Then, the Prime Minister, accompanied by Maj-Gen Min Aung Hlaing of the Ministry of Defence, Chairman of Shan State (East) Peace and Development Council Commander of Triangle Region Command Brig-Gen Kyaw Phyo, the ministers, the deputy ministers, the director-general of the Government Office and departmental heads, helicoptered to Mongyan in Kengtung District and arrived there at 9.45 am. On arrival there, the Prime Minister and party were welcomed by Col Win Naing of Mongyan Station, Chairman of Kengtung District Peace and Development Council U Hla Win Tin, Chairman of Mongyan Township Peace and Development Council U Ye Lin Aung and township-level departmental personnel. At the hall of Mongyan people’s hospital, Medical Superintendent Dr Ye Myint Aung updated the Prime Minister on medical care in the township and patient care at the hospital. The government is implementingfarmland development projects and takingall the necessary measures for landreclamation, sufficient water supply foragricultural purpose, high crop yield andcultivation of quality strains. Moreover, it isalso having dams, embankments and sluicegates built wherever possible across the nationto ensure sufficient water supply needed foragricultural works.

Sluice gates can not only prevent floodsbut also store surplus water and, as a result,they can contribute to cultivation of cropswhen the rains are over. The Kadappanasluice gate built near Kadappana village inKyauktan Township in Yangon Division wasopened on 25 April. It is the 19th irrigationproject implemented in Yangon Division andwill be able to irrigate 15,000 acres of farmlandin Kyauktan and Thongwa Townships.

Thanks to the opening of the Kadappanasluice gate, farmers in ten village-tracts inKyauktan and Thongwa Townships will beable to put more than 14,000 acres of farmlandunder monsoon paddy. Moreover, they willbe able to grow summer paddy, sunflowerand beans and pulses. In addition, the newly-opened sluice gate will contribute towards thegreening of the area within the 30-mile radiusof Yangon.

The purpose of building dams and sluicegates is to irrigate farmlands, to prevent floodsand to green the environment. Up to now, allover the nation, a total of 221 irrigation projectshave been completed. As a result, about 2.8million acres of farmland can be irrigatednow.

As the government has fulfilled all therequirements, it rests with farmers and allthose in agribusiness to try to extend thecultivation of paddy, sunflower and beansand pulses with the use of high-yield qualitystrains.

US soldier killed in fighting in Iraq BAGHDAD, 27 April—An American soldier was killed when militants attackedhis patrol in northern Iraq Saturday, the US military said Sunday. A Multi-Na-tional Division-North (MND-North) soldier died from wounds sustained follow-ing an militants attack on his patrol in the oil-rich province of Kirkuk, a militarystatement said without elaboration. MND-North, also known as Task Force Lightning, is headquartered by the25th Infantry Division. Their area of operations include the cities of Balad, Kirkuk,Tikrit, Mosul and Samarra. The statement also said that the name of the killed soldier is being withheldpending notification of next of kin. The latest death raised the toll of the US soldiers who have been killed in Iraqto 4,278 since the US-led invasion in Iraq in March 2003, according to mediacount based on Pentagon figures. —Internet

Iraq says US raidviolated security pact

CANBERRA, 27 April—Australia’s largest airlineQantas said on Monday it is not yet screening pas-sengers for potentially deadly swine flu. The tanker was seized on 2 January and carryingpetroleum products. The freighter flying the Saint-Vin-cent flag belongs to three Yemeni and Somali business-men. It was seized by pirates on 3 January when it wason its way with 2,000 tons of fuel on board to the Yemeniisland of Socotra. The release came one day after theSomali pirates hijacked a German ship overnight with17 crew members on board. Wild elephants kill five villagers in IndiaWild elephants demolished two

thatched-roof huts, killing five villagersin a pre-dawn attack on Friday in India’sremote northeast, an official said.

