Description of the Professional Figure

The recent European Directives on energy performance of buildings (2002/91 and its recast

2010/31/EC), on energy efficiency and energy service (2006/32/EC), require the intervention of

qualified and certified experts operating in the energy sector. In detail:

the Directive 2002/91/EC, introducing the energy certification of buildings, requires that

such certification, as well as the related inspections and recommendations, is carried out by

“independent qualified and accredited experts, whether operating as sole traders or

employed by public or private enterprise bodies.”;

the Directive 2006/32/EC requires the Member States “to establish, where deemed

necessary, specific procedure for the qualification, certification and accreditation of the

energy suppliers, either companies or single professionals, in order to ensure the high

levels of technical competence and trustworthiness necessary”.

The Energy Auditor is included among these new professional figures who must help the energy

market to develop itself in order to achieve by 2020 the goals set by the European Commission.

In particular, this professional figure should act in the building construction/renovation and

installations sectors in order to improve the efficiency of the building sector, which is still very low.

In addition to the buildings and energy efficiency services fields, to fulfil the tasks above, the

Energy Auditor is required to have a broader knowledge that embrace also the framework set by

other European Directives such as the one on products eco-design requirements for energy-

related products (2009/125/EC), on the promotion of the use of energy from renewable sources

(2009/28/EC), etc.

One focal point of the qualification of the Energy Auditor is the certification of buildings, but the

implementation of the Directive 2002/91 in various member states, with different requirements

state by state, created a uneven and fragmented situation.

Regarding the Directive 2006/32 only in Italy there is a technical standard1 for the qualification and

certification of energy experts.

Enforce project aims to create a trans-national network of independent, third-party expert energy

auditors to assist final consumers on all energy efficiency related issues.

Direct assistance of independent and third-party experts as certified energy auditors represents

one important step towards the improvement of energy performance in houses and public

buildings, an effective way to qualify the market for implementation of EPBD.

Training course

The Enforce training course has been structured with the purpose of creating professionally

prepared Energy Auditors. Within the project every national partner coordinates, holds and

evaluate the training of the energy auditors.

Due to the various different national state-of-the-art and scenarios, as described above, the

Enforce course are structured in different ways. As described below the courses have different

objectives and outputs:

In Slovenia and Spain the ENFORCE courses are complementary to the National/local

ones. At the end of the course the added value is the access to the Enforce network, in

addition to the training itself.

In Portugal is complementary to the National course compulsory for the building

certification, and this is the reason why, as explained in the specific annex, a different

approach for the training activities is established. The objective of these courses is to fill in

the gap of the National compulsory training, therefore the added value of these courses is

the training itself on topics not covered by the National courses. The output of the courses

is a participation certificate and the possibility of signing the Gentlemen’s Agreement and

access the ENFORCE Energy Network.

In Italy the ENFORCE project is a global course comprehensive of the local ones which in

some regions are compulsory for the certification of buildings. The objective of these

courses is to provide to the students a course which, where the Regional legislation

foresees compulsory training, is recognised at Regional level by the competent body for the

accreditation. In this case, after passing the final exam at the end of the course, the

students are accredited and can certify buildings (at least at Regional level) as well as the

possibility of signing the Gentlemen’s Agreement and access the ENFORCE Energy

Network.

In Greece at the moment any National training course is implemented, and the Enforce

course covers topics of interest for energy efficiency in the building sector. The output of

the courses is a participation certificate and the possibility of signing the Gentlemen’s

Agreement and access the ENFORCE Energy Network.

In this situation is impossible to define a common program, since the part of the course regarding

the certification of building is different country by country (in Italy could vary also region by region).

The minimum number of hours is 60+12 in Emilia Romagna, 8 in Portugal, 30 in Slovenia. In Spain

the course is focused on the use of the software for the certification of new buildings and varies

Region by Region. In Madrid Region the duration is 40 to 80 hours.

