In the Minutes of IMCO’s December 2014 meeting are annexed all the decisions taken by coordinators in the new legislature (July to December 2014).

2 Adoption of the draft minutes of the last meeting

The decisions of the coordinators meeting of 18 March 2014 were approved by written procedure on 24 March 2014.

3 Announcements

3.1 Main items of the Conference of Committee Chairs

a. Unfinished BusinessThe newly elected Chairman of the CCC, Mr Buzek, informed Committees that they need to indicate by 4 September at the latest, their position on all dossiers which are pending from the 7th legislature.

b. Preparation of Commission HearingsThe Chairman stressed to coordinators that the committee will have to ascertain its role, having overall responsibility for the Digital Single Market, during the coming hearings of Commissioners-designate.

In conformity with the letter addressed by President Schulz to the Presidents of Political Groups, outlining the likely timing for the hearings, it was agreed that:

a. The Secretariat would communicate by 24 July to the Political Groups the list of reports per relevant Commission DG, which were dealt by the Committee during the 7th legislature, together with those reports which made the object of a conflict with another Committee; The list should include a breakdown of dossiers where 1. IMCO was lead committee 2.IMCO had areas of exclusive competence 2. IMCO shared competence with another committee, 4. IMCO gave an Opinion 5. Dossiers which were the object of a conflict with another committee. 6. Dossiers which in retrospect would now fall under IMCO’s remit due to its increased competencies regarding the Digital Single Market. This list should be further broken down by Commissioner responsible and by DG responsible.

This list needs to be finalised urgently in order to emphasise the importance of IMCO's roles in Commissioner hearings. Coordinators agreed to give feedback on the draft list as soon as possible.

b. Coordinators would forward to the Secretariat their proposals for 3 written policy-specific questions per relevant Commission DG, by 3 September noon. Coordinators would finalise their questions in time for their communication to the Conference of Committee Chairs the following week. The Committee Chairman shared a communication which had been sent to Members of the Conference of Presidents from the Parliament President regarding possible timetable for Commissioner Hearings. The deadline for finalising written questions is likely to be 11th September and Commissioner Hearings to start on 22nd September;

The Chairman discussed the attendance of Coordinators’ meetings, indicating that these could have the following format:

It has been suggested that assistants should only be allowed to attend when the responsible MEP is in attendance.Coordinators would also confirm to the Chairman if IMCO should follow the practice of having the deputy Coordinator only when replacing the Coordinator.

4 Nomination of rapporteurs

A. Reconfirmation of dossiers of the 7th legislature

According to Rule 229 of the Rules of Procedure, all Parliament unfinished business shall be deemed to have lapsed, unless at the beginning of the new parliamentary term the Conference of Presidents decides to resume or continue them. In that context, the Committees were invited to conduct a screening exercise concerning the legislative files still open and inform the Conference of Committee Chairs of the way in which they intend to handle them.

Coordinators agreed:

a. To validate the first reading positions adopted in plenary during the 7th legislature

for the files A1 to A7. A vote will be taken in Committee on 8 September;

b. To confirm the attribution of the files to the same political group.

The Chairman urged the political groups to appoint and communicate to the

Secretariat their rapporteurs/shadows for these files.

7 Studies

Coordinators took note of the studies and briefing notes delivered and pending.Given that some of the above studies make substantive policy recommendations, Coordinators agreed to have the following presentations organised in autumn 2014 in three separate groups which could be combined with input from experts providing additional critical comments.

The presentations will be arranged either in the form of a workshop (outside committee time) or of presentations during committee meetings, in the following order of priority:

1. Committee presentation on Single Market Policy (possibly in the second half of September).

- presentation of research results on "Indicators measuring performance of the SM", "Contribution of Internal Market and Consumer Protection to Growth", and " Cost of Non-Europe (CoNE) report on the Single Market ";

- discussion.

2. Workshop on future trends in the Digital Single Market, (to be organised end of September/ beginning of October) with the following outline:- presentation of research results, such as from the study on 'Ubiquitous

9 Miscellaneous

9.1 Definition of policy priorities for 2014-2016

Coordinators agree to hold a strategy meeting in September to define priorities (studies, hearings, initiative reports, delegations) for the first half of the new legislative term.

