“My wealth is my people’s happiness” is an immor-tal quote of the founding father Sheikh Zayed Bin Sultan Al Nahyan, “God bless his soul,”. He defined his era by it, and put the first brick in the curriculum which led to the path of happiness and positivity in the UAE.This phrase has become a course of action and a sus-tainable goal adopted by the wise leadership for de-cades, as reflected by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, “may Allah protect him”, “The well-being, sustainability and happiness of the UAE’s people is our top prior-ity for our federal and local governments.” For many years, our wise leadership has been keen to instill the principles of positive think-ing and happiness among the various strata of society that enable the UAE to become the happiest nation. As UAE Vice President, Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum ‘Allah save him’ said, “Positivity is a way of thinking, and happiness is a lifestyle, It is not what you own or do that makes you happy, it is how you think about things “From the previous quotes of the wise leadership, we can conclude that the most important features of the “Emirates happiness” or elements of the UAE magic formula to achieve the “happiest people”. Happiness in the UAE is not just a se-ries of slogans for media consumption; it is a vision and a quest, - the true wealth of society. It is a top priority, a sustainable goal and a way of life, which starts by identifying that the human being is the catalyst of progress and growth. That the positive outlook of the team creates happiness. What creates positively the hap-piness of society lies first and last in the releasing of individual capabilities and potential. .The UAE was the first country in the world to establish the Ministry of Happiness i. In 2016, it was the first to launch the national program of happiness and positiv-ity where it made the indicators of happiness and positivity an important criteria for performance assessment and decision-making. The UAE thus achieved global leadership in this area and became a beacon for those who looking for happiness and those who want to live and enjoy a decent life.Achieving happiness and positivity is not the responsibility of the individual or the leadership alone! It is a shared responsibility flowing from top to bottom -and vice versa- , in an attractive and stimulating work environment. According to the UAE happiness platform, the leadership is responsible for instilling the principles of happiness and positivity in the work environment by formulating an inspira-tional vision, and by promoting the culture of altruism and mental alertness.In customs, and in accordance with the directives of the wise leadership, we have made increasing the happiness and positivity levels between employees and cus-tomers a strategic goal. A goal which we will achieve through effective com-munication, development of services, simplifying procedures, freeing potential appreciating achievements and encouraging innovation within the framework of diversity and unique balance between professional and personal life..In this context, the Authority held a brainstorming session on happiness and posi-tive in the headquarters of government accelerators in Dubai at the end of Septem-ber. The session succeeded in liberating the potential of the employees and came up with a wide range of initiatives that will have a positive impact on the level of happiness and positivity in the FCA and the customs sector in the UAE.The human happiness is challenging but it lies within ourselves and not in others, it is in giving not in taking!

During August 28/30, HE Ali Al Kaabi, Customs Commissioner and Chairman of the Federal Customs Authority, headed the delegation of the United Arab Emirates to visit the Republic of Belarus. The visit came in response to the invitation of Be-larus Customs, and aims to enhance customs cooperation and implement the agreement on customs techni-cal and administrative cooperation signed between the two countries in Abu Dhabi last May.The delegation included Saud Al Agroobi, Director of International Relations Department, Ahmed Al Khaili, Director of the Office of HE the Commissioner, and Mohammed Al Shehhi, Charge d’Affaires of the State Embassy in Belarus. The Belar-usian side was headed by Belarusian customs Chief Yuri Senko.During the three-day meeting, the two sides reviewed the Roles and requirements from customs work in both countries. They discussed the latest developments in the key areas of applying laws and regulations, modern techniques in the areas of inspection and procedures for re-ducing customs clearance time. The two sides stressed the importance of enhancing customs and trade rela-

tions. This will enable both to ben-efit from sharing available resources, exchange of information, and knowl-edge and experiences to supports joint customs work...In several press statements, HE Ali Al Kaabi said that the UAE is keen to promote economic partnership and trade with the Republic of Belarus. A major contribution to this is raising customs efficiency through forming joint customs committees, exchang-ing information and experience, vis-its and joint customs workshops, and direct cooperation to combat smug-gling and counterfeit goods. As well as During the visit, the Belarus delega-tion briefed the UAE on the best cus-toms practices applied by Customs and the role of modern technology in enhancing the role of customs in pro-tecting society from unsound com-mercial practices. The customs in Belarus has also re-

