1. Introduction: The present case pertains to a stone crushing quarry for which

quarry plan was approved. As per the existing statute the prior

Environmental clearance is to be obtained along with CFE & CFO later to

which the quarry plan is deemed to have been approved. Accordingly the

applicant had got the quarry plan approved and has applied for

Environmental clearance. As per the law any quarry, having other quarries

within 500 meters of radius has to

a. Location details: The cluster of leases contains Two quarries. The

cluster is located at a distance of 3 km due SW direction from

jangamaheswara puram Village. The cluster is located in Sy. No.

558/39, BS 558(P) of Valparla Village, Martur Mandal, Prkasham

Dist, Andhra Pradesh.

b. Legal status of the quarries in cluster: The quarry named ‘Archana

Granites’ has already got their Environmental clearance. The other

quarry belonging to the present applicant is the second one. The

present quarry of sri Yugandhar has got the approved quarry plan

which is to be regularized after getting Environmental clearance and

CFE & CFO. The ‘Archana Granites’ has a lease period of 20 years

and the present quarry is awarded lease of 10 years. Thus the

operations in the cluster will be continuing for a period of 10 years.

c. Approach and accessibility: The cluster is located at a distance of 1

km due west of Valparla village and the Jangamaheswara puram

village is situated towards SW at 2.5 km. Martur is the Mandal HQ at

a distance of 12 km. this area is approachable by buses run by State

Government. From Martur an all seasons road will lead to the cluster

site.

d. Infrastructure available: The details of the infrastructure available for

the cluster as a whole are given in the following table.

multi specialty hospitals.

2. Details of the quarries in the cluster: There are only two quarries in the

cluster including the one in reference that is of Sri Yugandhar. The details

are given below. The

3. Production details of the independent quarries and cluster as a whole: The

present quarry is in principle granted to produce 58000 cum of road metal

per year. The other quarry in the cluster i.e., Archana granites produces

dimensional stone to a tune of 1200 cum (Assumed maximum as per EC of

M/s Archana Granites.) per year. Since the quarries do not produce identical


material it cannot be summed up. The Archana granites apart from

producing the dimension stones, will generate around 10800 cum of waste as

generated waste during block cutting. The mine of Sri T Yugandhar does not

generate any waste as the entire quantity produced is saleable.

4. The peak production scenario:

a. Total production quantities of the cluster: The mine of Sri T

Yugandhar is poised to produce a quantity of 58000 cum of Road

Metal & Building Stone per year. The mine of M/s Archana Granites

is considered to produce around 1200 cum of Dimension Stone per

year with waste of 10800 cum per year. The recovery of M/s Archana

Granites is taken as 10%.

b. Waste handling for the cluster as a whole during peak production:

During peak production the waste to be handled is limited to only M/s

Archana Granites operations. The operations of Sri T Yugandhar will

not produce any waste. Thus during peak production periods the total

waste to be handled is taken as 10800 cum per year.

c. Water utilization for the cluster as a whole including for sprinkling on

common roads: The data is from the Environmental clearance granted

in the case of M/s Archana Granites and projected water requirement

for Sri T Yugandhar projected in form-I. The water consumption

approved for M/s Archana Granites is 3.0 KLD as per EC order and

3.0KLD is the projected water consumption by Sri T Yugandhar. Thus

the total quantity of water consumption for internal consumption of

Mines in the cluster is 6.0 KLD. However additional water

requirement is envisaged for sprinkling on the common roads that will

be used by the quarries in the cluster. The projected water requirement

is a rough estimate and around 2 KLD of water is needed per day for

the common road span.

d. Power requirement for the cluster: The operations of both M/s

Archana Granites and Sri T Yugandhar do not need electricity.


Moreover the operations are limited to only daylight hours and street

lighting is also not needed.

