    off track again. And then, of course, climate change

    has come in and that's made it more difficult to grow

    The Global Hunger Index is prepared by three

    private organizations based in Germany, the United

    States and Ireland.

    The latest report says twenty-nine countries have

    levels of hunger that are considered "alarming."

    The biggest increases were found in the Democratic

    Republic of Congo.

    The report says hunger has risen by more than sixty-

    five percent since nineteen ninety because of conflict

    and political insecurity.

    And Caroline Hurford says Congo is not alone.

    CAROLINE HURFORD: "Clearly conflict is a huge

    problem as far as the actual growing of produce and

    crops is concerned. People can't necessarily tend

    their fields if they are always being chased away by

    armed rebels."

    A separate report says twenty-two countries have

    Twenty percent of the world's hungry live in these

    countries, most of which are in Africa.

    That report is from the U.N. Food and Agriculture

    Organization and the World Food Program.

    They say new policies are needed to deal with theselong-term crises.

    Peter Smerdon at the World Food Program says

    emergency aid must include development assistance.

    PETER SMERDON: "You have to do both things.

    You have to do both development and emergency

    assistance to keep people alive to reverse thesituation.

    Otherwise, you're just going to be stuck in a

    protracted crisis, and have to keep trying to put out

    the fire. But you're not actually changing the

    structure of the crisis at all."

    Children living in a cocoa-producing village near the

    town of Oume, Ivory Coast.

    This is the VOA Special English Agriculture Report.

    Chocolate comes from cocoa beans, and more than

    half of those beans come from two countries in West

    Africa.

    . But the situation is not all sweetness for poor cocoa

    farmers in Ivory Coast and neighboring Ghana.

    The United States has announced ten million dollars

    for renewed efforts to end the worst forms of child

    labor in the cocoa industry in those countries.

    The grant will support efforts to reduce poverty so

    parents do not have to depend on the labor of their

    children.

    Another aim is to give children more access to

    education.

    The money will go toward a new "Framework of

    Action" related to an international agreement from

    two thousand one.

    That agreement is called the Harkin-Engel Protocol.

    Elliott Engel led negotiations with the chocolate and

    cocoa industries.

    The Department of Labor announced the grant in

    September, along with seven million dollars

    promised by the international cocoa industry.

    The governments of Ghana and Ivory Coast have

    also promised resources and policy support for the

    new efforts.

    Kevin Willcutts is an official in the Labor

    Department's Office of Child Labor.

    KEVIN WILLCUTTS: "Were at a point in timewhen we think we have a real opportunity because

    with the signing of this joint declaration, the parties

    are coming together and saying that we share a

    common commitment to address the situation and to

    offer children better hope for the future through

    education."

    Daan de Vries is with Utz Certified, a program that

    tries to create a fair marketplace for agricultural

    products.

    Mr. de Vries says some crops are grown closer to

    cities because they must be processed quickly.

    But he says crops like cocoa and coffee are often

    grown in very rural areas with more poverty and less

    enforcement of rules.

    unwillingness to act that I think is driven by the

    business proposition of getting cheap child labor to

    produce the cocoa for quite some time. And that is a

    major challenge."

    Larry Graham, president of the National

    Confectioners Association in Washington,

    represented industry groups at the launch of the

    framework.

    He said "Our industry is fully committed to helping

    even more cocoa farming families through this

    innovative partnership."

    Ivory Coast is the world's largest cocoa grower. But

    the country has been split in half since a failed

    overthrow in two thousand two led to armed

    conflict.

    A long-delayed presidential election is set for this

    Sunday.

    A neighborhood barbershop might seem to some

    Americans like a thing of the past.

    Today men often get their hair cut at the same salons

    as women.

    But the traditional barbershop still holds a special

    place in black culture.

    A barbershop is a place of trust where men can talk

    about things they might not want women to hear.

    This is why black-owned barbershops increasingly

    offer more than just a haircut.

    Men also receive health education and testing that

    could save their life.

    Right now a program called the Black Barbershop

    Health Outreach Program is traveling to fifty cities

    across the United States.

    A doctor started the program in California in two

    thousand seven.

    It tests men for diabetes, high blood pressure and

    other conditions, and provides information about how

    to stay healthy.

    Black men are three times more likely than white

    men in the United States to die from high blood

    pressure, also known as hypertension..

