Selected Project ExperienceOperational Knowledge

Welsh Local Authority Vehicle Framework Technical Advice (WRAP)Technical LeadEunomia was commissioned by WRAP to undertake a review to update the framework in light of legislative changes to large goods vehicles. Specifically Eunomia assesses the requirement to provide a Lane Departure Warning System (LDWS) and Emergency Braking System (EBS) to all new vehicle manufactured after November 2015. This work follows on from previous work to establish the vehicle framework, which provides local authorities in Wales with a cost effective way of procuring Resource Recover Vehicles for the collection of kerbside separated materials, as specified in the Welsh Governments Collections Blueprint.

Kerbside Analysis Tool (KAT) Update (WRAP)Technical LeadEunomia was commissioned by WRAP to undertake the gathering, analysis, provision of and commentary on a range or operational and financial data, which will be used to underpin the operational and financial assumptions in the Kerbside Analysis Tool (KAT). This modelling tool is used by WRAP and others to model the performance of waste collection options. This important work involved gathering data on vehicles, containers and a range of financial information from Local Authorities, Container and Vehicle manufacturers and providers of procurement frameworks across the UK.

BathNES Waste Service Redesign Project (NEPRO)Interim Project OfficerEmma was specifically requested by BathNES Waste Services Team to provide project management support during the initial phase of their waste services redesign, which is ongoing until October 2017. The work was undertaken on-site at the council’s offices in Keynsham, and at the waste collection depot in Bath, between November 2015 and March 2016. Work involved a wheeled bin suitability survey, waste flow modelling, research, development and drafting of wheeled bin criteria and policies and associated Equalities Assessments, warm-up communications, the development and maintenance of the project risk register, the overall project plan, detailed sub-plans for service rollout, recruitment, vehicle procurement, and the procurement of a trade waste IT system for the in house trade waste team.

Food Waste Pilot Support Phase 1 (WasteServ, Malta)Technical LeadWasteserv rolled out a pilot food waste collection service across five municipalities in Malta in October 2015. Eunomia provided support before, during and after the pilot, including 1) an appraisal of potential issues for the draft plan for the pilot, 2) production of a recommendations and response plan, 3) the delivery of study tours in the UK and Italy, 4) ongoing assessment of the pilot and support in responding to issues encountered, and 5) a post mortem and recommendations for wider roll out of food waste collection to households across Malta. Emma provided technical expertise across the project including advice on communications, waste collection, monitoring and customer service for the food waste collection pilot.

Recycling in Dense Urban Areas (WRAP)Authority SurveysEunomia carried out a research project for WRAP with the aim of understanding what factors had a significant impact on high levels of recycling performance in dense urban areas across the world. This project involved detailed research into cities across the world with high levels of recycling performance, and the factors that contributed to this. Once a shortlist of schemes for further investigation was established, Eunomia developed a detailed survey to use as a basis for our primary research. Following analysis and synthesis of the information gathered, a comprehensive report was developed which informed the development of pilot schemes for ongoing development of services across the UK.

West of England Waste Strategy Review (NEPRO)Project ManagerEunomia was engaged by the West of England Waste Partnership to undertake a review of the West of England Waste Partnership Waste Management Strategy. The partnership covers the four unitary authorities of the former Avon county area - Bristol City Council, North Somerset Council, Bath & NE Somerset Council and South Gloucestershire Council. Eunomia produced a public facing document and a technical annex for the use of officers. Both these documents were informed by an officer workshop.

HWRC Operational Review (LAS Recycling Ltd) Project ManagerReview of the operations at the Lampeter Household Waste Recycling Centre (HWRC) with respect to updating the site to reflect current best practice. The principal object of this work was to improve the user experience at the site through amends to the layout and material collection. In doing this there was also an opportunity to make marginal improvements in operational efficiency and therefore cost savings.

Evaluation of Omagh DC options for rural organics collections (WRAP) Project ManagerThe objective of this project was to determine the optimal diversion route from landfill for household organic garden and food waste within the district of Omagh, with a particular focus on the 10,166 rural households outside the existing kerbside organic scheme. This included consideration of the treatment options, both current and planned. Modelling was undertaken using WRAPs collections cost model KAT. In addition a review was undertaken of the council’s communications activities, and a number of suggestions were made for improvement.

