undertaken on specific features of the final land surface where appropriate.

The surveyed locations of all validation sampling points are shown on the map provided in appendix B.

4.3 Analysis Program

The standard analytical schedule used in the validation program included pH, arsenic, cadmium, chromium, copper, nickel, lead, tin and zinc. Additionally, all surface samples were also analysed for PAHs, ,oiven the presence of ash material in the surface fill material. Six samples were also analysed for TPHs. Two samples were also analysed for beryllium, cobalt, mercury, selenium, antimony, molybdenum, BTEX, chlorinated hydrocarbons, total phenols and total cyanide. All these analytes were selected based on the general Maribymong site history and the auditors requirements.

Copies of the analytical reports received from WSL are attached as appendix C. All originals are held by AD1 Limited for file records.

5.0 FIELD INVESTIGATION

5.1 Sampling Methodology

5.1.1 Soil Sampling Methodology

All further investigation and validation sampling on Super Lot 3A was camed out in accordance with the Australian and New Zealand Guidelines for the Assessment and Management of Contaminated Sites, 1992.

In the validation program soil samples were collected from backhoe dug test pits. One surface sample (0 - 0.3/0.4 metre) was collected from all sampling points and a second depth sample (0.3/0.4 - 0.7/1 metre) was also collected from all sampling points.

All samples collected were analysed on an individual basis.

5.1.2 Soil Gas Survey Methodology

Soil gas measurements were taken in the field using a Photovac Microtip EX-4000 Photoionisation Detector, equipped with a 10.6 electron-volt (eV) ultraviolet lamp. Measurements were taken down the side of most test pits from a 10 centimetre deep furrow, freshly dug into each defined portion of the exposed soil profile. Where samples were collected from depth, soil gas measurements were also taken from fi-esh soil material collected with an excavator or backhoe bucket. Headspace vials were collected from any soil material registering significant PID reading exhibiting any noticeable foreign odours.

QUALITY ASSURANCE / QUALITY CONTROL

Field Quality Assurance Program

A comprehensive field quality assurance program was implemented during all stages of the initial and final site validation works. Details of this program are provided in appendix E and the results of QNQC analyses camed out are discussed in the following sections.

Laboratory Analyses QMQC

Laboratory Internal QA/QC

The majority of chemical analyses carried out during this investigation were undertaken by WSL Consultants. WSL is NATA accredited for all the analyses undertaken. ANALABS was used for the further investigation sampling analysis.

Some analyses were also conducted by the (now closed) AD1 Laboratory, formerly located at Gordon Street, Footscray. The AD1 Laboratory was operated by a qualified analytical chemist and all analytical procedures were consistent with NATA protocols. However, NATA registration was not sought by AD1 during the laboratory’s operational history. A comprehensive QNQC program was conducted by a NATA accredited laboratory on those samples analysed by the AD1 laboratory. After review of the resulting duplicate data, the Environmental Auditor confirmed that the analytical results provided by the AD1 laboratory were suitable for use in the further investigation program.

All laboratories performed internal duplicate analyses of received samples at a rate of approximately lo%, or at least one per small batch of samples (<lo). For Super Lot 3A sampling programs, internal duplicate analyses were carried out on 6 samples with the results showing excellent consistency.

Overall 87 individual analyte sample spikes were also conducted by the external laboratories to assess the extent of matrix bias or interference on recovery and sample to sample precision. Recovery percentages for the majority (90%) of the soil spikes were between 76% and 124% which fell within the range of 75% and 125% which are generally accepted as being suitable to validate a set of analytical results. The average recovery percentage was 104.37.

No equipment contamination was identified in the reported laboratory blank nin during analysis of the samples fiom Super Lot 3A.

6.2.2 Fieldmlind Duplicates

Three field duplicates and 1 blind duplicate were collected and sent for analysis as part of standard Q N Q C procedure during the original and further investigations and validation programs. This analytical QNQC was undertaken in order to confirm the use of appropriate field sample preparation procedures and proper laboratory analytical techniques. Interpretation of the resulting QNQC data is undertaken by calculating the relative percentage difference (RPD) for each pair of analyte results obtained. The RPD values are calculated using the following formula:

RPD% = (XI - Xz)/ M* 100

Where X, , X, are duplicate results and A4 is the mean of the two duplicate results

The RPD calculation method is used to normalise each pair of results, allowing better Q N Q C data interpretation. For those RPD values which exceed a generally accepted 50% limit, correspondence of data is considered to be poor. All those duplicate samples with an RPD of between 0 and 50% are considered to have acceptable correlation.

