VGP Annual Report ing Requirement for 2016

P aragraph 4.4.1 of the 2013 VGP requires that owner/

operators submit a report each calendar year for all vessels covered under the VGP and that hold a Notice of Intent (NOI). The manda-tory VGP Annual Report, due by the 28th of February of each year refers to VGP activities between 1 Jan and 31 Dec during the previous year. As such, all vessels of our fleet were requested to re-view and amend the entries that have changed for 2016 enabling the company to submit records to EPA within the specified time limit. Kindly be reminded that it is a requirement to conduct an annual inspection either by class or by a compe-tent person on board. Please check VGP manual and make sure that relevant records are available on-

board reflecting a date of 2016 (Relevant form can be found in the VGP manual).

The inspection must cover all areas of the vessel covered by the VGP that can be inspected with-out drydocking. Special attention should be paid to those areas most likely to result in an unauthorized discharge, such as bilges, pumps, OWS.

We would like to thank the Masters of our under managed vessels for submitting to the office all required information and for their kind coopera-tion throughout this process. The VGP Annual Reports for 2016 will be distrib-uted fleetwide in due course and same shall be kept in VGP File readily available for review upon request by the USCG. mn

A Remote Assessment and Consultation (RAC) exercise must be conducted annu-ally by all ships when operating within US

waters. For 2016, all EST ships have successfully con-ducted their RAC exercises.

Soon, you will receive relevant amendments to the VRP manual but you may wish to review once again Chapter 7 of the VRP manual so as to ensure that you are conducting exercises as per plan.

The relevant questionnaire for your annual RAC ex-ercises will be distributed fleetwide along with in-structions that include the 2017 standard scenario and drill schedule.

Compl iance wi th MRV Requirements

T he EU Monitoring, Reporting and Verifica-tion (MRV) of CO2 emissions from mari-time transport regulation entered into force in July 2015.

The regulation requires ship owners and opera-tors to annually monitor, report and verify CO2 emissions for vessels larger than 5,000 gross ton-nage (GT) calling at any EU port. The reported CO emissions, together with addi-tional data (e.g. cargo, energy efficiency pa-rameters), are to be verified by independent verifiers and sent to a central database, man-aged by the European Maritime Safety Agency (EMSA). The aggregated ship emission and effi-ciency data will be published by the EC by 30 June 2019 and then every consecutive year. By 31 August 2017, companies must submit for assessment to their verifiers a monitoring plan for each of their ships indicating the method chosen to monitor and report CO2 emissions and other relevant information. Data collection takes place on a per voyage basis and starts 1 January 2018. The first emission report with the data from 2018 will have to be verified and submitted to the EU and the authori-ties of the flag state concerned not later than the end of April 2019. The process will repeat itself every year with the submission deadline for the verified report of the reporting year being always the 30th of April of the subsequent year. From June 30th, 2019 onwards ships subject to the EU MRV regulation arriving at any EU port will have to carry a Document of Compliance that will be issued by the verifier (stating that the pre-vious year emission report has fulfilled the require-ments of the EU MRV Regulation).

Bureau Veritas has been ap-pointed as company’s official subcontractor and shall act as our verifier in accordance with Regulations & Standards of the EU-MRV. Further to the requirements mentioned above, the com-pany will proceed from now on with the following actions : ��A Gap Analysis of com-

pany’s existing documenta-tion and operations/processes against the require-ments of the EU-MRV will take place.

��The company will evaluate the current practices re-garding fuel consumption monitoring and reporting, the relevant methodologies, equipment and prac-tices used, reporting and monitoring processes and in general the potential level of compliance with respect to the new EU-MRV.

��Based on the findings, the company will update its Environmental Management Manual.

��MRV Awareness Training Course will be conducted at company’s premises for Shore Based Personnel.

��Development of ship specific MRV Plans ��Training of Shipboard personnel so as to be familiar

with EU MRV forthcoming requirements.

As mentioned in a previous issue of EST Newsletter, the management has decided to reward seafarers for reporting Near misses starting from 1st January 2017. The company will reward at least three seafarers each month for reporting qualitative near misses or near misses with safety suggestions on how to im-plement job improvements. In order to be entitled to the $100.00 reward, your near miss reports shall be fully completed taking into account the following: �� Description of the potential hazard (source of

harm) and risk by providing details on the event.

�� Root causes (primary and contributing factors). �� Corrective actions taken (i.e. remove the haz-

ard, repair or replace equipment, training the crew, place safety signs).

�� Suggestions to prevent reoccurrence of the same potential incident.

Also be reminded that: 1. The company wishes to determine what Safety

efforts need to be taken and monitor any nega-

tive trends in performance. 2. It is everyone’s responsibil-

ity to report potential inci-dents and accidents either minor or major in nature.

