MAYO COUNTY COUNCIL MONTHLY UPDATE MAYO.lE September 2015 Monthly Update from Chief EXecutive Upcoming Events Programme Update Next Council Meeting 14th September 2015 Next Economic En t er prise and Inves tm ent Development & Enterprise & Investme nt Unit: Enterprise Support Applications seeking funding for a number of Pilot Rural Economic Strategic Policy Development Zones (REDZ) have been made to DECLG. Committee Meeting Part 8 Planning for Phase 1 of Westport/Louisburgh Greenway 15 th September 2015 approved by Westport MD and EIU working on securing land agreements. Funding application submitted to OTT AS for an extension of the Great Next Tourism and Western Greenway from Achill Sound to Kee l. Food Strategic Progressing the design elements of the Leader funded Sacred Landscapes heritage/tourism project in Killala including the design of Policy Committee website, mapping and historical content for stor yboards. Meeting Two members of the EIU team were part of the Council delegation to 15 th September 2015 the Milwaukee Festival, led by the Cathaoirleach Cllr. Holmes. A number of tour operators expressed an interest in bringing visitors to Mayo next year and the team is fo ll owing up on these contacts. The tourism team also participated in the Bonniconlon Sh ow with a Mayo.ie stand and at Heritage Day Geesala Festival. The 2015 Spirit of Place project, the 'Procession of the Souls' was unveiled with a well attended public Mass at the Paupers Graveyard in Swinford. Messages of support for the project were extended by Mr Kevin O' Malley, US Ambassador to Ireland; Mr Terry Garcia, Chi ef Science & Exploration Officer at National Geographic; Mr Robert Ivy, CEO American Institute of Architects. Work is continuing with the development of a Deserted Village and Maritime Visitor Centre supported by EIU and West MD. The ETU has assisted the group with a funding application to Failte Ireland. Failte Ireland have awarded funding of €149,369 for interp re tation signage/visitor information boards at Discovery Poi nts on the Wild Atlantic Way. Ms Suzanne Rowe has been contracted to undertake Visitor Sales and Marketing Services over an 18 month period commencing in September 2015 and she will work closely with the EIU on developing business with tour operators from European and US markets. Spiritual trail linking Ballintubber and Knock Shrine has been way- marked. Ongoing promotion of the County via all media streams continues. The tourism team assisted RTE Nationwide on a feature in North Mayo and filming has been finalised this week for a Tracks and Trai ls TV

8thsector in Mayo regionally and nationally - Launch September Breaffy House EIU has developed a new site for Available Sites and Strategic Sites This plug in site to wwwmayoie will consolidate all availableattractive commercial property in the County into one accessible location EIU secured sponsorship from WDC for the 2015 International Drones Conference taking place in Westport beginning November The Invest Team continues to work on the Ireland West International Trade Centre in Rhode Island - a soft landing platform for Mayo based companies in the US EIU welcomed the arrival of the AE Connect Sub Sea Fibre Optic Cable at Killala Co Mayo in August Connecting the US and Europe through Mayo this game changing infrastructure will greatly assist in attracting future industry to the county EIU were involved in coshyordinating with various stakeholders in formalising the fibre-optic ducting route from the landing point at Ross Beach to the Cable landing station at Asahai Similar co-ordination was required in bringing ducting from Coolturk Crossmolina to the Landing Station to tie into the national fibre ducting route in the Gas pipeline IW AK - Discussions with the partner Local Authorities are continuing Mayo Galway Leitrim Roscommon Donegal and Sligo County Councils have all passed the proposal for investment in IW AK Galway City meets on Monday 14th September Better Energy Communities 2015 - For the second year running Mayo County Council have successfully secured SEAl funding for Energy improvement works in the Erris Region Grant aid ofeuro161045 towards a euro38 5729 project spearheaded by EIU The programme involves energy retrofit works to local authority housing schools and community buildings across the Erris region of North West Mayo

Frenchport - A planning decision from An Bord Plemlla for a new pier extension is expected in October 2015 Tenders for the preparation of detailed design are currently been prepared The pier extension is also awaiting approval for a foreshore lease The pier extension and enhancement works will benefit existing local users for fi shing and recreation and deployment of rib boat type vessels to the Atlantic Marine Energy Test Site (AMETS) The total cost for the Frenchport pier works is euro660000 and is co-funded by the SEAl and Mayo County Council The works will be completed 2016 Mayo Renewable Power - MRP is currently under construction SISK are the main contractors for the development of this 42 MW Biomass Plant which is to be completed in summer 20] 7 The unit has a particular benefit in terms of attracting new data centres pharmaceutical and financial type enterprises to this location Renewable Energy and High speed US Fibre Optic connectivity is a massive opportunity for Mayo DRS - EIU has carried out a bui lding Survey and commenced background research into the viability of a potential District Heating Scheme for Claremorris Town The survey has identified a suitable start point for the DHS which can accommodate boilers water storage tanks and biomass silo feed Marine Strategy - EIU is working with with key marine influencers and stakeholders to develop a new comprehensive Marine Strategy for Co Mayo The strategy aims to strike a balance between protecting our marine ecosystems and maximising the use and opportunity of this vast resource as a source of economic growth in a sustainable manner 115 Wave Energy Testing - Continued support and promotion of IWEDA 1 15 wave energy prototype developers in Co Mayo looking to establish a real sea test facility of Blacksod Bay Belmullet

bull Local Enter prise Office (LEO) A total of euro55000 was approved by the Evaluation amp Approvals Committee to support the growth of manufacturing enterprises in Mayo Irelands Best Young Entrepreneur Competition has been one of the main focuses over the past few months Extensive organisation on promotion and advertising the competition was undertaken in July August centred around reviewing applications short listing candidates and beginning the organisation of the next stages both at county level and regional level A Student Boot camp tailored to fostering entrepreneurship amongst young people was delivered in Ballina in July to encourage young people to view setting up their own business as a viable career opportunity It ran for a week and showed the participants the many varying aspects involved in setting up a business An information seminar on the national Trading Online Voucher scheme was delivered in August in Castlebar

