OVERVIEW
Overview
This report is for Engineering Services activities for March/April 2015. Please note that references to the March/April 2015 reporting period cover the period 14 March 2015 to 17 April 2015. Significant items in this period include:
Progress over the period has been strong with an increased expenditure rate over the period. The
Program expenditure is currently behind the expected budget and it is forecast that only 85% of the total Capital Program will be expended.
Good progress has been made actioning Civil Operations client requests. Roadside slashing and unsealed road grading have been in the highest demand.
The incorporation of fine clayey gravels as binder into the coarse gravels on unsealed roads is being undertaken where needed; good results are being achieved. This better quality gravel is providing a longer time interval between maintenance grading and a more stable running surface.
Scoping and planning for the 2015/2016 Resurfacing Program are in progress with works planned to commence in July 2015.
An intensive scope of tree trimming to improve flow capacity in open drains in the East and South Mackay areas is in progress. Works on the Gable, Creal and Chain Street drains have been completed and further special maintenance works are scheduled.
Major bridge rehabilitation works on O’Shea’s Road Bridge has been completed. Rehabilitation works are scheduled to commence on Bells Creek Bridge on Munburra Road in June 2015.

CIVIL PROJECTS
Program
Comments
Current Program expenditure is approximately 66%. Forecast capital expenditure remains at approximately $40M or 85% of the Program figure.
The period saw an increase in expenditure rate. The period saw the completion of:
a) The Paradise Street Footpath (Webberley to New Shopping Centre) b) Silingardies Road Improvement c) Jubilee Park Upgrade d) Willets Road Car Park Improvements
The Cross City Footpath (Juliet Street to Victoria Street) was due to be completed in the period but this did not occur. A section of asphalt footpath and a commercial driveway remain: these should be completed mid-May 2015.
The status of other Projects in progress follows: a) Heaths Road Access (access to the new soccer fields) – To limit disruption to Glenella traffic, a side track
was constructed along the Glenella Connection Road to allow two-way traffic to continue at all times. This has greatly reduced the impact on motorists. The Council crew has placed half of the culverts across Glenella Connection Road and are currently undertaking pavement works for the intersection of the new road connection to the soccer fields. The bulk earthworks off Heaths Road have also commenced. The area is relatively low lying and is susceptible to moisture taking long periods to dry out. Small amounts of rainfall will impact significantly until pavement works are in place.
b) Repair to the Main Drain along Bridge Road (where it turns prior to Elamang Street at the end of the football fields) – These works have been affected by high tides and this has made progress slower than expected. Due to the location of the works, the worksite is flooded on the higher tides.
c) Construction of a Pathway along Bridge Road between the Stadium and the Esplanade – This is progressing well with a significant portion of the works already completed. This is an Active Towns Project and will be completed prior to 30 June 2015. Works are being delivered by Council Day Labour Staff with subcontractors undertaking the concrete placement.

d) Drainage works along Nelson Street between Gordon and Victoria Streets – Works have commenced. Subsurface conditions are very poor with unstable wet materials and this has required a change in design to move the pipeline away from the existing footpath to limit undermining of the footpath.
e) Pioneer River Wharf Removal – Tender Evaluation Report and Recommendations are currently being reviewed with approval of a contract expected to be awarded during the next period. Construction is likely to commence this financial year but it is unlikely to be completed in this financial year.
f) Malcomson Greenfields – Preliminary works only have commenced (survey set out and establishment). Full scale works are due to commence in the next period. The project was delayed subject to finalisation of the design.
g) Bus Stop at Marian Police Station – A new concrete bus stop has been constructed adjacent the Marian Police Station. This work is 90% complete with footpath tie-in remaining. These works provide a defined bus stop and will improve the safety for public transport users.
h) Subcontracts have been awarded for the final Active Town’s Project for this financial year. This Project is the footpath in Sarina from Railway Square along Station Lane/Central Street/ Range Road/ the lane way between Brandon and Nolan Street to Anzac Street. These works will be undertaken in 2 different sections to a delivery.

