Recommendations in Manual on SITS

Surveys of enterprises may be conducted tocollect information from enterprises engaged inspecific activities (for example, airlines that areengaged primarily in carriage of passengersand freight, legal firms that supply only a smallrange of services, or hotels and restaurantsthat cater primarily to overseas visitors) or maybe applied to a wide range of enterprises tocollect information on all of their servicestransactions, or even on all of their balance ofpayments transactions.

Recommendations in Manual on SITS

To be successful, such surveys requirethe use of an up-to-date register ofenterprises and good survey techniques(such as appropriate follow-up, andverification and imputation techniques).

131. The approaches of enterprise surveysmay range from data collection bytelephone from a few large companiesto highly organized, large scale, mail-based collections. An enterprise surveymay be designed to capture a specifictype of data or to obtain data that

supplements other sources, such as anITRS.

Recommendations in BPM5 compilation guide

132. ES should be based on clearly definedobjectives, sound collectionmethodology, and a well-establishedlegal basis; properly designed collectionforms, full coverage of the population,well-defined data structures andclassifications, and effective datavalidation and aggregation proceduresare also required for ES.

Defining a population of enterprises

• Resident enterprises in the reporting economyinvolved in international trade in services with non-residents.

Page 9: Enterprise surveys 1.pptmdgs.un.org/unsd/tradeserv/workshops/Rio/Presentations/8. b. Enter… · enterprises and good survey techniques (such as appropriate follow-up, and verification

• International Transaction ReportingSystem ITRS

• Administrative registers of enterprisesthat do international transactions, ex.VAT registers.

• National business register – allregistered enterprises

The sampling frame

Page 10: Enterprise surveys 1.pptmdgs.un.org/unsd/tradeserv/workshops/Rio/Presentations/8. b. Enter… · enterprises and good survey techniques (such as appropriate follow-up, and verification

• Which enterprises should always besurveyed?

• Is there a ‘stable’ population ofenterprises involved in internationalservice transactions?

• Coverage of smaller enterprises, stratification (ex. By size and industrialactivity)

The sampling frame

Page 11: Enterprise surveys 1.pptmdgs.un.org/unsd/tradeserv/workshops/Rio/Presentations/8. b. Enter… · enterprises and good survey techniques (such as appropriate follow-up, and verification

The population frame Stable population from ITRS

Big firms from VAT-register

All over 10-employees firms from INE’sbusiness register (DIRCE)

Stratification on activity (NACE) and size

Correlation main activity/foreign trade? Import vs export

Stable vs unstable population

The sampling frame – example Spain

• Sample size: How many enterprises to survey?

• Frequency of survey: quarterly, yearly?

• Different surveys to cover different service items orcustomized to different industries (airliners, hotels andrestaurants, construction firms etc.) ….

• … or one survey ‘fits all’?

• Can data from existing administrative sources beused?

• Include questions on external trade in services in otheralready established enterprise surveys?

• Ways of data collection telephone interview

questionnaires by mail,

electronic questionnaires,

web-surveys

Data collection

Page 15: Enterprise surveys 1.pptmdgs.un.org/unsd/tradeserv/workshops/Rio/Presentations/8. b. Enter… · enterprises and good survey techniques (such as appropriate follow-up, and verification

• Follow up on non-response

• Reduce respondent errors

• Make sure there is as little processing error introducedas possible – sound system for data revision

Validation and quality control of the data

• Linking the survey responses to initial sample design

• Making sure we have a sample that is representativeof the underlying population of all enterprises

• Non-response

• Imputation

Estimation and weighting procedures

Page 18: Enterprise surveys 1.pptmdgs.un.org/unsd/tradeserv/workshops/Rio/Presentations/8. b. Enter… · enterprises and good survey techniques (such as appropriate follow-up, and verification

• Comparing the grossed up results of survey and ITRS

• If possible, study on micro-level any discrepancies

• If needed, do adjustments to reconcile the statistics

Reconciliation wit ITRS and other sources