Appendix E lists the QNQC results and indicates the RPD values calculated for each analyte pair. In summary:

0 12 duplicate analyte pairs had an RPD of -60%;

2 duplicate analyte pairs had an RPD of >50%;

0 RPD values could not be calculated for the 11 remaining duplicate pairs where one or both levels were below detection limits.

These % RPD calculations indicate that acceptable correlation was achieved between the two laboratories for the majority of samples analysed. These results verify that the quality of the analytical data supplied by the laboratories for the sampling programs is appropriate for fulfilling the aims of the validation project. The results also indicate that adequate field sample preparation procedures were utilised during the sampling progam.

6.2.3 Data Entry and Review

All reported analytical results were faxed to AD1 Limited and were entered by hand into the Super Lot 3A excel spreadsheets in the early stages of the project. In later stages, the data was prepared by the laboratories in Microsoft Excel spreadsheets which were modem-transferred directly to ADI. Final sorting and formatting was undertaken by AD1 to split the data into relevant tables for presentation in this report. Proper cross checking for the data entry was conducted.

In general, the laboratories have been found to utilise reliable sample preparation procedures and stable analytical conditions consistently throughout their association with AD1 Limited. The laboratories have provided good analytical services which include acceptable Q N Q C programs, accurate data confirmation and cooperative service. It is concluded that the overall data quality for this investigation is acceptable and is considered to be reliable to achieve the objectives of this assessment.

7.0 RESULTS AND DISCUSSION

7.1 Validation Criteria for Analysed Samples

Investigation criteria are the guidelines for contaminant concentrations to be used for evaluating the contamination status of a site. These criteria are dependent mainly on the proposed future usage of the site in question.

The ANZECC&NHMRC guidelines (1 992) provide a set of general investigation criteria applicable to residential land use. However, this document also states that site specific criteria can be developed from an environmental and human health risk assessment carried out based on the proposed end use of the land in question.

The majority of acceptance criteria for the validation of Super Lot 3A were developed from an environmental and human health risk assessment of the open space areas of the Maribymong Facility, which was based on the proposed park land use of these sites. Details of this risk assessment are given in the report Ecological and Health Risk Assessment, hfaribymong Facility Site, Volumes 1 and 2, ADI Services, July 1994. Criteria for antimony and selenium were derived from an additional health risk assessment carried out by Golder Associates Pty Ltd, as described in the document Report on Certificate of Environmental Audit, Super Lot 6, ADI Maribyrnong Facility, Golder Associates, November 1994. All criteria used in the validation program are provided in Table 3 and pertain to individually analysed samples.

Table 3 also shows the range and typical “background” levels of the various analytes in the soils characteristic to the Maribymong area. This data was obtained from a sampling and analysis program carried out in 1994 within the Canning St Reserve, Maribyrnong. The reserve is located across the river to the west of the site (Appendix F) and is currently being utilised as park land with football sporting facilities. Council records indicate no other previous land use.

The soils in the reserve dominantly comprise heavy clays derived from the Quaternary aged Newer Volcanics basalts, and are generally similar to those found on the Maribymong site. Four sampling points were located on this reserve and the appropriate locations are depicted in the map attached-’as Appendix F. All samples collected represented in situ, natural soil material.

Validation samples were collected on 24 September 1997 once Transfield had finished on the site and once the area had been levelled. In addition, the soil stockpile had also been placed within the area before validation sampling began.

A total of 14 samples were collected from 7 validation sampling points (3216 to 3222) located across Super Lot 3A (appendix B). Sampling points 3216, 3217 to 3220 are located in the open areas while sampling point 3221 and 3222 are located within the soil stockpile. The points were excavated into the fill layer and then into the natural clayey soil to a depth of l m . Table 4 below provides a summary of the analysis undertaken and the contamination identified in these samples.