cently reviewed the requirements for the application of the new customs law of the Eurasia Economic Union, aimed at reducing the customs clear-ance time using modern technolo-gies, and applying the single window principle at the land border crossing points. Belarus customs work close-ly with other government bodies in their ports- immigration, Health, Ag-riculture and Transport. This close co-operation reduced the transit time by 37%.The delegation visited the Customs Training Institute to review its, or-ganizational structure and functions. . The Belarusian side presented their new training course for the customs inspectors dealing with the latest tools and methods of shipping. The UAE delegation also visited the Shooting club, the K9 Training Cen-ter a Belarussian Customs Laborato-ry. It also had the opportunity to visit the Psychological Customs Center, which aims to entertain the staff and relieve the daily pressures.During the visit, the delegation at-tended a presentation by “Bel-tamozhservice”, a company which works on cargo clearance, logistics management and IT solutions. In addition, they visited “Regula” who provide document analysis equip-ment and car number readers.

On Monday, October 1, 2018, the Mutual Recognition Arrangement (MRA) between the United Arab Emirates and the Republic of South Korea came into force, following the Federal Customs and Customs Administration of South Korea suc-cessfully completing the pilot phase of the Arrangement, in September..The number of companies benefiting from Arrangement is 320 companies to date, including 40 companies in the UAE and 280 in South Korea. The FCA and the local Customs ad-ministrations are aiming to double the number of UAE companies, in the coming year. They also seek to sign MRA’s with a number of the Country’s leading trading partners, led by India and China.South Korea is a strategic trading partner of the UAE and is an impor-tant Customs partner of the FCA. The UAE’s non-oil trade (direct trade and free zone trade) with South Ko-

rea reached 34.8 billion dirhams in 2017 and 10.5 billion dirhams during the first half of this year.HE Ali bin Sabih Al Kaabi, Customs Commissioner, said that the Arrange-ment improves the competitiveness of the national economy, and contributes to building an effective business envi-ronment - maximizing the GDP/GNP of the State, and adding value through exchanging experience and informa-tion on Customs consignments and Customs and commercial facilities The MAA provides incentives for the private sector, enhances the process of Customs risk management between

the UAE and its trading partners.His Excellency pointed out that the pilot phase of the AEO program be-tween the UAE and South Korea has reduced the time for Customs clearance of consignments by ap-proved companies by 98%. It fur-ther considerably reduces the num-ber of consignments selected for inspection due to the high level of the companies’ compliance with the programme standards and the rapid exchange of information related to the consignments between the two countries. This contributes to facili-tating trade movement, reducing op-erational costs and supports customs risk management.His Excellency said that the UAEO program is a means of encouraging voluntary compliance with Customs regulations and procedures.. It tar-gets those associated with the inter-national supply chain such as im-porters and exporters, shipping and transport agencies, manufacturers, Customs agents, ports and airports.

HE the Commissioner Ali bin Sabih Al Kaabi, Chairman of the Federal Customs Authority, discussed with a US delegation methods to enhance cooperation, exchange expertise, and joint customs work, targeted at the protection of intellectual prop-erty rights and combating fraud and counterfeiting.The discussions took place during the meeting, held under the chair-manship of His Excellency, on the sidelines of the opening of the 12th International Conference on the Prevention of Intellectual Prop-erty Crimes. This was held on 25 September 2018 in Dubai, in the presence of His Excellency Mo-hammed Juma Buosaiba, the Gen-eral Director of the Authority, HE Ahmed Mahbub Musabeh, Director of Dubai Customs and a number of officials and directors from the Au-thority. The US delegation was led by Vishal Amin, the Executive Co-

ordinator of IPR, at the White House Executive Office. The delegation in-cluded a number of officials respon-sible for intellectual property rights in various American institutions.HE Ali Al Kaabi said in a press statement after the meeting that the Federal Customs Authority is keen to enhance cooperation with stra-tegic partners worldwide and ex-change customs expertise, which will enhance the efficiency customs se in the UAE. He underlined that

the United States of America is one of the leading strategic trading part-ner’s for the UAE.HE pointed out that the meeting was held at the request of the American side in order to identify the customs activity programme with regard to IPR within the UAE and the prog-ress that has been made achieved. He noted that the American delega-tion praised the achievements in the UAE in the areas of inspection and monitoring of goods, protection of intellectual property rights and com-bating fraud and counterfeit goods. According to data from the FCA, the volume of trade between the two countries reached 51 billion dir-hams during the first half of 2018. The UAE’s imports from the United States during this period amounted to about 38.6 billion dirhams; while the value of UAE exports to the United States reached to about 3.6 billion and the re-export value of imported goods was AED 8.8 bil-lion.