3. The company is not look-ing to reward only the re-ports with serious impact on safety but also those that can help build a safer workplace for its seafarers.

4. The winners will initially re-ceive notification via e-mail. It is necessary for the seafarers submitting the near miss to include their name and rank.

5. The office will publish in its newsletter the winners’ names and will share with the rest of the fleet the near miss reports.

6. The target is to get the crew more involved in safety matters, improve safety culture on our ships and eliminate accidents.

The main objective is to improve company’s sys-

tems and processes and eliminate unsafe behav-iours on board.

Indicative factors that you may consider when investigating the root causes are included herebelow:

Along with the New Year’s Eve, New Year’s Day is celebrated on board our ships with lovely feasts and presents in a joyous atmosphere, where the prospect of the New Year brings everyone closer. The Captain, Officers and Crew on board MT Energy Challenger made their best efforts to rejoice by pre-paring an impressive dinner party, decorating their

Christmas Tree and sharing gifts as is the custom. Taking this opportunity, we would like to thank Capt. Vadim Chuev and his team on board MT En-ergy Challenger for sharing some of their festive moments with us!

Fire Fighting Equipment - Conduct proper inspections

Finding: During routine inspec-tion of Main Deck, the Ch. Off found out that the Hasp Lock of the Fire Extinguisher box

was damaged.

In this case, proper inspection timely re-vealed the defect

and proper corrective action was taken.

Finding: Safety pin found unsecured.

All firefighting equipment is to be accessible at all times, and ready for immediate use at their

designated stations.

The Master and the Safety Officer shall ensure that the firefighting equipment is properly

maintained and in good condition at all times.

What happened? The vessel encountered heavy weather conditions. Upon weather

improvement and following deck inspection, a Dry Powder extinguisher was found acti-

vated in port midship locker.

Investigation revealed that the fastening belt was worn out. This led to the fire extinguisher

being released and activated during the heavy rolling.

During routine inspections the FFE equipment should be thoroughly checked and all de-fects reported so that they can be later re-

paired.

T he 2014 amendments to the Maritime Labour Convention (MLC), 2006 entered into force on 18th January 2017. The following items to the

DMLC Parts I and II were added: 15. Financial Security for repatriation (regulation 2.5) 16. Financial security relating to shipowners’ liability (regulation 4.2) During a recent PSC inspection onboard a vessel under our management, the PSC Officers raised the following deficiency:

“Declaration of Maritime Labour Compliance

(Part I and II) not up to date in accordance

with MLC amendment 2014.

Point 15 and 16 must be added.”

In order to avoid reoccurrence of relevant defi-ciencies, you are kindly requested to ensure that the following actions have taken place onboard: 1. All instructions that have been sent by QHSE/

ISM department concerning the MLC amend-ments shall be kept along with the DMLC I, DMLC II and MLC certificates so that they are readily available during inspections. IOM ves-sels shall refer to e-mail dd 12/01/2017 whereas vessels flying BMA flag on 11/01/2017.

2. Financial Security certificates that were sent

by our Insurance department shall be kept posted at a conspicuous place on board.

It is of paramount importance during a PSC in-spection to present not only the DMLC Part I & II and the Financial Security certificates but also the exchanged correspondence with QHSE depart-ment regarding the subject matter confirming company’s compliance with latest MLC require-ments.

O n 9th January, eight fishermen were shot and killed by pirates in the vicinity of Siromon Island, near

Zamboanga City. According to survivors, armed men in speedboats boarded the fishing boat and ordered the crew to move towards the bow. The attackers opened fire, killing eight and forcing five others into the water.

Zamboanga, on the southwestern tip of Mindanao, is in an area plagued by pirate attacks by the Islamist militant group Abu Say-yaf. The violence of Monday's attack, how-ever, differs from recent Abu Sayyaf incidents, which have uniformly involved the kidnapping of crewmembers for ransom. Police suspect extortion or an inter-group rivalry as the mo-

P iracy reporting center IMB released its an-nual report for 2016 and the top-line news for mariners is good: the number of reported

pirate attacks last year fell to 191, the lowest level in almost 20 years. However, the growing trend to-wards kidnapping is worrisome, and the number of abductions was the highest in a decade.

In total, 151 crew members were taken hostage aboard and 62 were kidnapped from their vessels last year, up from only 19 kidnappings in 2015.

Most of this year's surge in abductions is attributable to the targeting of crew in the Gulf of Guinea and to Abu Sayyaf-related attacks in the Sulu Sea.

