Introduction

S ince 1993, the School of Continuing and Professional Education and the Occupational Safety and Health Council have been offering courses in occupational safety and health. To date, more than 1,400 safety professionals have been trained.

To comply with the Factories and Industrial Undertakings (Safety Management) Regulation, certain workplaces are required to develop, implement and maintain an effective safety management system to administer occupational safety and health. To ensure that the system is effectively maintained, proprietors and contractors are required to appoint a registered safety auditor to conduct regular safety audits.

The City University of Hong Kong is a registered safety auditor training scheme operator to offer training for qualifi ed safety personnel to become registered safety auditors.

Programme StructureThe programme comprises 3 parts:

Part A : Safety Management (36 hours)

Part B : Safety Auditing (48 hours)

Part C : Safety Auditing Project (48 hours, including 9-hr tutorial session)

Programme ObjectiveThe objective of the Programme is to provide Safety Offi cers with theoretical and practical training as a foundation for them to acquire the competence and skills required for conducting safety audits effi ciently and effectively under the Factories and Industrial Undertakings (Safety Management) Regulation.

Programme OutlinePart A: Safety ManagementThis module is designed to equip the participants with knowledge in safety management so that they would be able to identify the key safety elements and their functions in an effective safety management system, and also to appraise the safety concepts of behaviour-based safety and bench-marking.

Part B: Safety AuditingThis module introduces a number of commonly use proprietary safety audit system, the auditing methodology, auditing technique and reporting. The participants will be able to develop a safety audit system for in-house use, plan and conduct a safety audit.

Part C: Safety Auditing ProjectThis module is to give the participants the opportunity to apply the knowledge they learnt to a workplace situation. It enables them to acquire more practicable experience in safety auditing. They have to plan and conduct a safety audit in assessing the effectiveness of a safety management system in an organization, report on the effectiveness of its safety management system and make suggestions for improvement to the top management of an organization.

Admission RequirementsApplicants must have completed a recognized safety course at certifi cate level. Preference will be given to Registered Safety Offi cers with several years of post registration experience in safety management.

Assessment and AwardParts A and Part B are assessed by an examination. Part C will be assessed by two audit reports and an oral presentation. The passing mark is 60%. Participants who have achieved a minimum of 80% attendance and passed all 3 parts will be awarded a Continuing Education Certifi cate in Safety Auditing by the City University of Hong Kong.

Medium of TeachingThe programme is conducted in Cantonese, supplemented by English terminology. Course materials and assessments will be in English.

Programme Management and MonitoringIt is administered by the School of Continuing and Professional Education (SCOPE), the teaching of the programme is co-ordinated by Occupational Safety and Health Council and monitored by a Programme Committee. Lecturers are experienced practicing safety consultants and senior ex-government offi cers in-charge of occupational safety and health. Representatives from the Hong Kong Labour Department will be invited to attend the Examining Committee meeting.

ExemptionExemption from the attendance requirement of “Part A – Safety Management” will be granted to those who have completed the Continuing Education Certifi cate in Occupational Safety and Health or the Continuing Education Diploma in Occupational Safety and Health Practices in Year 2005 onward. However, it is advisable to take the full programme to ensure a better chance of success in the course.

The programme will go through normal selection process. Admissions are subject to availability of places and selection criteria. Applications meeting the minimum admission requirements are not guaranteed direct entry to the programme. Applicants may be invited for admission interviews if necessary. For entry requirements, please refer to specific programme descriptions. Participants will receive an acknowledgement for course enrolment. Please contact SCOPE if you do not receive any notification one week before course commencement. Application Guide 報名指引

Please send your duly completed application form, together with copies of education certificates and application fee to School of Continuing and Professional Education (SCOPE), City University of Hong Kong, 83 Tat Chee Avenue, Kowloon.請填妥報名表格連同有關學歷證明副本及報名費寄往「九龍達之路香港城市大學專業進修學院」收。

The programme will go through normal selection process. Admissions are subject to availability of places and selection criteria. Applications meeting the minimum admission requirements are not guaranteed direct entry to the programme. Applicants may be invited for admission interviews if necessary. For entry requirements, please refer to specific programme descriptions. Participants will receive an acknowledgement for course enrolment. Please contact SCOPE if you do not receive any notification one week before course commencement. Unless otherwise notified, participants should go to the class at the time and venue specified in the acknowledgement.本院將根據既定的收生程序進行甄選工作。取錄與否需視乎學額及甄選結果而定。申請人即使符合最低入學要求，也不一定被取錄。如有需要，本院會邀請個別

Upon admission to the programme, applicants are required to provide originals of certificates and supporting documents for verification.入學前，申請人需要提供學歷證明文件之正本以供核實。

SCOPE reserves the rights not to admit an applicant. Places allocated in each class are not transferable. Fees are not refundable or transferable. 學院保留最終取錄與否之權利。各課程之學額不可轉讓他人。所繳學費將不可退還及轉讓他人。

SCOPE reserves the rights to alter programme details such as date, time, venue and instructor as well as to cancel programmes.學院保留更改上課日期、時間、地點、導師及取消課程的權利。

Non-local applicants are defined as persons entering Hong Kong for purpose of education with a student visa or entry permit issued by the Immigration Department of the HKSAR Government.