In August, the Security Customs Team for Evaluating the Customs Points of entry within the UAE has completed its mission to evaluate the country’s customs points and determine the readiness of the cus-toms, security and administration departments. The Team was led by the Federal Customs Authority. The team assessed the needs of the staff and their expertise, as well as their equipment and training, suggested the appropriate ways of meeting the needs, and help im-prove customs inspection and secu-rity procedures.HE Ali Al Kaabi, Chairman of the FCA, led a meeting with the Team held at the FCA’s headquarters in Abu Dhabi, and received a presen-tation on the key outcomes of the team’s work , and their findings on the level of readiness.He stated that the team’s visits con-firmed the readiness of the customs and security services at the coun-try’s borders while stressing the

team’s important role in the con-tinuous improvement of the opera-tions of customs administrations at the country’s land, air, and seaports and postal facilities. This is a key part of the FCA’s role and work and demands that that the team to establish an ongoing development plan to maintain points of strength and improve points of weaknesses, which will improve the readiness of key customs points, including cooperation with Local Customs Administrations and relevant secu-rity authorities.Al Kaabi thanked the Local Cus-toms Administrations, the Ministry of Interior, the General Authority of Ports, Borders and Free Zones Security, and other relevant au-thorities for enabling the team to perform its mission, through as-sisting its visits, and providing the required customs and security in-formation.In several press statements, HE pointed out that maintaining the country’s security and protect-ing the community from various

threats and illicit commercial prac-tices are key strategic goals of both the country’s Local and Federal Customs Administrations. These are part of the UAE Vision 2021, the National Agenda, and the di-rectives of the wise leadership to improve customs control and en-hance the performance of customs administrations. This also requires the FCA to strengthen the strategic partnerships between relevant spe-cialist authorities, to enhance the country’s security and commercial systems at its points of entry.He added that the Authority, the Local Customs Administrations, and the relevant security authori-ties are well aware of the scale and quality of risks and the future chal-lenges presented to customs and se-curity. . It is, therefore, keen to im-plement and develop plans, which ensure the continuous enhancement of customs capabilities and raise the competency of staff at all lev-els to face and overcome the risks and challenges. At the same time, he praised the level of cooperation

between the Authority, the Local Customs Administrations and secu-rity agencies in this field.In July, Al Kaabi issued a direc-tive to form the Customs Security Team; the directive stipulates that

the team will be formed under the chair of the Executive Director of the Customs Affairs Sector at the Authority. The team includes 17 members representing the Local Customs Administrations, the Min-

istry of the Interior, the security apparatus and General Authority of Ports, Borders and Free Zones Security (Manafth). In accordance with the directive , the team has carried out a num-ber of tasks , the most important of which being the assessment of the current situation at the border crossing points in the country in terms of customs, security and ad-ministrative readiness. The assess-ment has identified the strengths, weaknesses, and development requirements and has produced the necessary recommendations and proposals to enhance customs, security and administrative effi-ciency, in light of the best inter-national standards and practices in this area.The team also took the task of iden-tifying the human development and training needs of these ports, as well as the necessary equipment. It has also proposed appropriate mechanisms to meet these needs, and to enhance inspection and cus-toms security procedures.

Honoring Khatm Melaha Customs Centre On the sidelines of the meeting, HE Ali Al Kaabi, , honored Mohammed Ibrahim Al-Risai, Director of Khatm Melaha Customs Centre, of the Administration of Marine Ports and Customs in Sharjah, in recognition of his outstanding efforts in raising the performance efficiency of the port. This has had the great impact to face and overcome customs risks related to the movement of passengers and goods through the port...During the award ceremony, His Excellency said that the port team has achieved tangible results in the development of inspection procedures. This has led to a high level of customs control of the movement of crimi-nals and combating of smuggling. Which has improved the level of col-lective performance in the port, which is now a model to be added to the list of best practices within customs in the UAE.He praised the general level of performance and customs control at the land, sea, air and postal customs ports in the country. He stressed that the vigilance of customs officers and inspectors in the Authority and the Local Customs Administration have played a major role in providing national security s and protecting society from the increasing global risks.