Our Government has been taking all the necessarysteps to build a peaceful, modern and developed nation.Through the implementation of various national plans,efforts are steadfastly made to set up properinfrastructures throughout the country. Border areasdevelopment projects and rural development tasks aresystematically being carried out in order to bring forthall-round proportionate development among the regions.While the government is trying its best in its effortstowards its goals, MMCWA members, as part of thenation’s strength, have also been going hand-in-handby engaging themselves in their voluntary work for thedevelopment and welfare of the people.Origin and Mission Statement

MMCWA was established on 30th April 1991 as avoluntary organization under Act (21/90). TheAssociation is dedicated to serving Myanmar Societyin promoting the health and wellbeing of mothers andchildren with the aim to improve the quality of life ofthe people.Present Status

At present, MMCWA’s activities are carried outthroughout the country under the supervision of theCentral Council including the 15 members of the CentralExecutive Committee, under which there are variousSupervisory Committees at State/Division and Districtlevels respectively. These committees supervise andgive necessary assistance to the Township Maternaland Child Welfare Associations, altogether (325) innumber, plus (21,454) branch associations under them.The total number of MMCWA member for both gender,stands at (11,169,740) by the end of the year 2008.Four-Main Activities

In line with its objective to promote the familiesand their overall standard of living, MMCWA givesassistance in the areas of health, education, economicand social matters, trying to get the operations, as muchas possible, down to villages and wards at grassrootlevel.Health Activities

MMCWA carries out health activities in closecollaboration with the Ministry of Health. Examplesinclude TB, Malaria, HIV/AIDS prevention and controlmeasures and National Immunization Programme forchildren against 6 major childhood diseases. It alsooperates a variety of community-based health activitiesthrough its Township and Branch associations,Maternity Homes and Maternity Waiting Homes.

In order to provide the general public with thecorrect information and facts on health issues, educativetalks have been conducted throughout the countrycovering various health topics under the supervision ofmaternal and child welfare supervisory committees.MMCWA also provides information, education andcommunication on Adolescent Reproductive Health(ARH) and Reproductive Health (RH). The aim is toincrease awareness regarding reproductive health issuesamong youths, men and women of reproductive agethrough advocacy meetings for communitymobilization, community health talks, round tablediscussions, training of trainers and multiplier courses

in all states and divisions.A total of (119) MMCWA Maternity Homes play a

crucial role for pregnant women especially in needytownships and rural villages where hospital services arenot in proximity.

The services provided at these Maternity Homesinclude quality antenatal, intranatal and postnatal care,immunization services, clean and safe delivery by skilledattendants as well as prompt referral services foremergencies. Iron and folate supplementation is alsoavailable as an intervention against anaemia in pregnancy.

MMCWA volunteers from the community are sentto 18-month-multipurpose midwifery course annuallywith the aim to improve access to skilled care by a healthprofessional with midwifery skills. In addition, auxiliarymidwife training courses are also conducted in all Statesand Divisions to overall increase in the number ofdeliveries with skilled attendants.

In 2006, MMCWA, in collaboration with UNFPAestablished Maternity Waiting Homes in 5 selectedtownships in order to enable rural women to have greateraccess to hospital deliveries. Plans are also underway toextend this activity to 5 more townships with high MMRand IMR.

In 2006, as an effort to combat HIV/AIDS, MMCWAlaunched maternity-home based PMCT ( Prevention ofMother to Child Transmission ) project in cooperationwith UNICEF in 5 selected townships and one PMCTcentre in the MMCWA compound in Yangon. Thisprogramme has been extended to 10 more townships.

In order to prevent undesirable effect of iodinedeficiency such as mental retardation in children,MMCWA actively participate in health talks anddistribution of iodated salt to the community.

Growth Monitoring Programme ( GMP ) for childrenunder 5 has been a regular MMCWA's health activity topromote the health and well-being of children. Includedin the programme are health education talks on nutrition,regular weight and height measurements, supplementaryfeeding and holding cooking demonstrations for nutritionpurpose.

One notable activity of MMCWA members isorganizing for reconstructive surgery in collaborationwith Ministry of Health for congenital malformationsamong children as well as adults throughout the wholecountry.

Together with other NGOs and forces, MMCWAmembers also take part in community home-based careprogramme for chronically ill persons.

In addition, MMCWA is actively participating, incooperation with Ministry of Health, in theimplementation of school health programme to promotethe health standard of the entire student youth. MMCWAendeavours in inplementing tabacco-free, narcotics- freeand Aedes-free school programmes in various townshipsin all States and Divisions.

Before it moved its central office to Nay Pyi Taw,MMCWA had opened a Diagnostic Center in itscompound in Yangon to offer medical services to womenfor early detection of cancers of the reproductive system.Mammography, Pap Smear, Colposcopy and

Ultrasonographic examinations plus services like healtheducation and counseling were provided at the centerwith referrals whenever necessary. The DiagnosticCenter was later upgraded for the expansion ofLaboratory and Radiological Diagnosis.