    They are also more likely to get diabetes.

    A new study has examined the barbershop health-

    care model in Dallas, Texas.

    The study involved about one thousand three hundred

    customers at seventeen black barbershops.

    Researchers had the barbers at eight of the shops

    continue to just give haircuts.

    The other barbers learned how to measure bloodpressure and offered it with every haircut.

    If a customer had a high blood pressure, the barber

    would intervene.

    The customer would be urged to see a doctor.

    If the man did not have a doctor, then a visit to one

    would be set up.

    Customers who went to a doctor would get their next

    haircut free of charge.

    The study lasted ten months.

    All of the men had their blood pressure taken at the

    start.

    They also received educational materials about

    hypertension.

    The study found that blood pressure rates decreased

    at the shops where the barbers intervened and also at

    those where they did not.

    But the difference was in the amount.

    Twenty percent of the men who were urged to see adoctor got their blood pressure down to a healthy

    level.

    So did only eleven percent of the men who just got

    haircuts.

    Researchers from the Cedars-Sinai Heart Institute in

    Los Angeles did the study, reported in the Archivesof Internal Medicine.

    Doctor Ronald Victor, the study leader, says barbers

    historically were members of the medical profession.

    So he thinks it makes a lot of sense for today's

    barbers to act as "health care extenders" by

    sharpening their skills.

    Inspections at Apple's Suppliers in China

    This is the VOA Special English Technology

    A labor group has begun investigating working

    conditions at the Chinese factories where many

    Apple products are made.Apple officials ordered the

    investigation after the New York Times newspaper

    described poor working conditions at the factories.

    The Foxconn Technology Group owns the

    manufacturing centers in Shenzhen, Chengdu and

    Zhengzhou.

    Angela Cornell is a professor at the Cornell Law

    School in Ithaca, New York. She says many issues

    were raised last year after a number of suicides at the

    Foxconn factories.

    One issue is the number of hours that employees are

    required to work. Other concerns are pay, livingconditions and even reports of violence against

    workers.

    The New York Times reported that employees

    sometimes worked seven days a week. The

    newspaper said some stood so long that they had

    Scientists, Engineers Help Elementary School

    Teachers

    This is the VOA Special English Education Report.

    A program in the United States brings scientists andengineers into elementary schools to teach teachers

    more about how to teach science.

    DAVE WEISS: "Welcome to science class. So good

    to see you guys today."

    Dave Weiss is a retired engineer. One day each week

    he volunteers at Georgian Forest Elementary Schoolin Silver Spring, Maryland, near Washington.

    DAVE WEISS: "But the experiment we're going to

    do, we want to keep all of our variables constant."

    He works with teacher Fred Tenyke on science

    projects for ten-year-olds.

    DAVE WEISS: "Fred is so enthusiastic and he's so

    much fun with the kids. I can see that he really loves

    what he's doing. I get as much pleasure from helping

    the teachers as I do helping the students."

    Student Jada Lockwood she says enjoys Mr. Weiss'

    visits to her classroom. She likes the drawings he

    uses to explain scientific ideas.

    JADA LOCKWOOD: "Mr. Weiss, like, he would goin the back and draw, like, these pictures and, like,

    he helps us a lot."

    The American Association for the Advancement of

    Science sponsors the Senior Scientists and Engineers

    program. Dave Weiss has been a volunteer in that

    program for many years. The scientists and

    engineers help teachers in elementary schools

    improve their skills.

    Mr. Weiss says he and the other volunteers help

    teachers by providing hands-on expertise.

    DAVE WEISS: "In this experiment, I think it might

    be confusing to the kids that we're dealing with two

    masses."

    He notes that science is an area in which many

    elementary school teachers have limited experience.

    DAVE WEISS: "In elementary school, for the most

    part, your regular classroom teacher is responsible

    for teaching science, along with reading and math,

    and if they don't have a strong science background,

    just by nature, they're going to tend to

    underrepresent science in the curriculum."

    Fred Tenyke agrees. He just started teaching science

    classes a few months ago.

    FRED TENYKE: "A lot of time I'll spit out

    information I learned in the book, or things that are

    part of the curriculum. Dave helps me learn how to

    supplement that information so that it's more

    relevant to them, so that it will be more relevant to

    their work experience later on in life."