Corporate Affairs bull The Council received sanction from Department of Environment

Community and Local Government on 1711 020 14 for appointment of two Directors of Services Following a national competition which attracted over four hundred applications the Public Appointments Service recommended applicants for the fi lling of posts in a number of Local Authorities In the case of Mayo the Public Appointments Service forwarded two recommendations for appointment as Directors of Services to Mayo County Council namely Mr Thomas Gilligan Corrandulla County Galway and Ms Joanne Grehan Swinford County Mayo and both will be taking up duty on 11102015

bull Work is completed on the short listing process for the 1600 applications received for General Operatives and interview boards will be arranged The actual numbers to be recruited from the panels when set up will be dependent on receipt of sanction from the Department of Environment Community and Local Government and availability of funding

bull Over 90 Gateway Participants remain employed by the Council bull Emergency responses including responses to fatal and serious Road

Traffic Collisions continued to be successfully implemented throughout the four Municipal Districts

bull A roof fall arrest safety system has been put in place at Aras an Contae Castlebar and roof remedial works and installation of energy reducing solar panels are at advanced stage of installation

bull The Health and Safety Authority investigation into the tragic death of the late Mr John Mc Nicholas RIP is ongoing Welfare and support services have been provided as appropriate by Mayo County Council

bull Work is completed on the short listing process for the 1600 applications received for General Operatives and interview boards will be arranged The actual numbers to be recruited from the panels when set up will be dependent on receipt of sanction from the Department of Environment Community and Local Government and availability of funding

Frenchport - A planning decision from An Bord Plemlla for a new pier extension is expected in October 2015 Tenders for the preparation of detailed design are currently been prepared The pier extension is also awaiting approval for a foreshore lease The pier extension and enhancement works will benefit existing local users for fi shing and recreation and deployment of rib boat type vessels to the Atlantic Marine Energy Test Site (AMETS) The total cost for the Frenchport pier works is euro660000 and is co-funded by the SEAl and Mayo County Council The works will be completed 2016 Mayo Renewable Power - MRP is currently under construction SISK are the main contractors for the development of this 42 MW Biomass Plant which is to be completed in summer 20] 7 The unit has a particular benefit in terms of attracting new data centres pharmaceutical and financial type enterprises to this location Renewable Energy and High speed US Fibre Optic connectivity is a massive opportunity for Mayo DRS - EIU has carried out a bui lding Survey and commenced background research into the viability of a potential District Heating Scheme for Claremorris Town The survey has identified a suitable start point for the DHS which can accommodate boilers water storage tanks and biomass silo feed Marine Strategy - EIU is working with with key marine influencers and stakeholders to develop a new comprehensive Marine Strategy for Co Mayo The strategy aims to strike a balance between protecting our marine ecosystems and maximising the use and opportunity of this vast resource as a source of economic growth in a sustainable manner 115 Wave Energy Testing - Continued support and promotion of IWEDA 1 15 wave energy prototype developers in Co Mayo looking to establish a real sea test facility of Blacksod Bay Belmullet

bull Local Enter prise Office (LEO) A total of euro55000 was approved by the Evaluation amp Approvals Committee to support the growth of manufacturing enterprises in Mayo Irelands Best Young Entrepreneur Competition has been one of the main focuses over the past few months Extensive organisation on promotion and advertising the competition was undertaken in July August centred around reviewing applications short listing candidates and beginning the organisation of the next stages both at county level and regional level A Student Boot camp tailored to fostering entrepreneurship amongst young people was delivered in Ballina in July to encourage young people to view setting up their own business as a viable career opportunity It ran for a week and showed the participants the many varying aspects involved in setting up a business An information seminar on the national Trading Online Voucher scheme was delivered in August in Castlebar

Community and Local Government on 1711 020 14 for appointment of two Directors of Services Following a national competition which attracted over four hundred applications the Public Appointments Service recommended applicants for the fi lling of posts in a number of Local Authorities In the case of Mayo the Public Appointments Service forwarded two recommendations for appointment as Directors of Services to Mayo County Council namely Mr Thomas Gilligan Corrandulla County Galway and Ms Joanne Grehan Swinford County Mayo and both will be taking up duty on 11102015

bull Work is completed on the short listing process for the 1600 applications received for General Operatives and interview boards will be arranged The actual numbers to be recruited from the panels when set up will be dependent on receipt of sanction from the Department of Environment Community and Local Government and availability of funding

bull Over 90 Gateway Participants remain employed by the Council bull Emergency responses including responses to fatal and serious Road

Traffic Collisions continued to be successfully implemented throughout the four Municipal Districts

bull A roof fall arrest safety system has been put in place at Aras an Contae Castlebar and roof remedial works and installation of energy reducing solar panels are at advanced stage of installation

bull The Health and Safety Authority investigation into the tragic death of the late Mr John Mc Nicholas RIP is ongoing Welfare and support services have been provided as appropriate by Mayo County Council