Coordinators took note of the document prepared by the Secretariat, offering an outline of current legislation and a timeline of events affecting its implementation. This document does not represent the Committee’s policy or views and will be updated by the Secretariat. The coordinators pointed out that this document, whilst helpful, should be considered non-binding and non-official.

9.2 European Semester

A. IMCO's involvement in the European Semester

Coordinators agreed on the importance of taking account of the completion of the Single Market within the process of the European Semester. The accepted to maintain the two-step approach between the drafting of a report to be followed by an opinion in the course of the annual cycle as indicated below:

i. Annual INI report on Single Market Governance within the upcoming European Semester submitted for adoption to the February plenary together with ECON and EMPL reports;

ii. Opinion to ECON on the implementation of the previous European Semester priorities, submitted to the October plenary in view of the Commission Annual Growth Survey usually presented in November.

Coordinators also agreed:a. to maintain the appointment of one MEP to act as the rapporteur for the

Annual report (February Plenary) and for the Opinion to ECON (October Plenary). The relevant appointment for 2015 will take place in September;

b. to allocate the relevant future reports pursuant to the usual practice, without an obligatory rotation amongst the political groups;

c. to submit an opinion to this year's ECON INI report on the European Semester: implementation of 2014 priorities and took note of the appointment of Sergio Cofferati (S&D) as the 2014 rapporteur for this opinion;

Therefore, IMCO would have to contribute via an ad-hoc procedure on the basis of a

B. Organisation of the future annual cycles

Coordinators agreed to mandate the Chairman to address a letter to the President requesting the recognition of IMCO' role and its full inclusion in the European Semester process during the 8th legislature.

The future IMCO Rapporteur and Shadows on Governance would be responsible for the coordination of all IMCO's activities in this area, including the assessment of the implementation of 2015 priorities next year, through proper monitoring of the Country Specific Recommendations. The Rapporteur would also represent IMCO in the European Semester Working Group set up between ECON, EMPL and BUDG.

9.3 Compendium of coordinator’s decisions

This item was postponed to the next meeting. Particular attention should be paid for the points allocation for non-legislative reports.

Political groups were invited to send their comments/suggestions to the secretariat by 25 July at the latest.

9.4 invitation of Commissioners to September IMCO meeting

Coordinators considered the suggestion to invite the outgoing Commissioners(Barnier and Kroes) to IMCO's meeting in September for an exchange of views on their achievements. They agreed that the above would only take place if it did not interfere with the preparation/holding of the hearings for Commissioners-designate or the presentation of the studies (item 7 above).

9.5 Appointment of the IMCO representatives to the STOA Panel

At Mr Rübig, request (senior returning member of the STOA Panel - STOA Chairman from 2009 to 2012 and Vice-Chairman from 2012 to 2014), the STOA Secretariat enquired about the appointment of the IMCO representatives to the STOA Panel.

STOA plans to hold the constituent meeting of the STOA Panel by mid-September at the latest.

3 IMCO’s role in the upcoming Commissioners-designate hearings

3.1 Involvement in the hearings

The Chairman noted that time would also be required on account of potential sensitive linguistic difficulties for some members concerning the written questions. Coordinators agreed on the need to ensure that all members are able to have them early on in the process.

Coordinators took note of IMCO’s involvement in the January 2010 hearings of 5 Commissioners-designate: Mr Michel Barnier (jointly responsible with ECON), Mr John Dalli (associated), Mr Algidras Šemeta (associated), Mr Antonio Tajani (participating) and Mrs Neelie Kroes (participating) and the refusal to allow IMCO’s participation in the hearing of Mrs Viviane Reding as well as to contribute to the written questionnaire to Mr Antonio Tajani.

In 2012, IMCO was associated with ENVI (who was in the lead) in the hearing of Mr Tonio Borg, and in 2013 it was the committee responsible for the hearing of Mr Neven Mimica as his portfolio was restricted to Consumer Protection.

