EnDev COVID-19 ResponseImmediate ResponseExample: COVID-PAY & COVID-PLUS, Mozambique

• Urgent relief scheme for PAYGO solar companies vulnerable to increased customer payment defaults

• Supports companies to offer subsidized promotional price to reduce customers’ electricity bills – focus: economically weak households

• Non-repayable RBF grants for a period of 6 months -companies need to present verifiable proof of passing on subsidy to customers

• Twofold objective to ensure off-grid customers maintain access to electricity and to avoid bankruptcy of companies

• Re-allocation of approx. EUR 2m NORAD funds; currently under preparation: expansion of scheme over next 4 years with approx. EUR 5m new EU funds to incentivize new energy access, also for ICS

• Other RBF adjustments: partial upfront payments and claim frequency to increase short-term cash flow; support to attract additional funding

Similar scheme active in Tanzania, and upcoming for Uganda!

Example: Electrification of health centers, Mano River

• EnDev Liberia, Sierra Leone and Guinea immediately shifted focus to maintenance and rapid new installation of solar systems for hospitals and other health facilities. Special government permit to access sites.

• 150+ smaller new systems installed; and a further 160 serviced, upgraded or repaired. Approx. 1.6m people in catchment area benefit from improved health care facilities.

• Appliances: from 50W for light, phone charging and radio/TV to up to 100kW for cooling of medicine and operation of laboratories and medical devices.

• 9 other GIZ projects from the region jointly support 400 additional health centers and 100 schools with EUR 500,000 from EnDev operational funds – to improve health care services for additional 2.3m people.

Similar operations already ongoing in Ethiopia!

In discussion with donors for further partnering and additional funds to serve more health care & quarantine facilities!

Intervention Snapshot

Ethiopia: €5-25k bridging grants for ICS & PV suppliers, subsidy voucher scheme, RBF for last-mile

expansion, BDS for bridge loans, promotional campaigns, coordination support to sector associations.

Mozambique: COVID-PAY & COVID-PLUS, matching BDS support to leverage loans & investments, solar-

powered productive use (production of PPE), advisory to GoM for SDG7 strategy

Senegal: bulk ICS purchases, short-term ICS subsidy “buy 1 get 1 free”, ICS health campaigns, maintenance

of mini-grids & investment in remote monitoring, extension of government grid subsidy to off-grid, stock build-

up for PAYGOs, financing 50% of PAYGO customer costs.

Uganda: COVID-PAY, bridging grants up to €45k for ICS & PV & energy kiosks in refugee settlements,

digitization of company operations & e-commerce,

Tanzania: ‘National OGS Recovery Fund’ for LG product suppliers – RBF incentives based on community

vulnerability/COVID-19 economic impact, also advance payments. Coupled with matching milestone grants:

consumer finance grace period extensions, employee retention relief, inventory recovery.

• Review of entire operational portfolio currently ongoing to adapt activities & re-allocate operational funding to COVID-19 response. More coming online as of September!

• Scoping for global response targeting all 23 EnDev countries for 2021-24 currently under discussion with donors.
