Sri Bhaskaran joined RMS, a wing of the Department of Posts in 1951. He took active part in P&T Trade union Movement & was elected as the first Circle Secretary of All India RMS and M M S Employees Union Class III, Karnataka Circle in the year 1960, when the Circle was formed and held that position in the Union till 1972. He lead and participated in the two historic general strikes, one in the year 196o and the other in the year 1968, for which he was kept under suspension for a period of 3 months and 14 months respectively. Sri N.Bhaskaran, who along with some of his former colleagues in the Railway Mail service, a wing of the Department of Posts, organized and founded the “RMS Pensioners’ Association, Karnataka State” in the year 1994, and rechristened it as “Karnataka Posts and Telecommunications Pensioners’ Association” in the year 1996, has decided to demit his office as President of the Association, after his two decade long dedicated and selfless service in the cause of welfare of Pensioner Community. With his resignation, the Association is bereft of a crusader and a pioneer, who toiled hard to establish an institution, which stands today on the pedestal of high credibility and has built a reputation of its own among other sister Associations and is recognized by the Government of India, Department of Pension and Pensioners’ welfare, as one of the Associations in the Country, wedded to serve the pensioners and champion their causes.

2. Sri Bhaskaran joined RMS, a wing of the Department of Posts in 1951. He took active part

in P&T Trade union Movement & was elected as the first Circle Secretary of All India RMS and M M S E m p l o y e e s Union Class III, Karnataka Circle in the year 1960, when the Circle was formed and h e l d t h a t position in the Union till 1972. Undeterred by his suspensions fromservice, he continued to lead the RMS Union inKarnataka. Department of Posts which hadpunished him for leading the strike on both theoccasions, later in the year 1986, recognized hisservices in the Department and conferred onhim the prestigious “Dak Seva Award” given tothe best officer in his cadre in the State. Heretired from service in 1990 after 39 years ofunblemished service.

3. Utilizing the organizational skills acquired byhim during his four decade long service in P&Ttrade union movement, with a view to unite thePensioners’ Associations in the State,Sri. Bhaskaran, an excellent communicator witheloquent speaking ability, organized and formedthe “Coordination Committee of CentralGovernment Pensioners’ Association, Karnataka”,which now has 21 Affiliate Associations and isheaded by him as its General Secretary.

4. In the year 2006, when the 6th Central PayCommission, called for submission ofMemorandum by all the stake holders,Sri Bhaskaran, influenced by the remarks passedby the 5th CPC regarding submission ofmemoranda by several pensioners’Associations, took the initiative to ensuresubmission of “One Memorandum” to 6th CPC,prevailed upon leaders at the National level toagree to come together and organized a meetingof Representatives of leading Pensioners’Associations on 15-10-2006 in Bangalore, inwhich a consensus was arrived at and a draft ofCommon Memorandum to be submitted to the6th CPC was discussed and a broadunderstanding was reached, which ultimately,resulted in submission of one memorandum tothe 6th CPC.

5. Recognising the necessity of forming an ApexBody for Pensioners’ Associations at all Indialevel, in the above mentioned meeting ofRepresentatives of Pensioners’ Associationsheld in Bangalore, a draft of the Memorandum ofAssociation & Rules and Regulations for itsfunctioning was introduced, which was discussedand adopted in a subsequent meeting held atKolkota paving the way for formation of the allIndia apex body of Pensioners’ Associations,

known at present as Bharat Central PensionersConfederation (BCPC).

6. Again this year, when the 7th CPC fixed31st July, 2014 as the last date for submissionof Memorandum, as a result of the consistentefforts made by Sri N.Bhaskaran, a meetingwas arranged in Chennai on 14-6-2014 underthe joint auspices of Bharat Central PensionersConfederation (BCPC) and National CoordinationCommittee of Central Pensioners’ Associations(NCCPA), in which, the draft of CommonMemorandum was discussed and finalized.

7. Determination of Sri Bhaskaran, to have anown building for the Association, did fructify aftera struggle to mobilize finance through donationsfrom the members and well-wishers. Mental andphysical strain that he sustained during theperiod of construction of the building probably,was not noticed by many members. TheAssociation remains thankful to him. Thebuilding, named as “Pensioners’Bhavan”,located in Telecom Lay out, has the distinctionof being the first ever building owned by aPensioners’ Association in the Country. All thosewho donated, assisted, coordinated andcooperated to achieve success deserveappreciation and admiration since it stands asa monument for pensioners. Two furnished guestrooms in the building are made available for themembers coming from out stations for stay ona nominal rent. This facility is welcomed by thepensioner members.