    American fifteen-year-olds scored about average in

    science among countries that took part in testing by

    the OECD in two thousand nine. The OECD is the

    Organization for Economic Cooperation and

    Development.

    Dave Weiss says he is concerned about such results,

    but hopeful for the future for American students

    learning science.

    DAVE WEISS: "In elementary school I try to just

    give them a solid foundation. I hope they'll develop a

    curiosity about what's going on around them."

    Fred Tenkye thinks volunteers like Dave Weiss are

    helping students do that.

    FRED TENYKE: "And if you can develop a passion

    for science, then eventually the grades and the test

    scores, then that will follow."

    Divided by a Common Language

    English is a common language for business, but

    communication is not just about language

    This is the VOA Special English Economics Report.

    Business is the most popular subject for international

    students in the United States. At last count, twenty-

    one percent of foreign students at American colleges

    and universities were studying business and

    management.

    The Institute of International Education in New

    York says engineering is the second most popular

    Thomas Coss is a professor of marketing and

    business at the University of Richmond in

    Virginia. He says international students who want to

    study business need to have good English skills -

    and not just to study at his school.

    THOMAS COSS: "At least among business

    schools, more and more worldwide are requiring that

    their students take English, and they are teaching

    more in English."

    But the world has more non-native speakers of

    English than native speakers. As a result, Americans

    working with foreign companies may need to learn

    some new English skills themselves.

    At the University of Richmond, teams of graduate

    students work with companies seeking to enter the

    American market.The students learn about writing

    market entry studies. The reports are written in

    English. But Professor Coss tells his students to

    consider who will read them.

    THOMAS COSS: "My students have to write the

    report in such a way that it can be understood by

    someone who is an English speaker but not a native

    English speaker."

    For example, he tells his students to avoid jargon

    and other specialized terms that people might notknow in their own language. This can be good

    advice even when writing for other native speakers.

    But effective communication involves more than just

    local behaviors in everything from simple

    workers to speak English is becoming more

    important to companies looking to move operations

    to other countries. Or, as she puts it, to "off-source."

    KAY WESTERFIELD: "While cost remains a major

    factor in decisions about where to off-source, the

    quality of the labor pool is gaining importance, and

    this includes English language skills."

    Also, she says English skills often provide a

    competitive edge for business students when they

    seek jobs.

    KAY WESTERFIELD: "As one business student in

    West Africa put it, 'English is a lifeline.'"

    Each year, Americans throw away millions of tons of

    electronic devices.

    That means business is good for a small electronics

    recycler in Chantilly, Virginia

    Company President Jeremy Faber established PCRecycler.

    He spoke to us from the floor of his companys

    processing center.

    Workers were busy taking apart televisions, cell

    phones and computers -- anything electronic.

    Jeremy Faber says the flow of discarded electronics is

    only increasing.

    Newer devices can be rebuilt and resold.

    . Breaking down electronics into small parts forrefiners to melt and purify is another part of the

    Operations Manager Andrew Portare says computer

    circuit boards are rich resources.

    ANDREW PORTARE: Boards have the highest

    scrap value in them so you can actually see on theback youre looking at different types of metals. This

    one is a really good example. Some of the older ones

    are mainly all gold.

    Gold now sells for more than one thousand three

    hundred dollars an ounce.

    Twenty-five percent of PC Recyclers sales comefrom selling parts to refiners.

    Refining companies pay more than ten dollars a

    kilogram for computer boards.

    PC Recycler can also lift profits by holding metal-

    rich parts until prices rise.

    can ship all of our copper extract and capitalize on

    the market.

    And securing that data is the fastest growing part of

    PC Recycler's business.

    Completely removing data from a computer hard

    drive is not easy.

    PC Recycler can remove data magnetically orcompletely destroy and recycle the drives.

    Discarding waste in a way that meets government

    environmental protection rules is also important.

    Old TVs can contain over a kilogram of lead as well

    as cadmium -- both highly poisonous.

    PC Recycler supports the Basel Action Network,

    which seeks to limit harmful waste and technology.

    The company says it does not export electronics to

    China, India or Africa where environmental rules are

    weak.

    Jeremy Faber says PC Recycler has been in businesssince two thousand three, expanding from waste

    management to other, more technical services.

    industries out there that are like this.

