RTÉ is proud to be Ireland’s PublicService Broadcaster that sets and meetsstandards to the highest levels ofaccountability. As part of this processRTÉ publishes an annual Statement ofCommitments to its audience –commitments which can be independentlyassessed at the end of each year.
The Statement of Commitments reflects RTÉ’sresponsibilities as outlined in the Public ServiceBroadcasting Charter published by the Minister forCommunications, Marine and Natural Resources inJune 2004. The purpose of the Charter is to providean understanding to the people of Ireland of what isexpected of RTÉ in return for the significant publicfunds provided to it from the proceeds of theLicence Fee. RTÉ details, in its Annual Report, howeach commitment has been met; this document isavailable on the organisation’s website.
In response to the Charter the RTÉ Authoritypublished Guiding Principles – Implementing thePublic Service Broadcasting Charter which detailsthe core values and goals of the organisation and anoutline plan, by each division of the organisation, forachieving the goals over the period 2004-2007.These plans will be updated annually and will alsobe reflected in the Statement of Commitments.

As a direct result of recent increases in the Licence Feethere has been a significant increase in investment inhome produced television programming; this hasbecome apparent to viewers with a significant amountof new material enhancing the RTÉ Television schedules.The following tables indicate some of thesedevelopments.

As a result of this investment and new programmingfocus there is an increase in audience reaction andappreciation. For example, there was a significantgrowth in RTÉ Television's National All Day and NationalPeaktime Share in Autumn 2004.
RTÉ Television is committed to continuing this focus onhome production; it is clearly what the audiences want.There will also be a focus on quality improvement in2005.

RTÉ Radio’s role is to tell the story of a changing Irelandthrough continuing conversations with its listeners andthrough the rich and varied mix of archive and new material.Day by day, the four channels aim to be the essentialcheckpoints for news, information and insights into allaspects of life as currently lived whether the forum is politics,culture, sport, entertainment or other. The RTÉ RadioCommitments for 2005 will broaden the channels’ appealand deepen their engagement with the audience. Each year,RTÉ Radio reaches out to new listeners, and the priorities for2005 build on the commitments fulfilled over the past twoyears.

The RTÉ News and CurrentAffairs Division providesprogramming and material toRTÉ Television, RTÉ Radio andRTÉ Publishing to allow theseDivisions meet theircommitments to provideappropriate news services.
In its publication GuidingPrinciples – Implementing thePublic Service BroadcastingCharter the RTÉ Authority identifyone of the three core values ofthe organisation as:• being Ireland’s premier,

Research shows that RTÉ One Television and RTÉ Radio 1 are the stations to whichpeople in Ireland turn for News of key events and at times of national significance. Thisgives these channels a particular responsibility in terms of their high quality News andCurrent Affairs. The other channels, RTÉ Two, RTÉ 2fm, RTÉ lyric fm and RTÉ Raidiona Gaeltachta, also provide a first class News service tailored to their specific audiencesand will continue to do so during 2005.
During 2005 the RTÉ Performing Groups will give a total of 185 public performances.