8. The "Compendium on Pension, CGHS andMedical Facilities for Central Govt. and BSNLPensioners" brought out by Sri. Bhaskaran withthe assistance of many members earned allround appreciation and was hailed by CentralGovernment Departments as a useful referencebook. The Book which came out in eight editionsis being given to the retirees as a gift on the dayof their retirement by the Heads of Departmentsof various Postal and Telecom Circles. All thosewho assisted Sri. Bhaskaran in this venturedeserve adulation.

9. Association’s Journal “Pensioners’ Champion”as a news feeder, now has wide circulation notonly in Karnataka but also outside the State. Themagazine edited by Sri Bhaskaran, gets releasedevery month to reach the members on first or

10. Sri Bhaskaran’s untiring efforts, in findingsolutions to the problems encountered by thepensioner members, required engaging himselfcontinuously in welfare activities, imbibingqualities like patience, promptness, integrity,honesty, co-ordination and cooperation whichserve as hallmark of success, since, theselaudable and admirable qualities helped him toscale the heights in his venture to lead forensuring relief and benefits to his fellowpensioners.

11. Steering an Association like ours, needs notonly ability but also tranquility which remain inSri Bhaskaran, who lead the organization till thisday making it memorable. Struggle in his lifeand career, in search of decisions that alwaysturn best for welfare of the members belongingto his organization ,probably is unparalleled,whether it is in Trade Union Activities or inPensioners Movement.

12 The Executive Committee and all themembers of the Association pray Almighty Godto shower upon him the best of health, happinessand longevity of life in the years to come andcontinue to be with us like a guide in all ourendeavour connected with the activities of ourAssociation.

Morning Session (Subjects Committee)

The Annual General Body Meeting of theAssociation was held on 13-7-2014 at "MeghdootAuditorium" of Bangalore GPO, RajbhavanRoad,Bangalore-560001. Sri N.Bhaskaran,President of the Association, presided.

2. The Morning Session of the SubjectsCommittee of the AGB Meeting commenced at9-45 a.m. The President stated that there isquorum for conducting the meeting and declaredthat the House is duly constituted.

The Secretary placed the Agenda for theAGB which was adopted. Then the Secretarywelcomed the President, Office Bearers presenton the dias, Members to be felicitated,Representatives of CCCGPA and all thosepresent in the meeting and requested thePresident to conduct the proceedings.

3. The President requested the gathering to payhomage to the members of the Association whoexpired during the year 2013-14 by observing aminute’s silence. The names of members wereread out by the Secretary and the House stoodin silence in memory of the departed souls.

3. Agenda items were taken up for discussion.The proceedings of the last AGBM held on27-10-2013 published in November 2013 issueof “Pensioners’ Champion” was confirmedunanimously.

4. Annual Report for the year 2013-14 was readout by the Secretary and placed for adoption.The President, requested the members to seekclarifications, if any. Sri N.Ramaiah, ALM-1174,referring to page 6 of “Pensioners’ Champion”-June-2014, pointed out an inaccuracy in item 3of the issues suggested by the Association forinclusion in the Common Memorandum to besubmitted to the 7th CPC. He was informed thatindication of” VII CPC” instead of “VI CPC” in theitem was a typing mistake. The member was ofthe opinion that felicitation now being extendedto members who are 75 years and above mustbe reviewed and the condition of age should bereduced to 70 years. Sri. M.Ramiah, former VicePresident, suggested that from next yearonwards, this condition can be relaxed and there

can be a gradual reduction of age every year byone year to reach 70. The Secretary suggestedthat this can be discussed in detail in theafternoon session and requested the membersto confine to the matters in the Annual Report.The President, referring to the relevant para inthe Annual Report on website of the Association,called upon members who are computer savvy,to extend their help in improving and updatingthe content of the website so as to make it moreuseful and effective. Sri M.Nagaraj, LM-1728,offered his services in updating the content ofthe website. The Annual Report was adopted bythe House.