CIVIL OPERATIONS
Sealed Road Maintenance
Comments
Sealed road maintenance activities have progressed during the period in line with programmed maintenance schedules and to address client requests.
The Resurfacing Program has now been finalised with all linemarking being completed.
The Linemarking Crew have completed re-mark works in the southern area of the region and are working in the Mackay area; the Paget area in particular. Works have been undertaken under night shift to minimise impacts on traffic movements in the industrial precinct.
The use of yellow edge lines adjacent to the K&C to designate ‘no parking’ on the road is being expanded. A Public Education Programme is progressing by way of a media release and social media.

Unsealed Road Maintenance
Comments
Formation grading is continuing across all areas with works being undertaken where the intervention level is met.
Road verge slashing has continued on both sealed and unsealed roads.
The incorporation of fine clayey gravels as binder into the coarse insitu gravels is continuing where needed with good results being achieved. The result is better quality gravel with maintenance grading interval being extended and a more stable running surface. An example of the good outcomes being achieved can be seen at the southern end of Connors Road where the grading interval has been extended from 2/3 months to 6 months.
Street Cleaning
Comments
Street sweeping is continuing in line with the Sweeping Program.
A new Mini Sweeper has been procured to replace the original green machine mini sweeper. The AZURA sweeper is a compact sweeper that is designed for undertaking a range of sweeping tasks efficiently and in an environmentally friendly way.
The machine is able to be configured with easily fitted attachments to undertake a range of applications such as washing and scrubbing. The power wash option has been ordered for improved surface treatments in the City Heart and footpaths. A scrubber option is an option going forward should the need be identified.

Open Drainage Maintenance
Comments
An intensive scope of tree trimming to optimise drain capacity is in progress in the open drainage system in the East and South Mackay areas. The crews have worked in very difficult ground conditions including scheduling works around tides to remove and mulch vegetation to improve flow paths in an environmentally sensitive manner. Drain mowing has progressed with drains in East Mackay being completed in the last period.
Bridge Maintenance
Comments
Rehabilitation works involving the replacement of structural timber members and the driving of new piles has been completed at O’Sheas Road Bridge. A sprayed seal surface treatment is scheduled for application prior to the end of May 2015.
Rehabilitation works are scheduled to commence on Bells Creek Bridge on Munbura Road in June 2015.
The replacement of two aged ‘timber hogback’ culverts on Cone Creek Road and Borstal Road is scheduled to commence in June 2015.

Boat Ramp Maintenance
Comments
General inspections and routine cleaning has been undertaken in line with the program.
A replacement solar panel has been ordered for the Freshwater Point Boat Ramp. Vandalism is an on-going problem at the more remote localities.
RMPC – TMR Roads
Comments
Grading and re-sheeting works have been completed on Mt Ossa-Seaforth, Maraju–Yakapari and Habana–Yakapari Roads.
Formation grading works are scheduled for Blue Mountain Road and Mirani–Eton Road.
Selected vegetation clearing to remove leucaena infestations has been scheduled for Bruce Highway–North and Mackay Slade Point Road.

NDRRA Restoration Works
QRA representatives visited Mackay to conduct a Workshop detailing the latest interpretation of the Guidelines, in particular, emergent works and financial eligibility. The Workshop was very informative and well received by both field supervisors and finance personnel. There has been minimal contact with QRA in the period. Details of the Federal Government Audit process are not available as yet.
TECHNICAL SERVICES
Development and design of Projects within Capital Works Program (CWP) for 2013/2014, 2014/2015, 2015/2016 and 2016/2017
Development of 20 Year Capital Works Program relating to roads and drainage infrastructure for inclusion in and generation of Long Term Financial Plan. Draft submissions completed for preparation of Long Term Financial Forecast.

Highlights - Field of Poppies
Council's surveyors received a request to mark out a grid to allow school children to plant a field of poppies on the Administration Building's front lawn for ANZAC Day.
The surveyors used a total station to set out a series of squares parallel to the front of the Administration Building.
The day coincided with a trainer from 12d Model Software being in Mackay and the surveyors had a training session using 12d Field Software at the same time.
Highlights ‐ Surveying Conference The Surveying and Spatial Sciences Institute Northern and Central Group Conference was held in Mackay on
8 & 9 May 2015 and was attended by about 100 surveyors and spatial professionals from across Queensland
Council's surveyors attended to learn more about the latest in the profession including Cadastral Survey Plan preparation updates, survey instrument maintenance and extinguishing a Community Management Scheme
Mackay Regional Council was a great supporter of the event with Mayor Deirdre Comerford kindly opening the Conference and three Council employees delivering presentations
The Survey Section's presented on Council's Annual Australian Height Datum (AHD) Survey Mark Extension Program and a number of surveyors from the private industry expressed a desire for their local Council's and Main Roads Departments to be as proactive in this area as Mackay Regional Council

