1. Background
1.1 The City of Worcester is Worcestershire's principal economic hub and retail centre. It is also a growing university city that is seeking to achieve sustainable economic growth and improve the quality of life for residents, workers, businesses and visitors alike. It is important that the city fulfils its role as a catalyst for economic recovery and growth across Worcester, Worcestershire and the West Midlands. Local stakeholders, including the business community agree that key to achieving this goal is the provision of a transport network capable of supporting and accommodating sustainable economic recovery and growth.
1.2 The A4440 is a key route linking Malvern and West Worcester to the M5 Strategic Highway network. The road currently suffers from significant congestion, thus diverting high volumes of traffic into the city and acts as a barrier to economic growth. The County Council has been successful in securing funds through Local Growth Fund, Strategic Economic Plan and Third Party Developer Funding to dual the first 3 sections of the route. Phase 1 of these works at the Whittington roundabout has been completed at a cost of £2 million, with Phase 2 currently under construction and on target to be delivered by 2015. Phase 3, to which this Engagement Report pertains is due to be delivered 2015-2018. The final Phase, Phase 4, currently has no identified funding.
1.3 The A4440 provides a critical link between South Worcestershire and the M5 (Junction 7), bypassing Worcester City Centre. This road suffers from significant congestion problems, resulting in delays to businesses and users and encouraging routing via Worcester City Centre of traffic that would otherwise by-pass the city, with consequent adverse impacts on transport costs, the city economy and the environment. The proposed measures have been designed to reduce congestion, increase reliability and support improvements to walk, cycle and public transport in the city centre.

2. Introduction to the Engagement Process
2.1 The requirement to improve the Southern Link Road (SLR) was consulted upon widely during extensive public and stakeholder consultation on the Worcester Transport Strategy (2010) and the Local Transport Plan 3 (December 2010/January 2011). The Local Transport Plan 3 was subsequently adopted by Worcestershire County Council on 17th February 2011.
2.2 The County Council's commitment to improve the Southern Link Road has been reconfirmed on a number of occasions since then and a bid to apply for funding from the Department for Transport to improve the Ketch Roundabout (Phase 2) was submitted following approval by Cabinet in November 2012. The funding application was supported by numerous key stakeholders.
2.3 The Phase 2 scheme was then consulted upon in 2013 with the decision to implement the scheme taken by Cabinet on 7th March 2013.
2.4 The engagement exercise for Phase 3 (Norton Junction to Whittington) commenced in November 2014 and over a 10 week period sought to engage with local stakeholders and residents to inform on the scheme and obtain feedback on the mitigation measures. This included local Worcestershire County Council Members, City Members and Parish Council liaison in the early stages, followed by a public awareness exercise until 31st December, 2014.
2.5 The aims of the exercise were to: To inform locally on the strategic context of the project (e.g. Worcester Transport
Strategy, works to date to improve the A440 and any future works;
To inform prior to delivery in terms of scheme design and road layout;
To inform on the high level delivery programme and impact/mitigation on highway during construction;
To consult local residents and stakeholders' in relation to any mitigation measures required.
2.6 The purpose of this report is to provide a summary of feedback to participants and to the Project Team to facilitate any recommendations to the Cabinet Member with Responsibility for a delegated decision.

3. Summary
3.1 29 survey responses and two letters were received following the engagement exercise
3.2 The majority (93%) of the respondents were local residents.
3.3 69% or respondents were over 51 years of age and 68% were male. There were no respondents in the 16-19 age category.
3.4 A summary of 'free text' comments submitted from the leaflet (hard-copy or via the website) can be seen in the table below:
3.5 There were only written pieces of correspondence received.
3.6 A number of comments fell outside the scope of the scheme, for example they refer to doubling the Carrington Road Bridge, a preference for "fly-overs", the Whittington Roundabout, lane markings, predicted traffic growth, perceived benefits of a Northern Link Road and a third river crossing, a web link not working, potential impact on house values, compensation, a dedicated Malvern junction on the M5 and the removal of roundabouts along the Southern Link Road.
3.7 A summary of issues raised that are within the scope of the scheme is as follows:
Safety of cyclists and pedestrians crossing over the A4440 both during and after construction;
Potential increase in noise levels both during and after construction
Landscaping;
Potential increase in light levels impacting on residents;