5. Audited Statement of Annual Accounts for2013-14 was read out by Sri K.R. Anantha Ramu,Treasurer and placed for adoption.Sri P. Lakshminarayana Gupta, LM- 1367,pointing out to “depreciation on value of thebuilding” indicated in the balance sheet, was ofthe opinion that there is no need for deductingthe “depreciation” from the value of the buildingsince it belongs to an Association which is nota profit making firm. The Secretary informed themember that the accounts have been audited bya Chartered Accountant and the balance sheethas been drawn by him. At this stage, Sri G.Babu,Vice President intervened to clarify that thedepreciation allowed on building is correct. TheSecretary read out the relevant para in theAuditor’s Report which deals with “depreciation”and stated that the figures on depreciationindicated in the balance sheet are correct.

Sri S.Rajagopalan, LM- 1047, wanted to knowthe details regarding “building expenses” ofRs. 23,280 shown on the payments side of theR&P Statement. The Treasurer furnished thedetails and stated that the expenditure wasincurred for providing a board, on which thenames of members and well wishers who haddonated a sum of Rs. 10,000 and above towardsBuilding Fund have been engraved. The memberfelt that the expenditure should not have beencharged to the Building Account. Intervening inthe discussion, Sri B.Sadashiva Rao, formerPresident, said that the point made bySri Rajagopalan is relevant. The Secretary

explained the circumstances under which theboard was provided and the expenditure wascharged to Building Account. He further statedthat the Auditor has also agreed with theclassification of the expenditure. However, thematter will be discussed with the Auditor keepingin view the points raised by the members. ThePresident asked the house as to whether theaccounts can be adopted? The Accounts for theyear 2013-14 were adopted unanimously.

The morning session ended at 10-55 a.m.

Open Session – 11 a.m.

6. The open session commenced at 11 a.m.Sri N.Bhaskaran, President, stated thatSri M.S. Ramanujan, Chief Post Master General,who was to inaugurate the open session, couldnot be present as he was not in station. Herequested. Sri B.Sadashiva Rao, formerPresident, Sri. M.Ramiah, former Vice President,and Sri S.M.Vittal Rao former Treasurer, to cometo the dias and participate in the proceedings ofthe open session.

7. Sri K.B.Krishna Rao, Secretary, in his welcomeaddress, thanked Sri M.S.Ramanujan, CPMG, forpermitting the Association to hold the AGBM inthe Meghdoot Auditorium. He welcomed all theveterans seated on the dias, Representatives ofCCCGPA, members to be felicitated & their familymembers, and all the pensioner members. Heread out the names of members to be felicitatedand stated that out of 72 members who wereaddressed individually to confirm theirparticipation, only 50 responded and 12expressed their inability to attend the functionand hence, 38 are being honoured.

8.Sri N.Bhaskaran, President, in his addressspoke at length on various issues concerningpensioners. The efforts made by the Associationin ensuring submission of a CommonMemorandum to the 7th CPC, the initiative takenin 2006 for formation of “One MemorandumCommittee” and submission of a CommonMemorandum to the 6th CPC, formation of anApex Body for Pensioners’ Associations knownby the name “Bharat Central PensionersConfederation”, the issues taken up by theAssociation with the Standing Committee ofVoluntary Agencies (SCOVA) with satisfactoryresults, CGHS matters and the demands relatingto increase in Fixed Medical Allowance, grant of

Interim Relief, merger of DR with pension werethe highlights of his address.

Concluding his address, Sri Bhaskaran statedthat since he had been keeping indifferent health,his advancing age being an added factor, hewas not in a position to continue either asPresident or as a Member of the ExecutiveCommittee or as the Editor of the Association’sjournal “Pensioners’ Champion” and wanted tobe relieved.

9. Sri K.B.Krishna Rao, Secretary, reacting to thedecision of Sri Bhaskaran to resign from all thepositions which he held in the Association, statedthat he finds it extremely difficult to choose wordsto express his anguish over Sri Bhaskaran’sdecision. He further stated that the Associationfaced a similar situation in 2013 whenSri B.Sadashiva Rao, Sri M.Ramiah, andSri S.M.Vittal Rao decided to step aside fromtheir positions in the Association.

