If the User does not have the Enterprise Memorandum Number, he/she should

select the answer ‘No’ in Investment Details screen.

In order to submit Entrepreneur Memorandum (EM) PART – 1 application, user

can click on ‘Click here’ (highlighted in red in Figure 1).

Following screen as shown in Figure 2 would appear.

1. The user would be required to fill all the Personal details, Contact details, Proposed Enterprise and Location details.

2. If the Permanent address is different from the Communication address then the user should click on check box provided and update the permanent address.

3. After filling all the details, please click on ‘Save & Continue’ button. User would be redirected to following screen (Figure 3) which is Step 2 of 4 for registration of EM Part – 1.

4. Nature of Activity and Category of Enterprise would be populated on the screen, as previously entered by the user.

5. User can enter other details, viz. Nature of Operation, whether the unit would be ancillary, Organizational details, Products to be manufactured/ Services to be provided.

6. If there are two or more products/services to be manufactured/provided, the user should click on ‘Add’ button and add all the products/services.

7. After adding the details, please click on ‘Save & Continue’ button. User would be redirected to following screen (Figure 4) which is Step 3 of 4 for registration of EM Part – 1.

8. The user would be required to enter the details of Proposed Investment in Fixed Assets such as

a. Land details (own, rented or leased) and Approximate value of land b. Building details and Approximate value of building c. Value of Plant & Machinery and Equipment d. Foreign equity, if applicable

9. The user can also details of proposed annual Installation Capacity. 10. After adding the details, please click on ‘Save & Continue’ button. User would be

redirected to next screen (Figure 5 on next page) which is Step 4 of 4 for registration of EM Part – 1.

11. The user would be required to enter Annual Energy Requirement details as below.

a. Power Load (anticipated) in HP/ KW b. Other Source of Energy, if required c. Source of Energy, Quantity and Unit

12. If the user does not require Power, he/she can specify the reason for the same. 13. The user would be required to enter Employment details such as Number of

Male and Female employees in Management & Office staff, Supervisory and Workers.

14. After entering details of Total/Annual Turnover and Export (if any), user would be required to enter Entrepreneur profile details such as Name, Equity participation, Percentage of total equity, Gender, Knowledge level, Stake in other Manufacturing Enterprises (Yes/No) etc.

15. Now the user would enter the details of Expected Schedule of Commencement of Production/Activity (Month & Year).

16. In Case of Partner/Managing director or any Authorized person, user has to enclose a self-certified copy of Power of Attorney/Board Resolution/Society Resolution, wherever applicable.

17. In case of Medium Enterprises, user has to upload the certified/notarized copy of the Partnership Deed/Memorandum of association/Articles of Association.

18. After adding the details, please click on 'Submit' button. On successful registration, user would be redirected to following screen (Figure 6).

19. The user can choose to take print of the application by clicking on ‘Click here’ link as highlighted in red in the figure below.

20. User should click on ‘Click here’ link for providing the Land details. 21. The user would be redirected to next screen (Figure 7) to answer the question -

Do you have land to set up the Enterprise? All other details would be populated automatically.

22. Case 1 Do you have land for setting up the enterprise? - ‘No’ Type of Land – APIIC/IE/SEZ

a. User should file the application with APIIC for land allotment. b. On clicking the link highlighted in figure below (Figure 8), user would be

redirected to APIIC site to file application.

23. Case 2 Do you have land for setting up the enterprise? - ‘No’ Type of Land – Private

a. User would be required to acquire the land first and then proceed with the application.

b. The same message would be displayed on the screen – ‘Please acquire the land details and come back’ (highlighted in red in Figure 9).

24. Case 3 Do you have land for setting up the enterprise? - ‘Yes’ Type of Land – Private

a. User would be required to enter Survey number, Date of registration and Local Authority and Nature of Land whether it is Industrial or Agriculture (Figure 10).

b. If the user selects 'Industrial' then he/she can click on Proceed button. c. If the user selects 'Agriculture' then the system will ask for the user to

submit the application for conversion of Agricultural land to Industrial land (Figure 11).

d. If the User want to convert the land then he/she should click on 'Click Here' link (highlighted in red in Figure 11) and next screen would appear (Figure 12).

e. When user clicks on 'Send to Dept' link to proceed further, the file would be moved to respective Department for clearance. The message such as - 'File sent to District Revenue Officer' would be displayed on the screen.

f. If the user wants to submit the courier details, he/she should click on the check box.

g. The screen (Figure 13) would display a list of all the all the enclosures along with the number of copies, that need to be submitted.

h. The user is required to courier all the enclosures and then submit the courier

details by clicking on 'Click here' link highlighted in red on Figure 13. i. A new screen (Figure 14) would pop up asking for details of courier sent.

The User would be required to enter the Courier Tracking ID, Name of the Courier, Courier sent date and click on Submit button.

j. After Submitting the Courier details, next screen would appear (Figure 15). User would click on 'Back' button and then next screen would appear (Figure 16).

25. Case 4 Do you have land for setting up the enterprise? - ‘Yes’ Type of Land – APIIC/IE/SEZ

a. The user would be asked question - Is ILA land? (Yes/No) b. User had to answer Yes or NO for this question c. If the user selects ‘Yes’, then the user would be asked to enter the Zone and

where the ILA is present. d. After adding the details, user can click on the ‘Proceed’ button.

e. The user would see the message – ‘Land Details are saved’ displayed on the screen (Figure 17).

f. Now the system will ask for ‘Line of Activity Registration’ (Figure 18).

g. The user would be required to select Sector and Line of Activity from the

dropdown. If the Line of Activity is different from the available options in the dropdown, user can request to enter a new Line of Activity.

h. Depending upon the Line of Activity, user would be further asked questions. For example – Does the Line of activity fall under Hazardous Category?

i. The user would be required to select Water Source (maximum two). In that two answers Ground water is Mandatory.

j. After answering these (and/or some more questions), user can click on ‘Show Clearances’ button (Figure 18).

k. After clicking on Show Clearances button the Clearances which are applicable for that enterprise would appear on the screen. An example of that is shown below in Figure 19.

l. If the user is not satisfied with the clearances shown, he/she can change the answers and can again click on Show Clearances button.

m. Once the user is satisfied with the clearances, he/she can click the Proceed button.

n. A declaration would be asked from the user. User would select the check box and click on Submit button (Figure 20).

o. After clicking submit, user would be re-directed to 'Pre-Establishment Desk Screen' which would display all the requirements/clearances before the Pre-Establishment (Figure 21).

p. User would be required to submit the CAF-1 Form first, before applying for the Clearances and should pay the Challan for the CAF form.