Design Services
Capital Works Program (CWP)
109 of the 110 Design Projects in the 2010/2011 Capital Works Program have been completed (99%). The Project remaining is design works only associated with the reconstruction of Archibald from Connors to Milton and is delayed by confirmation of land acquisitions and proposed future Realignment Notice issues associated with the Milton/Archibald intersection.
113 of 114 Design Projects in the 2011/2012 Capital Works Program have been completed to date (99%). Project remaining outstanding is Milton Street Construction (Farrellys to East Boundary).
96 of 98 Design Projects in the 2012/2013 Capital Works Program have been completed to date (98%). Projects remaining are the Archibald Street/Central Park Drive intersection design only and the completion of floodway extensions on Gakowskis Road.
86 of 88 Design Projects in the 2013/2014 Capital Works Program have been completed to date (98%). Projects remaining are the East Boundary Road reconstruction and the Victoria Plains Road intersection upgrade.
58 of 65 Design Projects in the 2014/2015 Capital Works Program have been completed to date (89%). 57 of 74 Design Projects in the 2015/2016 Capital Works Program have been completed to date (77%).
Those outstanding require land acquisitions, valuations and input from service authorities which are delaying completion of the design. Commencement of CBD Drainage Study – Data collection of underground asset data and survey and detailed
design have been completed. Study delivery is scheduled for June 2015. Commencement of Shellgrit Creek Outlet and Alternative Beach Outfall Drainage Designs – Detailed surveys

Active Towns Program: Cyclefest Mackay attracted in excess of 500 attendees with the Expressive Bike Stunt Show being a crowd
favourite. Sponsors included Westfund Health, A-Mart Sports, Bicycle Connection, Corry Cycles, Work and Play Sports Massage, Mass Nutrition and BB Print. Stallholders included the sponsors plus Mackay Cycles, Pro-Lite, QPS, MAD MTB Club, Mackay Cycle Club, Bicycle Queensland, Walkerston BMX, Smiling for Smiddy and Zach Mach.

Drainage Inspections/Investigations:
Bronte Street, West Mackay – Further Customer Request: Monash Way Open Drain - Inspection report finalised and concept for diversion adjustment completed. Client has issues with the drainage system in the lower area of this catchment and is concerned that there is a major problem with the design of the stormwater drainage for the new Paget Roundabout. Civil Operations requested to arrange CCTV inspection to review downstream system for blockages.
Prospect Street, Mackay: Known drainage issues exist. Upgrading proposal to be developed for future CWP funding for augmentation
Mogford Street, West Mackay: Client advised that the stormwater system in Mogford Street is not draining effectively and has requested Council's attention to the situation. Initial investigation failed to identify any issues. CCTV inspection requested.
Works On Roads – Ongoing Projects:
Ergon Energy - Milton Street – Request for amended cable route for 33kV power supply; restoration works completed and warranty letters issued

Works on Roads Inspections:
Ergon, Telstra and Other Utility Provider Inspections
13 worksites have been inspected - 2 of which will be issued with letters indicating commencement of a 6 month's warranty period.
Inspection will be performed when Ergon has notified the Works On Roads Officer of Defect completion. If works are repaired to Council's requirements, a letter for 6 month's warranty will be issued.