Coordinators agreed that IMCO’s role and policy responsibilities should be clearly safeguarded in the current process. They invited the Secretariat to provide the list of IMCO dossiers in the 7th legislature, broken down by Committee responsible.

3.2 Handling conflicts with other committees

Coordinators agreed the draft reply to INTA Chairman's letter on the hearing of the Commissioner-designate in charge of Customs Union. They also concurred that IMCO should remind INTA of matters concerning i.a., Public Procurement, Consumer Protection, Standardisation in the context of the hearing of the Commissioner-designate responsible for trade agreements.

4 Preparation of specific policy-related questions

Coordinators took note of the general questions of the questionnaire, as adopted by the CCC on 15 July 2014.

With regard to the three policy-specific questions, the Chairman proposed to cluster them in 3 main topics covering: Smart Regulation, Priorities and Specific Actions, the horizontal aspects of the Digital Single Marker. The Chairman’s office would forward to the Coordinators examples of such questions and invited their comments by Friday 5 September.

A. Preparation of written questions for the Commissioners-designate hearings

The President-elect of the European Commission is expected to present the new College and the distribution of portfolios on Wednesday 10 September. Following that, the deadline for policy-related questions is likely to be set end of the week, giving the committees a couple of additional days to finalise the written questions.

Coordinators took note of the suggestions put forward by the Chairman (Working Document), the preliminary draft questions prepared by the secretariat, and first comments by the S&D Group.

Coordinators agreed to hold a second round of written consultation between 10 and 12 September in order to finalise the questionnaires. To that end, Political Groups would submit their proposals for the questions to be included in the written questionnaire.

B. Conflicts with other committees

Dissemination of Earth observation satellite date for commercial purposes / ITRE

At the request of Mrs Evelyne Gebhardt, S&D Coordinator - who was excused –Coordinators considered the conflict with ITRE on the specific dossier. They validated the draft letter but agreed to send it only after the attribution of Commissioners-designate portfolios to Committees are agreed by the Conference of Presidents.

Strategy meeting

Coordinators agreed to postpone the strategy meeting to a future coordinators’ meeting.

Regarding the hearings, in order to benefit from the “on block” authorisation by the Conference of Presidents for the first half of 2015, Coordinators invited the secretariat to circulate a list of possible hearing by Tuesday 9 September CoB, for the Coordinators to be able to react by Wednesday 10 September CoB.

6 IMCO public hearings for 2015

Coordinators endorsed the proposals.

Regarding the TTIP hearing, coordinators agreed to invite INTA to the IMCO hearing and informally coordinate with them the preparation of it.

7 IMCO committee missions for 2015

Coordinators agreed to send their comments to the Secretariat by Thursday 9 October noon. Special attention will be paid by Political Groups to ensuring the participation of MEPs to the delegations in the MS.

The consideration of the establishment of the Digital Single Market working group was postponed to the next meeting.

8.5 Ombudsman complaint on lack of funding for Slovakian consumer organisations

Coordinators took note of Ombudsman complaint 731/2012, on which the Ombudsman took a final decision on 4 April 2014.

Main: ITRE

IMCO challenged the attribution of the attribution to ITRE. The CCC will be issuing a recommendation to the CoP which proposes to dismissIMCO’s challenge.

The possible extension of geographical indication protection of the European Union to non-agricultural products

Main: IMCO IMCO contested the JURI INI request.

The impact of EU trade and investment policy on public-private partnerships

Main: INTA IMCO contested the INTA INI request as it is linked to PP and Concessions. In consultation with the Chair a tentative agreement was reached for the modification of the title to:

"The external impact of EU trade and investment policy on public-private initiatives in countries outside the EU"

IT security IMCO contested the LIBE hearing request as it is linked to NIS. LIBE chair expressed his willingness to modify the scope and invited IMCO members to be involved in the hearing. Coordinators accepted the invitation.

Hearing on TTIP Main: IMCO INTA contested IMCO’s request and insists on a joint organisation of the hearing. Coordinators agreed for political groups to suggest experts to the secretariat and submit them to INTA.