All the courses are held by professionals with experience and competence in teaching as well as

practical and theoretical knowledge of the subject. The identification of the teachers, as well as all

the figures involved in the training (tutor, coordinator, etc.) is under the responsibility of the

National partner of the project.

Beyond the aspects related to building and systems (heating, cooling, lighting, hot water, etc.),

efficiency measures and renewable sources, accordingly to the specific needs of any single

member state or region, other topics have to be added to complete the training of Energy Auditors

to be involved in the Enforce network.

A list of the main topics has been shared between the Enforce partners and will be the basis of the

course or of the complementary part of the course:

Incentives for buildings and renewable sources

Economic evaluation (also in relation with incentives, tax deduction, etc.) and feasibility

studies

ESCo, energy performance contracting and Third Party Financing

Ethical aspects and gentleman agreement

Communication to stakeholders (households, technicians, craftsmen, etc.), marketing and

media.

Water systems, savings and multiple use of water.

Electricity consumption (heating and cooling, lighting,

Home automation (and its influence on consumptions)

Renewable sources and CHP

Future perspectives

The main role of the Energy Auditor, thanks to his/her knowledge and experience in the energy

field, is helping final costumers to make the best choice for improving the energy efficiency of

buildings.

The Energy Auditors will operate within the National Networks, coordinated by the National

Partner of the Enforce project. The Auditors could use the network in order to make comparisons

between them, and also to share common experiences in the energy efficiency market for buildings

all around the countries which participate to the project in all the countries.

They will also form part of the International Enforce Club, which will have a managerial private area

on the website www.Enforce-een.eu.

In order to ensure the total independence of the Network members, who must take into

consideration only the interests of final costumers and the environment, within each project country

the Energy Auditors will be coordinated by the relative project partner and will form part of the

country Energy ENFORCE Network (EEN) only after accepting and signing a Gentlemen

Agreement stating that their ethical and operative qualifications are not subject to any dependence

or direct interests.

Obviously, the inclusion in the national Network is not binding. It should be considered as good

opportunity for the participants of the ENFORCE course, who still remain free either to join the

Network or to operate in the energy market as freelances.

Annexes

In the annexes I to V, the situations of local training course for each partner are presented.

Moreover the Annexes VI to IX contain the templates for the participant list, the participants

register, the lecturers register and the course evaluation Questionnaire, to be personalized and

utilized by every partner.

Annex I – Italian situation

Participants of the training course

The course is open to unemployed engineers graduated in the last 3 years. The participants will be

selected on the basis of a procedure established by the university involved in the training course.

The following elements, verifiable by the submission of candidates’ CVs, are considered as

preferably factors: age; degree in energy engineering or mechanics with a specialization in the

energy, building and civil sectors; degree final mark and, if pertinent, stages carried out during the

university career.

Organization of the course

The whole training course is composed of 120 hours, divided as follows:

84 hours of classroom lessons;

12 hours of individual work for each student;

12 hours devoted to specific visits to construction sites: the first one related to buildings

under construction, the second one to already existing buildings:

8 hours for the usage of a specific software and for practical exercises;

4 hours for a workshop attended by experts in the energy sector.

The lessons will be held during 15 days, 8 hours per day.

Each student will be considered as a participant of the course provided that he/she has followed at

least 2/3 of the training lessons. The daily attendance will be verified by a tutor and registered into

the related attendance sheet (annex 2), both at the beginning and at the end of each lesson.

Those participants who complied with the above mentioned conditions, will sit the final

examination, which has a double scope: to evaluate the achievement of the teaching objectives

and, once the final exam is passed, to include the students in the regional list of the professionals

accredited to the energy certification of buildings.

Each course can be composed of a maximum of 40 students.

The training course will be held by professionals with a certified experience and competence in

teaching, including:

university teachers,

freelances,

experts in the energy field.

The student’s training material will be chosen by each teacher and provided to students in a digital

format, in order to reduce the expenses (i.e. slides of the lessons, the pertinent legislation, the

software used during the practical exercises).

