This plan aims to provide a process for all foreseeable emergencies in order tominimise loss to persons, property or process. This means having a comprehensive systemthat links the emergency response plan, the emergency response, and emergency responseteams on site and in the District of Wells. This will provide a capability to address, on a
proactive and strategic basis, the many issues that will cause or arise from an incident oremergency.
This plan is applicable across the BGM site and the surrounding local areas whereemergency support is required. It also covers all personnel whether they are an employee,contractor or a visitor. The major emergency scenarios covered within this plan were
identified as being those which pose the greatest potential threat to the site based on theoutcomes of a risk assessment process. While this list is by no means exhaustive, the plandoes also provide the framework and guidelines for the organization to respond any
incident irrespective of its nature.
In the event of a proximal forest fire the following steps will be taken to ensure thesafe and timely evacuation of the BGM property to the nearest local community withemergency services.
Managers will continuously monitor the BC Wild?re rating, weather conditions, andany fires in the Cariboo area to assess the risk to personnel, contractors, and equipment ofBarkerville Gold Mines Ltd.
Managers will communicate with local authorities in the event of a proximal wild?reto ensure proper lines of communications are established and heed the following levels ofevacuation as posted by the Cariboo Regional District.
Initial contact with offsite resources to confirm availability of assistance if required (i.e.extra busing, hotel availability, ?ights, etc. in case workers are required to be removed fromsite for safety).

SAFETY CONSIDERATIONS
1. Conduct helicopter investigation if possible (evaluated by Cariboo Regional District);
2. Begin to determine fuel, food, and other support supplies currently on site and daysavailable in case of road closure — by Emergency Command Group;
3. Mine Rescue (back—upfor crowd control) and the Wells Volunteer Fire Brigade (for theDistrict) — will work together on a small ?re if safe and possible;
4. District of Wells and community communications — will work with EmergencyCommand Group at BGM Command Centre;
5. Begin moving personnel to rally point and designated camp staging area (middle of thecamp yard);
6. Managers to determine number of owned vehicles with available seating for personnel;
7. BGM management will maintain situational awareness;
8. Communicate and control information passage to employees to limit rumours andpossible panic;
9. Crisis communications plan to be put into effect — from the Emergency Response Plan(handed out to the Emergency Command Group);
10. HR to prepare communication statements to outside agencies;
11. Organize off site transportation assistance — this determination should be doneimmediately as it will take time to move additional resources to site;
12. R.C.M.P to assist in controlling traffic and noti?cations;
13. Fuel supplier may be required to move to underground lay down area if on site;
14. Medical/Health authority, Employment Standards, RCMP, other outside agencies maybe required depending on reason for evacuation — BGM management will organize.

KEY CONSIDERATIONS
- Good communication at all times;
0 Rumour control;> Only direct supervisor(s) may inform their groups about evacuation alerts or
orders. Staff who hear about such events must inform their supervisorimmediately, and not disseminate to other staff members. This is to preventconfusion and undue panic, and to ensure that we operate as a united groupin the event of an emergency.
- Early determination of evacuation needs and contacting outside resourcesimmediately on identifying the need to evacuate;
0 Immediate shut down of any and all equipment site-wide. This includes heavymobile equipment, generators, pumps, and the like. To be completed by area
supervisors (Mine General Foremen, Lead Core Cutters, Exploration FieldSupervisors), and heavy equipment operators.
0 Positive control of all movement off site to insure full usage of all available seating.

EVACUATION ALERT & PROCEDURE
A consistent format and process will be used to alert thepopulation at risk of potential need for evacuation. The alert highlightsthe nature of the danger and that people should be prepared to
evacuate the area.
The Evacuation Alert may allow for the population at risk to
begin an orderly preparation to voluntarily leave the affected area,
within a speci?ed time frame. However, the reality of the situation
may require immediate action with very short notice.
Site Personnel
a) Personnel will muster on the main floor of the Office. A head-count andsign-off will be conducted.
b) The tag board will be checked. Personnel will remove tags after beingaccounted for, and signing off on the head-count.
c) All personnel will load into our truck fleet, drive to the SHOP, back intoparking. and walk up the hill to CAMP.
d) One Manager will accompany the evacuated staff to the shop and camp.
e) One Manager will remain in the office with the other departmentmanagers, to assist with planning and logistics.

The population at risk is ordered to evacuate the area specifiedin a formal written order. This is an order and as such does not allowfor any discretionary decision on the part of the population at risk.They must leave the area immediately.
A statement must be included in all bulletins, pamphlets,warnings and orders that makes it very clear to all that, while theevacuation order is in effect, the area in question will have controlledaccess and that a pass may be required to regain access to the area.

STAGE 3 EVACUATION RESCIND
The population at risk is allowed to return to the area previouslyevacuated, having been advised that the danger has passed.
There is the possibility that the danger may re»manifest itselfand the Evacuation Alert or Evacuation Order might need to bereissued.