Continuing, the Secretary stated thatSri Bhaskaran, a veteran Trade Union Leader inKarnataka P&T Trade Union Movement, utilizedhis rich experience in the trade union to organizeand establish Karnataka P&T Pensioners’Association, which is now in its 21st year ofexistence. The credibility of the Associationreached its peak during his stewardship and ithas achieved financial viability with theconstruction of the Association’s own building-aunique feat of a Pensioners’ Association. Hestated further that Sri Bhaskaran, wanted torelinquish his position in the Association in 2013itself, but was forced to continue, since theincumbent Secretary prevailed upon him to be inthe Committee as President and guide him inhis functions as Secretary of the Association.Referring to the compliments paid to him bySri Bhaskaran in his presidential address,Sri Krishna Rao stated that he was afraid whetherhe deserved such words of praise from anillustrious leader like Sri Bhaskaran, who hadset a standard in every sphere of theAssociation’s functioning, be it holding ofmeetings, establishing contacts with officers inGovernment departments, coordination ofPensioners’ Associations in the State,maintaining cordial relationship with the

Department of Pension & Pensioners’ Welfare,publication of the monthly journal of theAssociation etc. Continuing, he stated that whilehe was aware that it was difficult to attain thestandards set by Sri. Bhaskaran, he would strivehard to reach the goal set for him, of course,with the help and advice of the veterans.

Concluding his speech, the Secretary said"Sri Bhaskaran has been a Leader for well over50 years since 1960, either in Service Union orin Pensioners’ Movement and considering hisadvanced age & health, the Executive Committeeof the Association may have to accept hisresignation and allow him well deserved rest”.Then the Secretary moved the following resolutionfor adoption, which was unanimously adoptedby the House.

Resolution

"This Annual General Body Meeting ofKarnataka Posts and TelecommunicationsPensioners’ Association held on 13th July, 2014in Meghdoot Auditorium of Bangalore GeneralPost Office, hereby resolves to place on recordthe selfless and invaluable service renderedby Sri. N.Bhaskaran, President, who is also thefounder Secretary of the Association, forsteering the Association in its successfulfunctioning over the past 20 years of itsexistence, which has resulted in establishmentof a credible and financially viable Pensioners’Association".

Proposed by K.B.Krishna Rao, Secretary,and seconded by All the Executive CommitteeMembers.

10. 38 Members who had completed 75 yearswere felicitated on the occasion. Sri N.Bhaskaran,President, Sri G.Babu, Vice President,Sri B.Sadashiva Rao, former President,Sri M.Ramiah, former Vice President,Sri S.M.Vittal Rao, Auditor and Sri K.B.KrishnaRao, Secretary honoured the members bypresenting each of them with a garland, a bowlof fruits and a memento.

11. The Secretary suggested that one of thefelicitated members may say a few words on theoccasion. In response, Sri M.R.S.Prakasa Rao,Sri H.B.Dattatri, Sri D.Hemachandra Babu, andSmt. Kamala MS Balu expressed their views onthe practice being followed by the Association inhonouring the members completing 75 years.

12. The Secretary requested Sri Sadashiva Rao,former President and Permanent Advisor to theAssociation, to honour Sri Bhaskaran, theoutgoing President. A shawl, a garland, a bowlof fruits and a wrist watch as a memento werepresented to him. All the Executive CommitteeMembers and Veterans on the dias joined inhonouring Sri.Bhaskaran and garlanded him.Representatives of CCCGPA, Karnataka, andseveral members came to the dias to honourhim. Members lead by Com. V. Murugan, formerDivisional Secretary, AIRMSEU Group-C,Bangalore Sorting Division, raised Slogans“Com. Bhaskaran Zindabad andCom. Bhaskaran long live” raised by themembers vibrated in the Auditorium and in theCorridors of 5th floor of the building.

Post Lunch Session (Subjects Committee)

13. The post lunch session commenced at2 p.m. The Secretary initiating the discussion onCommon Memorandum submitted to the 7th CPCstated that the 7th Pay Commission had calledfor submission of Memorandum by all the stakeholders before 31-7-2014. He stated thatSri N.Bhaskaran, on learning that somePensioners’ Associations were preparingthemselves to submit their own memorandumto 7th CPC, took the initiative and prevailed uponLeaders at the National level to agree to hissuggestion that they should join together toprepare a draft of Common Memorandum”. Hisefforts were fruitful and as a result, a meetingwas arranged in Chennai on 14-6-2014 underthe joint auspices of Bharat Central PensionersConfederation (BCPC) and National CoordinationCommittee of Central Pensioners’ Associations(NCCPA), in which, the draft was discussed andfinalized. Chairman of CCCGPA, Karnataka andthe Secretary, KP&TPA attended the meeting andsubmitted papers on additions to be made tothe Common Memorandum suggested by thetwo Associations.

