BILBAO WAS BUILT ON INNOVATION — CAN IT REPEAT THE MIRACLE?
Financing architecture• A metropolitan
authority with de facto fiscal power
• Innovative funding mechanisms

BILBAO WAS BUILT ON INNOVATION — CAN IT REPEAT THE MIRACLE?*
Collaboration architecture • All government entities represented at the board. Agreed that no government
entity had a majority rule and to make decisions by consensus• Multiparty negotiations in which trade-offs could be solved in original ways,
changing the dynamics among the parties from one of value claiming to one of value creation.
• These dynamics and the regular gathering of board members – during the board sessions themselves and the lunches that followed – helped to cement trust.
* by Linda Bilmes, Fernando Monge and Jorrit
de Jong
It required the savvy and skilful leadership and management of the collaboration by three people: the mayor, Josu Ortuondo, the director general of Bilbao Ria 2000, Pablo
Otaola, and the city’s chief urban planner, Ibon Areso.

KEY LESSONS WE HAVE LEARNT
• If we measure wrong we obtain wrong• Build a Business, not a Start-up.• An entrepreneur should become in a business man
• Entrepreneurship profiles:• Is not only for male millennials, but all ages and genders.• It is not only for brand new startups, but SMEs and MNCs with tons of ideas in the fridge and no methodology tools
• Successful business with impact:• Copy ideas but leverage in your local business context (leverage and impact!)• Before incubating any start-up validate/reject consistently its proposition with market
• Organic growth with innovative financing tools:• Start-up “culture” posits the hazardous idea that raising funding equates success.• Avoid the “grow fast, take the money and run” syndrome
ABOUT ENTREPRENEURING
ABOUT ECOSYSTEMS• Ecosystems depends on:
• Context: stop copying silicon valley• Location: hire an anthropology
• Sustainable initiatives encompass:• Comprehensive lifecycle of developing• All stakeholders: citizens, communities, academia, entrepreneurs, business and government
• Sustainable strategies• T- Specialised strategy• Top down (w/ real committed organizations) and Bottom-up (with the emerging communities)
• Ecosystem logic• Dynamic, dynamic, dynamic… and conversations, conversations, conversations
• Complex and unpredictable: focus and resilience are very appreciated

also to others. Or what others have said about us. We will one day required to give