3.3 Transfer of points from ALDE to ECR

Coordinators took note of the new distribution of points (following the decision of MEP Sulik to change from ALDE to ECR group).

3.4 SEDE INI on “Impact of the 2009 Defence Procurement Package on the European Defence Industry”

Coordinators unanimously opposed the suggested draft proposal for an own initiative report by SEDE on the impact of the 2009 defence legislative package on the European defence industry, on the grounds that Defence Procurement Legislation is a core IMCO competence and invited the Secretariat to inform SEDE.

7.1 2015 meeting dates

Coordinators endorsed the dates proposed for the 2015 coordinators’ meetings.

These meetings will take place during committee meeting slots.

7.2 Attendance

They also agreed that:- Only one coordinator per political group would take the floor (for groups who

have Vice-coordinators);

- If a Coordinator cannot attend the meeting, another MEP from the same group

can replace him/her. In such a case, the Coordinator’s assistant may also

attend;

- Coordinators’ assistants may attend the meeting but cannot speak on behalf of

their Coordinator;

7.3 Minutes / Decisions of the Coordinators

Coordinators took note of the obligation to register in the electronic register of documents any coordinators minutes/decisions that they circulate internally. This request follows a Recommendation issued by the EU Ombudsman in complaint 262/2012/OV.

As a consequence, the Decisions adopted by the coordinators would be announced by the Chair and will be included as an annex to the committee minutes. Consequently, they will be endorsed by the full committee and automatically registered in the public register.

The above procedure will apply as of the Coordinators meeting of 17 November.

8 2015 IMCO missions

Following written procedure on 9 October 2014, Coordinators will find below the destinations of the IMCO missions for 2015.

As Political groups have not indicated their preference between the two options for the mission to Latvia, they are again requested to do so by Thursday 13 November cob (the Chairman cannot participate on 16-17 Feb).

9 Miscellaneous

9.1 Motion for a resolution on traceability of products through a labelling system enabling consumers to easily identify the origin of a products tabled by MEP Aldo Patriciello (EPP) (BL)

This motion for a resolution has already been taken into account in the framework of the discussions on the Product Safety and Market Surveillance package.

9.2 Briefing notes on aspects of the TTIP with relevance to IMCO

Ahead of the holding of tentative meetings with the EC's Lead Negotiators (from the relevant DGs) the Coordinators endorsed Secretariat proposal to request short briefing notes (2 pages) on the following topics: services (excluding financial services), standards, procurement, motor vehicles, textiles and labelling, customs facilitation, consumer protection and type approval. Request for additional topics should be sent to the Secretariat by Thursday 13 November cob.

The briefings would be composed of 2 parts. The first would outline what the EU has negotiated in its previous free trade agreements with regard to these fields. The second part would focus on the specific challenges with regard to the on-going negotiations with the US.

9.3 Union legal framework for customs infringements and sanctions (2013/0432(COD))

Coordinators endorsed Ms Kallas’s proposal to organise a hearing on "Union legal framework for customs infringements and sanctions” (2013/0432(COD)).

The Rapporteur will propose experts in agreement with her Shadows.

9.4 D'Hondt System

Coordinators endorsed the new table for the application of the D'Hondt distribution system to IMCO. The D'Hondt system is used as a guide for the distribution of places to delegations.

9.5 IMCO Working groups

Coordinators examined the establishment of the Digital Single Market working groupand asked the Secretariat to prepare guidelines clarifying the scope and organisation of the working group for the strategy meeting of 17 November

9.6 Strategy Coordinators’ meeting

Coordinators agreed to hold a strategy meeting on 17 November from 17.15 to 18.30. Political groups are invited to send their contributions for INIs and studies to the Secretariat by Tuesday 11 November noon. The secretariat will circulate a draft note by Wednesday 12 November noon.

9.7 Hearing of Commissioner-designate Margrethe Vestager

Coordinators endorsed the Secretariat’s suggestion to include such draft implementing measures in the note for Coordinators in a simplified format for information purposes, without a detailed analysis of the content or a recommendation. However, when in doubt about the relevance of the draft implementing measures, a detailed analysis and a scrutiny recommendation will be provided.