Abu Dhabi (Emirates Customs)During a key meeting held at the Authority’s head-quarters in Dubai in the first week of August, HE Al Kaabi, Chairman of the Federal Customs Authority and HE Dirar Al Flasi, Executive Director of Watani al Emarat Foundation, discussed working together to open up new opportunities for future coopera-tion. Jointly it was agrees to develop mechanisms to deepen the values and national identity of employees in the FCA who deal with the customs departments, within the emirates including exporters, importers and customs agents.The meeting was attended by HE Ahmed Abdullah bin Lahej, Executive Director of Customs Affairs Sector, Ahmed Al Khaili, from the Office of HE the Commissioner. Dr. Ahmed Bin Sumait, International Expert in Legislation and Security, and Mohammed Khalifa Al Muhairi, Director of Corporate Commu-nications and Marketing represented the Foundation.HE Ali Al-Kaabi praised the level of collaboration between the FCA and the Foundation in order to pro-mote the principles and values of national identity and to build an Emirati customs generation committed to

the nation and service to its people. . He stressed the commitment of the Authority to develop and strength-en this cooperation and instill the values of national identity for the employees within the UAE customs sector and its clients from the community.HE also, expressed his appreciation for the leader-ship role played by the Foundation in building the nation by deepening its values and principles in the hearts of its people.For his part, Dirar Al-Falasi expressed his deep ap-preciation for the role of the Federal Customs Au-thority in protecting the security of the community, facilitating trade and enhancing the country’s posi-tion in globally. Through the development of ap-propriate strategies and the implementation of ad-vanced customs initiatives that improve the security of the State. In addition, he recognized the contri-bution made by the FCA in building key national competencies within the employees, inspectors and customs agents to contribute effectively in maintain-ing security and facilitate trade. He Stressed that the coming period will see increased constructive coop-eration with the Authority.

The FCA has achieved a leading position at the Federal in mGovernment indices, according to the report of the government enabler’s indicators, issued by the Prime Minister’s Office in 2017. The FCA has been ranked the first at the Federal Government level in its percentage of electronic/mobile transformation of federal services. It achieved 100%, outperforming the average result for the Federal Authorities of 97.85%.The report praised the efforts of the FCA and its mobile transformation team in its continuous communication and actions throughout the year, as well as its eagerness to implement the mobile government’s enablers require-ment on time.HE Ali Al Kaabi, Customs Commissioner, said, taking first place at the Federal Government level in percent-age of electronic/mobile transformation, is a major FCA achievement in the past year for the FCA. Highlighting that this achievement reflects the Au-thority’s efforts, and staff commitment to the imple-mentation and turn the visions of the wise leadership and objectives of the federal govern-ment it into a tangible re-ality both

on time and to the required quality.He pointed out that the Authority has succeeded in im-plementing an integrated system to improve and measure the experience of customers in the use of mGovernment services through the customs inquiries service and the periodical bulletins of electronic and printed informa-tion. The system contributes to the achievement of the objectives of the vision of the UAE 2021 and represents a significant move in reaching the world’s number one in the index of electronic/mobile services by 2021.At the same time, the report of the Office of the Presi-dency of the Council of Ministers pointed out that the Authority ranked fourth in the Federal Governments ranking of customer satisfaction with electronic/mobile services, achieving 89%. The Authority ranked fifth in the government index in the percentage of public aware-ness on electronic and mobile services, achieving 78% and achieved 93% in the index of government compli-ance with quality standards for electronic/mobile ser-vices. Finally, it came in the eighth place in the gov-

ernment level for usage of government electronic/mobile services in 93%.HE explained that the government enabler’s team within the Authority has implemented the mGov-ernment enablers on services on a priority basis.

thorities, where smart applications standards have been applied to the Authority website...Moreover, the IT department of the Author-ity has focused on innovation in the field of mGovernment enablers by implementing

around 21 new applications , including the launch of live chat service on the website and the development mobile apps for the Authority us-

ing multiple communications channels o, such as “Contact us”,. r, “FAQ service” launched to serve the customer and to answer their questions directly. These new systems make use of the latest Artificial

Intelligence (A.I.) techniques and the services are available 24/7, in both Arabic and English on the web-site and the mobile Apps.