Replying to a point raised bySri N.Ramaiah LM-1174, the Secretary statedthat BCPC submitted the Memorandum to the7th CPC on 28-6-2014 and most of thesuggestions made by CCCGPA & KP&TPA arefound to have been included in the Memorandum.But unfortunately, the item in respect of BSNLpensioners included in the Memorandumsubmitted to the 7th CPC does not conform to

the suggestion made by CCCGPA, Karnatakathough it was unanimously agreed in theChennai meeting to go by the item proposed byCCCGPA, in which it was demanded that BSNLpensioners should be treated as Central Govt.pensioners and all the benefits extended toCentral Pensioners by the 7th CPC must bemade applicable to BSNL pensioners also. TheSecretary informed that he had written a letter toCom.S.K.Vyas, Secretary General, BCPC urgingupon him to modify the relevant item in theMemorandum.

14. Sri M.S.Govindaraj, ALM-2156, wanted thatCGHS benefits must be extended to the retireesfrom Autonomous Bodies like Coffee Board, TeaBoard etc. The Secretary informed the memberthat the item had been included in the paperssubmitted to BCPC by KP&TPA as published inpage 6 of Pensioners’ Champion, June 2014issue. But the same is not found to have beenincluded in the memorandum. However, thePresident had spoken to com. Vyas, who hasassured him that the subject will be included inpart- II of the memorandum to be submittedbefore 31-7-2014.

15. Sri B.L.Channappa, Executive CommitteeMember, sought more information on Age-relatedadditional pension and family pension indicatedin the gist of Memorandum published in theJune 2014 issue of “Pensioners’ Champion”.The Secretary informed the member that linkingadditional pension to last pay drawn as proposedin the Memorandum would result in disadvantageto pre-2006 pensioners and it should be at aprescribed percentage of the basic pension only.Though this item was discussed in detail inChennai meeting and it was agreed to demandgrant of additional pension based on basicpension, it is not understood as to why in theMemorandum it has been linked to last paydrawn. Regarding additional family pension, theSecretary stated that the request made in thememorandum for grant of additional familypension at 5% and 6 % of family pension alsois quite inadequate and is far less than thecurrent percentage rates. However, he hopedthat the 7th CPC would view this issue in itsright perspective and make recommendationwhich would be to the advantage of pensioners.

16. When the Item on CGHS, CS (MA) Rules andFMA matters in the Agenda was taken up for

discussion, Sri S. Rajagopalan, LM-1047, pointedout that for consultation with the Specialists atCGHS Polyclinic, only 15 tokens are being issuedper day and even when there is scope forregistration of more number of beneficiaries, theyare being asked to visit next day. He said that,if the slots for a particular day have been filledup, the registration should be done for the nextday instead of asking the beneficiary to visit again.The President informed the member that theprocedure has since been revised andregistration is being done for subsequent daysalso.

Sri V.Muthukumar, Executive CommitteeMember, said that the Specialists at the Polyclinicneed sufficient time to examine patients and it isnot advisable to increase the number ofregistration per day. A maximum of 30appointments per day can be made. He furtherstated that the provision under the rules for “directconsultation” with the Specialists should bedispensed with and all consultations should beonly through appointments.

The Secretary, giving details of eligibilitycriterion for direct consultation, stated that evenward entitlement and contribution to CGHS arebased on Pay in Pay Band and Grade Pay andtherefore, the facility of direct consultation whichis also based on a certain amount of Pay cannotbe faulted.

Sri M.S.Venkataramaiah, ExecutiveCommittee Member, pointed out that there is noindication regarding entitlement for “directconsultation” in the plastic cards issued recently,and wanted that necessary action should betaken to furnish the information on plastic cards.

17 Sri K.Devanathan LM-2179, suggested thatCGHS Wellness Centres should function onSundays also with skeleton staff to cater to themedical needs of beneficiaries. He had a wordof praise for the CGHS Ayurvedic Dispensary atBasavanagudi.

