As per 2001 population Census, 63.4% of the population was in the age group of 15-59 who constitute the labour force. Out of India’s total main workers, 2.6% are Keralities. Today the problem of unemployment is the single largest puzzle of Kerala Economy. Unemployment is said to prevail when supply of labour exceeds its demand. Growth of supply of labour is determined by population growth and participation of population on the total work force. In Kerala from the decade of 1970’s onwards there has been a rapid rise in the labour supply because of the increase in the number of women seeking wage employment. Thus, though the supply of work seekers increased, the demand for them, did not increase. As a consequence, there was an alarming increase in unemployment rate from time to time. The unemployment problem in Kerala is not only about educational unemployment but also simple unemployment of semi skilled and unskilled workers. One important feature of Kerala Economy, which makes it different from the rest of the country, is net out migration of labour force particularlyto Gulf region and inflow of huge remittances into the state. Huge out migration, as has been rightly pointed out, happens mainly because of lack of employment opportunity. To meet the mismatch between supply and demand for manpower the Industrial Training Department and The Employment Department play a complementary role. While the former looks after skill training to make the manpower marketable, the later looks after the needs of the work seekers. The Employment Department operates about 96 institutions and they provide placement service, vocational guidance, employment market information, self- employment guidance, unemployment assistance and self-employment schemes for the registered unemployed. Employment Exchanges, Regional Professional and Executive Employment exchanes. Town/Rural and Special employment exchanges fro physically handicapped in Kerala. Under the EMI Programme collec tion of data is being done by way of establishment reporting system. Under this system the establishments are required to furnish at regular intervals details about the number of persons employed by sex, vacancies that have occurred and the type of persons they found to be in short supply. In the present report on earnest attempts is made to study the employment situation the public and private sectors in Kerala State as covered by Employment Exchange Act 1959. As per the Act, data on all employees in the public sector and from non Agricultural establishment in the Private sector employing 25 or more employees is collected statutory and in respect of Private sector establishments employing 10 to 24 workers on a voluntary basis. Details on the Employment and Employees situation demand and supply of labour, manpower surpluses and shortages in the state are given in this chapter.

Employment
