What is EMAC?

The Emergency Management Assistance Compact (EMAC), is a state-to-state mutual aid compact that facilitates the sharing of services, personnel and equipment across state lines during times of disaster and emergency.

Acceptance

Offer must be accepted by the Requesting State

Upon final acceptance, Mission Authorization Order (MAO) is issued.

Assisting State publishes the MAO and ensures that all personnel receive a copy prior to deployment

Deploying personnel receive pre-deployment briefing

Purchase of airfare, lodging, rental car can proceed at this point

During Deployment

Operational Control While deployed, all resources are under the operational control of

the requesting state, and fall under their ICS structures.

Command and Control Command and Control remains with the home state authority.

Deployed teams will remain intact under deployment agreement.

Change in mission, duties, costs or personnel/time requires an amendment to the agreement.

What is Mission Ready Packaging?

Specific response and recovery capabilities organized, developed, trained, and exercised prior to an emergency or disaster

MRPs are based on—and the next logical step after—NIMS Resource Typing. The NIMS resource typed equipment are part of the Mission Ready Package

You do not have to be NIMS resource typed to Mission Ready Package

MRPs are developed by Resource Owners/Providers and coordinated with state EMAs

Reducing the time from request to mission deployment means knowing what you have and the costs associated with that mission.