On October 4, 2018, the Federal Customs Authority (FCA) launched the first Customs inspection using the K9 Unit (Dogs). This took place at Ras Al Dara port under Ras Al Khaimah Customs Administration and within the framework of the Authority’s plan to start fieldwork for its K9 Unit at all customs ports in the UAE.The first division of the Federal K9 Unit, which included four train-ers and four dogs, participated in the inspection. The Unit had pre-viously received several months training to carry out inspections for detection of drugs and explosives in the UAE s. The second group of 25 dogs is scheduled to start at the border crossings before the end of the year. HE Ali Bin Sabih Al Kaabi, Cus-toms Commissioner, said, “we seek to strengthen Customs controls and strengthen the concept of Customs deterrence under the responsibili-ties entrusted to the Authority to deal with the scale of security chal-lenges and Customs Risks. The Authority is implementing an inte-grated plan to support the customs ports in the UAE, including sup-pling customs ports with the latest

equipment, monitors, and dedicated K9 Teams. This plan strengthened the security of, customs and trade in the State.His Excellency pointed out that the Authority was able, with the sup-port of the Ministry of Presidential Affairs, to complete the first Fed-eral Customs K9 Unit in the UAE in record time. On the occasion, His Excellency thanked His High-ness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Af-fairs, for his unlimited support for the establishment of the K9 Unit in the Authority and order to allocate new building to house the Unit in Umm Al Quwain. He added, “The Ministry of Presi-

The Custom Dogs Unit (K9) affili-ated to the Federal Customs Author-ity has obtained the International Accreditation Certificate from the International Police Work Dog for American Police Dogs (IPWDA) of North Carolina. The unit is the first institution in the UAE and the Middle East to receive such accreditation.HE Ali Bin Sabih Al Kaabi, Customs Commissioner and head of the Au-thority, said that the achievement of this accreditation by the K9 Unit is a major regional and an international achievement to be added to the list of achievements of the UAE. It also confirms the Authority’s commit-ment to support the State security system and protect society from the negative impact of smuggling, by meeting the best international stan-dards and practices in the field of in-spection and detection of drugs and explosive materials at all points of entry to the UAE- land, sea, air and postal. He added, “We are proud of this achievement, which is an interna-tional recognition of the efforts made by the Authority and the K9 Unit and adherence to international standards and specifications for training. It fur-ther reflects the FCA’s commitment

to the acquisition of international knowledge and experience. The ac-creditation is issued by one of the most prominent organizations ac-credited in the United States and the world.”He pointed out that the evalua-tion process carried out by the team lasted for five days, where they as-sessed the working environment of the Customs, dogs both in terms of its physical and human elements, and in terms of its capacity to detect narcotics, hazardous substances and explosives.The evaluation included three stages during which the performance of 25 customs dogs and 25 trainers, rep-resenting the first cadre of dogs and handlers, were examined. During the three stages, efficiency and commit-ment of the dogs and handlers were

tested against the standards of the IP-WDA, the examination covered both drugs and explosives detection, in an indoor or outdoor environment, and in handling vehicles, bags, buildings, etc.His Excellency the Commissioner of the Authority confirmed that obtain-ing this international accreditation means the international recognition of the professionalism of the K9 Unit and its adherence to the international standards required for inspection and examination. He further noted that the unit had succeeded, within just a few months, to import dogs, train them to detect drugs, explosives and prohibited materials, in the UAE en-vironment and to reach the interna-tional level of performance and pro-fessionalism required..Mr. AbdulSalam Al Shamsi, Director of the K9 Unit, said that the Unit’s receipt of the international accredita-tion certificate as the first unit in the Middle East to do so coupled with and the Commissioner’s honoring of the team represents a strong stimu-lus for the employees of the Unit. Wednesday, September 19, UAE represented by the FCA and the Automobile & Touring Club of the UAE (ATCUAE), in cooperation with the Federal Transport Authority-Land & Maritime, Dubai Customs and the Sharjah Ports and Customs administration, UAE has launched the first intermodal export shipment of Indus International FZC and carnet holder Kuehne + Nagel from the Emirate of Sharjah via Jebel Ali, Dubai to Czech Republic via Germany, according to the Interna-tional Road Transport system “TIR”.The ceremonial launch was honored by the presence of Mohammed Juma Buosaiba, Director General of the FCA, Mohammed Bin Sulayem, President of ATCUAE and Mohammed Mir Abdul Rahman, Director General of Sharjah Customs. In addition to a number of execu-tives, directors of the administrations and heads of de-partments of the participating entities and officials of the two companies.Preparation for the launch of shipment began on Tues-day by the Sharjah Customs, they inspected the con-tainer containing the goods to be exported in the Indus International FZC warehouse in Sharjah Airport Inter-national Free Zone, preparing the customs declaration, whereby the transport is facilitated by the UAE carnet

