STRATEGY 1: REALISTIC & STABLE FUNDING PLAN

• BayRICS on track to meet or exceed FY 2014-2015 budget goals: • Revenues: Member fee revenue is currently at 88% of

budget. One member’s annual fees are still outstanding. • Expenses: 10% below budget forecasts for the year --

projecting $20-25,000 cost savings for the year. • Reserve Funds: Budgeted balance of approximately

$215,000 at the end of the FY. With additional cost savings, reserve fund balance is projected at $230,000-240,000 by the end of the FY.

Strategy 3: FirstNet & State Consultation

• First Responder Network Authority (FirstNet) • Progress under new Chair Sue Swenson

• Draft Comprehensive RFP for Network Solutions Delayed! • Final RFP to be released by December 2015 • FirstNet hiring regional outreach leads (following FEMA

region organization, i.e., California is in Region 9) • FirstNet will deliver state plans for deployment after RFP

award(s) (2016-2017) • Next FirstNet Board Meetings - June 2-3 in San Diego • Second Public Notice & Request for Comments due April

Second Public Notice Questions • The FirstNet Board voted to release a second public notice

seeking comments on certain legislative interpretations under the Middle Class Tax Relief Act, including: • Technical Requirements for Equipment Use on the Network • FirstNet Network Policies and Applicability to Opt Out States • State Plan Implementation and Decision Process • Customer, Operational, and Funding Considerations for Opt

Out States • BayRICS staff will work with various national associations and

the State of California to develop coordinated responses, and is seeking input from members.

• The comment period for this notice closes April 28, 2015

Strategy 3: FirstNet & State Consultation

• California First Responder Network Authority (CalFRN) • Focused on outreach: town hall meetings, public safety

survey; state program roadmap; consultation checklist • State is coordinating responses to FirstNet Public Notice • Initial consultation meetings with FirstNet June 23-25,

2015 • Data Collection Task to be completed by July 31, 2015 • CalFRN met on April 8; next meeting June 3

Strategy 3: FirstNet & State Consultation

• FirstNet Public Safety Advisory Committee (PSAC) • Working groups on three critical elements of local control:

• Device/Identity Management: Authenticating users and assigning proper level of access

• Priority/Quality of Service: Ensuring connectivity and access in critical situations

• Public Safety Grade Infrastructure: Ensuring system availability and resiliency in natural disasters, etc.

• Next Meeting June 1 in San Diego • National Public Safety Telecommunications Council

(NPSTC) Local Control & Quality of Service Working Groups

IDENTITY, CREDENTIALING AND ACCESS MANAGEMENT (ICAM)

• Critically important security tools:

o Identify the user o Determine the user’s priority level o Allow user to access specific

information on the network

• ICAM National Strategy Summit - U.S. Department of Homeland Security (DHS) and International Association of Chiefs of Police (IACP)

• The Summit’s final report recommends principles and actions for developing an ICAM strategy to effectively admit, verify, and authorize FirstNet network users.

Public Safety Grade (Hardening) • FirstNet’s Radio Access Network

(RAN) will require enhanced and hardened network elements beyond today’s commercial broadband network standards.

• FirstNet must provide a network that delivers consistent and effective access to first responders, especially during natural disasters, within limited budget.

• PSAC to review a proposed prioritization framework based on site location, critical infrastructure protection, and specific network threats.

PRIORITY, PREEMPTION & QOS • The impact of congestion on the proposed FirstNet network

(Large scale event or disaster)

• The impact of secondary use of excess capacity (commercial)

• “Responder Emergency” and “Imminent Peril” functions

• Potential ways to prioritize voice, data and video applications

• Potential ways to prioritize public safety users

• The concept of “dynamic” priority, or the application of pre-defined QoS settings automatically manage the network whenit becomes congested

• How to ensure local control of these functions?

Strategy 4: Bridge the Voice-Data Communications Gap

• P25 System Operators Advisory Group • Track progress and share lessons learned • Address interoperability issues as they arise • Manage Fleetmap Regional Channel Guide • System Key Exchange guidelines • Planning for 2015:

• Mutual aid communications outreach & education • Mutual aid exercise across multiple P25 systems

• BayLoop Advisory Group • Regional Loop “Phase One” • Deploy Applications • Self-Sustainment Plan