The Chairman reiterated her intention to chair most of the trialogue meetings. However, whenever this is not possible, the secretariat will check the availability of the Vice-Chairs in the order of their position. The available Vice-Chair will undertake to chair the whole series of trialogues for that dossier. It was stressed that the chairing of trialogues should be politically neutral, as a consequence, the Chair indicated that she could, if political groups would prefer, invite a Vice-Chair to chair a trialogue when she is rapporteur on a dossier. In addition she indicated that when is shadow rapporteur, will make clear in what capacity she is taking the floor.

The Secretariat will consult with the IMCO Chair, rapporteurs and the relevant IMCO Vice-Chair, where that Vice-Chair is chairing the trialogues before setting the meetings for the trialogues.

a. Italian PresidencySecretary of State for European Affairs, Sandro GOZI, offered an outline of progress made and promised to open informal negotiations on the “Connected Continent Package” before the end of the Italian Presidency.

b. European Court of AuditorsChairs held an exchange with Mr Ville ITALA, Member of the ECA, on closer cooperation between ECA and Parliamentary committees. CONT (Budgetary Control committee) stressed that special ECA reports are presented in CONT and specialised committees are invited to attend.

c. Meeting of the CCC with the College of CommissionersThe Chair referred to the matters addressed during the meeting with the College of Commissioners on 2 December 2014. The general purpose of the meeting is to exchange views on priorities for 2015. Amongst the topics covered, the strengthening of the implementation of legislation in Services, Professional Qualifications, Consumer Protection, Public Procurement (guidance to MS), the development of a coherent policy framework for the Digital Single Market.

4.9 Commission Staff Working Document on the implementation of the definitive VAT regime for intra-EU trade (SWD(2014)338)

4.10 Green paper: Safety of Tourism Accommodation Services - COM(2014) 464 final

Observations: On 24 September, IMCO Coordinators decided to attribute this file to S&D for the appointment of a draftsperson. In the meantime, TRAN Coordinators decided to draft an INI report with a wider scope than the above-mentioned Green Paper, namely on "New challenges and concepts for the promotion of Tourism in Europe". S&D remains interested to draft an opinion on the matter.

4.11 Towards more effective EU merger control (COM(2014)449)

Resp.: ECON Opinion: IMCO (DA), JURI

Observations: Coordinators decided on 24 September to appoint Kaja Kallas (ALDE) rapporteur for opinion in this file. Since then, ECON, as lead committee, has decided not to produce a report on the White Paper. The procedure is therefore obsolete, and IMCO's opinion has to be discontinued. The rapporteur in ECON for the annual report on EU competition policy (2014/2158(INI)) has instead addressed the White Paper in his draft report in that file.

4.12 ITRE INI report on European energy security strategy

Observations: The IMCO Coordinators have decided to do opinions on 1) Energy Efficiency and its contribution to energy security and the 2030 Framework for climate and energy policy on 24 September and 2) Progress towards completing the internal energy market on 5 November. ALDE was given both opinions.

Coordinators were informed at the meeting of 5 November that ITRE Committee decided to address the relevant parts of the Communication on Energy Efficiency within a single INI report on the European energy security strategy. Subsequently,the ITRE coordinators decided not to make an INI on “Progress towards completing the internal energy market”, but to take into account the relevant aspects in the same on-going INI on European energy security strategy.

Both IMCO opinions will therefore be addressed in one opinion to the ITRE INI on European energy security strategy. ALDE was responsible for both opinions and has appointed Ms Hyusmenova as Rapporteur.

Pursuant to the provisions of Article 287 of the TFEU the Court publishes its audit on the Office and provides with a statement of assurance of the Office's annual accounts, and of the legality and regularity of the transactions underlining those accounts.