holder Kuehne + Nagel with the TIR carnet issued by the ATCUAE was used for this TIR transport. On Wednesday morning, the container was transferred to the Sharjah Customs Center at the Sharjah Interna-tional Airport Free Zone. The customs inspectors affixed the customs lead seal on the container, performed the customs control on the TIR carnet and transmitted the “release of transit message” using the IT portal and they handed over the TIR carnet to the transport company; and allowed to move the container towards Jebel Ali Customs center in Dubai, where the TIR carnet was pre-sented to the customs inspector and after physical check-ing the “termination of transit” was transmitted with customs control (stamps) on the TIR carnet by Dubai Customs officials. The container then gated into the Jeb-el Ali port terminal, to be loaded on the ship to travel by sea to the Port of Hamburg, Germany for continuation of TIR transport until Czech Republic.HE the Commissioner, Ali Al Kaabi, said that the activa-tion of the TIR system and the launch of the first inter-modal export shipment from the State using the TIR car-net reflect the State’s keenness to fulfill its international obligations and play an active role in facilitating the movement of international trade. In September, the Federal Customs Authority, in co-operation with the Ministry of the Interior, launched, the customs professional diploma for the development of customs inspectors throughout the UAE, both males and females,at the Federal Police School in SharjahThe new customs diploma, which was developed by the Customs Development Department at the Authority, is the first federal professional program in the UAE Cus-toms., Its aim is to raise the efficiency of customs in-spectors in serving the State Security System. The pro-gram is designed in both Arabic and English. It meets the high-quality international standards, which apply to the requirements and duties of a Customs inspector and equip him/her to meet the increasing challenges. HE Ali Al Kaabi, Customs Commissioner, said that the rapid developments in the field of customs work and the increasing customs and security challenges imposed on the customs authorities and departments require the customs inspectors’ to constantly develop their skills and increase their knowledge and expertise in all areas

of customs work . This will ensure the existence of a standard level knowledge and training in security and customs for all customs inspectors in the state.The diploma program is implemented in three basic stages. The first stage, over 10 days, includes the development

of the legal and procedural knowledge and skills re-lated to customs work. The most prominent of these are the unified customs law, customs procedures, the Harmonized System (HS Code) for tariff classification, customs valuation, rules of origin, and free zones.The second stage of three weeks of the program in-cludes the development of specialized technical skills and the basic analytical skills related to customs work. . This includes customs risk management and target-ing, body language, security indicators, drug control and dealing with dangerous and explosive materials. It will further cover , customs inspection of contain-ers, people, vehicles and baggage., ,understanding of shipping documents, maintaining customs records, the handling of evidence, and detention procedures .The third stage, of more than one week, includes the devel-opment of the behavioral, personal and social skills of participants., It will take into account, time manage-ment skills and priorities, creativity, innovation, focus on results, problem solving and decision making. The General Administration of Cus-toms - Abu Dhabi launched a pack-age of five smart projects during its participation in the 38th Session of the Technology Week (GITEX 2018), as part of the Abu Dhabi Gov-ernment’s main platform and in the presence of His Excellency Rashid Lahej Al Mansoori, Director Gener-al of the General Administration of Abu Dhabi Customs, executive di-rectors and a number of department directors, heads of departments and employees.HE Rashid Al Mansouri said that the launch of the smart projects package comes within the framework of the implementation of the GMS Strate-gic Plan which aims to enhance the information technology infrastruc-ture and the digital transformation of Customs operations. This confirms the keenness of Abu Dhabi Customs to invest in innovation, keep up with modern day mechanisms and en-hance the technical capabilities and smart services offered to public.Al-Mansouri stated that in addition to the security and strategic dimen-sion of these smart projects, it pro-vides many services to the customs public in general, with a focus on customs agents and passengers through customs outlets in addition to the customs cadres of leaders, employees and customs inspectors¸ and. The Smart Package includes 4 projects.In the details, the first project was en-titled “Customs Inspection System at

