In urban and provincialschools, there is a combination of these issues. Destituteenvirons, trouble students, apathetic students, andpoorly funded resources combined affect howsuccessful our educational system is in America. Untilthese issues are resolved, then we will continue to fail.Indeed, we cannot tell how long the process of turningfailing schools around can take.