18 Sri B. SadashivaRao, former President in, hisaddress, pointing out the discrimination thatexists in grant of family pension at enhancedrate consequent upon implementation of 6th CPCrecommendations, stated that while the family ofa Government employee dying while in servicegets family pension at enhanced rate for 10years, the family of a Govt.employee who dies

after retirement gets it only for a period of 7years. This has divided the class of familypensioners into two and needs to be set right.Sri. Rao, explaining the benefits of opening ofJoint Savings Bank Account in Bank/Post Offices,called upon the members to open such accountswith their spouses, to facilitate easy payment offamily pension. He advised the members toconvert the existing single SB accounts into jointSB accounts, to submit nomination for paymentof life time arrears of pension and to write a Will.Finally, he advised the members to take care oftheir finances till their last breath.

19. The President, in his concluding remarks,stated that he was happy that the attendance inthe AGBM was very good. He said that theSecretary had clarified all the points raised in

the meeting. He requested the members toregularly read the Association’s journal“Pensioners’ Champion”, particularly, issues ofMay and June 2014, which carry items suggestedby CCCGPA, Karnataka, and KP&TPA for inclusionin the Memorandum to be submitted to the 7thCPC and a gist of common Memorandumsubmitted by BCPC on 28-6-2014.

20. Sri B.K.Gundu Rao, Joint Secretary, proposingvote of thanks, said that the Association is gratefulto the CPMG, Karnataka, for accordingpermission to hold the AGB in MeghdootAuditorium. He thanked the President forconducting the proceedings. He expressed hisgratitude to all those who helped in smoothconduct of the AGB. The Meeting ended at4-30 p.m.

Emergent Meeting of the Executive Committee

An emergent meeting of the Executive Committee of the Association was held at4-45 p.m. (after the AGB Meeting) to discuss matters that had arisen consequent uponSri Bhaskaran’s decision to resign from all the positions he held in the Association. In theCommittee Meeting, all the members again fervently requested Sri Bhaskaran,to reconsider hisdecision to resign. But, when he expressed his inability to continue, his resignation was reluctantlyaccepted.

Sri V.Gopal, LM-2157 was co-opted to the Executive Committee in the vacancy caused dueto resignation of Sri Bhaskaran. Sri G.Babu, Vice President, was elected as President andSri M.N. Gopinath was elected as Vice President. Sri N. Bhasakaran was nominated as PermanentAdvisor to the Association.

Representatives of the sister Pensioners’Associations affiliated to the CoordinationCommittee of Central Government Pensioners’Associations, Karnataka, and my dear pensioner-members!

1. We are meeting after a historic event in theannals of the Central Government Pensioners’movement. The 7th CPC has called formemoranda concerning pensioners and inkeeping with the trend initiated during the 6thCPC, the Coordination Committee of CentralGovernment Pensioners’ Associations,Karnataka, has been able to ensure submissionof a Common Memorandum on behalf ofpensioners to 7th CPC. I wish to recall yourattention to the events leading to the submissionof a Common Memorandum to 6th CPC. WhileSri Shyam Sunder, the then Secretary General ofBharath Pensioners’ Samaj, New Delhi,announced his intention to form a “Pensioners’One Memorandum Steering Committee” forsubmission of a Common Memorandum onbehalf of pensioners to 6th CPC, our Associationprepared the ground work for the same. Thedraft of the Common Memorandum to 6th CPCwas prepared by Sri B.Sadashiva Rao, the formerPresident of our Association and also the formerChairman of the Coordination Committee ofCentral Government Pensioners’ Associations,Karnataka (CCCGPA). Our Association, under theauspices of CCCGPA, for the first time in thehistory of pensioners’ movement, convened ameeting of the representatives of all Federationsof Pensioners’ Associations and leadingPensioners’ Associations in the country on 15thOctober, 2006 in Bangalore for discussing thedaft of the Common Memorandum. ThisMemorandum was further discussed andimproved upon in subsequent meetingsarranged at Secunderabad, Kolkata and NewDelhi and finally submitted to the 6th CPC.

2. Simultaneously, with a view to form an ApexBody for Pensioners’ Associations, we alsoprepared a draft of the bye-laws and introducedthe same for discussion in the meeting on15th October , 2006. The draft was furtherdiscussed and approved in the meeting atKolkota and the actual formation of the ApexBody for Pensioners, known by the name Bharat

3. The Secretary of our Association, in the draftAnnual Report of the Association for 2013-14presented for adoption in this meeting, hasmentioned about the efforts made by us forensuring preparation of a CommonMemorandum on behalf of Pensioners to 7thCPC. Both Sri K.B.Krishna Rao, Secretary of ourAssociation and Sri S.Radhakrishna, Chairman,CCCGPA, Karnataka, who attended the meetingat Chennai on 14th June, 2014, contributed theirshare in connection with the finalisation of theCommon Memorandum. As we meet to-day, weare glad to be intimated that the CommonMemorandum on behalf of Pensioners has beensubmitted to the 7th CPC by Bharat CentralPensioners Confederation on 28th June, 2014.Our journal, “Pensioners’ Champion June, 2014issue” carries a gist of issues included in theCommon Memorandum.

