• Licensed by government, work under the guidance of the UK Commission for Employment and Skills.

The Energy and Utility Sector

Gas• the distribution of gas through the mains and fitting /

maintenance of gas equipment within properties

Electricity• the generation, transmission, regional distribution

and metering aspects of the industry

Waste Management• the collection, transport, treatment and final

management of waste and recyclables

Water• the supply of clean water to customers and the

collection and treatment of waste water.

The Waste Industry Skills Initiative - WISKI

• established to address the skills issues across the industry in the Medium and Long term (2-20 years)

• aims to support the delivery of a long term, sustainable, skilled workforce in the industry

• helps articulate current and future skills, training and education needs within the industry

• helps develop industry-wide partnership solutions and initiatives

• is an UK-wide forum Do we need a pan-Wales or regional fora in Wales to capture issues / needs specific to our nation?

Current Waste Qualifications

• Level 1-4 (front line – first line mgr) qualifications in

– Waste Management

– Recycling

– Resource Management and

– Sustainable Waste Management

• HNC in Wastes Management

• Foundation Degree in Sustainable Wastes and Environmental Management

A New Apprenticeship

• in Sustainable Resource Management at levels 2 & 3

• developed in conjunction with employers

• aims to improve sector attractiveness and help further up-skill existing employees

• Underpins collection, transport, treatment, management of waste and recyclables roles

• integral qualifications available separately

• available from Autumn 2010

EU Skills’ Workforce Planning Model

• industry-wide assessment of skills and recruitment – already used in the Gas, Water and Power industries

• based on actual workforce data – not estimates

• high level of granularity can aid influencing stakeholders – Ofgem £72 million case Gas fund

• training infrastructure and capacity can meet demand

• understand leavers map to plan recruitment and training strategies

What does the data look like?

EUS / ESA’s Competence Management System

• employers wanted different approach to where technical competence sits with an individual(s)

• developed in conjunction with employers and the Environmental Services Association (ESA)

• approved by Defra/WAG to demonstrate technical competence for Environmental Permitting

• certified by a UKAS, aligns with ISO14001, ISO9001

• helps identify training and business improvement

• information available in the leaflets and magazine

developing SHEA Waste Management

SHEA - Safety, Health and Environmental Awareness,

• uniform approach to health and safety training, in line with Health and Safety Executive guidelines.

• a registration scheme developed specifically for the waste management industry

• provides evidence individuals have a minimum level of health, safety and environmental awareness

• appropriate for all levels in waste operations

• individuals issued with a card affiliated to CSCS.

• individuals registered on EUSR