EMERGENCY MANAGEMENT
Overview
Community Education
Corporate Communications continued media updates (print and social media) up until the end of the Storm Season period.
Exercises
An exercise for the LDMG and Recovery Sub-Groups in being prepared around a fire event for the second half of the year after the Anne Leadbeater Recovery Workshop.
Operations
Still monitoring and providing updates where required from Department of Agriculture and Fisheries (DAF) regarding Red Witchweed and now Cucumber Green Mottle Mosaic Virus (CGMMV).
Keswick Island Trawler Incident – On 13 May 2015, a request for assistance was received from Maritime Safety Queensland (MSQ) regarding a disabled trawler carrying 8,000 litres of diesel. The crew were winched to safety by CQ Rescue when the anchor was dragging and the trawler was close to rocks near Keswick Island. The trawler was eventually towed to safety by a salvage vessel without further incident.
Planning - Mackay Local Disaster Management Plan and Operational Plans
Work continues on the Disaster Management Sub Plans including the Emergency Action Plan for Middle Creek Dam.
Feedback provided to the Inspector General Emergency Management (IGEM) Department on the “Review of Local Government's Emergency Warning Capability” consultation draft.
Feedback being compiled on the “Review of Cyclone and Storm Tide Sheltering Arrangements” and “Review of State Agency Integration at a Local and District Level" as requested.
Projects/Mitigation Strategies
Local Economic and Environmental Recovery Meetings conducted on 20 April 2015 and 24 April 2015 respectively
Emergency Management Coordinator attended the State Queensland Disaster Management Training Forum in Brisbane on 22 April 2015
Technical Officer attended the Anne Leadbeater Disaster Management Workshop in Moranbah on 22 April 2015 with a Mackay Workshop planned for 29 September 2015
Yeppoon Cyclone Shelter Feedback Meeting conducted on 23 April 2015 to discuss and investigate possible improvement to the Mackay Regional Council Cyclone Shelter Guidelines
Local Human and Social Recovery meeting conducted on 4 May 2015 Special Needs Working Group Meeting scheduled for 18 June 2015 Emergency Pet Plan (EPP) Promotional Signage Project has been signed off by the LDMG. Signage
promoting the EPP will be strategically placed near walkways to promote this important issue. Whitsunday Regional Council will also be using the template developed by the Emergency Management Team to ensure a common messaging theme. The template has also been offered to Isaac Regional Council.
Emergency Management Capital Projects & Facility Upgrades
Waiting on outcome of Grant Submission through the SES Non-Recurrent Grants for the installation of Midge Point SES awning and electrical work
Building Certifiers conducted an inspection of the new Sarina SES site on 29 April 2015. At list of defects to be addressed were provided. Work on these defects is to be undertaken by builder and completed by mid-June 2015. An Official Opening has been scheduled for 30 July 2015.
Construction of the footpath at the Calen joint facility (SES and Council) will commence in the next reporting period. NBN will also be connected to the joint facility with costs being shared between Civil Operations and Emergency Management.
Work on the sand stock piles at Ness Street (Council Depot), Shakespeare Street (near Army Cadets) and the

Stadium Overflow Carpark have been completed. Work on the PCYC sand stockpile will commence in the week of 18 May 2015. Quotes for sand stock piles for Koumala, Campwin Beach and Midge Point have been requested and will be completed in the 2015/2016 budget.
Applicable Building Code items are being addressed for the two SES shipping containers at Ness Street which are required on a permanent basis
Plans are being finalised for the portable generator hard-stand at the Platypus Day Care Centre (Eungella). The hardstand retaining wall will be constructed by Fergus and slab will be completed by a Council Civil Operations crew.
General
Emergency Management Staff attended the Earth Fire and Rain Conference (Emergency Management) at the Gold Coast from 3 - 6 May 2015
Emergency Management Coordinator attended a meeting at Paget with Civil Operations and Property Services to discuss possibility of an Emergency Operations Room (EOC) or Incident Coordination Centre.
State Emergency Services
Overview
Local Controller
The MRU assisted in the organisation of the Zach Mach Adventure Race held at Pinnacle. Although it is considered a public safety operation, the training benefits are the main motivation for the unit's involvement. The event required MRU Volunteers from our Flood Boat, Rescue, Communications and Headquarters teams to be available to respond to a remote area rescue on both land and water.
The MRU holds a position on the ANZAC Day Organisational Committee. The MRU provides significant
support to the Committee ensuring that ANZAC Day Memorial Services throughout the Mackay Region can be held in a safe and well organised environment.
The Local Controller attended the last training for the QFES Emergency Leadership Development Program
(ELDP) as a Leadership Mentor. Two more MRU Volunteers completed this Program bringing the total trained in ELDP within the MRU to five.
Shayne Larcome, Deputy Local Controller (Acting), attended this year’s Local Controllers' Conference. Shayne
represented the MRU's interests at the State level and debriefed the Local Controller on the latest information from QFES Brisbane on issues that will affect the MRU over the next two years.