4. We look forward to the Oral Hearing from theCommission. It is to be mentioned in thisconnection that CCCGPA, Karnataka, got the rareopportunity of an Oral Hearing from the 6th CPCon 8th May, 2007 during their visit to Bangalore.

5. Our immediate demand to the 7th CPC is,pending submission of its final report,submission of an Interim Report to theGovernment recommending sanction of 25% ofbasic pension as Interim relief with effect fromSeptember, 2013, during which month, theGovernment announced its decision to set upthe 7th CPC and also merging 100% of the DRwith basic pension. It is understood that, whenthe Staff Side of the JCM met the members ofthe 7th CPC, they were told that no specificdirective has been given to them by theGovernment and as and when they get a directive,they will respond to the same. The Staff Side ofthe JCM has addressed the Government in thematter.

6. From our experience, as an Associationbelonging to the Rotating Group of non-officialmembers of the Standing Committee of VoluntaryAgencies (SCOVA) attached to the DoP & PW,we find some improvement in its functioningnow-a-days. Meetings are being held once in six

months. Subjects selected for inclusion in theagenda for meetings are being notified inadvance through the “Pensioners’ Portal”.Minutes of the meetings are also being circulatedpromptly through “Pensioners’ Portal”. Twoimportant issues taken up by our Associationrecently were settled favourably, i.e.,(i) Simplification of Form 14 in connection withthe sanction of Family Pension, therebydispensing with some complicated proceduresand (ii) Grant of airfare to non-official membersto attend meeting of SCOVA in case of journeyabove 1,000 kms. Sri K.B.Krishna Rao, Secretaryof our Association, deserves all credit for takingup the 2nd issue, which was on his initiative.There are issues concerning major Ministries/Departments like Railways, Defence and Postal,which involve detailed discussion and more time.To facilitate the same, the SCOVA meeting shouldbe for two half days. In the event of all subjectsnotified for discussion being either not includedin the agenda or could not be discussed forwant of time, such items should be examinedexpeditiously by the department concerned andreply forwarded to the concerned Associationwithin a period of two months from the date ofholding the meeting.

7. As per the information given during the meetingof the SCOVA, we find that in major Ministrieslike Defence including Civilians and Railways,there are a sizeable number of pensioners whoare yet to receive Revised Pension PaymentAuthorities under 6th CPC, though almost allpensioners are receiving pension as revisedunder 6th CPC. A considerable number ofpensioners of these Ministries are yet to get thebenefit of the Order of DoP & PW dated28-1-2013. DoP & PW, under the Ministry ofPersonnel, Public Grievances & Pensions, isdirectly under the jurisdiction of the Prime Minister,but we find that the directives issued by it in thisconnection are not being implemented as perthe agreed schedule.

8. On the issue of getting Modified Parity inpension for pre-2006 retirees with effect from1-1-2006, the DoP & PW has to issue Order asper the commitment given by its officers to thePrincipal Bench of CAT, Delhi, on 15-5-2014,when the Contempt Petition came up for hearing.

9. Regarding CGHS, the New Package Ratesbeing finalized are expected to be more attractive

for private hospitals and diagnostic centres andwe expect more number to come under theempanelment scheme. The CGHS AdvisoryCommittees of all Wellness Centres arefunctioning very effectively compared to otherCGHS-covered cities. Sri R.K.Jain, the AdditionalSecretary & DG(CGHS), who was on a tour andwho addressed on 8th May, 2014 a meeting ofbeneficiaries including Advisory CommitteeMembers of CGHS, had a word of praise for theCGHS establishment in Bangalore consideringthe number of complaints received by his office.Beneficiaries are very much comfortable with theIntroduction of ‘Appointment System forconsultation with Specialists in Polyclinic’,especially very elderly among the group. Wewould like to keep on record the special effortsby Dr. Umesh Chandra Biradar, the AD, CGHS,Bangalore, for successfully implementing thescheme, which is an innovation in the entireCGHS establishment in the country.