4. Recommendations
4.1 It is recommended that:
The report is used to inform the Project Team (Worcestershire County Council) with regards to next steps on mitigation assisting any recommendations to the Cabinet Member;
All the information contained in this report is shared with the participants of the exercise by publishing a report on Worcestershire County Council website www.worcestershire.gov.uk/slrphase3;
That the report is signed off by the Project Team as an accurate summary of the process;
That key issues are responded to and that all participants are informed of this and any subsequent decisions taken. This will then be updated accordingly throughout the process via the project pages on the Worcestershire County Council website (see above for link). Hard copies of the report may be available on request;
That a dialogue continues with the most affected residents, Local Members, the City Council and St Peter's Parish continue.

5. Methodology
5.1 Various consultation methods were adopted to ensure that the engagement process was as inclusive as possible whilst retaining significance to local residents.
5.2 The Engagement Plan is provided in Appendix A.
5.3 The geographical area targeted for the engagement process was focused locally within the area of St Peters, Worcestershire. This was intentional as the consultation element of the exercise was centred on developing mitigation measures for the most affected residents. It was therefore appropriate to target the exercise in this manner to ensure that the views of these residents and their representatives could be heard. However, any media and website activity covered a much wider area.
5.4 The materials developed to support the implementation of the exercise reflected Worcestershire County Councils Corporate Brand Book and the documents were 'signed off' by the Corporate Communications as being fit for purpose. A copy of the leaflet to support the exercise is shown in Appendix B (print run 3k).
5.5 The leaflet was distributed to the St Peter's Estate and to the south of the A4440.
5.6 The County Council Local Members were invited to a briefing on the afternoon of 29th September, 2014.
5.7 The Worcester City Local Member was also briefed on 29th September, 2014.
5.7.1 A meeting took place with local Parish Council's on the evening of 29th September, 2014.
5.7.2 Public exhibitions took place as follows:
St Peters Garden Centre: 10am‐1pm, Monday 17th November, 2014;
St Peters Community Hall: 4pm‐7pm, Monday 17th November, 2014;
St Peters Tesco: 4pm‐7pm, Friday 21st November, 2014.
5.7.3 The engagement process had its own bespoke pages on Worcestershire County Council's website, containing a self-completion on-line form, giving a further opportunity to respond. The exercise was promoted on the front page of the public site to heighten awareness.
5.7.4 A press release was issued in November to promote the exhibitions.
5.7.5 Twitter and Facebook accounts were also set up.
5.7.6 The exhibitions were promoted via the website, local press, leaflets and by variable message signs (large electronic display boards in the City).
5.7.7 Members of the Project Team were available to talk residents and provide them with details about the proposals and how to respond.

6. Results
6.1 29 survey responses from an online survey were received in response to this public engagement exercise. The questionnaire was live from 7th November 2014 until 9th January 2015.
6.2 All respondents provided valid Worcestershire postcodes. These postcodes have been mapped on the map in Figure 6.1 below:

6.7 Respondents were not asked to submit responses to any other questions; rather, they were requested to submit any comments in an open text box. The comments can be summarised in Table 6.3 below.

6.8 The highest number of comments focused on the need to complete dualling over the Carrington Bridge, the safety or access by wakling and/or cycling and mitigation for residents.

Ensure that the proposed pedestrian bridge, to span Broomhall Way to the west of the Norton Roundabout, descends parallel to the road avoiding any encroachment into Power Park.
Raise the foot path, by the Electricity Sub-Station, and add culverts to overcome the current flooding issue and create a dry attenuation pond in the land just to the North of the Sub-Station.
Level the Football Pitch that lies within Power Park adjacent to the Sub-Station.
Allow a substantial budget, in conjunction with the City Council, for re-planting along the edge of Power Park and Broomhall Green.
Ensure any new lighting, (Norton Roundabout for example), is directional and does add light pollution to local domestic properties, if possible reduce current levels of spill over lighting.
In return for all the disturbance suffered by local residents during these extensive road works perhaps as gesture of good will some form of improvement or adornment to Power Park or the Village Hall might be offered by County Highways.