The validation sampling program identified 0.3 to 0.4m of fill material within all sampling points which included crushed rock and gravel, ash, coke, brick and concrete fragments. This was then underlain with a natural dark brown clay with basaltic rocks evident at 0.5m in most sampling points. Sampling point 3219 contained bitumen pieces within the fill material, no bitumen was identified in any other sampling point. The samples collected from the soil stockpile (3221 and 3222) consisted of brown silty clay topsoil material with the odd piece of rock, wood and plastic sheet throughout.

As shown in the above table PAHs were above the Statement criteria in the surface 0 - 0.4m within point 3219 due to bitumen pieces present within this sampling point. The initial result produced a value of SlOmg/kg, however WSL were asked to re-analyse the sample with the result now being 260mglkg. No other sampling point contained bitumen pieces and as such the contamination is considered to be in an isolated area. In addition, the depth sample from point 3219 was also analysed for PAHs producing a <lmg/kg result. PAH results in all other surface samples ranged from <1 to 5.6mglkg.

TPH fraction C15-C28 was above the Certificate criteria but well below the Statement criteria with a value of 1,60Omg/kg in the surface sample from point 3219, which is again most likely due to the bitumen pieces with the fill material.

Pb was shown to be above the Certificate criteria in 3221 from the stockpile with a result of 470mg/kg and is most likely a natural variation. This level is well below the site specific Statement criteria (table 3 ) .

7.3 Statistical Analysis of Analytical Results

All analytical results relevant to soil material remaining on Super Lot 3A have been evaluated using the SYSTAT software in order to derive the maximum, minimum and arithmetic average concentrations of all analytes in the validation program. The 95% Upper Confidence Limit (UCL) average concentrations have subsequently been calculated for all such analytes.

The relevant arithmetic average concentrations and calculated 95% UCL average concentrations were below the Statement criteria, as shown in Table 5.

8.0 CONCLUSIONS

The final validation assessment of Super Lot 3A has been successfully completed and has confirmed that the environmental quality of this site is suitable for its proposed future development as open space and commercial land with an easement over the North Western Sewer Line and access pit.

The sampling programs indicated that the majority of the sampling points are below the Statement acceptance criteria. The outcome of these programs can be summarised as follows:

The original site investigation, further investigation and validation sampling has revealed the presence of a layer of fill material (0.1 -0.4m) over the entire site and includes crushed rock and gravel, ash, coke, slag, brick and concrete f i a p e n t s . This is underlain with a natural basaltic clay.

Analytical results have indicated no chemical contamination above the Statement criteria in the surface fill layer other than PAHs in the 0 - 0.4m layer from point 3219. This sampling point contained bitumen pieces within the fill material which was not identified in any other point sampled within Super Lot 3A, therefore the area affected is very small.

No contamination was identified within the natural clay over the site.

The entire area has now been covered with O.1m of topsoil by the landscaping contractors. In addition, a stockpile of soil (approximately 50m by 15m by 0.5m) derived from Certificate areas of the AD1 Maribyrnong Facility has been placed on the site and now supports 10 large trees for development purposes. Sampling results of the stockpiled material has revealed no analyte to be above the Statement criteria.

No groundwater contamination has been identified within MB23 which is to the north west of the site.

The QNQC programs undertakei: by the contracted laboratories were adequate to validate the analytical data upon which the conclusions made in this report are based.

Based on all of the data summarised above, AD1 Limited considers the site suitable for its proposed open space and commercial development and submit this report to the Environmental Auditor for his consideration for the issuance of a Statement of Environmental Audit.

910 STATEMENT OF LIMITATIONS

It is inherent in any sampling program that the total mass of the site is represented by a small volume of sample collected and assessed for contamination. The validation sampling programs undertaken on Super Lot 3A at the former Ordnance Factory, Maribymong, are considered to have been adequate to hlfil the aim of assessing t h s land for parkland use.

This report has been prepared in accordance with the agreement between AD1 Corporate Headquarters - Property and AD1 Limited (Major Projects). The services performed by AD1 Limited have been conducted in a manner consistent with the level of quality and skill generally exercised by members of its profession and consulting practice in relation to such sites.

This report is solely for the use of AD1 Corporate Headquarters - Property in seeking to validate Super Lot 3A within the former Ordnance Factory, Maribymong. This report shall only be presented in full and may not be used to support any other objectives than those stated in this report, except where written approval with comments are provided by AD1 limited.