5. Environmental impact of the cluster as a whole:

a. Impact on air environment

i. Dust due to dispatch trucks: It is estimated that from Sri T

Yugandhar Building Stone & Road Metal quarry a daily

production of 200 cubic meters will be produced with a

working of 300 days a year. This is equivalent to 400 tons. For

this purpose around 25 trips will be needed per day. Thus

during peak production 25 trucks per day or 3 to 4 trucks a hour

will be moving out from the quarry. Coming to M/s Archana

Granites quarry for a annual production of 1200 cum of product

daily 4 cum of blocks have to move out. This needs one long

trailer for shifting the same. It means that around 4 to 5 trucks

will move during the peak hour. This will generate dust which

cannot be readily quantified but we can arrive at the fact that

around one truck for every 20 minutes will move out.

ii. Exhaust fumes due to equipment in the cluster: The exhaust

fumes will be generated due to the above trucks due to cluster

operations apart from the in-quarry operations. The impact due

to in-quarry operations were already described in the respective

EMP. Since there is lot of gap between each truck’s movement

the accumulation of exhaust fumes in one place will not take

place.

b. Impact on water environment: The area does not fall under any major

catchment of any river or water course. Therefore the impact of

cluster on water environment is not envisaged.

c. Impact of noise on persons working: The additional impact apart from

that of the in-quarry impact is only due to trucks plying on the

common roads. As explained above there will be only one truck that

will move in every 15 to 20 minutes which will carry dispatch


material of both quarries. There may not be any major impact of noise

on persons working in the quarries due to the trucks moving out.

d. Impact due to vibration: Apart from the vibration impacts predicted in

the respective EMPs there will not be any additional impact due to

vibrations due to cluster operations conducted at the same time. Only

precaution to be taken is that, if any blasting operations are planned

on the same day in both the quarries, they shall not be conducted at

the same time. This may cumulate the vibrations effect.

e. Land degradation: Apart from the land degradation that is envisaged

in the respective quarry plans, there will not be any additional land

degradation due to cluster operations.

f. Safety of persons: Due to increase in movement of trucks on the

common road, the accident proneness will increase to the persons

moving on the road for quarry works.

6. Environmental Management

a. Management of air environment: From the above it can be seen that

major impact is only of dust during cluster operations. Apart from the

in-quarry measures proposed to be taken it is proposed to sprinkle 3

KLD of water on the common road portion which will be used by the

moving trucks outside the quarry for carrying out the dispatches.

b. Management of water environment: No additional measures are

needed for management of water environment for the cluster

operations.

c. Reduction of impacts due to noise and vibration: One precaution

needed to be taken for reduction of noise and vibration is that, the

blasting if needs to be conducted on the same day, the timings should

be staggered. This will not only prevent the cumulative effect of the

noise and vibrations, but also will ensure safety of workers.


d. Recovery and rehabilitation of land degraded: Since no additional

land will be degraded due to cluster operations, special precautions

need not be taken for any rehabilitation of the land. However it is

proposed that if permissions are accorded to Sri T Yugandhar for

using the waste material of M/s Archana Granites for crushing, the

same can be done by paying royalty and additionally the mineral in

Sri T Yugandhar will be preserved plus the land loss for dumping the

waste generated from M/s Archana Granites will be reduced.

e. Safety of persons: For ensuring safety of persons moving on the

common road the following measures are proposed.

i. To post sign boards for caution about trucks moving,

ii. To post one person at vulnerable places to caution persons

moving,

iii. To form speed breakers on road at important places, and

iv. To lead the long trucks carrying the Dimension Stone with a

light vehicle to caution persons.

7. Environmental budget: The environment budget needed for the cluster

operations is as given in the table below.

8. Conclusion: From the above it can be seen that the total EMP budget needed

is Rs.280000/- per year and both the quarries have to share the same.

I. This has reference to your application submitted vide lr. dt. 29.09.2012 in this regard, seekingEnvironmental Clearance for the proposed Black Granite Mine in favour of Mls. ArchanaGranites, Sy.No. 558 (P), Valaparla (V), Martur (M), Prakasam District. It was reportedthat the nearest human habitation viz., Vallepalle (V) exists at a distance of about 1.5 km fromthe mine lease area. It was noted that the capital investment of the project is Rs. 80.0 Lakhs andcapacity of the project is as follows:

Mining of Black Granite - 1204.8 Cum I year.

II. It is a semi-mechanized opencast quarry. The Blocks are cut by using jack hammer drilling,blasting and wedge-cutting. The separated blocks are dressed manually. It is reported that thelife of the Mine is estimated as 131.5 years. The total mine lease area is 8.660 Ha.

