The OILRISK project comprises the following work packa ges:

WP 1 - Project management and coordination , Kotka Maritime Research Centre

WP2 - Estimation of oil spill risks on nature values , University of Helsinki. The aim to assess the risk of a possible oil spill on the nature values in the Gulf of Finland and to investigate the possibilities to reduce the harmful effects of an oil spill on the environment by using appropriate oil combating measures.

WP3 - Development of web based tool for oil pollutio n risk management , University of Tartu. Estonian Marine Institute to be created to support the planning and practical implementation of oil combating measures. The map application combines the information on oil drifting and sensitive nature values.

WP4 - Developing operational tools to support onshor e oil combating , Centre for Economic Development, Transport and the Environment for Southeast Finland. The objective is to develop tools to support the operational oil combating decision making, in order to help the oil combating authorities and personnel choose the appropriate cleaning methods and plan the purchases for new cleaning equipment.

Key systems identified: Swedish Digital Miljöatlas, Finnish BORIS II, the Finnish/Estonian OILRISK.

All interested in the EnSaCo cooperation

None of them made any commitments on system adaptation or reconsideration of development plans

The new management group of the Swedish Digital Miljöatlas consider its mandate as primarily directed towards the users within the Swedish coastal County Administrations and to provide a relevant and reliable platform for national use

Other parties interested in exchange of sensitivity map layers and geo-databases on allocation of available response resources etc.

Different principles and classification scales for prioritization of protection needs may cause difficulties when trans-boundary scenarios are analysed and different sensitivity mapping systems are compared.

“Translation codes” may form a basis for a possible future harmonization of classification which is the objective of the third phase of the EnSaCo Environmental Atlas project

Regarding the fifth phase with the objective of development of a harmonized spatial database and manual, the findings so far indicates that it might be difficult to plant commitment/engagement within the owner and developer’s organisations to ensure that a complete internationally harmonized system can be realized within the ToR given.

Baltic Master II on June 9, 2010 concluded that “The consensus was that there was no real need (for harmonization) between countries and projects, but would perhaps needed within countries.”

Recommendations Future activities and focusBRISK primarily addressing open sea resources. EnSaCo may therefore provide important complementary comprehensive international information on shoreline recourses and sensitivity. The EnSaCo environmental atlas may also clarify the understanding of different sensitivity prioritization and to create “translation codes”and promote international exchange of different map layers of special interest. Such a focus is believed to gain the objective to ensure efficient an unbiased trans-boundary response prioritization.

Same type of GIS server client application system. It is recommended that the possibilities for this type of exchange and possible integration of common service application are further examined in the coming project phases.

HELCOM map and data services possibly may form a natural platform for compiling international data on shoreline sensitivity mapping and may successively include necessary basic functionality to serve as a common harmonized environmental atlas. Would gain a combined sensitivity mapping addressing both shoreline response and at sea response.It is recommended to further investigate if the HELCOM map and data services may provide a feasible platform for a successive development of a harmonised shoreline oil spill environmental atlas.