If Manila succeeds in its aims, maritime kidnapping numbers in 2017 will be much lower. The Philippine military has orders to destroy Abu Sayyaf on shore within six to twelve months, according to recent

China Ratifies the Wreck Removal Convention

C hina has ratified the Nairobi International Con-vention on the Removal of Wrecks 2007 and the Convention will enter into force in China from 11

February 2017. Under the Wreck Removal Convention, registered own-ers of ships of 300 gross tonnage and over registered in a State party, or entering or leaving a port in the territory of a State party, will need insurance cover arrange-ments which meet the requirements of the Convention and a certificate from a State party attesting that such insurance is in force.

Such certificate must be carried on board at all times, therefore please ensure that same is readily avail-able for presentation to 3rd parties upon request. mn

How the U.S. Executive Order on Immigration Affect Vessels and Crews

O n January 27, 2017, President Trump issued an Executive Order (EO) which essentially imposed a 90-day ban on the entry into

the United States of any foreign citizens from cer-tain countries including Iraq, Iran, Libya, Somalia, Sudan, Syria and Yemen. While the EO does not expressly refer to seaman nationals from these countries, it is anticipated that the travel ban imposed by the EO will very likely create delays and difficulties for foreign flagged vessels calling at US ports and traversing US waters with crew who are nationals of these specified countries. If a vessel with such crew members calls at a US port or sails through US waters, it is ex-pected that such crew will be denied access to shore leave. Given the confusion that has been encountered at airports and other immigration points of entry in the US over the past few days, it is presently unclear to predict how the Department of Homeland Security

(DHS) or the United States Coast Guard (USCG) will address circumstances where a vessel with nationals from the enumerated countries calls at a US port. Step 1 In a large saute pan, heat oil over low heat. Add onion and garlic; cook and stir until onion is tender. Stir in ca-pers, tomatoes, lemon juice, and parsley. Season with red pepper flakes to taste. Simmer gently for 3 min-utes to thicken sauce. Fold in tuna, and heat through. Step 2 While sauce is cooking, add pasta to a large pot of rapidly boiling water; cook till just tender. Drain well. Step 3 Toss pasta with sauce, and serve.

��300 gr dried brown lentils

��1 sprig rosemary

��7-8 cherry tomatoes, cut in half

��1/2 lemon + 1/2 orange, zested

Step 1 Boil lentils with rosemary sprig and 1 tsp salt for 20 minutes until the lentils are tender but not mushy. Drain, rinse well, then drain thoroughly. Step 2 Fry eggplants in hot olive oil in a frying pan until tender. Drain on kitchen paper. Step 3 Place cooled lentils in serving bowl and toss with eggplants and tomatoes. Drizzle with rosemary infused olive oil, some vinegar if you want, season with salt and pepper and toss coat. Serve warm.

Barack Obama spent his last day in the White House as the 44th president of the United States. He received his successor, Donald Trump, at the White House in the morning of 20th January. “It’s been the honor of my life to serve you”. “You made me a better leader and a better man.” Then: “I won’t stop; I’ll be right there with you as a citizen, inspired by your voices of truth and justice, good hu-mor and love.” And: “I’m still asking you to believe – not in my ability to bring about change, but in yours. I believe in change because I believe in you.”

Trump executive order: White House stands firm over travel ban

Mr Trump's executive order, signed on Friday, halted the entire US refugee programme for 120 days, in-definitely banned Syrian refugees, and suspended all nationals from seven Muslim-majority countries. Those who were already mid-flight were detained on arrival - even if they held valid US visas or other immi-gration permits. It is not known how many others were turned away at airports overseas as they tried to board flights to the US.

Thousands gathered at airports around the country to protest on Saturday, including lawyers who of-fered their services for free to those affected. Further demonstrations were held on Sunday, in-cluding protests outside the White House and Trump Tower in New York. Who is affected by the ban? As well as the ban on all refugees, travellers who have nationality or dual nationality of Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen are not permitted to enter the US for 90 days, or be issued an immigrant or non-immigrant visa. Greece won't extradite 8 Turkish military offi-cers; Turkey protests

Athens, Greece (CNN) Greece's Supreme Court ruled Thursday that eight servicemen who fled Tur-key after an attempted coup last July will not be extradited -- a decision that brought an immediate protest from Turkey. As many as 200 people died in the violence sur-rounding the attempted coup July 15, and thou-sands of people - including members of the military and government employees - have been arrested for their alleged involvement.

Turkey had demanded the men be returned to face charges of trying to overthrow the govern-ment. The men denied being involved in the coup and said their lives would be in danger if they were sent home. European Union and Greek law forbid extradition to a country where an alleged offender would run the risk of not receiving a fair trial and where his or her life could be in danger. The government of Turkish President Recep Tayyip Erdogan, issued a statement protesting the Greek