    The International Primary Curriculum is an idea that

    began in Britain eight years ago. Today this

    curriculum is taught in more than one thousand

    primary schools in fifty-eight countries, including

    the United States.

    Educator Martin Skelton co-wrote the International

    Primary Curriculum, or IPC. He says for children to

    learn and succeed, they need a program that permits

    them to learn individually.

    MARTIN SKELTON: Our view is the teachers

    should be thinking about their kids in their class and

    why they are not learning and trying to work out

    what they are going to be doing tomorrow to help

    individual kids learn much better.

    He says the idea with the curriculum is to help

    today's children become good citizens of the world

    and twenty-first century leaders.

    MARTIN SKELTON: Most world problems are

    going to be solved internationally now. I mean no

    single country is going to solve the environment or

    terrorism. It's a multi-cooperational activity.

    Mr. Skelton says the curriculum has activities built

    around the development of "international

    mindedness" starting from the age of five.

    MARTIN SKELTON: We encourage the kids to

    make links with schools in other countries, and then

    of course things like Skype now make that

    fantastically easy to do.

    The British American School of Los Angeles is one

    of a few American private schools that teach the

    International Primary Curriculum. Second grade

    teacher Alison Kerr says the main goal is to engage

    children in the learning process. This term, for

    example, her class is learning about people

    important in history.

    ALLISON KERR: I got the children to come in

    secret and dress up with several clues of a famous

    person. They had to research and bring us ten written

    clues and the rest of the class had to guess who thesesignificant people were. So the children do not

    simply just do the same worksheet type of format

    every single time.

    Day. Emma Northey, head of primary learning at the

    school, says fifty-one nationalities were

    represented. She described one activity designed to

    teach about similarities between different cultures.

    EMMA NORTHEY: "The children were each given

    a passport. They basically knew that they were going

    around the world in a day and we said to them: You

    have to come back with two similarities that you had

    seen between the different culturesEven the three-

    year-olds came back to me saying: Gosh, you know

    everybody writes. Some people write going down.

    Some people write from left to right, some fromright to left.

    Another educator, Kate Foy of the British School in

    Washington, says the teacher's role is to enable

    students to discover for themselves.

    KATE FOY: And you kind of have to sit back a

    little bit. You have to make sure youre asking theright questions. You maneuver yourself around the

    classroom and enable the children to learn as

    opposed to telling them.

    Technology experts, government officials, policy

    makers and engineers are meeting this week in

    Italy. They have gathered in Rome for the first

    Green Standards Week conference.

    Italys Ministry of Economic Development and the

    International Telecommunications Union organized

    the conference. The event calls attention to the needfor information and communication technologies to

    fight climate change and to build greener, more

    environmentally friendly economies.

    In recent years, the world has changed because so

    many people now use computers, mobile phones and

    other kinds of electronic devices. But the increasing

    use of information and communication technologies,also known as ICTs, also has led to more pollution,

    especially greenhouse gas emissions. This is mostly

    because of the energy used to manufacture, transport

    and operate such equipment. Still, many experts say

    ICTs offer the best chance for reducing greenhouse

    The Global Information Society Watch reported last

    year that ICTs could help to cut total production of

    greenhouse gases by as much as fifteen percent by

    twenty twenty.

    Alan Finlay is with the Association for Progressive

    Communications. He also helped to prepare the

    GISWatch report. He says the effect of using ICTs to

    build cleaner environments is far more powerful than

    their harmful effects.

    ALAN FINLAY: When youre look at greening

    with ITs, youre looking at the impact of ICTs on the

    environment but also what ICTs can be used in order

    to improve the impact of other industries on the

    environment. And I think the overwhelming

    consensus is that you cant throw the baby out with

    the bath water. And ICTs can do more good in a sort

    of macro context.

    Mr. Finlay says the GISWatch report and events like

    the ITUs Green Standards Week are meant to look

    at the ICT industry as a whole.

    ALAN FINLAY: To our mind you cant really

    divorce issues like e-waste --- which you see the

    massive negative consequences in Asia for instance,

    and direct impact on poor peoples lives and well

    being --- from the equation. So, both need to be

    looked at the same time.

    This is the VOA Special English Economics Report.

    The chief executive who presented the latest, and

    coolest, electronics to the world has stepped

    down. Steve Jobs announced his resignation as head

    of Apple in a letter last week.