Re-use Procurement Support – Reuse at HWRCs (North Somerset District Council)

Technical LeadThis project was to assist North Somerset Council in reviewing a potential contract extension of its waste collection and household waste recycling centres or the re-provision of those services through a Competitive Dialogue procurement process. Emma provided technical input on the options available for including reuse at the councils HWRCs.

Reuse in Procurement Workshop (WRAP)Technical LeadEunomia was commissioned to deliver a facilitated workshop focusing on the barriers to including re-use within HWRC procurement, and how these can be overcome. Emma assisted in the identification and recruitment of stakeholders and presenters from Local Authorities, the Third Sector and the Private Sector and in the design of the workshop, and was one of the four facilitators that guided participants through the five group exercises that were undertaken as part of the workshop.

CBA of Repair Service Models for the Preparation for Re-use sector, Zero Waste ScotlandTechnical LeadThis study looked at the relative performance of a number of repair service models within the preparation for re-use sector, focusing on those of relevance to third sector organisations. The assessment of performance was undertaken using data from WRAP’s Benefits of Re-use model, which was adapted for the purposes of the research using data obtained from stakeholders.

Supporting the development of a reuse forum (Oxfordshire County Council)Technical LeadEunomia supported the development of a countywide reuse forum. With the overall aim of increasing the amount of material diverted for reuse, the project brought together a wide range of stakeholders including local authorities, housing associations and not for profit organisations to improve services and promote reuse options to local residents.

Mid & East Antrim Service Review (WRAP)Technical Lead – Re-use and CommunicationsWith three councils coming together due to the Review of Public Administration in Northern Ireland, this work advised on best approaches to waste service harmonisation. It included (a) review of the three councils' waste policies and contracts, (b) household waste collection options appraisal, (c) a review of commercial waste services, (d) optimisation of HWRCs, bring, transfer stations, and depots, and (e) a review of reuse and communications activities.

Waste Prevention Waste Prevention Challenge Prize (Nesta)

Technical Lead & MentorEunomia provided support to Nesta in the development of an evaluation framework to assess the level of waste prevention that could be expected to result from the implementation of innovative measures proposed through their Waste Reduction Challenge Prize.

Benefits of Community Composting (WRAP)Technical LeadWorking closely with the Community Composting Network, this project developed and applied a methodology to evaluate the environmental, economic and social impacts of the work of community composting organisations. This involved learning from the wider experience of other Third Sector Organisations in order to establish the direct financial savings to bodies such as the probation service from the work of community composters. Emma led on stakeholder mapping and engagement, developed a phone survey and undertook interviews and follow-up with a range of suitable Third Sector Organisations across the UK.

Planning and Permitting Support Fire Prevention & Mitigation Plans Training (Natural Resources Wales)

Project ManagerThe Planning and Permitting Regime in England and Wales now requires site operators to have in place either a Fire Prevention Plan (England) or a Fire Prevention & Mitigation Plan (Wales). This current project is working to develop training packages and a range of training resources to enable the recently published Fire Prevention & Mitigation Plan Guidance to be embedded both within Natural Resources Wales via the internal training of officers and externally through engagement with waste operators via external one-day workshops. The training will be delivered regionally across Wales and will enable NRW Officers to provide assistance and expertise to support waste operators as they develop, write and implement their FP&MPs while the external training will enable waste operators across Wales to develop, write and implement a FP&MP, which is suitable and proportional to their particular operation. The work will be delivered with assistance from F&P Fire Limited.

Waste Transfer Station Consenting (North Somerset)Technical Lead – Fire Prevention PlanOn the completion of a site search, Eunomia was commissioned to configure a new waste transfer station and to secure planning permission and environmental permitting for the facility. Emma provided support to the wider permitting team to enable a number of queries that they had received from the Environment Agency regarding the contents of the Fire Prevention Plan. The work involved working with a range of stakeholders including the Environment Agency, local Fire & Rescue Services, water utilities, civils and equipment suppliers to provide viable solutions to overcome the issues highlighted by the EA in relation to the original FPP submission.

Tide Construction Dexion House (Evolution)Technical LeadThis project involved a review of the compliance of a mixed residential (student) and leisure development with the BREEAM excellent standard to ensure that there was enough central waste storage space to allow for the separate collection of dry recyclables, food waste and residual waste. Emma modeled the estimated waste flows through the devolvement from both the domestic and leisure sources and developed a waste management plan for the Dexion House development.