In Nay Pyi Taw, MMCWA is planning to set up anew clinic that will provide all the services of the oldDiagnostic Center, together with an extension of a 10-bed Maternity ward where the usual maternity homeservices will be provided. With the opening of “Myittar-San-Yay” Clinic on April 28th, MMCWA aims toprovide health care services at reasonable prices to thepublic around Nay Pyi Taw Dekkhinathiri and Nay PyiTaw Lewe Townships.Educational Activities

Regarding the educational activities, MMCWAhas been operating community based pre-schools andday-care centers country-wise, the total numberamounting to ( 1,275 ) by the end of 2008. These centersgive valuable lifelong ideas and concepts to the childrento enable them to adopt good habits and practicescrucial for their physical, mental and intellectualdevelopment. Parenting education is also one functionof those centers. Mothers also have a chance to earnadditional family income while their children are left ingood care.

In line with the "Education for All" policy of theMinistry of Education, MMCWA members at all levelsin the States and Divisions try to ensure that all childrenof school going age get the chance to go to school andcomplete their primary education. In addition, stipends,school uniforms and stationery are provided for theneedy students. For nonformal education, townshipand branch associations supervise and organize 3-Rclasses, voluntary twilight schools, evening classesand Reading—circles to speed up the reading capacityof those who have finished the basic 3-R course.Economic Activities

Another important area of MMCWA is to helpmothers in income generation. Vocational trainingcourses like knitting, sewing, cooking, etc., appropriateto the respective regions are carried out to generatefamily income. Sewing machines are often sold to themon installment basis as part of the arrangement.Similarly, micro-credit loan scheme is quite commonin most of maternal and child welfare associations tohelp women get a start in doing business for extraearnings.Social Activities

As far as the social area is concerned, MMCWAparticipate in the home-based elderly-care programme,providing medical and other assistance to the old people.Some volunteers even offer their time to those who areleft alone in their houses to keep company with themand listen to them. To the needy ones like the twins andtriplets, mothers, MMCWA also contribute cash andother commodity supply.Conclusion

Warning on global human flu1. Swine flu in humans: Swine flu has been detected in the people in Mexico,the US, Canada and New Zealand from 17 to 25 April 2009. There were over1,300 cases and over 80 were killed.2. The flu is caused by a new virus. It is mixed with four genes and can spreadquickly. Now there are cases of such flu in some countries. Regarding the disease,the World Health Organization announced that it is international public healthState of emergency. The Ministry of Health is undertaking preventive measuresagainst transmitting to humans through avian flu. In some countries there was anoutbreak of swine flu among the people. The Ministry of Health is carrying outthe tasks to fight against the disease.3. The symptoms of swine flu are body heat, runny nose, coughing, aching,headache, lethargy, difficult breathing. They are like the symptoms of otherdiseases. If these symptoms appear, do not go to crowded public places such asworksites and schools. Take a rest at home. Make contact with the nearest healthcentres. Go to the hospital when one has high fever, long coughing, difficultbreathing and lethargy. If the disease is serious, go to the hospital immediately.Wear surgical masks in order not to spread the disease.4. It is found that the disease spread from people to people. 3. Points to be followed in prevention against swine flu

(a) If found symptoms of sickness in pigs, they are to be kept in quarantine,

and inform the LBVD.

(b) Take care of bio security in the farm where a large number of pigs are raised

(c) Wash hands and legs clean after cleaning the pigsty

(e) Use face masks and gloves when handling the unhealthy pigs

(f) Ban the sale of unhealthy pigs in the markets.

(g) Do not raise the pigs of unknown origin, especially those smuggled from

other country

(h) If pork is cooked at 70°C and above, there will be no infection.

4. Prevention of swine flu: There is no case of swine flu in Myanmar. It is

necessary for pig breeders and those who keep pigs on commercial scale and seller to

participate in the preventive measures against the disease in cooperation with

Myanmar Livestock Breeding Federation, Development Committees and local

authorities.

Myanmar attendedinternational ministerialmeetings on preventionof global human flu sixtimes and is takinginternational preventivemeasures. Observing theoutbreak of human flusince 17 April, swine fluhas inffected more than1300 people and killed80 in Mexico. Twenty

people in the US, ten inNew Zealand, and six inCanada have caught theswine flu virus. So it can

be assumed that the virushas spread to somecountries.