The information contained in this report is considered to be accurate on the date of issue in accordance with the current conditions of the site. pH measurements were made on a 1:5 dry soi1:water extract (Analabs Method MEI-001 and MEI-010).

Metals

Metals were determined by Atomic Absorption and ICP Spectrometry (Analabs Method No. MEM-001, MEM-002 and MEM-010) following preparation and digestion using Analabs Method No. MEP-001, MEP-010 and MEP-020.

Mercury

Mercury was determined by Cold Vapour Atomic Absorption Spectrometry (MEP-005) following digestion using Analabs method No. MEP-035.

Cyanide

Total Cyanides were liberated from an acidified sample by distillation and the cyanide concentration determined by a colourimetric procedure (Analabs Nethod No. MEI-043).

Total Phenolics tt

Phenols were distilled and aerivatised with 4-aminoantipyrine in the presence of potessium ferricyanide. The complex was then extracted ana measured at 460nm. (Analabs Method No. KEI-065).

Total Petroleum Hydrocarbons

Total Petroleum Hydrocarbons were analysed by Analabs method No. MEO-020 with quantification by GC/FID. (NATA registration currently covers fractions C6 to C30).

Polychlorinated Biphenyls

Monoaromatic Hydrocarbons (Benzene, Toluene, Ethyl Benzene and Xylenes) were analysed by Analabs Method No. MEO-018, (static headspace injection and quantification by GC/FID).

Volatile Chlorinated Hydrocarbons

Volatile Chlorinated Hydrocarbons were analysed in accordance with Analabs Method No. MEO-011, (static headspace with GC-ECD detection).

Quality Control

Good laboratory practices are followed at all times. This requires the adherence to Quality Control procedures which are an integral part of good methodology leading to quality analytical results. All analytical methods used at Analabs involve the analysis of reagent blanks, control standards (check standards), duplicates and recoveries where appropriate and providing enough sample has been supplied. Calibration stmdards are prepared to bracket the expected range of results for the batch. QC samples are run at the beginning 2nd end of each run and within a run for larger batches. Iiejection criteria are set for each QC szmgle and there is an onping analysis and review of QC sample results-

FIELD QUALITY ASSURANCE PROGRAM DETAILS

Field Logsheets

For each sampling point a field logsheet was completed by an AD1 Environmental Scientist. Such field logsheets include descriptions of the soil profiles, information on the sampling date, time, sampling point and sample number, depths, comments regarding the general area and any other relevant information. Representative field logsheets produced during this investigation are attached in Part 2 of this appendix.

Sample Labelling

All soil samples were collected and logged by an experienced AD1 Elivironmental Scientist. In the field, the information entered onto the sample jar labels was checked to confirm correspondence with field logsheets and sampling point markers. Each sample jar was labelled with a special sticker which enables laboratory staff to identify and track the individual samples. Labels were filled in by the Environmental Scientist and included the following details:

Chain of Custody/Sample Transmittal Forms

Prior to packaging and dispatch of samples for analysis, a Chain of Custody or Sample Transmittal Form was prepared by AD1 staff. This form recorded information regarding the sample and point numbers, analyses required and any other relevant information. At least one Chain of Custody form was couriered to the laboratory with each box of samples collected. Representative copies of these forms are attached as Part 3 of this appendix and additional copies are retained by AD1 Services for file records.

Upon receipt of samples by the analytical laboratory all boxes were cross-checked to ensure that all the details were correct. A s iped Chain of Custody form was then faxed to AD1 to confirm acceptance by the laboratory. No discrepancies were reported by any of the laboratories.

Packaging and Transportation

Samples were packaged in a cardboard box fitted with cardboard partitions and were couriered as soon as possible with the Chain of Custody form to the relevant analytical laboratory. The Chain of Custody form was sealed into the cardboard box prior to dispatch.

Equipment Decontamination

After sample collection, all sampling and other equipment likely to have come into contact with on-site soil or water was thoroughly washed with biodegradable, phosphorous free detergent and then rinsed in clean tap water. Equipment was then dried prior to reuse. This procedure was undertaken following the collection of every sample in order to prevent cross contamination.