10. The amount of Rs. 300/- given as FixedMedical Allowance to beneficiaries not coveredby CGHS is not even sufficient for meetingexpenses on one-time consultation withphysician and purchase of prescribed medicineson a single occasion. Our demand for increaseof the amount to Rs. 2000/-, as is being givento pensioners of EPF establishment, is pendingfor a long time. For meeting expenses inconnection with hospitalization for those residingin non-CGHS areas, the 7th CPC should considerextension of CS (MA) Rules 1944 or insurancecoverage.

11. We have spent the best part of our life whilein service. Now, it is necessary to concentrateon our health and that health should be holisticembracing physical, mental, moral, social andspiritual well-being involving body, mind and soul.Periodic health checkup in old age is absolutelyessential to diagnose diseases with a view totake appropriate treatment and ensure that theydo not become complicated at a later stage.Prevention is better than cure. In olden days, oldpeople were given high and respectable positionboth in family and society. Conditions havechanged now. Joint families are disappearinggiving place to nuclear families. TV and computerwith internet facility has created knowledgeexplosion and influenced the thinking processand behavior of the growing generation, in certain

cases contrary to the expectations of those ofthe ‘greying’ generation. We should realize thatthere is generation gap between us and ourchildren and also grand children. It is but naturalthat members of one generation do not acceptor admire the principles and practices, ways oflife and living, order or conventions, and likesand dislikes of the other generation. In such asituation, living with younger people makingadjustments and developing tolerance are onlykeys to mental happiness. Only in families whereexpressions through pronouns like ‘I, by me andfor me’ are replaced by ‘we, by us, for all of us’do love and affection exist and the family will befull of happiness. We should not get attached toanything beyond a particular point and vieweverything philosophically. As the pleasure,happiness, respect and appreciation decrease,the intensity of diseases increase leading oldpeople yearn for quick death. In order to makeour lives meaningful till the end, we have tobelieve that old age is not a curse, nor aproblem, but it is a challenge. If we are cultured,intelligent and tolerant, we can make the laststage of our lives also beautiful and happy.

12. It is necessary for us to ensure thatmembers of our family do not suffer after ourdemise. For this purpose, all of us should takeaction to

i) Open a Pension Savings Bank Accountjointly with our spouse (either or Survivortype) at the Post Office/Bank, from wherewe receive our pension

ii) Ensure that nomination in Form A underthe Payment of Arrears of Pension(Nomination) Rules, 1983 is given

iii) Ensure nomination in the prescribed formby CGHS to claim medical reimbursementin the event of death of the principal CGHScard holder is given

iv) And leave a WILL ensuring distribution ofour property.

13. Lastly, I wish to convey to you that I havebeen keeping indifferent health during the lastone and half years - my advancing age(82+years) as an added factor - and have beenin search of a suitable successor. During thelast year, I have been able to identify a very ablesubstitute in Sri K.B.Krishna Rao to don themantle of the Secretary of the Association and I

agreed to continue my services to the Associationas President. During the last nine months of histenure, Sri Krishna Rao has proved himself tobe a very capable successor and I am sure thathe has the talent to take the activities of theAssociation to greater heights. On account of myfailing health, I am not in a position to continuemy activities in the Association either asPresident or as a member of the ExecutiveCommittee or as editor of Pensioners’ Championand wish to be relieved. I thank all Members ofthe Executive Committee for their cooperationand specially Sri B.Sadashiva Rao,Sri M.Ramiah, and Sri S.M.Vittal Rao, the formerPresident, Vice President and Treasurer of theAssociation respectively and also Sri G.Babu,President, Telecom Employees Co-operativeHousing Society Ltd. and who is at present theVice President of our Association for their servicesespecially in connection with the construction ofour own building, “Pensioners’ Bhavan”- a uniqueachievement of our Association. Our Associationhas got stabilised financially and has enoughfunds to run smoothly its day-to-day activities.Apart from championing our own causes, weshould now concentrate on mobilising ourmembers to undertake social service and be ofhelp to those who are less privileged financially/are unable to educate their children/are physicallyor mentally-challenged. Personally, I consider thisas an unfinished task of our Association andwish that we embark on this from this yearonwards by chalking out a programme.