Waste Depot – Renewal of Temporary Planning Permission (confidential client)Technical LeadThis project involved renewing the temporary planning permission for a building, which is integral to the operation of a waste recycling MRF. The MRF is crucial to the delivery of a household kerbside recycling contract for a Local Authority Contractor.

Depot Configurations and Costings, Merthyr Tydfil CBC (WRAP)Technical SupportTo support the rollout of a new collection service, Eunomia drafted two depot configurations for the site (for different vehicles). We then produced a report costing each one in terms of capex and opex as a decision support tool. Emma provided technical input to the two depot designs.

Planning Submission for Depot (Cotswold District Council)Technical Support – Depot DesignThe aim of the assignment was to submit planning for two sites, in a very tight timescale. This required depot design, commissioning traffic and flood assessments and writing the applications and design and access statements. Eunomia handled the pre-application consultations with statutory consultees and the local planning authority. The planning submissions were delivered on time, and subsequent queries were handled by Eunomia on behalf of the client.

Health and Safety Support Dry Mixed Recycling and Residual Waste Treatment Contracts Tender Evaluation (Armagh,

Banbridge and Craigavon Council)Evaluator – H&S and Communications elementsEunomia was commissioned to evaluate the tender responses to the Mixed Dry Recyclables and Residual Waste Treatment contracts. Emma used her NEBOSH Certificate qualification and extensive operational and waste related communications experience to assess submissions against the method statement requirements and evaluation criteria for the Health and Safety and Communications sections, scoring the responses submitted and providing a detailed set of notes to accompany each. These notes were then used by the project manager during the moderation meetings to justify the scores given.

Bidding support for local authority waste and recycling services contract (Confidential client)Technical InputEunomia provided bid support to a private sector client bidding for a local authority waste and recycling services contract. Eunomia was responsible for developing all method statements and reviewing the commercial solution. Emma modelled the impacts, environmental and financial costs and benefits, of providing the local authority with a fortnightly restricted volume residual waste collection service in conjunction with an opt-in charged for garden waste collection. Emma also reviewed and updated the client’s H&S Risk Assessments.

Collections Blueprint Review (Welsh Government)Technical Lead – Health & SafetyCollections Blueprint (Welsh Government) – Health & Safety Technical Lead: The overall aim of this project was to review the Collections Blueprint document and its evidence base in light of any new evidence (arising since 2011), and to provide advice to the Welsh Government on changes that could be made as a result of this work. The desk based review focused on three research themes: collections operations, social impacts and non-blueprint collection services, and deposit refund schemes. As part of this project, Emma reviewed all documentation relating to Health and Safety of waste collection operations.

Assessment of Future Waste Collection Options (Somerset County Council)Technical Lead - H&S ReviewEunomia conducted an options appraisal of possible future kerbside recycling services for Somerset. These included improvements to the current kerbside sort system, the introduction of stackable recycling containers, a move to co-mingled collections and the introduction of restricted residual waste collections such as 3-weekly and 4-weekly refuse collections. Emma provided a high-level H&S review of each option, identifying the significant unmitigated risks applicable to each and providing high-level suggestions for mitigation measures.

Torbay Health & Safety Support (Torbay Council)Technical Lead – Health & SafetyThis project provided an assessment of the contractor’s compliance with the councils HWRC and waste transfer station specification with respect to health and safety compliance at these facilities. The project involved a review of contractor policies and health & safety documentation, interviewing site staff and observing site operations.

Other Supporting Project Experience (Hyder Consulting (UK) Ltd)

Blue Sky Thinking (Westminster City Council)Technical InputPrior to drawing up contract specification(s) for the procurement of waste services the City of Westminster needed to identify future changes in the waste management needs of the City. Emma was involved in a “Blue Sky Thinking” exercise which identified trends, innovations, opportunities and future legislative requirements which would be likely to influence the provision of waste services within this unique environment up to and including 2017. Informal feedback from client officers has indicated that this piece of work was of great value to the council enabling them to tailor their contract specification much more to their future needs.

Redesign of HWRC (LB Richmond upon Thames)Technical SupportEmma, as Hyder’s operations specialist, was seconded to the borough’s only HWRC to implement, develop and cost the actions she recommended in her initial H&S Report (see Redesign of HWRC). This work involved a review and updating of all site systems, modelling of trade waste flows, assessment of the environmental and financial implications of restricting or prohibiting trade waste, an assessment of the staffing needs including staff levels, training & development needs and work incentives.