Where foreseen, university credits will be issued according to the rules of the university involved.

Once the course is finished, each participant will be asked to fill in a satisfaction questionnaire

(annex 4) on the quality of both the teaching and the organization of the course.

Tutoring

The tutoring activity supports participants in the training activities. Tutors shall:

verify the correct functioning of the teaching tools for training activities;

verify, day by day, the students’ attendance to the course, by asking them to sign an

attendance sheet;

verify the congruence between the various teaching activities in order to avoid repetitions;

help professionals to teach their lessons;

distribute the teaching materials among students;

facilitate the creation of good relationships between the participants;

forestall potential disagreements;

create a positive environment for the relations between students and teachers;

promote the communication and the spreading of information.

The training offer

The training course is composed of 10 modules.

Module 1

The ENFORCE Project: what it is, what are the objectives, the training activity of the Energy

Auditors, the establishment of an International Network of Energy Auditors, the information

campaign towards citizens.

Energy sources and vectors: the relation between primary and final energy, the gas emissions with

negative effects on climate, the energy market liberalization, fossil fuels, renewable sources, the

Kyoto Protocol. The energy scenario in the next future.

Module 3

The energy certification: duties and liabilities, the conditions for the “accreditation” of the energy

certification of buildings. Managerial, executive and practical requirements for the energy

certification process.

Module 4

The energy efficiency of buildings: the legislative framework. The European Directive on energy

saving and renewable sources, the related implementation decrees; incentives for the energy

efficiency; the ESCO (Energy Service Company) and the Third Party Financing (TPF), the energy

manager; the energy supplying contracts.

Module 5

The housing comfort and the environmental sustainability of buildings: bioclimatic solutions, eco-

compatibility of both materials and building blocks; LCA.

Module 6

The buildings installations and the energy consumption in buildings. Tools for the energy efficiency.

Rudiments of energetic; the energy assessment of the building-installations system; electrical

energy; lighting; thermal energy; concrete project proposal for better energy efficiency of the

energy installations; energy performance of the building envelopes; summer air conditioning,

energy saving and “building automation”; renewable energy sources for heating and electricity

(solar thermal, PV, biomass, geothermal); cogeneration and district heating.

Module 7

Practical tools: procedures and criteria for the energy classification of buildings and the

assessment of the energy performance; criteria for the estimation of the energy performance;

usage of the software; technical standards; energy audits; economic evaluations of the

investments; communication strategies.

Annex II – Portuguese situation

In Portugal, a different approach was established for the training activities, as since October 2006

ADENE has been qualifying persons that act as qualified trainers and organize the training courses

for accredited energy experts. In order to avoid some confusion in the market about the

qualification system, under the scope of ENFORCE project ADENE will promote and coordinate

complementary training oriented to assisting the accredited energy assessors.

Two protocols were promoted between ADENE and 2 different associations in order to provide the

complementary training and technical publications targeting energy assessors with civil

engineering or architects degree, respectively with :

AFIQ - Association of Manufacturers and Importers of heating Equipments- Training

session focusing technical issues related to systems/equipments for central heating and

domestic hot water- 1 day training (9am-18pm)

Program comprise:

9 – 13 Overview of central heating installations, central heating installations for high and

low temperature, differences of heat generators, boilers and condensing boilers,

combustion, heaters,

14.30 – 16.30 Explanation and demonstration of equipment in the showroom, ventilation

and exhaust of combustion products, solar thermal energy systems, regulation and control

systems for central heating installations, Issues that affect the efficiency of the systems.

As scope of ENFORCE project ADENE will promote and coordinate complementary training

oriented to assisting the accredited energy assessors.