Land Customs Outlets”, in which an electronic linking system was imple-mented with the Interior Ministry so the data of vehicles and passengers are checked directly at the entrance of the State, and where the vehicle reaches the inspection area, the in-spector displays the data using a por-table device with a laser reader.At the end of the inspection, the in-spector enters the result in the mo-bile device, where the system “Dha-bi” to record the results and contact relevant parties. It is an advance-ment over the old system where the inspection process required the in-spector to actually inspect the goods and then return to the office to enter the results in the “Dhabi” system. The new project will speed up trav-elling procedures by reducing the time of processing and by eliminat-ing the use of paperwork.Al Mansouri added that the third project is the “Intelligent Reporting System”, which provides accurate statistical information and data to customs leaders linked to databases of several vital institutional sectors, such as foreign trade, human re-sources, customs data, seizures and others.The General Directorate of Abu Dhabi Customs has also launched its fifth project, the unified electronic window “pathway” which will fa-cilitate commercial activity through the seaports first, and then be applied to the land and air ports in the Emir-ate of Abu Dhabi.

There is no obvious evidence for customs or other tax authorities that a transaction has taken place in the presence of e-commerce

Follow the MoneyAs part of the dynamic world of interna-tional trade Customs has over the years been used to identifying and adapting to developments in business and trad-ing practices. In more recent years it has had to deal with the increasing speed of the international movement of both goods and people, increasing digi-talisation of processes, and a focus on maintaining national competitiveness in the face of globalisation. A major challenge currently is the approach needed to both understand and manage E-commerce as part of the broader changes globally on how people shop, how businesses deal with each other and, increasingly, the digi-talisation of manufacturing and pro-duction. There is a need to ask some fundamental questions regarding inter-national business transactions, risk and control methods. What do we mean by e-commerce? The first major element of e-com-mence, broadly understood by every-one is on-line purchases of consumer goods through company websites such as Amazon, Souk etc. Irrespective of the origin of the goods, these purchas-es are largely supplied by in-country fulfilment centres who continue to import the goods in bulk in line with current practice. This market may also see a substantial increase in the direct purchase of goods by individual

consumers from overseas suppliers. Digitalisation and international bank-ing practices may also lead to a higher volume of non-business i.e consumer to consumer transactions.In all of these cases the transaction still requires goods to physically pass through a designated point of entry – with a potential increase in the volume of fast courier or postal traffic- where they are subject to the normal legal restrictions and customs controls. To cope with the volume of trade this con-trol requires the same increasing use of digitalisation and artificial intelligence that is necessary across all future cross border transactions.The World Customs Organisation has

developed a useful ‘Framework of Standards for E- Commerce’ which goes some way to outlining how con-trol issues may be addressed. A second element of E-Commerce ‘Online purchases’ such as software from overseas presents a very different challenge. Legally it is clear that this is an importation, but as the transfer takes place ‘in the ether’ there is no obvi-ous evidence for customs or other tax authorities that a transaction has taken place. This has an obvious implication for revenue collection and presents a risk that prohibited and restricted ma-terials can be imported.At a third level the challenge presented in is the rapid increasing use of 3D/digital printing in the manufacturing industry. This allows actual finished manufactured goods to be produced in-country based on software which can be located anywhere in the world. In the aviation industry with the increas-ing distribution of suppliers globally, significant elements of the final air-craft, including major structural ele-ments, are now produced using digital printing.Here, in addition to the identification that a transaction has taken place, is added that legally it is not yet clear what in fact has been imported. From a security point of view the re-cent development in the USA of a gun that can be digitally printed presents an alarming prospect.Where does this leave Customs?Fundamentally the current situation leaves Customs addressing its core questions.What national regulatory requirements need to be met?Has a transaction taken place?What fiscal or social protection risk does it present?What level of control is required?Differing definitions and differing opinions globally have made the defi-nition of international standards against which to answer these questions diffi-cult to obtain. This is not a new situation for customs as international standards in the past have always been led by, rather that dictated best practice. It is essential, therefore, that these questions are ad-dressed initially at a national level. Customs will need to strongly advo-cate that they are.It also underlines yet again the impor-tance that modern Customs Adminis-trations develop an increased under-standing of how globally business is using digital systems to both trade and speed up/secure the international sup-ply chain.To address the question of regula-tory requirement, Customs will need

