1.0 GENERAL
The Construction Management Plan (CMP) has been prepared to address therequirements of Sydney City Council. The report will assess ways of minimising the
impact of construction works associated with the proposed works development site.The CMP will outline the procedures which are intended to be implemented tomanage construction activities so as to ensure that these activities do not lead tothe generation of unacceptably high levels of environmental or communitydisturbance over the life of the project.
1.1 SITE PLAN
Site plans showing the various construction staging, planning and access itemshave been prepared and are enclosed within this report. Please refer to theseplans in conjunction with reading the enclosed Construction Management Plan.

1.2 OBJECTIVES
The objectives of the CMP are to:
Provide a Management plan within which construction activities may becompleted in a manner which will satisfy environmental and communityrequirements.
Outline procedures to be adopted when undertaking construction activities.
Outline procedures to be adopted when monitoring construction performanceagainst agreed criteria.
Schedule statutory requirements in respect to environmental issuesassociated with construction of the work.

2.0 ACCOMMODATION & MATERIALS STORAGE
2.1 General Principals
2.1.1 Excavation
Dust and sediment control measures are to be in place and monitored.
Vehicle movements loading and unloading from the site will be monitored atall times
Street Pedestrian and office building staff movement will be maintained at alltimes.
The quantity of excavation and soil movement activities are to be minimisedwherever possible via the use of construction sequencing control devicesand early stabilisation of disturbed areas.
Excess excavation materials will be stockpiled on site for re-use as backfill
should they meet structural requirements. Sedimentation run off is to be contained within the sites boundaries by way
of acceptable environmental and siltration control measures.
2.1.2 Construction
All materials are to be stored on site in areas accessible by crane and/orManitou.
boundaries. This will lower the amount of daily loading and deliveries required tosite in the allocated work zones.
All components of the building shall be designed to withstand any loadsimposed upon it through construction related activities. This will be closelymonitored by the structural engineer.
All necessary environmental and safety protective measure will be implementedas detailed in later sections of this report
2.1.3 Site Accommodation
Trico Construction site offices will be located within an office complex outside thesite boundaries. Site accommodation and amenities are to be located within thesite boundaries as per the project Site Management Plan. Access to all siteaccommodation and amenities will be via Grandstand Parade.

2.1.4 Materials Storage / Unloading

The Main Site entry will be located off Grandstand Parade (Gate 1)
Locked tool boxes with all trade tools will be positioned onsite within the site

All materials are to be stored within the site boundary. Due to the nature ofthe site it will be necessary to review storage areas as the works progress.
No materials are to be stored on public footpaths and / or roads.

3.0 PEDESTRIAN AND TRAFFIC MANAGEMNT PLAN
The following is a summary of the proposed traffic and pedestrian managementthroughout the construction of Garland Row Terraces.
3.1 ROAD TRAFFIC
Throughout the excavation and construction phase of the works to be carried out onthe site the following management procedures are to be implemented
Heavy vehicle traffic flow to & from the site during excavation and constructionactivities will at all times utilise the work zone allocated by the RTA and Council.These movements will be predominantly excavated materials, deliveries i.e.concrete and trade material and rubbish removal. Movements will be scheduled toavoid the peak traffic conditions and to avoid any vehicle queuing.
All deliveries will be listed and managed the day before via site staff. No deliverieswill take place unless booked prior the day before.
Private and Commercial vehicles associated with the project will be directed toeither use public transport or utilise on street parking. No parking is available withinthe site boundaries.
The primary transportation consideration during construction is access to and fromthe site and Internal circulation, that is, maintaining public traffic flow, is primarily afunction of this detailed construction management plan.
3.1.1 Proposed ingress and egress routes to the construction site
All persons accessing the site are to enter via the main site entry offGrandstand Parade. Any persons new to the site will enter into the inductionroom/ site office entry for site specific inductions process. Under nocircumstances will any construction vehicle or person enter the site viaVictoria Park Parade. The appropriate signage will be erected at thisentrance informing all personnel of this. Arrival of trucks to be scheduled toavoid queuing at entry gates.
3.1.2 Proposed Construction Zone Locations
All loading/un-loading of materials will occur within the site boundaries. No
construction zone will be required. Traffic Controllers will be on hand toguide larger vehicles into the site using Stop Go battens.
3.1.3 Dust and Noise
Throughout excavation and construction the site will be enclosed by 1.8metre high chain wire fencing, with Trico branded shade cloth attached to it.Fencing which separates the existing townhouse back entrance from the site