    He wrote: I have always said if there ever came a

    day when I could no longer meet my duties and

    expectations as Apples CEO, I would be the first to

    let you know. Unfortunately, that day has come.

    Steve Jobs and Steve Wozniak started Apple

    Computer in nineteen seventy-six. The company

    sold a new kind of electronic device: the personal

    computer. Apple Computer grew more quickly than

    anyone could have imagined.

    In nineteen eighty-five, however, Steve Jobs

    resigned after disputes with managers who had been

    brought in to direct business operations. He soon

    started his own software company, NeXT, and

    bought a computer animation studio. The Pixar

    movie studio would go on to create movies like Toy

    Story and Finding Nemo. They are two of the most

    successful animated films ever made.

    Apple struggled during the nineteen nineties. Many

    products failed. The company began losing money

    and its stock price sank. In nineteen ninety-seven,

    Apple bought NeXT and brought back Steve Jobs.

    Apple used software developed at NeXT to create

    the Mac OS computer operating system. The nextyear, Apple became profitable. And a series of

    highly successful products followed. In two

    thousand one, Apple released the iPod, a digital

    music player. The iPhone arrived in two thousand

    seven.

    Apple has also been a leader in online

    marketing. The iTunes Music Store sells songs for

    download. The App Store sells applications for

    computers and mobile devices.

    As Steve Jobs has noted, trial and error has always

    Steve Jobs is closely linked with the success of

    Apple. Investors were scared when he announced he

    had an operation for pancreatic cancer in two

    thousand four.

    His decision to leave comes as Apple continues to

    release winning products. Apple sold over four and a

    half million iPads in the first three months of this

    year. The company holds the largest share of the

    growing tablet computer market.

    On August ninth, Apple first passed Exxon Mobil

    Corporation to become the most valuable publicly

    traded company in the world. Since then the two

    companies have traded the lead.

    President Obama is welcomed to a G-20 dinner in

    Seoul on Thursday

    This is IN THE NEWS in VOA Special English.

    Leaders of the world's twenty largest economies met

    this week in Seoul, South Korea. They agreed to try

    to let market forces drive currency exchange

    rates. Their declaration Friday also promised to

    avoid competitive devaluation of currencies.

    A weaker currency lowers the price of a country's

    exports. That angers other exporters with stronger

    currencies, and it can lead to so-called currency

    wars.

    Leaders from the Group of 20 urged "advanced

    economies" to guard against disorderly movements

    in exchange rates. At the same time, they rejected

    the idea of setting target amounts for national trade

    balances.

    The United States and South Korea supported the

    idea. Others, including China, Germany and Japan,

    opposed it.

    Instead, the leaders said they will order their finance

    ministers to develop a set of "indicative guidelines"

    After two days in Seoul, President Obama arrived in

    Japan. Leaders of APEC, the Asia-Pacific Economic

    Cooperation group, are meeting Saturday and

    Sunday in Yokohama.

    The United States is leading the effort for a Trans-

    Pacific Partnership. This would cut import taxes for

    nine countries, including Japan. But Japanese

    farmers are fiercely opposed.

    Last week, the United States central bank announced

    a plan to pump more money into the economy to

    support growth.Some Asian leaders and economists

    say the plan by the Federal Reserve could send a

    flood of dollars into Asia. They say prices could rise

    quickly and form "bubbles," whose collapse could

    cause another financial crisis.

    Japan is the last stop on President Obama's ten-day

    trip to Asia. In India, he became the first American

    president to openly support a permanent seat for that

    country on the United Nations Security Council.

    He also visited Indonesia, where he spent four years

    as a boy.

    This is the VOA Special English Economics Report.

    Here are some of the top economic stories of two

    thousand ten. The world continued to struggle with a

    slow recovery from the financial crisis two years

    earlier. Greece admitted to bigger-than-expected

    budget deficits. Investors punished Greece with

    much higher borrowing costs. The sixteen countries

    that use the euro joined the International Monetary

    Fund in offering loans of about one hundred forty

    billion dollars in May.

    But, Greece had to agree to deeply cut government

    spending. Some demonstrations against the measures

    turned violent.

    And debt problems extended beyond Greece. Ireland

    asked euro-area members and the IMF for help last

    month. Its rescue was even bigger, considering the

    size of the Irish economy.