It is found that thecurrent swine flu virusinfects people through aninfected pig, and it canalso infect from human tohuman. The current virusis a new strain of virusmutated from acombination of four kinds

of genes. Mexico has toclose schools, museums,theatres and libraries.Health screening is being

carried out at the airportsof Japan, the People’sRepublic of China, theRepublic of Korea,Thailand, the Republicof Singapore andMalaysia. In Myanmarthe Ministry of Healthhas informed NHC aboutthe pandemic and istaking preventivemeasures in cooperation

with related ministriesand the WHO. Measuresare also being taken toprevent the virus from

entering Myanmarthrough airports, seaportsand borders.Arrangements have beenmade to keep watchingsuspected patients athospitals and to providemedicines and medicalequipment for effectivetreatment. Moreover,laboratories have beenupgraded to diagnose the

virus and warnings aboutthe disease have beenissued to the public. It isnecessary to prevent the

current flu as a nationaltask in cooperation withthe people.

FDM in livestocks occursin C Vietnam

HANOI, 27 April — The foot-and-mouth disease inlivestocks occurred in the central province Ha Tinh ofVietnam, the loal newspaper People’s Army reportedMonday.

According to Pham Thanh Binh, head of theprovincial animal health bureau, the epidemic brokeout in Huong Khe District, causing nine livestocksinfected with the virus.

The virus was believed to come from the nearbyprovince of Nghe An, which had been reported of theepidemic by the Department of Animal Health underthe Ministry of Agriculture and Rural Development,said Binh.

The provincial animal health officials are takingmeasures to prevent the disease spread includingsterilizing the infected areas, vaccinizing the restlivestocks and banning the transport and tradinglivestocks from the nearby provinces.

Thein Sein, together with Maj-Gen Min Aung Hlaingof the Ministry of Defence, Chairman of Shan State(East) Peace and Development Council Commanderof Triangle Region Command Brig-Gen Kyaw Phyo,the ministers, the deputy ministers, the director-generalof the Government Office and heads of departmentsarrived at the integrated farm of U Kya Mawt nearNaungkok Village in Kengtung Township yesterday.

The Prime Minister inspected generation ofelectricity from biogas, the biogas tank and the cattlefarm. He told the officials to demonstrate the benefitsof integrated farming and to provide assistance forwider implementation of the integrated farming inrural areas.

The Prime Minister and party left Kengtung byhelicopter and arrived in Tachilek. They were welcomedby Col Khin Maung Soe of Tachilek Station, Chairmanof Tachilek District Peace and Development CouncilU Kyaw Swe Tun and officials.

The Prime Minister paid respects to PresidingNayaka Sayadaw Agga Maha Pandita Agga MahaSaddhammajotikadhaja Bhaddanta Dhammathiri ofNagahnitkaung Monastery and presented offertoriesto the Sayadaw.

Khabaung Diversion Weir built in Ottwin Township to irrigate 10,000 acres of farmlands.

As part of efforts to efficiently use the irrigationfacilities, the water drained out from generating elec-tricity at Khabaung Dam in Ottwin Township of BagoDivision is being supplied to the diversion weir, eightmiles west of Ottwin Township and five miles down-stream of the dam.

The diversion weir is located near ShwelaungVillage. In functioning the irrigation facility, thediversion weir will supply water to 40,000 acres offarmlands in Toungoo Township through the left

main canal and 60,000 acres of farmlands in OttwinTownship through the right main canal.

With regard to Khabaung Diversion Weir, Assist-ant Director U Aung Bo of Construction (5) explainedimplementation of the project for cultivation of summerpaddy there.

The left canal of the diversion weir will be dug inToungoo Township to benefit 40,000 acres offarmlands. The left canal will cross Chaungmange andPanbe creeks with the use of siphons.

Staff Officers U Soe Moe Lwin and U Kyi Theinconducted us round the functions of irrigation facilityof the right main canal and its tributary canals. On 10January 2009, the right canal (DY-1) of the diversionweir commenced the supply of water for the agriculturalpurpose. As a result, we saw thriving summer paddyplantations being grown with the use of irrigatedwater. After that, in-charge of DY-2 Staff Officer UAung Htet Myint, in-charge of DY-3 Staff Officer