Redesign of HWRC (LB Richmond upon Thames)Technical Input - Health & Safety, Site Review and DesignThe need for a redesign had arisen due to concerns over Health & Safety, budgetary issues, and complaints from neighbours regarding traffic movements, odour, dust and litter. Emma reviewed the operation of the site, and contributed to the devising of three options that ensured the use of all available space was maximised and that all of the issues identified as being associated with the site were addressed. This helped the site meet the needs of all of the residents of the borough and exceed the standards set by the borough’s recently introduced zonal ‘one-day’ collection system, which has seen recycling rates increase to approximately 40%. Emma led on the site Health and Safety, operational and traffic reviews and provided much of the input for the design options generated.

Waste Strategy Revision and Consultation (Borough of Poole)Technical Input, Consultation and AuthoringEmma was heavily involved in the review and development of the borough's waste management strategy. She also authored the borough’s public engagement and consultation strategy and took part in the public meetings and stakeholder groups that formed part of the consultation process. This project will play a central role in enabling the borough to meet its statutory targets, eventually taking the borough from its current level of 39.1% to 50% recycling and composting.

Jumeirah Garden City Dubai (MEERAS)Technical Input and Waste ModellingEmma provided technical input and waste modelling capability for this project. Jumeirah Garden City represents the first large-scale urban regeneration project in Dubai covering an area of some 2,000 hectares within the city centre, close to the Dubai International Finance Centre (DIFC). Hyder was engaged by MEERAS to provide specialist technical advice on utilities required to be developed over the life of this project and fed into the masterplan for this development. Waste was identified as a key issue to be addressed and consequently, Hyder developed a Waste Management Blueprint for the overall development. Emma was part of the small team that analysed usage patterns, forecast waste and recycling quantities, presented options for in-building consolidation, analysed collection methods and finally, presented potential options for resource recovery and disposal.

Stone Pit 2, Environmental Statement, Waste Chapter (Hyder)Technical Input, Waste Modelling and AuthoringEmma authored the municipal waste section of an environmental statement produced in support of a building development project situated in Dartford, Kent. The project will realise the redevelopment of a former chalk quarry and inert landfill into a residential and mixed retail development incorporating 1000 new homes, retail and community facilities and open green space. The work included desk based research and the modelling of projected waste flows, assessment of their environmental impacts and the production of a strategy for the mitigation of those impacts.

Kerbside Recycling Collection Vehicle Project (WRAP ROTATE)Technical Input and Waste ModellingEmma was asked to work on this project as part of a small team assembled by Dick Perry, Technical Advisor, ROTATE, WRAP. Other members included representatives from the Community Recycling Network, “main-stream” Waste Management collections operators, previous and current depot managers and recycling collector/drivers, vehicle producers and the design company who would build the vehicle. The aim of the project was to produce two working designs; the “ultimate” kerbside collection vehicle for source separated dry recyclables, and the “ultimate” kerbside collection vehicle for glass and organics (kitchen waste) to compliment a comingled collection of dry recyclables. Health and safety concerns such as noise from glass collection, off-side loading and loading height were considered in the design and solutions developed together with innovative ways of loading and unloading materials for the vehicle.

Recycling Officer Following the completion of the rollout of the Sort It! Service in Mendip, Emma was seconded to South Somerset DC to assist with the rollout of the final three phases of the Sort It! Service across the district. She was also involved in managing the in-house refuse collection; undertook a review of the garden waste collection service; and proactively managed the contracted out kerbside recycling service to quickly address and reduce an unacceptable level of missed collections and customer complaints.

Mendip District CouncilWaste Management OfficerEmma was involved in the rollout of the Somerset Waste Partnerships award winning Sort-It! Service which switched the frequency of residual collection from weekly to fortnightly, increased dry recycling from fortnightly to weekly with the introduction of weekly food waste collected on the same pass and introduced an opt-in charged garden waste collection service. Emma was also responsible for contract management - residual, garden waste and bring sites; communications and engagement – kerbside, bring, business waste, waste prevention and re-use; and enforcement. She was also SW Representative on the LARAC Executive, a LARAC Policy Officer and co-opted as a non-executive director to the board of the Composting Association.