to work principally with Ministries of Economy/Industry/Trade and the Commercial Operators to re-examine the definitions of import and export and clarify the position with regard to digital trade. Taxation Authorities will also need to be engaged to identify tax liability and tax point.The application to digital trade of cur-rent regulations with regards to prohi-bitions and restrictions will also need to be examined by the relevant authori-ties.Identification and control of risk will need the development of a close rela-tionship with Digital Regulatory Au-thorities. Many countries already use the direct intervention of these authori-ties to enforce national social protec-tion prohibitions.The development of these external re-lationships further underlines the need for the continuing development of a national single window. New evolving opportunity.Over its history customs has evolved from a focus on the physical control of all goods to the intelligent use of infor-mation to determine the goods that will need to be controlled. Where there are no physical goods it will be difficult to continue to follow this approach. What can Customs use to replace the movement of goods as the evidence of a transaction?

For all business transactions both com-mercial and private there is one area that remains constant and may provide the answer-the Money!!!! . Companies and people continue to need to be paid for the supply of goods and services and this payment has also been digital-ised.Customs has already partially recog-nised this though it’s more audit based control methodologies. Perhaps it is time to look at how it can make use of the international payment system itself to both identify a transaction has taken place and, even more interestingly, have a reliable source of information of on the value of that transaction. This, I know, has always been a sensi-tive subject and can raise issues regard-ing privacy and financial security. But it is time to recognise that the interna-tional banking system including digital currency transactions have a key role to play and perhaps a national respon-sibility to assist.Here it would be wise to give a higher priority to engagement with the finan-cial regulators and the banking system to explore how co-operation can ben-efit both the private and public sectors. This should include discussion on in-creasing connectivity between digital systems.Perhaps E-Commerce itself is showing us the way to E-control – and not just for e-goods!!!!

In recent weeks, the Federal Customs Authority (FCA) has succeeded in launching the Customs Diploma pro-gram as the first federal professional program for the customs sector in the UAE. The program is an essential step towards providing a professional basis for Customs staff especially the inspectors, and provide them with the skills, knowledge to carry out their work effective.The program aims to develop the ba-sic behavioral skills and competen-cies of the customs inspectors in the UAE. It introduces them to the laws, regulations and conventions related to Customs work. In addition, it en-hances the skills of customs inspec-tors, and enables them to effectively implement their important role in protecting the security of society. The programme is delived by a group of the best trainers and lecturers who are specialized in this field.The professional diploma program was launched based on the UAE Vi-sion 2021, which aims at building a knowledge-based competitive econ-omy. It follows on our belief in the ِAuthority’s ability to develop mod-

ern job performance. Based on two main components: the acquisition of knowledge and the development of skills, providing learning not just training. The progamme meets the overall goal of the FCA to raise the level of com-petency and skill necessary to meet the increasing customs, security, eco-nomic and social risks.Education and training are essential for the success of any plan for devel-opment in the world. Therefore, the FCA is keen to ensure that the Pro-fessional Diploma Program includes the need to provide the members with knowledge of Customs topics such as: Customs Law, Tariff and Harmo-nized System (HS), Customs proce-dures, Origin and valuation, The use of customs inspection devices, Body language, Anti-smuggling, Narcotics, hazardous substances. And behavior-al skills including: Creativity and in-novation, Flexibility and adaptation, Problem solving, Decision making, Self-confidence. The Authority’s belief is that this Di-ploma is vital and aim is to ensure that the successful completion of the professional diploma is a mandatory basic requirement for the job of Cus-toms inspector at the State level, The development of this diploma course is in itself a major achieve-ment. It is undoubtedly the result of a high level of co-operation, hard work and joint efforts between the Authority and its strategic partners. The highly important role played by the Ministry of the Interior as well as by the Local Customs Adminis-trations in order develop and deliver this professional diploma to should be noted.
