Enabling a Transition to Sustainable Energy Alternatives in the Caribbean
Caribbean Sustainable Energy Program (CSEP)
Final Meeting
Barbados, September 24, 2013
The OAS in the Caribbean
• OAS - Hemispheric Multilateral – 34 member states
• Priorities – Democracy, Human Rights, Security and Development
• Representative Offices in the Caribbean
• Partnerships to support sustainable development in the region
3
Caribbean Energy: What’s the Problem?
• Nearly 100% of the electricity and transportation in the Caribbean is fueled by imported petroleum products (T&T is the exception)
• High levels of indebtedness • Some of the highest electricity
prices in the world
• Environmental impacts associated with diesel generators and transportation fleets have negative effects on the environment and tourism economy
• Limited competition among
electric utilities
5
OAS: Caribbean Technical Assistance
– Caribbean Sustainable Energy Program
(CSEP) [EU supported]: National Energy Policies and Project Implementation (OECS countries and The Bahamas)
– ECPA Caribbean [USA DOS supported]: Pilot Projects; Interconnection studies; MDO dialogue; university partnerships; training
– US-Brazil Biofuels Partnership [USA DOS supported]: Policy development and TA (Haiti, DR, St. Kitts and Nevis, Jamaica)
– Geo-Caraïbes: Geothermal development (Dominica, St. Lucia, St. Kitts and Nevis, plus SVG and Grenada)
– Solar water heater lending (Grenada and St. Lucia)
Regional Initiative: to promote the development and use of renewable energy and energy efficiency in the six independent states of the OECS and the Bahamas (Antigua & Barbuda, St. Vincent & Grenadines, Grenada, Bahamas, Dominica, St. Lucia, St. Kitts & Nevis)
Duration: 54 months (October 2008 – April 2013; designed for 36 months, extended to 54)
Project Funding: €1.4MM (EU) + €0.570MM (partners in-kind)

Lending in the Caribbean
• Serve as a primer for Caribbean financial institutions (FIs) that may be
interested in providing capital for sustainable energy projects.
• Assist financiers in the development of sustainable energy lending
products, and prepare them to explain the benefits of sustainable energy
technologies (SETs) investments to their customers.
• Provide insights on the barriers to investing in SETs and showcases how
other FIs structure their lending.

State of the market today…
• Demonstrated interest among leaders in the Caribbean to use RE/EE…but,
–Very slow development of commercial sustainable energy projects
• Numerous grant/demonstration/pilot projects
• Other “options” also heating up (LNG, natural gas pipeline, electricity interconnection)
What remaining challenges limit sustainable energy uptake?
• Organizational structure of electric utilities
• Weak capacity for developer/technology selection
• Weak capacity for contract negotiation (PPA, construction contract, exploration rights)
• Limited access to cost effective financing (high levels of indebtedness)
• Public opinion/knowledge regarding alternatives remains limited
Proposal for Technical Assistance Delivery
• Support regional regulatory framework (ECERA)
• Offer Project Development Assistance (legal, technical, financial)
• Deliver regional education and awareness campaign