will be constructed out of 1.8 metre high solid plywood construction tomitigate dust entering these properties see plan SMP01
3.1.4 Mobile Cranage
3.2 PEDESTRIAN TRAFFIC
During the duration of the project, there will be chain wire fencing surrounding thesite to ensure pedestrian access is restricted at all times. All site gates will belocked outside hours of operation, with their use being closely managed by TricoSite Management whilst construction works are taking place. All fencing will beclad with shade cloth. Trico Site Management will also ensure that all pedestrianfootpaths/walkways surrounding the site are kept free of any construction debris,and fit for use.
Deliveries and Materials being un/loaded will all occur within the site boundaries,
with Trico Site Management ensuring that pedestrian foot traffic is not hindered onarrival of vehicles. Traffic Control will be utilised should any vehicle entering site tooversized.

W ere Possible the majority of lifting and material movements on site will
be achieved by using small mechanical genie lifts and materials hoistswithin the site. Trico will also be utilising either a crane or Manitou forhandling of materials such as bricks, reinforcement, and any other bulkmaterials as required. However there may be occasions where it will benecessary to use mobile cranes (if existing crane is not sufficient), wherepossible all mobile crane set-ups will be contained within the site. Onoccasions where it is necessary to utilise mobile cranes outside theboundary application for full or partial road closure will be made to theappropriate authorities prior to commencing works. It should be noted thatall statutory body requirements,including Work Cover Australia, will becomplied with while using mobile cranage. (Refer also to road closures)

4.0 SOIL EROSION, WATER, SEDIMENT CONTROL PLAN
This Soil and Water Management Plan will be implemented during the constructionof the project. The purpose of these procedures is to ensure that there is no off site
environmental impact caused by overland stormwater flows.

4.3 GENERAL PRINCIPLES
It is important to design and install measures that reduce the erosion hazard of anyparticular construction activity. Once this is achieved, run off water which carries thesediment must be controlled and contained within the site boundaries in such a wayas to reduce the amount of sediment leaving the site. Generally, this may beachieved by the following:
Limiting the amount of site disturbance on areas not being developed.
Installation of sediment controls and within the site to control any water onsite;
4.3.1 Soil Conservation
Install full sediment fences adjacent to the perimeter site fencing occurs
Install temporary sediment trap arrangement should any water bounrematerial be generated through excavation and site cleaning.
Ongoing maintenance of erosion control devices as excavation continues andstructures commence.
4.3.2 During Construction
Sediment control to be installed at base of stockpiles during excavation, whereapplicable
Existing and newly constructed pits shall be protected from sediment entry.Once in place no siltration protection shall be removed without councilapproval.

The work to be executed under this plan consists of the construction of
car spaces. All construction works are above the natural groundlevel. All construction work is to be undertaken as part of this contract will be allcontained within the site boundaries.

After each storm all sediment traps shall be cleared and replaced (if required)to council satisfaction.
The management of sediment and erosion control around the stockpile baseareas is to include sediment fencing where required.
Reappraisal of all devices during construction.
Maintenance of all drainage and sediment control measures, as required.
To minimise wind erosion of soil, water will be spread over the site twice a day(mid-morning and mid-afternoon) to ensure all top soil is moist and dispersionvia wind is mitigated.
4.3.3 During Construction
All erosion & sediment control measures are to be installed and maintained inaccordance with managing urban storm water, 3
rdedition produced by the
NSW department of housing.
All erosion and siltation control devices are to be placed prior to thecommencement of any construction works. All silt traps are to have deposited
silt removed regularly during construction. Temporary sediment barriers are to be installed to all pits likely to collect silt
laden water.
Not withstanding details shown in Appendix A are the contractors soleresponsibility to ensure that all site activities comply with the requirements ofthe clean water Act.

