ENHANCEMENT OF PROPERTY TAX USING GIS TECHNIQUES
IN SHAKARPUR(EAST DELHI MUNICIPAL CORPORATION OF DELHI)

OBJECTIVE
The main objective of this study is to demonstrate the role of Geographic Information System (GIS), in enhancing property tax and also to find out the tax defaulter

TAX
Tax is a financial charge or other levy imposed upon a legal entity by a state or the functional equivalent of a state to fund various public expenditures.
TYPES OF TAXES Taxes on income Taxes on goods &services Taxes on property
PURPOSE OF TAX To raise revenue to fund government. It include in the expenditure on economic infracturse road, public
transportation, sanitation legal system etc.
MUNICIPAL CORPORATION OF DELHI
The Municipal Corporation of Delhi (MCD) is an autonomous body that governs 8 of the 11 districts of Delhi, India.
It is one of three municipal corporations in the Capital, the others being New Delhi Municipal Council, and Delhi Cantonment Board.
The MCD is among the largest municipal bodies in the world providing civic services to more than estimated population of 11 million citizens in the capital city.

Mainly MCD is divided in three zones namely North, South and East.

As a custodian of the data inherited from DSSDI project GSDL under the Delhi Geospatial Data Infrastructure Act 2012 is mandated for: Data Creation and Updating Facilitating Data Access to the Departments Development of Value Added Services Usage of data for the Benefit of Citizens
GEOSPATIAL DELHI LIMITED (GSDL)
GSDL has a team of professionals who have knowledge and experience in the fields of municipal property tax assessment integrated by Geographic Information Systems.
Geographical Information collected from the Field survey of the properties as well as the 3D spatial informations inherited from the DSSDI project is made available to the MCD through the Delhi Geo-Portal.
DSSDI- Delhi State Spatial Data Infrastructure, is a project initiated by Survey Of India(SOI) as a 3D GIS solution including generation of a large-scale base map to cover the state of NCT of Delhi( 1500 sq. kms)
Joint Validation of the DSSDI data and the MCD ledger is made to get the required accurate information of the properties and the information of the tax paid history thereof.

•Initiated by Survey of India (SOI) as a 3D GIS solution includes
•Large-scale base map (1:2000) •Aerial photographs obtained in 2007•Project Handed Over to GSDL 2012
• Foremost step was the mapping of all the over ground, underground infrastructure, facilities and creating a database of the same. • The data has already been mapped in the DSSDI project at a scale of 1:2000 by national mapping agency (Survey of India).

NCT of Delhi.Delhi Geo-Portal, helps the users of the line departments to get the solution of

MANAGEMENT INFORMATION SYSTEM AND GEOINFORMATION SYSTEM
• An Integrated approach to both GIS and MIS is being used here.• Using MIS, we collect the personal information that is
required for finding out the defaulters, while using GIS we have the geological details such as location, area coverage, etc.
SCOPE OF THE PROPOSED WORK
Scope of work involves joint validation of the DSSDI data with EDMC ledger data to find defaulters (listing of properties not covered in taxation) and subsequently to generate Unique Property ID on all property parcels of Delhi.

DATA SOURCE
SATELLITE IMAGE :WorldView-2 satellite sensor, launched October 8, 2009, provides 0.46m Panchromatic (B&W) mono and stereo satellite image data.
MCD DATA : MCD(Municipal corporation of Delhi)provide excel data. In the excel data they give the entire information of the Shakarpur area with one by one building information like (occupant name, building id ,DSSDI ,floor num etc)
SOFTWARE INFORMATION: arcGIS 10.2.2 is used for analyzing the satellite image and MCD excel data

The Main Process are Involved:
• Identification of DSSDI Buildings and Building units database with MCD Ledger.
• Identification of missing Buildings and building units data in MCD ledger that is
available in DSSDI database.
• Digitization of tax paid history from MCD ledger and updated in the DSSDI data.
• Updating of online tax payer information to DSSDI database.
• Preparation of final tax payers status list with the combination of DSSDI building
• unit data, MCD Ledger and Online Tax payers.
• Preparation of Block wise / Colony wise map which can be visualized easily for tax payer location

Preparation of final tax payers’ status list and layouts with the combination of property data of GSDL (DSSDI Buildings and Building units), EDMC Ledger and Online Tax payer data.Preparation of Block wise / Colony wise maps which can geospatially visualized tax payer information with location.
GEOCODING
Geocoding is the process of transforming a description of a location—such as a pair of coordinates, an address, or a name of a place—to a location on the earth's surface.
The types of locations that you can search for, include points of interest or names from a gazetteer, like mountains, bridges, and stores; coordinates based on latitude and longitude or other reference system
Geocoding is the process which is used for cross checking building DSSDI id for QC. It is one of the best process for generating point and give accurate result.
the Geocode tool where the process of assigning location to address to that they can be placed as points on a map, similar to putting pins on a paper map, and analysed with other spatial data.
Through this we can know through the score if 100% given that means the points match’s & if 0% which means some kind of error has done.
By doing this we get to know who paid & not paid tax. After spatial joining and sorting of data, analysis is done on each and every individual
record to identify the following points and final spatial map with list of the individuals are generated.

FINAL OUTPUT
PHASE II:Ground Validation/Field Survey A full pledged ground validation of property data (door to door) will be
carried out to obtain property information on Single-family dwellings, multi-tenant dwellings, and commercial entities apartment complex/business complex inventories.

Analysis & Results
The Methodology shows that the features created during joint validation are valid to participate in the analysis along with existing database.
A new file is created to enhance the inputs from property data of GSDL (DSSDI Buildings and Building units) EDMC Ledger and online taxpayers.
This database population involves two stages. Firstly, the fields in the geo-database (BUILD_ID, D.H.S No., OCCUPANT,
Locality, etc.) are populated.Secondly, the fields of the external database (External Database entry) are filled with
respective attribute data. For that spatial joining functions are used to correlate ledger data with property data of GSDL (DSSDI Buildings and Building units)
CONCLUSION
• DSSDI project was an outcome of a pilot project , of GNTCD Government of NCT of Delhi Company, on GIS in shakarpur area, Delhi.
• The project has proven to be of immense usefulness, especially the GIS databases, for various applications for Government of Delhi.
• It has enabled change detection on real time as occurring on the ground. DSSDI project help MCD to accruing full information of an area and provide information to MCD about the tax payers and defaulters .
• These information is used for field survey and provide notice to the defaulters.• By the identifying and matching of information of the MCD data and GSDL data mcd can get
accurate information of tax payers and defaulters .• Through these information MCD can take strict information on defaulters.