4.14 Council Decision on the position to be adopted, on behalf of the EU, within the EEA Joint Committee concerning an amendment to Protocol 31 to the EEA Agreement, on cooperation in specific fields outside the four freedoms (Consumer Protection)

Observations: Protocol 31 to the EEA Agreement is amended in order to extend the cooperation of the contracting parties to the EEA Agreement to include Regulation (EU) No 254/2014 of the European Parliament and Council of 26 February 2014 on a multiannual consumer programme for the years 2014-2020. The Decision was transmitted to the European Parliament for information purposes only.

4.15 Council Decision on the position to be adopted, on behalf of the EU, within the EEA Joint Committee concerning an amendment to Protocol 31 to the EEA Agreement, on cooperation in specific fields outside the four freedoms (Budget Lines 02.03.01 and 12.02.01)

Observations: Protocol 31 to the EEA Agreement is amended in order to continue the cooperation of the contracting parties to the EEA Agreement in actions funded from the general budget of the Union concerning "Operations and development of the internal market, particularly in the field of notification, certification and sectoral approximation" (Budget line 02.03.01) and "Implementation and development of the internal market" (Budget line 12.02.01). The Decision was transmitted to the European Parliament for information purposes only.

4.16 Council Decision establishing the position to be adopted on behalf of the EU in the Administrative Committee of the UNECE on the draft new Regulation on pole side impact and on the draft amendment to that Regulation.

Observations: The position to be adopted on behalf of the EU in the Administrative Committee of the Revised 1958 Agreement shall be to vote in favour of the draft new UNECE Regulation on uniform provisions concerning the approval of vehicles with regard to the Pole Side Impact performance. Observations: This proposal concerns a number of agricultural and industrial products. The suspension requests were examined in the light of the criteria set out in the Communication from the Commission concerning autonomous tariff suspensions and quotas. Following this review, the Commission considers that the suspension of duties is justified for the products listed in Annex I of this proposal. Also, Annex I lists i) products for which the wording of their description had to be changed, ii) products for which a new CN or TARIC code became necessary or iii) products which were reviewed and for which a new date for mandatory review was set.

5.3 Gáll-Pelcz Opinion: The review of the economic governance framework: stocktaking and challenges

The Berès report in ECON was initially supposed to be a legislative INI but has been transformed into a normal Rule 52 INI report. The ECON timetable has not been fixed yet, however it can be expected that the vote will take place on 23/24 February in order to submit the report to the March I plenary session with a view to having it adopted before the Spring European Council.

Under these circumstances, and in consultation with her Shadows, the Rapporteur Mrs Gáll-Pelcz suggests preparing the IMCO opinion in two phases:

1. During the first phase, the Rapporteur wishes to work closely with the Shadows,following the discussion in ECON and awaiting the Commission’s report on the 6-pack and 2-pack regulations.

2. During the second phase, the IMCO opinion would be prepared under an exceptionally fast-track procedure and working only in English. The second phase would be based on the following timetable:

8 Miscellaneous

8.1 Opinion 1/14 – Cross-border sports betting – possible written observations of the European Parliament

The Council of Europe Convention on the Manipulation of Sports Competitions ('the Convention') was opened for signature on 18 September 2014. Since Malta considers that this Convention contains provisions on cross-border supply of gambling services

that are in breach of Articles 18, 49 and 56 TFEU, it has requested an Opinion of the Court of Justice (ECJ, Opinion 1/14) as to whether the Convention is compatible with the Treaties. Parliament is entitled to submit written observations in those proceedings.

On 14 November 2014, the JURI Committee sent its recommendation (voted on 10 November) to the President of the European Parliament, which concurs with the opinion of the Legal Service, namely not to submit written observations in the proceedings concerning Opinion 1/14.

The Chair pointed out that it could be helpful to have IMCO included earlier on in the process in order to be able to examine it more carefully.

Decision: Coordinators decided to follow the JURI recommendation.

8.2 Motions for a European Parliament Resolution on the framing of an EU regulation on (the prevention of) gambling by MEP Aldo Patriciello (B8-0237/2014 and B8-0254/2014) (MD)

In his two identical motions for a resolution, Mr Also Patriciello (EPP) calls on the Commission "to adopt a new proposal for a regulation to regulate gambling in general, in order to remedy the current situation of legislative fragmentation and inefficiency".