5.0 WASTE MANAGEMENT PLAN
5.1 PURPOSE
To ensure that resources are conserved and waste is processed responsibly byminimising waste generation and maximising recycling of materials.
5.2 SCOPE
To address the waste management procedures for the construction activities to beundertaken during the proposed construction of the project in accordance with the City ofSydneys Waste Minimisation in New Developments Policy (2005).
5.3 MAJOR MEASURES
5.3.1 Materials Selection & Ordering:
Selection of all materials will be undertaken in accordance with design documentation.
Materials requirements are to be accurately calculated to minimise waste from overordering;
Materials ordering process is to aim at minimisation of materials packaging;
Material Safety Data Sheets are to accompany all materials delivered to site, whererequired, to ensure that safe handling and storage procedures are implemented.
5.3.2 Waste Recycling:
Waste generation from construction activities on the site will be minimised, reused or
recycled where applicable; Dedicated and secure containers will be provided on site by an approved waste
handling company for non-recyclable waste;
Waste that can be re-cycled will be separated on site into specific bins by the selectedwaste subcontractor. This will typically include:
o Concreteo Brickso Timbero Steelo Plasterboardo PVC
Mixed waste will be transported off site to a recycling depot where it will be further
sorted for re-use and / or recycling. The waste contractor will assist regular waste performance by reporting to the builder.
5.4 WASTE MANAGEMENT PRINCIPALS

TRICO CONSTRUCTIONS Pty Ltd is aiming to reduce the amount of waste to landfill by adopting the waste management hierarchy of avoid > reuse > recycle >dispose in the excavation and construction processes. The following documentoutlines waste management procedures to be carried out to assist in reducingwaste.
The first step is to ensure that all people involved are aware of the WMP andunderstand the importance. It is therefore necessary for architects, interiordesigners, site managers, foremen, leading hands and labourers working forTRICO CONSTRUCTIONS are prepared to assist in managing waste minimisation.
Inductions:
To achieve the awareness of the WMP to all persons on site including TRICOCONSTRUCTIONS employees and subcontractors, the WMP procedures will beincorporated into the site specific induction, which all workers on the site mustundertake prior to their commencement on site. TRICO CONSTRUCTIONSemployees will undertake a specific induction, outlining their duties, in enforcingWMP procedures are complied with by subcontractors.
Procedures of WMP:
The following approach will be adopted to waste management planning;
1. Issue this WMP to Site management to establish the awareness by all partiesfor construction waste and ongoing waste management of the building.
2. Create an induction to be incorporated in the site specific induction.3. Include condition in Sub-contracts for compliance with this WMP.
4. Engage a suitable waste removal contractor.5. Obtain Work Method Statements (WMS) from sub-contractors which are toinclude compliance with WMP.
6. TRICO CONSTRUCTIONS to supply adequate bins and removal methods.7. TRICO CONSTRUCTIONS site team to monitor and ensure compliance with
WMP by sub-contractors.8. Monitor feedback reports from waste removal contractor.9. Upon completion remove all bins and temporary signage from site.
Incentives / repercussions:
Incentives to be provided to TRICO CONSTRUCTIONS employees and sub-contractors to
achieve best practices in waste management. The following to be implemented;
1. Provide site barbecues if waste targets are achieved.2. If contractors are caught mixing waste and not separating for recycling
labour will be employed to separate the waste and back-charged to the sub-contractor.
3. If employees refuse to Co-operate with the WMP they will be removed fromthe site.

The proposed development will commence with some initial site clearing of top soil andremoval of stock piled excavated materials from site. Following this, there will be detailedexcavation and backfilling, where it is TRICO CONSTRUCTIONS intention to utilise theexcavated materials as backfill. As construction progresses, additional materials such asconcrete, brickwork, blockwork, and various finishes materials will be encounters.
Bins are to be stored on the site within the extent of the existing asphalt. Recyclingprocedures for the construction of the building to be undertaken by both the builder andthe waste contractor. Site will as far as possible and outlined below, separate recyclingmaterials on site. Focus on waste management will therefore be greatly directed at thesource in avoiding waste and at waste recycling by both the builder and the wastecontractor. The waste contractor will also sort any general waste bins taken off the site tofurther enhance waste recycling processes.