In 2006, other courses were organized for the energy qualified experts. Operational rules for the

certification system of buildings were created and defined – articles 7 & 10 of SCE. Decree n.º

79/2006 – Regulation on HVAC Systems in Buildings (RSECE) establishes the new revision of the

Regulations for HVAC systems, including requirements for regular inspection of boilers and air-

conditioners – articles 8 & 9. Decree n.º 80/2006 on the Regulation on Thermal Behavior of

Buildings (RCCTE) establishes the new revision of the Thermal Regulations for Buildings – articles

3 to 6).

On June 2006, a protocol was assigned by the Accompaniment Commission, establishing the

qualifications required to exercise functions in the Regulation on HVAC Systems in Buildings –

Energy and Indoor Air Quality fields and Regulation on Thermal Behavior of Buildings. ADENE

then prepared a document establishing the technical requirements for specific training courses

(technical module) and, based in this guideline, has the responsibility to analyse recognition

requests for training by universities or accredited training institutions. Besides this, ADENE has the

responsibility to provide the certification module.

Annex III – Greek situation

In Greece there will be an official training, it is not possible to build a syllabus for the energy

auditors but a complementary “seminar-training” for the Temporary Energy Auditors that will

operate in the market until October 2011. One large training event will be organized between May

and June of the duration of 120 hours in total

The training event will address the Temporary Energy Auditors and will have a structure of 10 units

each of 12 hours. The units will be:

1. Legislation

2. Process of Energy Audit (for existing buildings, according to the Regulation for the Energy

Efficiency of Buildings)

3. Process of Energy Study (for new buildings, according to the Regulation for the Energy

Efficiency of Buildings)

4. Energy Audit Software

5. Measures of Energy Efficiency in Buildings (Envelope, Heating and Cooling Systems,

Lighting, etc)

6. Financial analysis of measures (funding, cost/benefit analysis, return rates, depreciation,

etc)

7. Photovoltaic

8. Solar systems (for heating/cooling, lighting and hot water)

9. Audit of Large Heating systems (according to the Regulation for the Energy Efficiency of

Buildings)

10. Audit of Large Cooling systems (according to the Regulation for the Energy Efficiency of

Buildings)

Each Temporary Energy Auditor (member of the ENFORCE network) will register in as many units

as he wants to participate in. Each unit will have a maximum number of attendants and Auditors

will be able to register in a unit as long as there are available seats.

Greece suggests a maximum number of participants for each unit, e.g. 30 or 40, and it is asked the

Auditors to register not for the whole event but just for the units they want to participate. A small

entry fee will, be foreseen for each unit.

Annex IV – Slovenian situation

The whole training course organized by GI ZRMK, Slovenia, will be composed of 120 hours divided

in 12 modules. Each module will contain 2 hours of individual preparations for every participant and

8 hours of joint work process. The training course will be held by professionals, experts in the

energy field. For every module at least one representative/supplier of the discussed module theme

will be invited to present the technical and economical point of view.

The training will cover the topics that are complementary to the official training required under

EPBD based regulation for EPC in Slovenia. The intended schedule of each module:

Annex V – Spanish situation

ESCAN, S.A. organizes two courses in the ENFORCE project “Auditorias Energéticas y

Certificación de Edificios”, one in Madrid and one in Castellón. The management of the courses is

done by Escan personnel with the support of a group of professionals who are experts on the

contents of the courses.

The courses target young professionals, university students, mainly from the faculties of engineer

and architecture and professional of the sector with less than 5 years experience. The participants

are chosen on the basis of a selection procedure.

The lecturers are experts in the energy field, university teachers and energy consultants on: energy

legislation, heating, ventilation, air conditioning, lighting, energy auditing, energy certification,

systems using renewable energy sources, etc.

The duration of the courses is 120 hours with lessons in 2 days per week starting in October –

November 2010 and finalizing in March 2011.

The main contents of the course are European and national legislation on energy certification of

buildings, energy efficient technologies available in the market, methodology of the energy audits,

technical and economic solutions for energy efficiency and use of renewable energy sources.

These main contents are complemented with technical visits and practices with monitor devices in

household buildings.