III. The proposal has been examined and processed in accordance with EIA Notification, 2006 andits amendments thereof. The State Level Expert Appraisal Committee (SEAC) examined theapplication, in its meetings held on 04.12.2012 & 18.01.2013. The Sub-committee constitutedby the SEAC inspected the site and submitted the report. The project is exempted from theprocess of public hearing as the mining lease area is less than 25 Ha., in accordance with theguidelines approved by the SElAA, AP for processing the applications of mining projects.Based on the information furnished, presentation made by the' proponent and the consultantMis. Sri Sai Manasa Nature Tech (P) Ltd., Hyderabad; inspection report of the Sub-Committee;the Committee considered the project proposal and recommended for issue of EnvironmentalClearance. The State Level Environment Impact Assessment Authority (SEIAA), in its meetingheld on 16.02.2013 examined the proposal and the recommendations of SEAC and decided toissue Environmental Clearance. The SEIAA, A.P hereby accords Environmental Clearanceto the project as mentioned at Para no. I under the provisions of the EIA Notification 2006 andits subsequent amendments issued under Environment (Protection) Act, 1986 subject toimplementation of the following specific and general conditions:

A. Specific Conditions:

a) Air Pollution:-i. Wet drilling & wire saw cutting method shall be adopted to control dust emissions.

Delay detonators and shock tube initiation system for blasting shall be used so as toreduce vibration and dust.

ii. Greenbelt shall be developed along the boundary of mining lease area with tall growingtrees, with the native species in consultation with the local DFO/Agricultue Department.

iii, Fugitive dust emissions from all the sources should be controlled regularly. Waterspraying arrangement on haul roads, loading and unloading and at transfer points shouldbe provided and properly maintained.

iv. The proponent shall take appropriate measures to ensure that the GLC shall comply withthe revised NAAQ norms notified by MoE&F, Gol on 16.11.2009.

v. The following measures are to be implemented to reduce air pollution duringtransportation of mineral:-

• Roads shall be graded to mitigate the dust emission.• Water shall be sprinkled at regular interval on the main haul road and other

service roads by water sprinklers to suppress dust.

•oper and regular maintenance of vehicles and other equipment

Limiting time exposure of workers to excessive noise.The workers employed shall be provided with protection equipment andearmuffs etc.

~ Speed of trucks entering or leaving the mine is to be limited to moderatespeed of25 kmph to prevent undue noise from empty trucks.

vii. Measures should be taken to comply with the provisions laid under Noise Pollution(Regulation and Control) (Amendment) Rules, 2010; dt. 1l.0l.2010 issued by theMoE&F, GOl to control noise to the prescribed levels. Workers engaged in operations ofHEMM, etc should be provided with ear plugs/muffs.

b) Water Pollution.-

i. The source of water is bore wells/ tankers. Total water requirement is 3.0 ~D. Out ofthat, 1.0 KLD is used for dust suppression; 0.6 KLD is used for development of greenbelt; 1.4 KLD is used for domestic purpose. Wastewater generated from the domesticsection is to be disposed into septic tank followed by soak pit.

ii. Garland drain and siltation ponds of appropriate size should be constructed for theworking pit to arrest flow of silt and sediment. The water so collected should be utilizedfor watering the mine area, roads, green belt development etc. The drains should beregularly desilted, particularly after monsoon, and maintained properly.

iii. Regular monitoring of ground water level and quality should be carried out byestablishing a network of existing wells by the project proponent in and around projectarea in consultation with Regional Director, CGWB, Southern Region, Hyderabad. Datathus collected should be sent at regular interval to MoEF, CGWA and CGWB, Southern,

. Region, Hyderabad.

iv. Suitable conservation measures to augment groundwater resources in the area shall beplanned and implemented in consultation with Regional Director, CGWB, SouthernRegion, Hyderabad. Suitable measures should be taken for rainwater harvesting.

v. Permission from the competent authority should be obtained for drawl of ground water,if any, required for this project.

c) Solid Waste :-

i. Topsoil, if any, shall be stacked properly with proper slope with adequate measures andshould be used for plantation purpose.

ii. The following measures are to be adopted to control erosion of dumps:-

~ Retention/toe walls shall be provided at the foot of the dumps.

» Worked out slopes are to be stabilized by planting appropriate shrub/grassspecies on the slopes.

iii. Waste oils, used oils generated from the EM machines, mining operations, if any, shallbe disposed as per the Hazardous Wastes (Management, Handling, and transboundarymovement) Rules, 2008 and its amendments thereof to the recyclers authorized byAPPCB.