Decision: Coordinators decided to revisit the matter only at a later stage, when the Commission will be reporting on the implementation of the July 2014 Recommendation by the Member States and on the review of its 2012 action plan on online gambling (in principle due in December 2014, but delayed).

8.3 Motion for a European Parliament resolution on standardisation of national rules on the sale of pharmaceutical products online (EM)

Pursuant to Rule 133 of the Rules of Procedure, in his Motion for resolution Aldo Patriciello calls on the Commission to submit a new proposal for a regulation with a view to standardising national rules on the sale of pharmaceutical products online.

Decision: Coordinators decided that no follow-up is needed.

8.4 IMCO representatives to STOA board

As Coordinators were informed by the Chairman, STOA indicated it may accept a third IMCO representative on the STOA panel, following a request by ENVI Committee for a fourth place. Decision: Coordinators agreed to nominate the Chairman to represent IMCO together with Carlos Coelho (EPP) and Virginie Roziere (S&D) who were already appointed.

8.5 Workshop on Unfair trading practices in the food supply chain

At their strategy meeting of 17 November, Coordinators agreed in principle on the organisation of a workshop on “Unfair commercial trading practices in the food supply chain", and tasked the Secretariat, in cooperation with the Rapporteur, D. Jackiewicz (ECR) and the Policy Department, to prepare a more detailed draft programme for their consideration.

The workshop would, as is customary, be organised by the Policy Department and focused specifically on “Unfair commercial trading practices in the food supply chain”, taking stock of such practices and considering possible regulatory responses to them. The results will provide input for the forthcoming non-legislative INI that IMCO has requested, following the referral of the corresponding Commission Communication on this topic of 14 July 2014. The workshop will also take into account the study "The economic impact of modern retail on choice and innovation in the EU food sector" issued in October 2014 by the Commission services (DG COMP) and facilitate dialogue with the AGRI committee, which has requested associated status under rule 54.

Decision: Coordinators endorsed this proposal (the detailed draft programme will follow).

8.6 Deployment of the eCall in-vehicle system (Rapporteur: Olga Sehnalová (S&D))

On 1 December 2014, the EP Negotiating Team - chaired by the IMCO Chairman Mrs Vicky Ford and composed of the Rapporteur, Shadow Rapporteurs and Rapporteurs for opinion in LIBE and TRAN - reached agreement with the Council and the Commission on the proposed Regulation concerning type-approval requirements for the deployment of the eCall in-vehicle system and amending Directive 2007/46/EC.

Decision: Following the recommendation by the Rapporteur, Coordinators agreed to submit the negotiated text to the IMCO Committee for endorsement on Thursday 4 December 2014.

8.7 2015 Missions

Decisions:Political groups have communicated to the Secretariat their preference for having thedelegation to Latvia in February (instead of March).

Coordinators took note of the distribution of places per group and Political Groupswere invited to communicate their participants for the delegations by Thursday 18 December cob at the latest.

Coordinators also took note of the request from a NA MEP (Mylène Troszczynski) for her participation to the delegation to Latvia. However, as no spare places are

8.8 IMCO Working Group on the Digital Single Market

Decision: Coordinators agreed the objectives, the draft programme, the format (outside committee meetings) and the timing (bi-monthly). They also agreed that other committees should be invited. The WG would be open to all IMCO members and would be chaired by the Chairman.

The Secretariat was invited to circulate early on the 2015 meeting dates during committee weeks. Political groups were invited to send their suggestions for stakeholders by 16 December cob.

Objectives The Working Group could seek to identify key remaining barriers towards the completion of the Digital Single Market and unleashing its potential for growth, jobs and consumer choice. In covering all issues related to the Digital Single Market, IMCO would ensure a horizontal approach in defining priority actions relating to the Digital Single Market, thereby inviting other committees along. The conclusions of the fourth cycle could serve as strategic input into a comprehensive policy framework for the deepening / or development of the DSM.
