Current Position on SWRR

• The Workstream 2 Product 1 team are delivering proposals for network companies to put in place a System Wide Resource Register (SWRR) of resources that are connected or contracted to network companies.

• Several options for implementing a register have been assessed so that the Open Networks Steering Group can decide on the preferred option.

• The development takes account of the Energy Data Task Force report recommendations and other industry initiatives in this area.

We would like further input from potential users of the SWRR so that we can better understand and articulate the benefits when making the case for investment in a database, portal or other solution.

Users access registers for complete, accurate info which is consistent across DNOs

DCUSA proposal DCP350 to establish DER registers was reviewed at the 17th July DCUSA panel

meeting . It was agreed to set up a working group and seek further advice on confidentiality aspects.

So far only limited support for SWRR:

• Open Networks Advisory Group & DER Connections Steering Group feedback has been mixed. Some would like more accessible data. Others are concerned about costs and data requirements falling on industry parties.

• The ongoing DCUSA mod indicates some support for DNO level capacity registers.

Preferred Options

We have reviewed options with the Open Networks Steering Group.

As there are significant resource requirements for network companies to prepare and maintain the proposed data, and costs to provide a central database or portal, the Steering Group is minded to initiate Option 1A and/or 1B to improve existing DER information. Information on services provided by flexible resources would also be included.