B. General Conditions:

i. This order is valid for a period of 20 years OR the expiry date of mine lease periodissued by the Government of A.P., whichever is earlier. It was reported that the life ofthe mine is 131.5 years.

ii. "Consent for Establishment" & "Consent for Operation" shall be obtained from AndhraPradesh Pollution Control Board under Air and Water Act to carryon mining.

iii. No change in mining technology and scope of working should be made without priorapproval of the SEIAA, A.P. No further expansion or modifications in the mine shall becarried out without prior approval of the SElAA, API MoE&F, GoI, New Delhi, asapplicable.

iv. The half-yearly compliance reports in respect of the terms and conditions stipulated inthis order & monitoring reports shall be uploaded in the website of the projectperiodically. It shall simultaneously be submitted in hard and soft copies to the SElAAand Ministry's Regional office, Bangalore on 15t June and 15t December of each calendaryear.

v. Officials from the Regional Office of MoE&F, Bangalore who would be monitoring theimplementation of environmental safeguards should be given full co-operation, facilitiesand documents/data by the project proponents during their inspection. A complete set ofall the documents shall be submitted to the CCF, Regional Office to MoE&F, Bangalore.

vi. Four ambient air quality-monitoring stations should be established in the core zone aswell as in the buffer zone. Location of the stations should be decided based on themeteorological data, topographical features and environmentally and ecologicallysensitive targets and frequency of monitoring should be undertaken in consultation withthe State Pollution Control Board.

vii. Data on ambient air quality should be regularly submitted to the Ministry including itsRegional Office located at Bangalore and the State Pollution Control Board/ CentralPollution Control Board once in six months.

viii, Personnel working in dusty areas should wear protective respiratory devices and theyshould also be provided with adequate training and information on safety and healthaspects.

ix. The project proponent shall ensure that no natural watercourse and/or water resourcesshall be obstructed due to any mining operations. Necessary safeguard measures toprotect the first order streams, if any, originating from the mine lease shall be taken.

x. Occupational health surveillance program of the workers should be undertakenperiodically to observe any contractions due to exposure to dust and take correctivemeasures, if needed.

xi. A separate environmental management cell with suitable qualified personnel should beset-up under the control ofa Senior Executive, who will report directly to the Head of theOrganization.

xii. The funds earmarked for environmental protection measures (Capital cost ofRs 4.0 lakhs& Recurring cost of Rs. 0.8 lakhs/annum) should be kept in separate account and shouldnot be diverted for other purpose. Year wise expenditure should be reported to theMinistry and its Regional Office located at Bangalore.

xiii. The project proponent shall submit the copies of the environmental clearance to theHeads of lo,.cal bodies, Panchayats and Municipal Bodies in addition to the relevantoffices of the Government who in turn has to display the same for 3 (I days from the dateof receipt.

xiv. The project authorities should advertise at least in two local newspapers widelycirculated, one of which shall be in the vernacular language of the locality concerned,within 7 days of the issue of the clearance letter informing that the project has beenaccorded environmental clearance and a copy of the clearance letter is available with theState Pollution Control Board and SElAA, AP.

xv. The SEIAA or any other competent authority may alter/modify the above conditions orstipulate any further condition in the interest of environment orotection.

xvi. The proponent shall obtain all other mandatory clearances from respective departments.

xvii. Environmental clearance is subject to final order of the Horble Supreme Court of India.in the matter of Goa Foundation V s. Union of India in Writ Petition (Civil) 0.460 of2004 as may be applicable to this project.

xviii. Any appeal against this Environmental Clearance shall lie with the National GreenTribunal, if preferred, within a pe~iod of 30 days as prescribed under Section 16 of theNational Green Tribunal Act, 2010.

xix. Concealing the factual data or failure to comply with any of the conditions mentionedabove may result in withdrawal of this clearance and attract action under the provisionsof Environment (protection) Act, 1986.

xx. The SElAA may revoke or suspend the order, if .mplementation of any of the aboveconditions is not satisfactory. The SEIAA reserve, the right to alter/modify the aboveconditions or stipulate any further condition in the interest 0:' environment protection.

xxi. The above conditions will be enforced inter-alia, under the provisions of the Water(Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control ofPollution) Act, 1981, the Environment (Protection) Act, 1:>86 and the Public LiabilityInsurance Act, 1991 along with their amendments and rules.
